APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the minutes of the May 23, 1995 meeting as submitted. Motion carried 5-0-1, Commissioner Holden Abstaining. III . It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings : 1. CASE NO. 4489 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. , INC. for THE PRUDENTIAL, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: Southwest corner of Highway 111 and Painters Path ZONE: C-1 Jeff Winklepleck presented the proposed signage noting that the business would be located in the RBI building where Image Interiors was originally located. He "+tirr+ MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 13, 1995 indicated that the applicant was asking for approval of a 4 x 4 sign fronting on Highway 111 on the second floor with a 2 x 6 sign on the parking lot side. Mr. Winklepleck noted that currently there is no signage on the second story. Commission approved the signage as submitted. 2 . CASE NO. : 4492 SA APPLICANT (AND ADDRESS) : DENNIS STOUT for BASKIN ROBBINS, 871 No. Maplewood Street, Orange, CA 92667 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: Town Center Plaza - Suite C7 ZONE: P.C. ( 3) Phil Drell presented the colored drawings of the sign which would be halo lit stating that the colors did not comply with the center' s approved sign program. The exception is the gray outline and the pink logo. Mr. Drell felt that the proposed sign was not much of a departure from the approved program, and because it was halo lit, it would all read black at night. He added that a small business in a center like this needs a little more attention. Commission recommended approval to the city council of the proposed business identification signage subject to the white color matching the center' s approved sign program colors . 3 . CASE NO. : 405 C APPLICANT (AND ADDRESS) : SCHEER TANAKA DENNEHY ARCHITECTS, INC. for ISLANDS RESTAURANT, 18201 McDurmott West, Suite A, Irvine, CA 92714 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised landscape plan for restaurant pad LOCATION: Desert Crossing - Southwest corner of Fred Waring Drive and Highway 111 2 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 13, 1995 ZONE: P.C. (2 ) Phil Drell presented the revised landscape plan and noted that Eric Johnson had noted a few suggested changes on the plan. Mr. Drell indicated that the applicant still wanted to keep a few queen palms and hibiscus noting that the hibiscus was part of the restaurant ' s logo. He added that the bird of paradise had been eliminated. Commissioner Connor felt that the queen palms should still be eliminated. Mr. Smith noted that there were two queen palms, one on each side of the building. Commissioner Connor felt that a single queen palm looks even worse than a grouping of them. Commission approved the revised landscape plan subject to removing the queen palms . 4 . CASE NO. : PP 94-6 APPLICANT (AND ADDRESS) : JAMES R. FETRIDGE for G. MENDOZA, Post Office Box 12963, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of revised landsape plan for 10,220 square foot industrial building LOCATION: Northeast corner of Ritter Circle and Merle Drive ZONE: S. I . Steve Smith presented the revised landscape plan showing the 6 ' sidewalk around the perimeter of the site. He indicated that Eric Johnson had some comments regarding the Australian willow in the parking lot. Commission approved the revised landscape plan as submitted. 5 . CASE NO. : CUP 94-2 APPLICANT (AND ADDRESS) : MICHAEL CASTELLI for ANDREINO' S, 73-098 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for restaurant addition 3 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 13, 1995 LOCATION: 73-098 Highway 111 ZONE: C-1 Steve Smith presented the final working drawings noting that the plan implements the plan that was approved at the preliminary stage. Commission approved the final working drawings subject to screening the roof mounted air conditioning equipment. 6 . CASE NO. : TT 27561 APPLICANT (AND ADDRESS) : A & M BUILDERS for HOVLEY COURT, Post Office Box 366, La Quinta, CA 92253; STOFFREGEN FULLER & ASSOCIATES, 73-725 E1 Paseo, Suite 23E, Palm Desert, CA 92260 NATURE OF PROJECT APPROVAL SOUGHT: Approval of wall and landscaping for Lots 25 thru 28 LOCATION: South side of Hovley Lane, west of Portola Avenue ZONE: R-1 Mr. Smith indicated that the applicant requested that the item be withdrawn from the agenda as they are going to comply with the existing approved plan. Commission withdrew the request at the applicant' s request. 7 . CASE NO. : CUP 20-83 Amendment No. 3 APPLICANT (AND ADDRESS) : B.B. O'BRIENS, 72-185 Painters Path, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of roof terrace LOCATION: 72-185 Painters Path ZONE: C-1 Steve Smith presented the final plans noting that the commission approved the preliminary plans in 1991 . He 4 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 13, 1995 assured the commission that the building department would make sure the handicap access is addressed properly. The architect for the applicant, Michael Hurst, explained that basically the area above the flat part of the roof would be terraced and showed the two access areas from both the back and the front of the building. The terrace will only take up the left side of the building. Commission approved the working drawings for the roof terrace as submitted. 8. CASE NO. : 4493 SA APPLICANT (AND ADDRESS) : PLASTI-LINE, WEST for BOSTON MARKET, 13489 Slover, Building B, Fontana, CA 92337 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: Desert Crossing - Pad E ZONE: C-1 Phil Drell presented the colored drawings for the proposed business identification sign and discussed his recommendations . He discussed the issue of the logo and suggested that all colors be opaque so it will show up just black and white at night. The building is located behind Petco, with the logo facing towards Highway 111 . Commissioner Connor felt that the sign probably would not be seen until you have already entered the center. Commission approved the signage subject to using halo lit letters with only the white being translucent. 9 . CASE NO. : 4491 SA APPLICANT (AND ADDRESS) : DSL SERVICE COMPANY for OUTBACK STEAKHOUSE, Post Office Box 6030, Newport Beach, CA 92658-6030 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to amend Waring Plaza sign program to include Outback Steakhouse' s national trade mark sign 5 err 'rrr►" MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 13, 1995 LOCATION: Waring Plaza (building to be located at the southeast corner of Parkview and Highway 111) ZONE: P.C. (3) Mr. Smith presented the proposed signage with the elevations noting that the sign request shows a color not previously included in the center' s sign program. The second issue is that it is exposed red neon similar to the exposed green neon across the street at Olive Garden. Commissioner Holden did not have a problem with the sign but asked why it had to be placed on a can. He noted that when the commission approves neon it is usually done with a design on the building itself. Commissioner Urrutia agreed and felt that the sign should be placed directly on the wall . Mr. Smith reminded the commission that the sign revision would have to go before the city council after a recommendation by this commission. He added that they will not be asking council for additional sign colors as the applicant will be asking to change the approved white color to the red in this proposal as the white is not used anywhere in the center. 10 . CASE NO. : 4496 SA APPLICANT (AND ADDRESS) : THE BARBER SHOP, 73-510 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign for new business LOCATION: 73-510 Highway 111 ZONE: C-1 Steve Smith reported that Alkobar Liquor now has a barber shop in the northwest corner of the building. He indicated that the proposed red, white and black sign, with a red barber shop pole, would be placed where the word McSorley is now. Mr. Smith added that the sign colors deviate from what is on the building now. The owner of Alkobar Liquor was present and stated that this was the first time he had seen the sign request and indicated that he would like the sign to match the 6 �rrrr MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 13, 1995 existing building sign colors . Commission approved the sign subject to using the same colors as the existing building signage and deletion of the barber shop pole. B. Preliminary Plans : 1. CASE NO. : 410 C APPLICANT (AND ADDRESS) : DSL SERVICE COMPANY for OUTBACK STEAKHOUSE, Post Office Box 6030, Newport Beach, CA 92658-6030 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of elevations for proposed restaurant LOCATION: Waring Plaza (building pad is located at the southeast corner of Parkview and Highway 111) ZONE: PC-3 Steve Smith reported that there was one remaining pad at Waring Plaza located near the Parkview side of the project. This pad drops off 8 ' to 9 ' from the intersection and is where we thought Red Lobster was originally going. Mr. Wendell Hindley of DSL gave some background on Outback Steakhouse noting that there are over 200 of these restaurants and they basically serve dinner. He realized the architecture was somewhat different than what was in the center but felt that they have incorporated some of the elements throughout the center. The pad is approved for an 8,000 square foot building and they are proposing a 6,500 square foot building. Mr. Hindley feels that the restaurant will be well received by the community. Commissioner O'Donnell stated that he liked some of the architecture and elements but was not sure how well it fits in with the center. Commissioner Urrutia felt that the architecture was too far from being compatible with the rest of the center. I think some of the design and some of the materials can be changed to accomplish this . 7 Now 1*000, MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 13, 1995 Mr. Tom Shannon of Outback Steakhouse discussed how they do not want to come into a community and not be wanted. They do a lot of charitable events at the restaurant. Mr. Shannon noted that there will be 40 of these restaurants built in California this year and that the owners were given "Entrepreneur of the Year" last year at the Ritz-Carlton Hotel . They do not have a large drinking crowd, and have a very relaxing atmosphere. Mr. Shannon felt that because they are only open for dinner, they need to stand out a little more. Commissioner Urrutia indicated that the design elements are his main concern. Commissioner Holden noted that one of the problems he sees is the details on the building, using the example of wood on the columns because the wood does not last here in the desert. Mr. Hindley stated that he would work with the architects on some of the elements the commission is looking for. Mr. Smith submitted the color palette and commission felt that the colors were acceptable. Commission continued the request directing the applicant to revise the elevations to make the restaurant more compatible with the rest of the center. C. Miscellaneous : 1 . CASE NO. : APPLICANT (AND ADDRESS) : MR. AND MRS. KOVACS, 74-410 Covered Wagon Trail, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Review of front yard perimeter wall proposal LOCATION: 74-410 Covered Wagon Trail ZONE: R-1 10,000 Steve Smith presented the drawings for the proposed slumpstone wall indicating that it would be 4 feet high with the archway back 8 feet from the curb. Commissioner Urrutia discussed how the slumpstone would not work if the wall was designed as shown in the picture and felt that the wall would need to be stucco. The applicant indicated that the stucco would be acceptable. 8 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 13, 1995 The commission approved the plans for the wall with the following conditions : 1) Maximum wall height to be four feet; 2 ) Slumpstone to be used for the wall with the columns and entry done in stucco to tie it all together; 3) Arch to be set back two to three feet. 2 . CASE NO. : APPLICANT (AND ADDRESS) : V & V ARCHITECTURE for the ALACANO RESIDENCE, 38-145 Crocus Lane, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for 18 ' single family home LOCATION: 73-101 Bel Air Road ZONE: Jeff Winklepleck presented the plans for the single family home and noted that the homes in the neighborhood are consistent in height. Commission approved the plans for the single family home as submitted. 3. CASE NO. : APPLICANT (AND ADDRESS) : DESIGN DEVELOPMENT for the LOMA VISTA RESIDENCE, 69-730 Highway 111, Suite 118, Rancho Mirage, CA 92270-2873 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for 1716" single family home LOCATION: 73-112 Loma Vista Lane ZONE: Jeff Winklepleck presented the plans for the single family home noting that the homes in the neighborhood range up to 18 ' high. Mr. Smith noted that there were a number of homes in the neighborhood with this height. 9 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 13, 1995 Commission approved the plans for the single family home as submitted. 4 . CASE NO. : TT 23940 APPLICANT (AND ADDRESS) : ROBERT B. VARNER for SUNTERRACE, Post Office Box 4689, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for single family home exceeding the allowable height limit LOCATION: Sunterrace - 41-570 Hogan ZONE: PR-5 Steve Smith presented the plans noting that it deviates from the models that have been approved. Mr. Varner indicated that the plans were originally approved by the county as submitted before the tract was annexed into the city. Commission approved the plans for the single family home as submitted. 5 . CASE NO. : APPLICANT (AND ADDRESS) : STEVEN SAMPSON, 72-742 Bel Air Road, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for sun trellis and garden gazebo LOCATION: 72-742 Bel Air Road ZONE: R-1 13,000 Jeff Winklepleck presented the plans for the gazebo structure at 18 ' high noting that it does fit in the area where the house could be placed. He added that it does meet the setbacks from the main dwelling. Mr. Winklepleck indicated that the applicant will be asking for a variance for the trellis noting that technically it can go 11 feet back, but will need a variance for anything further than this . 10 %wool MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 13, 1995 Chairman Gregory asked if the gazebo meets the allowable height limit. Mr. Winklepleck noted that it does exceed 15 feet and asked if the commission found the gazebo acceptable at 18 feet. Chairman Gregory asked the representative for the applicant, Kent Chamberlin, if something could be done that would not exceed the height limitation as they have to consider the visibility situation from the neighbors . Mr. Chamberlin noted that the oleanders are higher than the proposed building on both sides . Commissioner Holden asked if the neighbors could sign the plan indicating that they do not have a problem with the building. Mr. Smith noted that the maximum height in this zone is 18 feet. If the applicant wants to go 19 feet or higher, then he should ask for the neighbors approval . Commissioner Van Vliet asked if the two structure pieces extending above the roof could be cut down so that the height of these would not exceed the maximum 18 feet. Commissioner O'Donnell noted that the rear portion of the gazebo would be about 5 feet higher. Chairman Gregory asked about the grade difference between the gazebo and the existing house. Mr. Chamberlin indicated that it was the same but that the grade drops 12 feet from the back of the house to the back property line. Commission noted that when viewed from the rear the gazebo would look about 23 feet high. Mr. Smith noted that the ordinance states that the structure should be viewed from the worst possible side. Commissioner O'Donnell noted that there are 18 foot high oleanders to the rear and the side and asked if the gazebo could be approved with the requirement that the oleanders not be trimmed. Commissioner Holden felt that the real concern was how the height would affect the neighbors . Chairman Gregory asked if the commission should look at the site. Commissioner Holden explained how the structure should be 14 feet high on the one side and 18 feet on the other side without affecting the natural grade. Mr. Chamberlin indicated that all the steps would have to be removed in order to do this . Commission approved the plans for the sun trellis and gazebo subject to it being a maximum height of 18 feet measured from the lowest side, without altering the existing grade. 11 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 13, 1995 IV.
