RPPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Chairman Gregory, to approve the minutes of the May 9, 1995 meeting as submitted. Motion carried 4-0-1, Commissioner Connor Absent at time of vote. III . It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to approve the following cases by minute motion. Motion carried 4-0. A. Final Drawings : 1 . CA5E NO. : APPLICANT (AND ADDRESS) : SONIA CAMPBELL c/o EL PA5E0 BUSINESS ASSOCIATION, Post Office Box 6000, Suite 305, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Review of directional signs LOCATION: E1 Paseo businesses ZONE: C-1 � �' � MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 23, 1995 Mr. Smith introduced Ms . Campbell noting that it was staff ' s intention that the matter go to the council and they would approve the signs . The matter went to the � council at it' s May llth meeting and they approved the concept of the location and the cost of these directional signs with the design to be approved by this commission. Ms . Campbell presented the signs indicating that there would be nine of them placed along Highway 111 to direct people to El Paseo. The size would be 18" x 26" . The design would match the shopping bag shown on their billboard along Interstate 10 . Commission approved the proposal as submitted. 2 . CASE NO. : PP 94-6 APPLICANT (AND ADDRESS) : JAMES R. FETRIDGE for G. MENDOZA, Post Office Box 1963, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of revised landscape plan for 10,220 square foot industrial building LOCATION: Northeast corner of Ritter Circle and Merle Drive ZONE: S. I . Commission continued this item as the applicant was not present with revised plans . 3 . CASE NO. : 405 C APPLICANT (AND ADDRESS) : SCHEER TANAKA DENNEHY ARCHITECTS, INC. for I5LANDS RESTAURANT, 18201 McDurmott West, Suite A, Irvine, CA 92714 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised landscape plan for restaurant pad LOCATION: Desert Crossing - Southwest corner of Fred Waring Drive and Highway 111 ZONE: P.C. (2 ) 2 v �1111Yi``� � MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 23, 1995 The case was continued. Commission directed the applicant to produce a landscape plan more consistent with the approved plant palette for the center and more compatible with the desert. It was agreed that additional small trees or large shrubs should be placed in the front along Highway 111 . 4 . CASE NO. : 4486 SA APPLICANT (AND ADDRESS) : ULTRA NEON SIGN C0. for COMPUTER GALLERY, 5458 Complex Street, Suite 401, San Diego, Ca 92123 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 72-605 Highway 111 ZONE: C-1 Jeff Winklepleck presented the drawings and pictures of the proposed signage noting that the business was located in the Coast Federal Bank building. Signage would be illuminated channel letters facing Highway 111, 21" capital letters and 16" lower case letters in red, with red non-illuminated letters facing the parking lot on the south side. Commission approved the signage as submitted. 5 . CASE NO. : 409 C APPLICANT (AND ADDRESS) : ATLAS AWNING C0. for EL PASEO VILLAGE, 754 Williams Road, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install two steel carports at rear of E1 Paseo Village parking lot LOCATION: E1 Paseo Village (73-405, 73-425 and 73-445 E1 Paseo) ZONE: C-1 Steve Smith discussed the proposal for the two carport structures on the south side of the parking lot of E1 Paseo Village, immediately adjacent to the residential 3 . �nw �`' MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 23, 1995 portion. They do need to provide a three foot clearance from the property line as a building code requirement. Commission approved the steel carport structures subject to the carport color matching the color of the existing adjacent stucco wall . 6 . CASE NO. : PP 92-5 APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for DESERT CROSSING, 1318 East 7th 5treet, Suite 200, Los Angeles, CA 90021; MCG & ASSOCIATES, 200 So. Los Robles Avenue, Suite 300, Pasadena, CA 91101-8461 NATURE OF PROJECT/APPROVAL SOUGHT: Revision to Phase II landscaping plan LOCATION: Desert Crossing - Southeast corner of Highway 111 and Fred Waring Drive ZONE: P.C. ( 3) Commission approved the revised landscape plan subject to replacing the eucalyptus and acacia with 36" multi-trunk african sumac and adding five palms at an average height of 15 feet. Commission also approved the tile and awning colors for Boston Market as submitted. B. Miscellaneous : 1 . STEMMER JR. for the STEMMER RESIDENCE, 79-940 Horshoe Road, La Quinta, CA 92253 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for single family home exceeding the allowable height limit LOCATION: 77-895 Delaware ZONE• R-1 9,000 Commission approved the plans, as submitted, for the single family dwelling. IV. CASES: A. Final Drawings : 1. CASE NO. : TT 24539 APPLICANT (AND ADDRESS) : DENNIS CUNNINGHAM c/o CENTURY HOMES for BELMONTE ESTATES, 1535 So. "D" Street, Suite 200, San Bernardino, A 92408 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of roof treatment on model unit LOCATION: Northeast corner of Hovley Lane and Cook Street ZONE: PR-9 S .P. Mr. Cunningham was present and explained how the change in the roof element had occurred to one of the model units . Commission expressed concern that this was a significant departure from the approved roof plan for the unit and given the location, it was notorious at this time. Mr. Cunningham assured the commission that the change would not be repeated and that a unit will be constructed on the lot to the west in the future which should help to screen the roof . Commission felt that the roof element problem should be screened now. 5 . �r+x `�,' MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 23, 1995 Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, that Century Homes plant, in the side yard of the lot to the west, three 36" box bottle trees, with proper irrigation, to help screen the roof element from view from Cook Street and that Century Homes paint the facia green, on the model in question, so that it blends with the roof tile color. Motion carried 5-0 . B. Miscellaneous : 1. CASE NO. ; 906 SF APPLICANT (AND ADDRESS) : ROBERT J. STEELE, 74-110 Old Prospector Trail, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 5 ' high front yard block wall LOCATION: 74-110 Old Prospector Trail ZONE: R-1 10,000 Mr. and Mrs . Steele were present and explained why they were seeking approval of a 5 ' high wall in their front yard. Commission discussed at length the impacts a wall this size would have on the streetscape and the negative impacts associated with walls too close to the street. Action: It was moved by Chairman Gregory, seconded by Commissioner Urrutia, that a four foot high block wall be permitted in the front yard of the subject property with a 9 ' setback from the curb subject to issuance of an encroachment permit by the public works department. Motion carried 5-0 . 2 . CASE NO. : APPLICANT (AND ADDRES5) : MR. AND MRS. KOVACS, 74-410 Covered Wagon Trail, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Review of front yard perimeter wall proposal LOCATION: 74-410 Covered Wagon Trail 6 . � �. MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 23, 1995 ZONE: R-1 10,000 Commission discussed at length the impacts of having solid walls in the perimeter yards of corner lots when they are this close to the street { i .e. 8 ' from curb) . Commission determined that a wall this high (5 ' to 6 ' in height to a maximum of 8 ' at the entry) is inappropriate at this close to the street and would negatively impact on the streetscape. Commission suggested that the applicant may wish to consider an open fence ( i .e. wrought iron) . As well, commission indicated that a landscape plan would be necessary for the area outside the wall . Action• It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, that the slumpstone wall as proposed be rejected because a wall this high and this close to the street would be inappropriate as it would negatively impact on the streetscape.
