The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Connor, seconded by Commissioner
Van Vliet, to approve the minutes of the January 10, 1995
meeting as submitted. Motion carried 4-0-1, Commissioner
Urrutia Abstaining.
It was moved by Commissioner Connor, seconded by Commissioner
Van Vliet, to approve the minutes of the January 24 , 1995
meeting as submitted. Motion carried 5-0 .
III . It was moved by Commissioner Urrutia, seconded by Commissioner
Connor, to approve the following cases by minute motion.

Steve Buchanan outlined the working drawings for Circuit
City showing the truck on-loading area on one side with
an auto installation area on the other. He indicated
that the working drawings were consistent with what was
approved on the preliminary plans . Mr. Smith indicated
that the approval covered the elevations only as the
signage would be handled separately.
Commission approved the final working drawings for
Circuit City as submitted. The landscape plans for the
C.V.W.D. booster station were continued to the regular
session of the meeting.

The applicant, David Fletcher, noted that the proposed
awning was approved by the commission at it' s last
meeting, subject to the deletion of the bottom valance.
Mr. Fletcher was before the commission requesting a
reconsideration of the awning with the red and yellow
valance along the bottom.
Commission approved the awning as submitted with the red
and yellow valance. Motion carried 4-0-1, Commissioner
Van Vliet Abstaining.

Steve Smith noted that the applicant was requesting
approval to change the face of the existing sign, adding
"Driving Range" to the signage.
Commission approved the revised monument signage as
submitted.

Jeff Winklepleck presented the proposed signage noting
that Big "A" Auto Parts was moving into the existing
Service Auto Parts location at the northwest corner of
Highway 111 and San Pablo Avenue. He noted staff ' s
concern with the requested 16" letters as the allowable
maximum letter size limit is 8" . Commissioner Holden
discussed his concerns with the letters . size, but felt
that the logo was acceptable.
Commission approved the signage with a maximum 8" letters
and approved the logo as submitted.

Jeff Winklepleck presented the drawings for the proposed
signage indicating that there is no signage on the
frontage now. He noted that the applicant was asking for
approval of a non-illuminated sign using red lettering on
a purple background. The signage does meet the city' s
size requirements .
Commission approved the signage as submitted.

Mr. Buchanan presented the landscape plans for the
booster station. The applicant was not present.
Commission indicated that they would need to see a site
plan for the entire area showing how it will interact
with the remainder of the project.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Urrutia, to continue the landscape plans for
the C.V.W.D. booster station directing the applicant to
provide a site plan showing how it will interact with the
rest of the project, the location of the base of the
hillside, the height of the walls, and the landscaping to
the left of the left wall . Motion carried 4-0 .

Steve Buchanan presented the final working drawings
reminding the commission that their previous direction to
the applicant was to show a minimum reveal of 6" for the
columns and 3" for the wainscoting. Mr. Buchanan showed
how column features were added around the perimeter of
the building.
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Urrutia, to grant final approval on the
working drawings subject to the applicant providing
details to show a minimum reveal of 6" for the columns
and 3" for the wainscoting. Motion carried 4-0 .
3. CASE NO. : TT 24539

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscape
plan for model complex
LOCATION: Northeast corner of Hovley Lane and Cook
Street
ZONE: PR-9 S.P.
Steve Smith reported that Century Homes had originally
stated that they would not need a model complex but has
now decided that they are qoing to have the three units
immediately inside the Cook Street entrance for model

units . He indicated that typically staff would have
approved these plans with the assistance of Eric Johnson,
but Mr. Johnson was ill and in the hospital, and
therefore staff needed the plans approved by the
commission.
Mr. Smith felt that it was a typical model landscape
plan. Commissioner O'Donnell asked if the existing
homeowners were aware of the three units becoming models .
Mr. Smith indicated that the applicant would have to get
a Temporary Use Permit for these units, and the permit
would be handled through the director' s office.
Commissioner O'Donnell discussed his concerns with the
homeowners having to deal with the traffic at the
entrance. Mr. Smith indicated that the commission could
approve the landscape plan directing staff to notify the
homeowners of their attempt to add the model complex.
Commissioner Connor noted that there were no property
walls . Mr. Smith indicated that this was correct because
the applicant wanted people to be able to walk between
the homes . Commissioner Connor noted that the hardscape
development was quite a bit different than what was being
done on the street. He indicated that a wood trellis was
now being added to the buildings .
Homeowner, June Wilde, was present and noted that one of
her concerns with the model complex would be the parking
and traffic. Mr. Cunningham assured her that the streets
would be kept very clean, and the sales complex would use
golf carts to escort the potential buyers through the
project. Mr. Cunningham indicated that the complex would
be completely fenced with full landscaping. Commissioner
0'Donnell asked Ms . Wilde if the present homeowners know
about the proposed model complex. Ms . Wilde indicated
that the homeowners were aware of this proposal .
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Urrutia, to approve the landscape plan for
the model complex as submitted subject to placing the
perimeter walls once they are no longer model homes and
removal of the existing temporary sales trailer on the
north side of Belmonte Drive. Motion carried 5-0 .

4. CASE NO. : 4443 SA
APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning
with signage
LOCATION: 73-614 Palm Desert Drive
ZONE: C-1
Jeff Winklepleck presented drawings of the proposed
signage along with photos of the existing building.
Commissioner Holden asked how the awning would end on the
west end. The applicant, Ernie Brooks, indicated that it
would be a fabric return and offered to draw up a detail
of this awning. The detail showed that the awning would
be lit and would project out 2 feet from the building.
The awning would be white with blue copy. Commissioner
Urrutia felt that the bright white awning should be toned
down some and the fabric should not be shiny.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Holden, to approve the awning as submitted
in the Unitex "egg shell" color. Motion carried 5-0 .
5. CASE NO. : 4444 SA

Steve Smith presented the drawings for the proposed
signage. The applicant' s representative, David Fletcher,
indicated that Serena is not a well known name and the
owner is finding it difficult to communicate that he is
a shoe store.

Commissioner Urrutia felt that the existing elements on
the building were very strong and that the proposal would
take away from these features . He suggested doing
something over the entry. Commissioner O'Donnell noted
that there were no details to show exactly what the
applicant was trying to achieve. Mr. Smith asked about
placing letters on the windows . Commissioner Urrutia
felt that the signage would not be visible on the
windows .
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Van Vliet, to continue the request to allow
the applicant to come back with a re-design that would
tie in better with the strong architectural features of
the building. Motion carried 5-0 .
Mr. Fletcher asked if the applicant could do something on
a temporary basis to get him through the season. Mr.
Smith suggested that Mr. Fletcher discuss a temporary
sign proposal with Mr. Drell.
Commissioner O'Donnell left meeting at 2 :00 p.m.
6 . CASE NO. : TT 27882
APPLICANT (AND ADDRESS) : S.H. SANBERG & PARTNERS, INC.

Mr. Smith presented the enhanced landscape plan as well
as the proposed signage.

Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Van Vliet, to approve the wall details for
the model center, the driveway entry gates, and directed
staff to review the signage for final approval. Motion
carried 4-0 .
B. Preliminary Plans :
1 . CASE NO. : PP 94-7
APPLICANT (AND ADDRESS) : F & M ASSOCIATE5 for DEEP
CANYON PLAZA, 2041 San Remo Drive, Laguna Beach, CA
92651
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of architecture and landscaping for an 81,747 square foot
retail shopping center
LOCATION: Northeast corner of Deep Canyon and Highway
111
ZONE: Proposed P.C. (2)
Mr. Smith presented the preliminary plans noting that the
applicant would be going before the city council for a
change to the General Plan and rezoning of the property.
The north side of the site is zoned residential while the
south side is zoned resort commercial . They are
proposing a 60,000 square foot major as well as three
future pad sites . These future pads could be anything
from offices to restaurants . Mr. Smith also showed the
proposed color sample board in various pastels .
Mr. Smith indicated that the applicant has met with the
residential community to the north on several occasions .
He indicated that the tower elements exceeded the height
limit and would need to send the commission' s
recommendation on this issue to the city council .
The applicant, Tim Bartlett, reported that to the south
of the site is John' s Restaurant with a pyramid element
and to the east is Embassy Suites . He indicated that
they wanted to be somewhat compatible to this surrounding
architecture. The architect, Mike Mahoney, outlined the
. design of the center. He added that one of the main

concerns were the homeowners to the rear of the project
and noted that the date palms would stay where they are
now with mounding added around them to use as a buffer to
the project. Mr. Mahoney indicated that these homeowners
would not see the buildings from their homes .
Mr. Smith showed that there were two parcels within the
site that are not a part of this project. There is
approximately 1 acre and a 25 ' x 25 ' well site. The
developer is working around these parcels .
Commissioner Urrutia discussed his concerns with the lack
of overhangs . Commissioner Holden felt that the design
looked like a typical shopping center and did not find it
to be anything special . He felt that being the last big
parcel on Highway 111, the project should be something
unique. Commissioner Urrutia agreed and compared some of
the elements in other centers being built in Palm Desert.
He felt that some unique elements and overhangs would
make the center more people oriented. Commissioner
Urrutia did not feel that the design was sensitive enough
for a people center. By way of example he thought that
the elements on the west side of the center should be
continued more throughout the center.
Commissioner Urrutia also had a real concern with the
main element being too close to the driveway as there was
no room for relief. He also felt that the pyramids were
acceptable but would like to see the massive elements
moved around more than just at the front of the site.
This would help the entire center look more like the
front.
Commissioner Urrutia added that more should be done in
the front of the project with landscaping. This would
help soften the large building. Commissioner Holden
agreed and explained to the applicant why the landscaping
needed to be worked out now to eliminate problems in the
future.
Commissioner Urrutia felt that the footprint should be
reworked at the front of the major tenants .
Commissioner Connor indicated that there wasn't enough
landscaping to comment on. He indicated that the plans
needed to show details on sizes and species .
Commissioner Connor suggested that they take an area on

, Highway 111 and an area on Deep Canyon and blow it up to
show the detailed landscaping proposed for these areas .
Mr. Bartlett explained that as part of their Art-In-
Public-Places commitment, they were considering doing
something with the architecture itself .
Commissioner Holden discussed his concerns with the lack
of detail to show how the loud truck noise would be
buffered from the adjacent homeowners . Mr. Bartlett
explained that there would be berming as well as stepping
to the walls . Mr. Smith noted that the key in the other
centers are the hours the trucks are able to make
deliveries . Commissioner Connor suggested the addition
of landscaping at the truck loading area would help with
buffering the noise.
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Van Vliet, to continue the request to allow
the applicant to address the issues discussed above.
Motion carried 4-0 .
