PALM DESERT ARCHITECTURAL REVIEW COMMISSION
NOVEMBER 28, 1995

I . CALL TO ORDER:
The meeting was called to order at 12 : 30 p.m.

II . APPROVAL OF MINUTES:
It was moved by Chairman Gregory, seconded by Commissioner Van
Vliet, to approve the minutes of the November 14, 1995 meeting
as submitted. Motion carried 4-0 .

1. CASE NO. : 4569 SA
APPLICANT (AND ADDRESS) : LAURI ' S PERMIT SERVICE for
LUCKY' S/SAV-ON PHARMACY, 3320 E. Chapman Avenue, Suite
No. 281, Orange, CA 92669
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
additional monument sign
LOCATION: 73-101 Country Club Drive
ZONE: P.C. (2)
Steve Smith reported that the request is for an
additional free standing sign to be located along the
Country Club Drive frontage. He presented drawings of
the proposed sign indicating that the maximum height was
6 feet at the top of the letters and 6 ' 9" at the top of

the sign. Mr. Smith indicated that the sign had to be
placed solely on private property and that the
application still needed the property owner' s signature
for approval. He added that there is an existing
monument sign on Monterey Avenue and that the center is
entitled to two free standing signs (one on each street) .
Commissioner O'Donnell asked about a landscape plan.
Commissioner Holden felt that when monument signs are
presented to the commission they need to see if the sign
is disturbing existing landscaping. Mr. Drell noted that
comments have been made to staff in the past regarding
the deteriorating landscaping in that area.
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Van Vliet, to approve the additional
monument sign on Country Club Drive subject to the
following conditions :
1) Sign to be placed solely on private property;
2 ) Submittal of property owners approval; and
3) Provide acceptable landscape plan to staff for
final approval .
Motion carried 4-0 .
2 . CASE NO. : 4570 SA
APPLICANT (AND ADDRESS) : HEATH AND COMPANY SIGNS for
WELLS FARGO BANK, 3225 Lacy Street, Los Angeles, CA
90031
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
illuminated wall sign at Vons
LOCATION: Vons Market - 72-675 Highway 111
ZONE: C-1
Steve Smith presented the drawings for the proposed
additional signage for Wells Fargo Bank at Vons in the
Palms to Pines Center. This is a second business
operating in Vons . There is a modular unit in the store
with brochures and an ATM machine only. There are no
employees .

Mr. Smith checked the local Luckys and Ralphs markets who
did have actual mini branches with employees in the
stores . Of the three stores, the only one with a sign is
Union Bank with 8" letters . Mr. Smith indicated that the
city attorney indicated that code amendments were
appropriate. He suggested that the matter be continued
until staff can take the issue to city council for
direction. Staff will work with the owner on using grand
opening banners in the meantime.
The applicant, Jim Barnett of Heath and Company Signs,
reported that most of the ATM centers do have employees .
He indicated that he could find out from Wells Fargo Bank
if there are any employees manning that particular
location and what the hours of operation were.
Mr. Smith reported that the modular unit was 4 ' x 15 ' .
Commissioner Holden noted that they are asking for
signage that would be half the size of the entire modular
unit itself.
Action:
It was moved by Chairman Gregory, seconded by
Commissioner O'Donnell, to continue the request to allow
staff to take the issue to city council on December 14th
for direction. Motion carried 4-0 .
3 . CASE NO. : 4571 SA
APPLICANT (AND ADDRESS) : PARAGON SIGNS for THE WEDDING

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 73-655 E1 Paseo, Suite N
ZONE: C-1
The applicant, Sharon Harvey, submitted a revised drawing
of the proposed signage showing the addition of silver
bells . The letters are 14" black gator foam with 14"
silver bells .

Action:
It was moved by Commissioner Holden, seconded by
Commissioner Van Vliet, to approve the revised signage as
submitted. Motion carried 4-0 .
4 . CASE NO. : 419 C
APPLICANT (AND ADDRESS) : SION GANNON for THE GANNON
OFFICE COMPLEX, 46 Joya Drive, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install
elevator to existing second story
LOCATION: 73-625 Highway 111
ZONE: C-1
Commission reviewed the plans as the applicant was not
present. Commissioner Holden felt that the elevator
would be better if it did not face the most visible
corner and extended out some having the door open on the
inside.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner O'Donnell, to continue the request directing
the applicant to re-design the plan as they felt it would
be better if the elevator did not face the most visible
corner and if it were extended out some with the door
opening on the inside. Commission also requested a site
plan with landscaping. Motion carried 4-0 .
5 . CASE NO. : CUP 94-12 Amendment #1

Steve Smith presented the landscape plan noting that Eric
Johnson had approved it with one change. The change was
to move the seven palm trees from the back of the
property to the front to help soften the height of the
dome. Mr. Smith indicated that he did discuss this
change with the landscape designer, Ray Lopez .
Action:
It was moved by Commissioner Holden, seconded by
Commissioner O'Donnell, to approve the landscape plan
subject to moving the seven palm trees to the front of
the project to help soften the height of the dome.
Motion carried 4-0 .
6 . CASE NO. : 4575 SA
APPLICANT (AND ADDRESS) : AMERICAN AWNING CO. for
GALERIE VENDOME, 44-489 Town Center Way, Palm Desert, CA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning
with signage
LOCATION: 73-120 E1 Paseo
ZONE: C-1
Jeff Winklepleck presented the plans for the awning
showing the signage at 6" lower case letters and an 11"
capital V. The awning would be black with gold
lettering.
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Holden, to approve the awning with signage
as submitted. Motion carried 4-0 .

B. Preliminary Plans :
1 . CASE NO. : PP 86-28 Amendment #1
APPLICANT (AND ADDRESS) : FESTIVAL MANAGEMENT
CORPORATION for THE OASIS, 1725 Cloverfield Blvd. , Santa
Monica, CA 90404
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of revised elevations
LOCATION: Northwest corner of Highway 111 and Town
Center Way
ZONE: P.C. (3)
Steve Smith presented the revised plans noting that it
was the elevation for the building facing Highway 111 .
He noted that the council had shared the commission' s
earlier concerns and this plan was the response to those
concerns . Mr. Drell noted that the grade drops down in
this area and would block most of the landscaping.
Commissioner O'Donnell asked how the lighting would be
controlled. Mr. Smith felt this would not be a concern
because the roof extends 5 ' out over the building, and
therefore the lighting does not have a clear shot to the
sky.
Action:
It was moved by Commissioner Holden, seconded by Chairman
Gregory, approved the revised street side elevations for
Major 2 . Motion carried 4-0 .
2 . CASE NO. : TT 26123
APPLICANT (AND ADDRESS) : ALTEVERS ASSOCIATES for

The item was withdrawn from the agenda at the applicant ' s
request.
IV. MISCELLANEOUS :
Commission directed staff to review the brightness of the neon
sign at Indian Wells Hair Salon on the north side of E1 Paseo
just east of Portola Avenue as they felt that it was too
bright.
Commission discussed their concerns again with the lack of
screening of the roof mounted equipment on the library under
construction on the C.O.D. campus . Mr. Drell stated that he
would have plans from the Redevelopment Agency at the next
meeting showing their solutions .
