MINUTES
ARCHITECTURAL REVIEW COMMISSION
JANUARY 24, 1995

I . CALL TO ORDER:
. The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
The minutes of the January 10, 1995 meeting were continued to
the meeting of February 14, 1995 .
III . It was moved by Commissioner Urrutia, seconded by Commissioner
Connor, to approve the following cases by minute motion.
Motion carried 6-0.
A. Final Drawings :
1. CASE NO. :
APPLICANT (AND ADDRESS) : BOB SIPOVAC, 73-540 Highway

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
Certificate of Zoning Conformance
LOCATION: 44-635 and 44-655 San Carlos Avenue
ZONE: R-1
Steve Smith reported that Mr. Sipovac was back before the
commission with an actual landscape plan. He noted that
Mr. Sipovac met with Eric Johnson on the site and
designed the landscape plan that was now before the
commission. Mr. Smith added that they will be adding a
significant amount of 24" box trees that go along with

the existing palm trees . Mr. Sipovac is also doing the
rear yards which was not a part of the earlier
submission.
Commissioner O'Donnell asked about the originally
proposed wrought iron fencing. Mr. 5mith indicated that
the wrought iron was eliminated and there would be
landscaping out to the curb.
Commission approved the Certificate of Zoning Conformance
subject to the completion of the plans as submitted.

Steve Smith submitted the final working drawinqs noting

Steve Smith reported that the applicant is expanding to
a second unit approximately 150 ' to the west in the same
center. They have two existing awnings at the existing
location - one canopy type and one dome shaped in maroon

with white copy. Icings is asking approval to relocate
the dome awning to the new location.
Commission reviewed photos of the awning and proposed new .
location and approved the relocation of the awning as
submitted.
4. CASE NO. : 4431 SA

Item No. 1 was withdrawn from the agenda as the plans
were approved at the January 10, 1995 meeting. Mr. Drell
presented the plans for the revised elevations for Major
7 showing how the applicant had made the building a
little more interesting.

Commissioner Connor noted that the Art-In-Public-Places
Committee had met the week prior and there still were
some concerns with the water feature. He suggested that
this issue be continued.
Commission approved the revised elevations for Major 7 as
submitted and directed staff to grant final approval on
the plans for Pad "A" and the water feature once the
concerns are met on the art piece/water feature.
6 . CASE NO. : 4418 SA
APPLICANT (AND ADDRESS) : SIGNAGE SOLUTIONS for GILA BAR
& GRILL, 1336 Allec Street, Anaheim, CA 92805
NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of
business identification signage
LOCATION: Desert Springs Marketplace (Northwest corner
of Country Club Drive and Cook Street)
ZONE: P.C. (2)
Steve Smith reported that the applicant had installed the
north facing sign facing the parking lot but the main
sign facing Country Club Drive would not work because of
the roof section in this area. They are proposing a
13 ' 9" raceway to match the texture of the building and
place the siqn that was approved by the city council on
the raceway. It will extend out approximately 6" from
the wall .
Commissioner Urrutia asked about the location of the
satellite dishes as they are very visible from Cook
Street.
Commission approved the revised signage as submitted and
directed staff to review the location of the satellite
dishes .
Commissioner O'Donnell left meeting at 1 :00 p.m.

B. Preliminary Plans :

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
preliminary elevations for school addition

Steve Smith presented the revised preliminary plans
indicating that the commission' s previous concern was the
long, straight roof line. The applicant, Mr. Attridge,
outlined the revised plans showing the change in the roof
line.
Commission approved the revised preliminary elevations
for the school addition as submitted.
2 . CASE NO. : 405 C
APPLICANT (AND ADDRESS) : SCHEER TANAKA DENNEHY
ARCHITECTS, INC. for ISLANDS RESTAURANT, 18201 McDurmott

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of revised elevations for restaurant
LOCATION: Desert Crossing - Southwest corner of Fred
Waring Drive and Highway 111

Mr. Drell presented the revised drawings noting that he
thought the building still needed a more detail. He also
felt that frontages on Highway 111 should be equivalent
as any frontage on the building because it faces the
public. Mr. Drell added that the building is 20 feet
from the curb line on the east elevation. Mr. Chen
reminded the commission that there is a 42" high berm in
front of this building.

Chairman Gregory felt that the revised plans conformed
more to the style of the center. Commissioner Connor
asked if the color pallet was consistent with the rest of
the center. Mr. Chen replied that it is in the same
family of colors . Commissioner Urrutia felt that the
colors were acceptable but thought that the 2" pilasters
and the wainscoting needed to be expanded.
Commission approved the revised preliminary elevations
subject to a reveal of 6" for the columns and 3" for the
wainscoting.
IV. CASES:
A. Final Drawings:
1. CASE NO. ; TT 27561
APPLICANT (AND ADDRESS) : DESERT SOUTHWEST DEVELOPERS,

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final
working drawings
LOCATION: South side of Hovley Lane; west of Portola
Avenue
ZONE: R-1
Steve Smith reported that the project was 28 single
family homes west of Winterhaven on Hovley. He informed
the commission that the original final working drawings
submitted to staff two weeks ago were identical to what
the commission had seen at the preliminary stage but new
plans arrived today for model unit No. 1 . The unit is
18" wider than the approved preliminary plan. Mr. Smith
indicated that the elevations would remain the same but
the setbacks would now be affected. He added that there
was potential for 4 or 5 more of this unit No. 1 .
Mr. Smith informed the commission that the planning
commission stated that the setbacks would have to meet
the requirements of the R-1 8,000 zone. Chairman Gregory
asked if the unit was intruding in the setback now. Mr.

asked if the unit was intruding in the setback now. Mr.
Smith indicated that the setback was reduced to 9 ' 6" on
the model that they have under construction now, but
still meets the required total of 15 feet. Commissioner
Urrutia asked how much the setbacks would be encroached.
Mr. Smith showed were there originally was 16 ' between
the buildings, there are areas now where the setbacks
will be down to 14-1/2 ' .
Commissioner O'Donnell felt the applicant should add one
unit with a hip roof or adjust the setbacks . Mr. Jim
Dumas of A & M Builders addressed the commission stating
that he was now developing the project and explained how
the kitchen has a pocket door that needs to be moved and
that is the whole idea of extending the wall in this one
unit. Mr. Dumas indicated that the units that would be
affected are all corner lots .
Commissioner Holden reminded Mr. Dumas that in order for
the developer to get the gable roofs they wanted, they
agreed to additional setbacks . The setbacks are now
being reduced on one unit to a minimum of 14 feet with
the gable roof . Commission discussed the reduced
setbacks between units 11, 12, 13 and 14 and suggested
� that the developer average out these setbacks .
Action:
It was moved by Commissioner Urrutia, seconded by
Chairman Gregory, to approve the final working drawings
subject to the distance between Units 11, 12, 13 and 14
being equalized in the range of 15-1/2 ' . Motion carried
5-0 .
