I . CALL TO ORDER:
The meeting was called to order at 12 : 20 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Urrutia, seconded by Commissioner
Van Vliet, to approve the minutes of the August 8, 1995
meeting as submitted. Motion carried 5-0-1, Commissioner
O'Donnell Abstaining.
III . It was moved by Commissioner Connor, seconded by Commissioner
Holden, to approve the following cases by minute motion.
Motion carried 6-0.
A. Final Drawings :
1 . CASE NO. : 4520 SA
APPLICANT (AND ADDRESS) : HUMPHREY' S YOGART, 72-795
Highway 111, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of double
sided directional sign in existing 36" high housing
LOCATION: 72-295 Highway 111
ZONE: C-1
Steve Smith presented pictures of the existing
directional sign that has never been approved through the
city. Commissioner Holden thought the sign was
originally installed as the drive-up teller sign for
Santa Fe Federal . Commissioner Urrutia noted that the
sign is lighted.

Commission approved the directional sign as installed,
subject to the electrical being certified by the building
department as this was an existing sign that was
installed as part of the original center before it was
part of the city.
2 . CASE NO. : 4526 SA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 73-655 E1 Paseo, Suite F

Jeff Winklepleck presented pictures of the proposed sign
noting that it was an existing sign that the applicant
wants to move to this new location. He noted that the
sign is rust on a brown background, which he felt would
not read well.
Commission approved the business identification signage
as submitted.

identification signage

Jeff Winklepleck presented pictures of the sign noting
that it was a 4 ' x 8 ' sign already installed. He
indicated that the height of the sign, and the number of
menu items were a problem.

Commission discussed various options with the applicant
on where and how to place the signs . Mr. Winklepleck
noted that there is a 16 ' right of way there, and that
the public works department had no concerns with issuing
an encroachment permit.
Commission approved the business identification signage
subject to placing the Pennzoil sign on the building with
a maximum of two menu items per sign at a maximum height
of six feet for the free standing sign.
4 . CASE NO. : 4528 SA
APPLICANT (AND ADDRESS) : PARAGON SIGNS for CAPTAIN
COOKS SEA GRILL, 77-622 Country Club Drive, Suite T, Palm

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of double
sided attraction board
LOCATION: 72-191 Highway 111
ZONE: P.C. (4)
Jeff Winklepleck presented pictures of the proposed free
standing sign noting that it was similar to what Bananaz
has now but with a fake stucco finish. He added that the
size of the sign meets the code requirements .
Commissioner Urrutia felt that the design could be much
better than what was proposed. Commissioner Holden asked
if there was a way of policing the contents of the sign.
Mr. Winklepleck noted that the code specifically states
what the sign could be used for. Commissioner Holden
agreed with Commissioner Urrutia in that the design
should be something special . Commissioner Urrutia added
that this sign was no different than the theater sign and
commission had them do something creative.
Commission continued the request to allow the applicant
to redesign the free standing sign to incorporate the
materials used on the existing building. Commission
wants something more creative than what was proposed for
this location.

5 . CASE NO. : 413 C
APPLICANT (AND ADDRESS) : AMERIGAS PROPANE for PALM
DESERT MOBIL, 43-612 No. Jackson Street, Indio, CA 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install
499 gallon LPG tank
LOCATION: Mobil Station, 73-611 Highway 111
ZONE: C-1
Jeff Winklepleck presented drawings of the proposed tank
and its location. Commissioner Urrutia felt that the
tank should be located closer to the center of the
shopping center for aesthetic reasons . The applicant
noted that this area belonged to the shopping center, not
the gas station. Commissioner Gregory agreed and felt
that the tank should be located somewhere away from the
main street intersection.
Commission continued the request to allow the applicant
to find another location that would not be as visible
from the highway intersection. Commission instructed the
applicant to show how the tank would be screened better
and to provide an actual site plan showing the property
lines to help them determine exactly where the proposed
location was .
6 . CASE NO. : 4529 SA
APPLICANT (AND ADDRESS) : TRAVIS ENGINEERING for MOBIL
OIL CORP. , 14700 East Firestone Blvd. , Suite 107 , La
Mirada, CA 90638
NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install
monument sign
LOCATION: 78-005 Country Club Drive
ZONE: P.C. (2 )
Jeff Winklepleck presented drawings of the proposed sign
noting that it would be placed at the corner of Country
Club Drive and Washington Street. He noted that there
was an existing sign on the wall for the center, but that

the proposed sign did meet all the requirements for a
free standing sign.
Commissioner Urrutia suggested incorporating the existing
free standing sign with the new proposed Mobil sign.
Commission also discussed the possibility of moving the
sign down Country Club Drive some.
Commission approved the monument sign with the condition
that the existing center sign be removed, or incorporate
the existing free standing sign with the proposed Mobil
Oil sign. Commission informed the applicant that they
are allowed a maximum of 8 feet in height for the sign.
7 . CASE NO. : TT 24287
APPLICANT (AND ADDRESS) : NEC FINANCIAL CORP. , Post
Office Box 14004-347, Villa Park, CA 92667
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final
working drawings
LOCATION: Deep Canyon Road, north of Fred Waring Drive
ZONE: PR-5
Steve Smith noted that the commission had approved the
preliminary plans at their last meeting and the final
working drawings were now before them for approval . He
noted that the building department did not have any
concerns with the final working drawings . The applicant,
Mr. Steve Sanberg, noted that there would be eight front
courtyards on Plan 70 and three front courtyards on
Plan 65A.
Commission approved the final working drawings as
submitted. Motion carried 5-0-1, Commissioner Gregory
Abstaining.
