APPROVAL OF MINUTES: It was moved by Commissioner Connor, seconded by Commissioner Holden, to approve the minutes of the May 9 , 1995 meeting as amended. Motion carried 5-0 . III . It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings : 1 . CASE NO. : 4479 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. , INC. for CHICAGO TITLE, 46-120 Calhoun 5treet, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 44-900 San Pablo Avenue ZONE: C-1 Steve Smith presented the drawings for the proposed signage noting that the owner will be removing the existing signage. Proposed signs are brown letters with a bronze face. "D" Street, Suite 200, San Bernardino, CA 92408 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of roof treatment on model unit LOCATION: Northeast corner of Hovley Lane and Cook Street ZONE: PR-9 S.P. Commission continued the request as the applicant was not present. 3. CASE NO. : PP 92-5 APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for CIRCUIT CITY at DESERT CROSSING, 1318 East 7th Street, Suite 2000, Los Angeles, CA 90021; MCG & ASSOCIATES, 200 So. Los Robles Avenue, Suite 300, Pasadena, CA 91101-8461 NATURE OF PROJECT/APPROVAL SOUGHT: Use of split face block for rear and rear returns of Circuit City building LOCATION: Desert Crossing - Southeast corner of Highway 111 and Fred Waring Drive ZONE: P.C. ( 3) Phil Drell explained the recommendation from MCG & Associates that the split face block be wrapped around the back of the building past the service doors . Commissioner Holden felt that the commission should see a detailed proposal showing exactly what the applicant wants to do, as he felt that the commission was being asked to make a decision without seeing anything on paper. Commissioner 0'Donnell agreed and also wanted to see a proposal . 2 �'' �rr� MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 9, 1995 The applicant stepped forward and addressed the commission asking to avoid carrying the split face block around the building noting that they would do the same pilaster return on both ends of the building. Commission approved the use of the split face block for the building as shown on the plans presented to the commission. Motion carried 4-0-1, Chairman Gregory Abstaining. 4 . CASE NO. : PP 92-5 APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for DESERT CROSSING, 1318 East 7th 5treet, Suite 200, Los Angeles, CA 90021; MCG & ASSOCIATES, 200 So. Los Robles Avenue, Suite 300, Pasadena, CA 91101-8461 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised final elevations for Pad E LOCATION: Desert Crossing - Southeast corner of Highway 111 and Fred Waring Drive ZONE: P.C. ( 3) Phil Drell wanted to bring to the attention of the commission the fact that the final elevations were the same as presented to the commission for preliminary approval but that the building has awnings that he was not sure the commission was aware of . The awnings are red, white and black and the colors do conform to the approved sign program. Commissioner Holden asked about the tile color on the band around the opening of the building. Mr. Drell indicated that he had not received a colored rendering. Commissioner Holden indicated that the commission would need to see a colored rendering showing all the different colors they are requesting on the elevations . Mr. Drell indicated that the awnings would be illuminated. Commission approved the final elevations with the exception of the exterior tile and awnings . Applicant to provide a colored elevation for approval of the awnings and exterior tile. CASE NO. : 4481 SA APPLICANT (AND ADDRESS) : JOHN HOWENSTINE for ISLANDS RESTAURANT, 3188 J Airway Avenue, Costa Mesa, CA 92626; LOWE ENTERPRISES, INC. , 1318 East 7th Street, Suite 2000, Los Angeles, CA 90021 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of multi- colored flower logo signage LOCATION: Pad B at Desert Crossing, Southeast corner of Highway 111 and Fred Waring Drive ZONE• P.C. (3) Phil Drell presented .the colored rendering of the sign proposal . Commission approved the multi-colored flower logo signage as submitted. B. Preliminary Plans : 1 . CASE NO. : PP 95-3 APPLICANT (AND ADDRESS) : ENCORE ENTERPRISES for MONTEREY CENTRE, 18652 Florida Street, Suite 222, Huntington Beach, CA 92648-1924 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural plans for 135,000 square foot retail center LOCATION: Northeast corner of Monterey Avenue and Dinah Shore ZONE: P.C. (2) Phil Drell presented the preliminary plans for the retail center to be located on the piece of land between the interstate on-ramp and the railroad track at Monterey Avenue and Dinah Shore. The applicant, Rick Blumgren, presented the colored rendering, colored elevations and a model of the proposed center. He stated that they intend on using all masonry material that will not have to be painted. Mr. Blumgren also outlined the future 4 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 9 , 1995 additional parking area once the Monterey Avenue on-ramp is realigned. Commissioner Holden would like to see the center be brought more to human scale, providing a little relief with shading for pedestrians . Mr. Blumgren showed the covered walkway leading to building 2 . Commissioner Holden would like to see covered walk ways between the buildings and felt that something should be done to provide some site furnishings and overhead protections . Mr. Drell agreed and noted that it appears that most of these centers end up with 2 or 3 hot dog stands in front of the buildings and there really is no place for anyone to sit down and eat. Mr. Blumgren indicated that the main body of the buildings would be precision block with the insets being a split face block. He added that they will screen the roof equipment using the plexi-glass as done on the storefronts . Commissioner Holden noted that their main concern is that the equipment be screened from the street. Mr. Drell noted that the preference is to have a high enough parapet wall to screen the equipment on the roof. Chairman Gregory asked that additional trees be placed on the sides of the buildings to soften the industrial look. Commission granted conceptual approval to the plans . Revised plans to incorporate additional site furnishings, enhanced paving, extended shaded courtyards and additional trees along the sides of the buildings and along the front pedestrian corridors . C. Miscellaneous : 1. CASE NO. : APPLICANT (AND ADDRESS) : DENNIS RUSS, 74-558 Monte Verde, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to construct 5 ' high wrought iron fence LOCATION: 74-558 Monte Verde 5 '�,,: �.r� MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 9 , 1995 ZONE: R-1 10,000 Steve Smith presented the drawings for the proposed fence noting that Monte Verde is a little street east of Deep Canyon Drive and Mr. Russ ' s home is at the end of the street. He installed a 5 ' wood fence, the neighbor took interest in this fence and so Mr. Russ felt that he needed to remove the wood fence. He now has put up a 5 ' wrought iron fence. Mr. Russ has also installed the curb in front of his property himself . Commission felt that wrought iron fence looked very nice. Commission approved the 5 ' high wrought iron fence as submitted. IV. CASES: A. Final Drawings : 1. CASE NO. : PP 94-6 APPLICANT (AND ADDRESS) : JAMES R. FETRIDGE for G. MENDOZA, Post Office Box 1963, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of landscape plan for 10,220 square foot industrial building LOCATION: Northeast corner of Ritter Circle and Merle Drive ZONE: S . I . Steve Smith presented the revised landscape plan showing the quantities on the plant material . He indicated that the area on the plan between the pink lines is a required sidewalk. Commissioner Connor felt that the planting was still very light and noted that the plan still did not show the location of the listed plant material . Chairman Gregory felt that the sidewalk will help with the landscaping as the plant material will need to be condensed. Commissioner Connor asked why the parking lot was not screened. Chairman Greqory added that there is to be a hedge mound or wall for screening the parking area. Commissioner Van Vliet felt that the plans should be continued until the applicant can be present to address 6 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 9, 1995 these concerns . Action: It was moved by Chairman Gregory, seconded by Commissioner Connor, to continue the request directing the applicant to place at least an additional ten shrubs along the south building wall and show how the landscape treatment will work given the 6 ' sidewalk and still comply with the ordinance requirement of the parking lot being screened. Motion carried 5-0 . 2 . CASE NO. : MISC 95-1 APPLICANT (AND ADDRESS) : CHARLES L. MARTIN for BANANAZ, 73-733 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 40" high patio wall and landscaping to allow for expansion of outdoor patio dining LOCATION: 72-291 Highway 111 ZONE• P.C. (4) Steve Smith presented the revised plan showing the wall in the same free form fashion wrapping around the existing trees . He informed the commission that the request may not need to go before the planning commission because they have approximately 55 fewer seats on the inside of the restaurant than the previous business and therefore may not need to get an amended conditional use permit. Commissioner Holden would like to see the landscaping along the outside of the wall . Mr. Martin indicated that the wall color and texture would match the existing building. Mr. Martin asked if he could submit the revised landscape plan for outside the wall with the final drawings . Action: It was moved by Commissioner Holden, seconded by Commissioner O'Donnell, to approve the revised wall plan subject to bringing the wall back three feet from the sidewalk, keeping the free form fashion, and subject to an approved landscape plan for outside the wall .
