APPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the minutes of the July 11, 1995 meeting as submitted. Motion carried 4-0-1, Commissioner Holden Abstaining. III . It was moved by Commissioner Van Vliet, seconded by Commissioner Holden, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings 1 . CASE NO. : 4507 SA APPLICANT (AND ADDRESS) : BEST SIGNS for GOLF LIQUIDATION, 2600 So. Cherokee Way, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 74-061 Highway 111 ZONE: C-1 Jeff Winklepleck presented drawings for the proposed signage noting that it would be a painted plywood sign with red lettering on a yellow background. Commissioner Nwo MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 25, 1995 Urrutia questioned the "open" days listed on the sign. The applicant indicated that he is only open on Friday, Saturday and Sunday during the summer. He added that the colors of the sign would be the same as used for Ace Hardware across the street. Commissioner Urrutia discussed his concerns with the yellow background as it could be very bright. Commission approved the sign subject to changing the yellow background to ivory. IV. CASES: A. Final Drawings : 1. CASE NO. : 4504 SA APPLICANT (AND ADDRESS) : THE FLOWER COMPANY, 45-120 San Pablo Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of additional business identification signage LOCATION: 45-120 San Pablo Avenue ZONE: C-1 Jeff Winklepleck reported that staff presented the proposed signage at the previous meeting but the applicant was not present. The applicant requested to be put back on the agenda in order for them to present their case. The applicant indicated that the proposed sign was temporarily installed on top of the trellis . Commissioner Urrutia explained the commission's concern with the sign being out of scale visually. The applicant indicated that the sign was 9 ' x 23" and he had 2117" of frontage. Commissioner O'Donnell asked the applicant if he had given any consideration to the suggestions made by the commission at the last meeting. The applicant replied that he had a sign already made which meets the city requirements on size and therefore could not understand why he is being denied his sign. Commissioner O'Donnell 2 r MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 25, 1995 explained how the commission makes decisions on aesthetic reasons as well . Mr. Drell explained how the appeal process works if the applicant did not agree with the decision of the commission. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Connor, to deny the sign proposal and suggested that the owner consider a similar sign, but smaller in size as they felt the proposed sign as installed was out of scale visually. Motion carried 5-0 . 2 . CASE NO. : 4509 SA APPLICANT (AND ADDRESS) : CALIFORNIA SIGN CO. for PETCO, 10035 River Street, Lakeside, CA 92040 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: Desert Crossing - 72-453 Highway Ill ZONE: P.C. (3) Phil Drell presented the drawings and photos of the proposed architectural lighting detail which would be halo lit in the archway. It would face east and northwest. Mr. Drell asked if the commission had any concerns with the 4 ' x 1-1/2 ' open sign to be placed in the window. Action: It was moved by Commissioner Holden, seconded by Commissioner O'Donnell, to approve the signage as submitted subject to deleting the "open" sign. Motion carried 5-0 . 3 . CASE NO. : 4510 SA APPLICANT (AND ADDRESS) : MY MOTHER' S GARDEN FOR KIDS, 73-425 E1 Paseo, Suite 21 A, B & C, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional business identification signage LOCATION: 73-425 El Paseo, Suite 21 A, B & C 3 *4rr✓ MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 25, 1995 ZONE: C-1 Phil Drell presented the drawings for the proposed signage to be cut out of redwood in green and brown with "For Kids" in fuchsia. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the signage as submitted. Motion carried 5-0 . 4 . CASE NO. : 4469 SA APPLICANT (AND ADDRESS) : CUSTOM TECH DESIGN for TANG' S NAILS AND TANNING, 12501 Weststate, Westminster, CA 92683 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 73-901 and 73-905 Highway 111 ZONE: C-1 Jeff Winklepleck presented the drawings for the proposed sign indicating that the existing sign will be removed as the applicant has taken over an adjoining suite and is expanding from a nail salon to nails and tanning. Commissioner Holden asked about the bullets they had originally asked to be taken off the fascia. Mr. Drell indicated that the bullets were removed for their original sign. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to approve the revised signage as submitted subject to deletion of the remaining wood button plant-ons along the fascia. Motion carried 5-0 . 5 . CASE NO. : 4511 SA APPLICANT (AND ADDRESS) : AMERICAN AWNING CO. for TOUCH OF MAMA' S, 44-489 Town Center Way #194, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to recover existing awning 4 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 25, 1995 LOCATION: 74-063 Highway 111 ZONE: C-1 Jeff Winklepleck presented pictures and drawings of the proposed signage. Commissioner O'Donnell noted that the capital letters are shown at 24" with 6" and 8" lower case letters . Mr. Winklepleck indicated that it is a sign mounted on the awning and would be lit at night. Action: It was moved by Commissioner Connor, seconded by Commissioner O'Donnell, to approve the revised awning with the condition that the material be a mat finish (non-glossy) with maximum 8" lower case letters . Motion carried 5-0 . 6 . CASE NO. : 412 C APPLICANT (AND ADDRESS) : AMERI GAS PROPANE, 43-612 No. Jackson Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install one 499 gallon above ground LPG tank LOCATION: Mobil Service Station at the southeast corner of Monterey Avenue and Country Club Drive ZONE: PC-2 Jeff Winklepleck outlined the lay-out of the service station showing the proposed location of the above ground tank just east of the station in the existing parking spaces . He indicated that the screening would be a brick wall to match the existing decor. Commissioner O'Donnell asked about the height of the tank. The applicant, Mr. Frank Travis, indicated that it would be between 4-1/2 ' and 5 ' . Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the installation of the above ground LPG tank as submitted subject to providing sufficient screening at a minimum height of 6 feet. CASE NO. : TT 24287 APPLICANT (AND ADDRESS) : NEC FINANCIAL CORP. , Post Office Box 14004-347 , Villa Park, CA 92667 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plot plan and new models for Lots 1-15 and 31-37 LOCATION: Deep Canyon Road, north of Fred Waring Drive ZONE: PR-5 Mr. Drell reported that this is a subdivision that is not gated with separate public streets . There is a new developer who is proposing to build smaller units on the vacant two streets . This does not include any lots on Day Lily Circle where ten of the existing lots are built on. There is no association involved. The applicant, Steve Sanberg, indicated that he intends on building all 22 homes at once. Mr. Drell noted that some of the existing homeowners on Day Lily Circle were present and asked if any of them wanted to address the commission. Mr. Don Shilloto informed the commission that they purchased homes within the last three years and had some very strong concerns with what will go in this area. They saw the large homes and did not want the standard three bedroom gated community. He felt that the proposal substantially impacts their homes . The uniqueness that was proposed to them is what drew them to the area. Mr. Drell presented the plans for the ten existing homes on Day Lily Circle. Commissioner Van Vliet asked what the required setbacks were on the existing homes . Mr. Drell noted that they are 20 feet for the front and rear. Mr. Shilloto discussed his concerns with a new developer starting without finishing the first phase of the subdivision. Commissioner Holden explained how the commission was an aesthetic review board only. Commissioner Van Vliet asked Mr. Shilloto what he didn' t like about the architecture of the proposed new homes . Mr. Shilloto replied that the new homes are all being changed to one story and the architecture is completely different. 6 _`✓ * MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 25, 1995 Mrs . Roslyn Wiseman indicated that her home is on the fifth lot from the front on Coral Belle and the new houses will be built up against her back property. Commissioner O'Donnell explained that the best the commission could do is to help in the transition to insure that the architecture is not a dramatic change. Mr. Drell asked Mr. Sanberg if he could insure that the larger homes are adjacent to the existing homes . Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Holden, to continue the request to allow the existing homeowners time to meet with the developer to mitigate their concerns . Commission directed the applicant to provide a detailed landscape plan and directed staff to create a video showing the existing homes as well as the lots for the proposed new homes . Motion carried 5-0 . 8. CASE NO. : 4513 SA APPLICANT (AND ADDRESS) : PALM DESERT, LTD. for PALMS TO PINES SHOPPING CENTER, 72-624 E1 Paseo Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of free standing monument sign for shopping center LOCATION: South side of Highway 111, east of E1 Paseo ZONE: C-1 Jeff Winklepleck presented plans and pictures of the area for the proposed free standing sign. The applicant, Sue Vermillion, indicated that the existing Von' s monument sign would stay. She is asking for the additional monument sign because TGI Fridays, The Warehouse and Little Ceasers Pizza are stuck back in the center where they cannot be seen from the highway. Mr. Drell informed her that the city ordinance allows for one monument sign per frontage for every center. Commissioner Holden felt that if it the additional monument sign had a unique design to it that gave it some aesthetic features, he would be more inclined to approve it. Mr. Drell suggested that Ms . Vermillion look at Waring Plaza or Desert Crossing as examples because the 7 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 25, 1995 signs at these two centers are added nicely to the monument sign. Commissioner Holden stated that he would rather see the sign look more like an architectural element instead of the proposed stacked on signs . Action: It was moved by Commissioner Connor, seconded by Commissioner O'Donnell, to continue the request to allow the applicant to redesign the sign giving it more architectural detail . Motion carried 5-0 . 9 . CASE NO. : 4514 SA APPLICANT (AND ADDRESS) : PARAGON SIGNS for CAPTAIN COOK' S SEA GRILL, 77-622 Country Club Drive, Suite T, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional business identification signage LOCATION: 72-191 Highway 111 ZONE: C-1 Jeff Winklepleck presented the pictures and drawings for the two proposed signs . Commissioner Holden noted that the signs would be placed where the previous business had their signs . The applicant indicated that it would be a can sign to match the existing building. Commissioner Urrutia asked if the signs could be mounted right on the building without the can. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the additional signage mounted directly on the building, deleting the proposed can. Motion carried 5-0 . 10 . CASE NO. : 408 C APPLICANT (AND ADDRESS) : U. S.A. PETROLEUM, 1261 Ninth Street, Pomona, CA 91766 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans for canopy with signage and parking area 8 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 25, 1995 LOCATION: Northeast corner of Highway 111 and Fred Waring Drive ZONE: P.C. ( 3) S .P. Jeff Winklepleck presented the revised plans outlining the changes made per the commission' s suggestions . Commissioner Van Vliet asked if there would be any signage placed on the canopy. The applicant, Mr. David Oldfield, indicated that there would not be signage at this time. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the revised plans as submitted with the condition that the roofing material be clay tile.
