The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Connor, to approve the minutes of the
December 13, 1994 meeting as submitted. Motion carried 5-0 .
III . It was moved by Commissioner O'Donnell, seconded by
Commissioner Connor, to approve the following cases by minute
motion. Motion carried 5-0 .

Steve Smith noted that the applicant was asking to
replace their existing signage with gator foam, non-
illuminated letters . Commissioner Van Vliet asked if the
proposed signage would be the same size as the existing
signs . Steve Smith indicated that the new proposed
signage would be smaller.
Commission approved the business identification signage
subject to removal of the existing signage.

Mr. Winklepleck indicated that this case would be going
before the city council for approval as it did not meet
the approved sign program criteria. He added that the
applicant was asking for signage in 24" lower case
letters and 33" upper case letters .
Commission reviewed the proposal and recommended approval
of the business identification signage to the city
council .

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument
sign
LOCATION: Adjacent to Monterey Avenue, approximately
200 feet north of Dinah Shore Drive

Steve Smith reported that the request was for approval of
a free standing sign as there is no visible siqnage from
the street. This sign would be placed on the Monterey
Avenue parking lot side. Commission discussed the grade
difference and the actual visibility of this proposed
sign and felt that it should be higher. Commissioner
Holden discussed his concerns with this sign looking more
like a billboard if it were 12 ' high.
Commission approved the monument sign at a maximum height
of 12 ' with a more massive base extending to the ground.
Shrubs to be added around the base of the sign.

sign
LOCATION: Entrance to HomeBase Center off Dinah Shore
Drive, approximately 700 feet west of Monterey Avenue
ZONE: P.C. ( 3)
Mr. Smith reported that there was an existing real estate
sign in the area where this proposed signage would be
placed along Dinah Shore Drive.
Commission approved the monument sign subject to the
removal of the existing real estate sign and placement of
shrubs around the base of the sign.

Phil Drell reported that Pad "E" was located in the plaza
area of the center. Commission approved the elevations
for Retail Pad "E" as submitted.
Mr. Drell also presented the irrigation plans and
hardscape plan for the water feature noting that he had
showed them to Catherine Sass and she had no problem with
the plans as submitted. Commission continued the
landscape and hardscape plans for Pad "A" and the water
feature in order for the applicant to address the
requirements from the Art-In-Public-Places Committee.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
building elevations

Steve Buchanan reported that the working drawings were
originally presented as two separate detached buildings
and approved through the County of Riverside with modular
units . They now were before the commission for approval
of the same elevations using stucco buildings .
Commission approved the revised building elevations as
submitted.

Mr. Smith reminded the commission that the applicant was
before them at the previous meeting with a proposal for
a fabric awning over an existing patio area. Commission
had continued the request directing the applicant to
redesign the awning with a more architectural approach.
The applicant was now before the commission with revised
plans showinq a different type of permanent structure.
Commission approved the revised patio shade structure as
submitted.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of wood
structure enclosure for patio dining area

Mr. Drell outlined the conceptual plan noting that the
construction of the building was designed to carry the
load for the second floor. He added that there is
suf f icient parking now and therefore this would not be an
issue for the conditional use permit.
Commissioner 0'Donnell questioned the material to be used
for the outside columns . The applicant replied that the
owner wanted to use wood.
Commission granted preliminary approval to the wood
structure enclosure directing the applicant to show on
the final working drawings how the columns would be
treated.
2 . CASE NO. : CUP 94-4
APPLICANT (AND ADDRESS) : ST. MARGARET' S EPISCOPAL

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
preliminary elevations for school addition

Mr. Steve Jones presented photos of the existing
buildings noting that the southern most building has a
ridge line length of 83 ' , the parish hall with a length
of 110 ' , and the sanctuary building at 168 ' long.

Commissioner Holden discussed his concerns with the long
roof line noting that the existing buildings had a couple
of things to break up the fascia of the roof line. Mr.
Jones felt that the landscaping would give it a great
deal of softening. Commissioner Holden noted that a
landscaping plan still had not been presented.
Chairman Gregory asked why the applicant felt it was so
important to have the uninterrupted ridge line. Mr.
Jones indicated that there are long, uninterrupted ridge
lines on the rest of the buildings on the campus and that
they also were trying to keep the addition somewhat cost
effective.
Commissioner Holden felt that the courtyard and end
elevations were done well . Commissioner O'Donnell showed
how the wall was broken up successfully and thought this
was a good start. He felt that the ridge line could
modulate like the wall .
Commission continued the preliminary elevations directing
the applicant to redesign the long uninterrupted
horizontal ridge line.

Mr. Winklepleck reported that the units were built prior
to the city' s incorporation. The applicant was before
the commission at its last meeting and was directed to
provide a front area plan. This plan was now being
submitted.
Commissioner Holden questioned the wrought iron fencing
along the curb line. Mr. Sipovac indicated that it would
be 7 ' back from the curb with gravel and landscaping in
front of it.
�Commission continued the request to allow the applicant
to get professional assistance in designing a landscape
plan. The commission directed the applicant to look at
alternatives to the wrought iron fencing across the front
of the property.

Action:
It was moved by Commissioner Connor, seconded by
Commissioner Holden, to approve the awning as submitted
deleting the red and yellow banner across the bottom.
Upper case letters at a maximum of 10" and lower case at
6" maximum.
