II . APPROVAL OF MINUTES:
It was moved by Commissioner Holden, seconded by Commissioner
Connor, to approve the minutes of the October 24 , 1995 meeting
as submitted. Motion carried 5-0-1, Commissioner Gregory
Abstaining.

Jeff Winklepleck presented pictures of the existing
awning indicating that the applicant was requesting
approval to recover the awning. Proposed awning would be
teal with 8" magenta letters outlined in white.

It was moved by Commissioner Holden, seconded by
Commissioner Gregory, to approve the awning recover with
the business identification signage as submitted. Motion
carried 6-0 .
2 . CASE NO. : 417 C

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans
for managers office and watchmans quarters
LOCATION: 74-789 Joni Drive

Jeff Winklepleck presented pictures of the existing
portable watchmans facility noting that it was set back
quite a bit from Joni Drive. He showed how the applicant
is asking to replace the mobile unit with a more
permanent structure. Commissioner Van Vliet asked if the
structure would be in the same location. Mr. Winklepleck
indicated that it would be in the same location but would
be larger. The facility is located next to the C.V.W.D.
well site.
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Connor, to approve the plans for the
managers office and watchman quarters as submitted.
Motion carried 6-0 .
3 . CASE NO. : 418 C

Steve Smith presented plans for the proposed screen wall
and planter noting that the outdoor dining area for the
business fronts on Fred Waring Drive and they are asking
for approval to install a planter wall with tempered
glass above it to create a wind screen. Commissioner
Urrutia asked if there was existing planting in front of
the wall . Mr. Smith noted that there was parking in
front of the wall and turf with mesquite trees past the
parking area. Commissioner Urrutia noted his concerns
with planting in front of the wall to help soften the
stucco. The applicant, Mr. John Whipple, indicated that
the shrubs in the planter area will be as high as the
wall itself .
Commissioner Holden questioned the number of exits . Mr.
Buchanan noted that they still meet their required number
of exits .
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to approve the plans for the glass
screen wall and planter subject to the applicant
submitting an acceptable landscape plan for the area
outside the wall . Commission directed applicant to
provide landscaping in front of the planter area to help
soften the stucco wall . Motion carried 6-0 .
4 . CASE NO. : CUP 95-6

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans
for Section 4 north golf course perimeter wall and
perimeter landscaping
LOCATION: Section 4
Rudy Acosta presented plans of the proposed golf course
and perimeter wall indicating that the Redevelopment
Agency is developing the north course at this time. It
is strictly a public play course. Mr. Acosta added that
they will be developing the pads for the conference
center and the hotel area, but the remainder of Section
4 would not be included in this phase.

Mr. Acosta informed the commission that they are still
working on a theme for the project and what he was
bringing before the commission today was the perimeter
wall for the golf course.
The architect, John Conk, outlined the conceptual lay out
of the parkways, the landscaping pallet and concept. Mr.
Conk also outlined the meandering 6 foot high slump wall
surrounding the perimeter of the course.
Landscape architect, Ray Lopez, outlined the detailed
landscape plan as well as the details on the view
fencing. He indicated that the entire side of Cook
Street would be landscaped. Mr. Lopez also presented
photographs of the developed landscaping at Desert
Springs Market Place noting that the theme would be
continued along the perimeter of the golf course.
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner O'Donnell, to grant conceptual approval to
the perimeter wall and landscaping plans as submitted.
Motion carried 5-0-1, Commissioner Gregory Abstaining.
5 . CASE NO. : 4561 SA

Steve Smith reported that the applicant was before the
commission at their last meeting where he agreed on a
6 ' x 6 ' sign. The request now was to approve a revised
sign at 7-1/2 ' x 5 ' high and add "Night Club" across the
bottom. Mr. Smith informed the commission that he
received concerns from the city council and therefore it
was before the commission for approval .

It was moved by Commissioner Van Vliet, seconded by
Commissioner Connor, to approve the revised signage as

Jeff Winklepleck presented the proposed plans for the
second half of the Whitehawk development. He also
outlined the letter received from Firestone Management
listing their concerns with the roof tiles and color
schemes on the exterior elevations .
Mr. John Able of Shefield noted that he had presented the
elevations to the Whitehawk Homeowners Association. He
indicated that when the flat roof tiles were originally

proposed he thought that the flat tiles were already
being used in the neighborhood. Mr. Able noted that he
would rather use the flat roof tiles, but could change to
the "S" tiles on all the homes if the homeowners
association felt that strongly about it.
Mr. Able noted that there are nine or ten homes directly
across the street from the new phase and felt that there
would be no problem working on the color groups on the
houses directly across the street, but felt that they
proposed a good mix of colors for the remaining
elevations . Commissioner Urrutia asked the homeowners
present if there were any concerns with the exterior
color schemes . He felt that the colors they are
proposing blended well with the existing homes .
Homeowners, Rollie Evans and Mel Weber, felt that the
exterior color scheme was acceptable if the developer did
work directly with the homeowners across the street to
aesthetically blend in better.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Urrutia, to approve the preliminary
architectural plans as submitted. Motion carried 6-0 .
3 . CASE NO. : TT 28295

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
preliminary plans for private residential project
LOCATION: 19 .4 acres at the northeast corner of Fred
Waring Drive and Deep Canyon
ZONE:
Jeff Winklepleck presented the preliminary plans for the
tract noting that there would be no more than 93 homes
constructed. Mr. Winklepleck indicated that the plans
call for both gable and hip roofs and that he discussed
with the developer the commission' s concerns with having
two gable roofs adjacent to each other.
Commissioner Van Vliet asked what the current zoning was
for the property. Mr. Winklepleck indicated that it was

presently zoned O.S . (Natural Open Space) but that the
developer was requesting a zone change to PR-5 .
Commissioner Van Vliet asked what the minimum lot size
would be. Mr. Winklepleck reported that the minimum lot
size allowed in the city was 8,000 square feet but that
the planning commission could approve something smaller
in return for affordable housing. The applicant, Jim
Foxx, indicated that the minimum lot size would be just
under 6 ,000 square feet. He explained how the rear
property lines were rigid, while keeping the 5 foot side
yard setbacks allowing for larger homes . Maximum height
will be 18 feet.
Mr. Foxx explained that because of the unique floor plan
he anticipates pre-selling 50% of each phase with the
other half planned as spec houses .
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Urrutia, to grant preliminary approval on
the architectural plans for the residential project
subject to the condition that there not be two gable
roofs immediately adjacent to each other. Motion carried
6-0 .
C. Miscellaneous :

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 6 ' high
wall 7 feet from the curb
LOCATION: 73-101 Bel Air Road
ZONE: R-1 13,000
Mr. Smith presented plans indicating that the developer
is seeking approval to install a 6 ' high wall 7 feet from
the curb. He noted that the house is on a corner lot.
Mr. Winklepleck indicated that the wall would line up
with the existing wall to the south. Commissioner Connor
discussed the possibility of stepping the wall some
around the intersection.

Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner O'Donnell, to approve the plans for the 6 '
wall as submitted. Motion carried 6-0 .
IV. It was moved by Commissioner Van Vliet, seconded by
Commissioner O'Donnell, to add the following item to the
agenda as an emergency item. Motion carried 6-0.

front remodel with awning
LOCATION: El Paseo Collection North, Space No. 3
ZONE: C-1
Mr. Buchanan presented the remodel plans for the store
noting that it was the sister store to "The White House" .
It is located next to Mondi in the E1 Paseo Collection
North buildings . Mr. Winklepleck also presented a
picture of the marbleized look solid awning with black
letters as well as 8" lettering on the windows.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Van Vliet, to approve the plans (including
signage) for the remodel as submitted. Motion carried
6-0 .
V. ORAL COMMUNICATIONS:
Commission directed staff to inform city council once again
their concerns with the lack of screening of the roof mounted
equipment on the west and south side of the library building
currently under construction on the College of the Desert
campus . Commission felt that the developer should present an
adequate screening solution to the commission. Commissioner
Urrutia felt that it seemed that the architect for the
building created a very nice design but that no one looked at
the roof mounted equipment.
