APPROVAL OF MINUTES: It was moved by Commissioner O'Donnell, seconded by Commissioner Holden, to approve the minutes of the October 10, 1995 meeting as amended. Motion carried 5-0 . III . MISCELLANEOUS: Commission expressed their concern relative to the lack of screening on the roof mounted air conditioning equipment on the west and south side of the library under construction on the College of the Desert site. IV. CASES : A. Final Drawings : 1 . CASE NO. : PP 91-12 APPLICANT (AND ADDRESS) : THE WATLING COMPANY for DESERT ROSE, 51 Alpine Center, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of free standing monument sign MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 1995 LOCATION: North side of Fred Waring Drive, east of Cook Street ZONE: P.R. 7 Phil Drell presented the model of the proposed monument sign indicating that it would be located on the mounded corner at the entrance to Desert Rose. He noted that the sign portion would be approximately 6 ' tall . Mr. Smith reminded the commission that they have allowed monument signs above 6 feet as long as the signage itself is a maximum of 6 feet in height. Mr. Drell noted that the letters would be routed out of the rock and darkened to read "Desert Rose" . Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the free standing monument sign as submitted. Motion carried 5-0 . 2 . CASE NO. : 4557 SA APPLICANT (AND ADDRESS) : PARAGON SIGNS for RILEY GOLF, 77-622 Country Club Drive, Suite T, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-375 E1 Paseo, Suite C ZONE: C-1 Jeff Winklepleck presented drawings of the proposed signage as well as pictures of the building. He noted that the signage on the building was a mix/match with gator foam letters, plastic letters, and illuminated signs on the building. The signage colors consisted of blue, gray, turquoise and brown and ranging from 12" to 14" to 16" letters . The proposed signage would be illuminated individual letters in red. Commissioner Holden asked if there was a sign program for the building. Mr. Winklepleck indicated that there was not. 2 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 1995 Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the signage as submitted with the condition that be installed without a raceway. Motion carried 5-0 . 3. CASE NO. : 4561 SA APPLICANT (AND ADDRESS) : SIGNS BY QUIEL for CADDY' S NIGHT CLUB, 272 South "I" Street, San Bernardino, CA 92410; CADDY' S LLC, 1514 Sandpiper, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage and change of awning LOCATION: 72-990 E1 Paseo ZONE: C-1 Mr. Winklepleck indicated that this building was the former Doll House and 40 ' s Again. He showed where the applicant was asking for signs on the east and south side of the building. In addition, the applicant was requesting a red neon stripe along the fin of the cadillac . Commissioner Urrutia showed that the sign on the east elevation was 7 ' high and felt that the sign was too large and that the cars parked in front of the sign would block it. The applicant, Rick Tilten, indicated that the sign would be 5 ' x 10 ' and at the height of a vehicle. He offered to reduce the size of the sign to 6 ' x 6 ' . Commissioner Urrutia felt that the 6 ' x 6 ' sign would be better. Mr. Winklepleck noted that the applicant indicated that the client did not want to change the existing awning and therefore was asking to attach a new awning section to the top of the existing awning to read "Caddy' s" . Commissioner Van Vliet asked if the color would match the existing awning. Mr. Tilten assured the commission that the colors would match exactly. 3 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 1995 Commissioner O'Donnell asked about the existing window awnings . Mr. Tilten indicated that they would remain and would be cleaned. Commissioner Urrutia questioned the neon tubing shown around the fascia of the building. Mr. Winklepleck indicated that it was not part of their proposal . Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the 6 ' x 6 ' signs on the east and south elevations subject to the installation of a rheostat. Commission also approved the awning change as submitted. Commission noted that the neon tubing shown around the fascia of the building was deleted. Motion carried 5-0. 4 . CASE NO. : 4562 SA APPLICANT (AND ADDRESS) : KEVIN S. REILLY for THE BOOK MARKET, Post Office Box 11408, New Brunswick, N.J. 08906 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of . temporary signage LOCATION: Waring Plaza ZONE: C-1 Jeff Winklepleck presented the drawing for the proposed signage noting that they are a temporary business and did not want to spend $8,000 to $10,000 for a permanent sign. He noted that the request would go before the city council on Thursday, October 26th. The sign would be a 4 ' x 16 ' red and white aluminum sign. Mr. Winklepleck noted that staff was recommending approval for three months and if the applicant wanted to continue with the sign after the three months, they would have to reapply at that time. The applicant, Barbie Maxwell, was present and stated that she would place the sign wherever the commission directed her to. Commissioner Holden felt that it should match the colors of the center. 4 vftw v.ro' MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 1995 Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Holden, to recommend to the city council approval of the temporary sign for a maximum of three months subject to it being sympathetic with the colors of the building, i .e. burgundy and white. Motion carried 5-0 . 5 . CASE NO. : 450 C APPLICANT (AND ADDRESS) : JOHN HOWENSTINE INCORPORATED for ISLANDS RESTAURANT, 3188-1 Airway Avenue, Costa Mesa, CA 92626 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of illuminated slogan cabinet sign LOCATION: Desert Crossing ZONE: PC 3 Jeff Winklepleck presented a drawing of the proposed sign noting that it was an internally illuminated can sign. Commissioner Holden noted that the sign was only 6" to 8" high. Commissioner Connor felt that the sign would only be seen close up because it was so small . Mr. Smith noted that the sign did comply with the menu item limits of the ordinance. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the cabinet sign with the conditions that the background and letter faces are completely opaque and a maximum of 4500 white neon. Motion carried 5-0 . 6 . CASE NO. : PP 95-4 APPLICANT (AND ADDRESS) : INVESTMENT PROPERTIES GROUP, 16672 Millikan Avenue, Irvine, CA 92713 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of architectural and landscape plans for a four-building industrial complex 5 w✓ fir e MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 1995 LOCATION: 77-550 and 77-650 Enfield Lane ZONE: S. I . Steve Buchanan presented the final working drawings indicating that nothing had changed on the exterior elevations from the approved preliminary plans. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the final architectural and landscape plans as submitted. Motion carried 5-0 . B. Preliminary Plans : 1 . CASE NO. : PP 95-7 APPLICANT (AND ADDRESS) : DENISE ROBERGE, 73-520 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary plans for remodel of existing building and additional floor space and sculpture garden LOCATION: 45-245 Portola Avenue ZONE: C-1 Mr. Drell presented the preliminary site plan showing how the parking lot had been expanded to allow for additional on site parking. He showed how the design of the perimeter wall had been defined better. Mr. Drell indicated that the applicant feels very strongly about having the front off street parking area. He stated that he had directed the applicant to try to make the parking area look more like a landscaped courtyard where people park as opposed to a parking lot. Mr. Drell showed that the number of parking spaces were close enough with the large number of street parking available since they controlled all four frontages . Mr. Drell added that the landscaping had been increased from 6 feet to 10 feet in front. 6 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 1995 Commissioner Urrutia felt that the wall changes were much better and glad to see there was some additional room for landscaping and relief along the street. He still was concerned about the restaurant parking feeling that aesthetically this was not the right location for parking and did not think that enhancing the paving would take away from the fact that the cars are going to be there. Commissioner Urrutia also discussed his concerns with the traffic situation dealing with the one way in and one way out in an area where there is a service area and trash pick-up. He felt that the inside parking areas would not work well and should be inter-connected. Mr. Drell indicated that this would be an issue handled by the planning commission. Commissioner Urrutia still did not feel that the front parking area was a proper place to put the cars and felt that the parking issue really had not been fully addressed. He felt that the building should be moved forward with the parking placed behind it, not along E1 Paseo. The architect for Ms . Roberge noted that she did not want the building to take away from the impact of the main entry. She is trying to create a setback from the street in addition to provide quick parking for her daily customers . Commissioner Urrutia liked the idea of the building setback, and possibly using the front area for walking or creating a courtyard effect. Ms . Roberge felt that when the cars pull in the front parking area, you will not see them because of the landscaping. Mr. Drell asked if there was a design solution that the commission would be comfortable with for the parking area. Commissioner Holden stated that it should be an easy to use parking lot but the plan shows some fairly tight turns . Commissioner Connor agreed and felt that this parking area demands a lot of space. Commissioner O'Donnell also agreed with regard to the parking in front and seemed that this space could be utilized for a better purpose. Ms . Roberge indicated that she really needs the run-in, short in and out parking area. Mr. Drell reminded her that there would still be plenty of parking along the street. Ms . Roberge felt this was a dangerous parking area and was hoping to have the curbs painted red along the project. Commissioner Holden asked if they were going to be able to limit the restaurant parking in these spaces . Ms . Roberge indicated that the restaurant would only be open at night with valet parking. 7 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 1995 Mr. Drell confirmed that the dark green would be the wood fascia, the tan would be the building color, and the sand color would be the exposed stucco in front. Ms. Roberge stated that she will need to work with the adobe brick tiles to see how they will be placed on top of the stucco trying to create a look of an old world. Commissioner Van Vliet questioned the fascia thickness as it seemed to vary throughout the plans . Ms . Roberge' s architect indicated that it would be consistent at 1211 . Commissioner Van Vliet asked about the window trim detailing. The applicant replied that they are looking at a steel frame system or a pre-manufactured wooden window with a deep recess . Commissioner Connor felt that the details that are being proposed are a very important part of the architecture but still was not sure what the details were. Commissioner Urrutia agreed that the detailing was very important here and stated that the commission will have to look at the working drawings more closely. Commissioner Van Vliet also agreed and felt that the proposed drawings were not detailed enough. Commissioner Holden added that the details should be carried throughout the theme of the center. Commissioner Connor asked about the curb and sidewalk. The applicant indicated that they would be installing an undulated sidewalk and probably do a two-tone colored concrete. This would include replacing the sidewalk along E1 Paseo. Commissioner Connor added that he liked what was done with the high wall and hoped that the same sensitivity would apply to the sidewalk. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to grant preliminary approval to the architectural plans only. Motion carried 4-1-0, Commissioner Van Vliet voting No. Commissioner Holden felt that the site plan seemed acceptable, but that the parking area was still a concern. He added that the functioning of the parking lot was inadequate. Commission would like to see internal circulation between the two isles on the rear parking lot area. Commissioner O'Donnell wanted to be assured that if the re-aligning of the parking lot changes the architecture, the plans would come back to this commission for their approval . Commission stated 8 %*r MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 1995 that if the site plan is dramatically changed as a result of a planning commission action they would like to see the revised preliminary plan to see the re-arrangement of the buildings. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to recommend to the planning commission that the proposed parking in front of the restaurant building be eliminated due to the fact that it does not function properly and aesthetically it takes away from the design of the project. Secondly, the proposed parking lot in the southeast corner needs to be redesigned to be more functional so that there are no dead ends and additional landscaping on the west side of the parking lot against the wall needs to be further incorporated. Motion carried 5-0 . 2 . CASE NO. : PP 95-8 APPLICANT (AND ADDRESS) : DESIGN DEVELOPMENT for FRED WARING PLAZA, 69-730 Highway 111, Suite 118, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architecture and landscaping plans for two story professional office building LOCATION: South side of Fred Waring Drive between San Pasqual and San Pablo ZONE: Steve Smith presented the preliminary drawings as well as the material color board for the project noting that the property in question was one lot west of San Pasqual on the south side of Fred Waring Drive. He added that the property was subject to a re-zone. The applicant, Nick Patel, outlined the architecture noting that he would be asking for a height of 18" higher than what was allowed to properly screen the roof mounted equipment. Commissioner Urrutia felt that the building looked great but thought that if the trash enclosure area was turned the other way and cut the parking space to the 9 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 1995 left into half the space making half of it into a planter, this would give better access to the enclosure. He also questioned why some of the walls were missing is some areas . Mr. Patel indicated that there would be a masonry wall all the way around the project and a sidewalk along Fred Waring Drive. Commissioner Connor indicated that the landscaping next to the building on the east and west elevations needed to be more substantial . Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to grant preliminary approval to the architectural and landscape plans subject to the following conditions : 1) Turn trash enclosure and reduce the one parking space to the left to allow for a planter area to provide better access to the trash area; 2 ) Increase landscaping area along east and west side of building. Motion carried 5-0 . C. Miscellaneous: 1 . CASE NO. : TT 24539 APPLICANT (AND ADDRESS) : CENTURY-CROWELL for BELMONTE, 77-564 Country Club Drive, Suite 400B, Palm Desert, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to extend block wall height LOCATION: Belmonte Estates ZONE: PR-9 Steve Smith presented pictures of the existing wall indicating that the applicant was asking to extend the height along Hovley Lane, Cook Street and Via Cinta. He reported that there are existing walls that were put in several years ago. Mr. Smith recommended that if the commission were to approve the additional height of the wall that they require additional landscaping outside the wall especially along Via Cinta where it is very bare. 10 r.r N%wih MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 1995 Commissioner O'Donnell asked for the reason of increasing the height of the wall . The applicant, Mr. Karl Boettcher, replied that it was to try to eliminate the noise from the traffic along Hovley Lane. Commissioner Urrutia asked if they will be able to match the existing wall . Mr. Boettcher indicated that if they could not match the existing wall exactly they would paint the entire wall . Commissioner Connor felt that the planting outside the wall would need to be upgraded with something that would accent the wall, not something that will show the increased height. Action: It was moved by Commissioner Connor, seconded by Commissioner O'Donnell, to approve the extended block wall height subject to the wall being repainted to match the existing wall and approval by this commission of an acceptable landscape plan between the wall and the sidewalk.
