APPROVAL OF MINUTES: It was moved by Commissioner Connor, seconded by Commissioner O'Donnell, to approve the minutes of the August 22 , 1995 meeting as submitted. Motion carried 6-0 . III . It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings : 1. CASE NO. : 4536 SA APPLICANT (AND ADDRESS) . RIOFINE NEON for DE LUCA JEWELERS, 3500 Tachevah Avenue, Suite D, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Revision to approved business identification signage LOCATION: 73-655 E1 Paseo, Suite F ZONE: C-1 Steve Smith reported that the applicant was asking to change the color of the approved letters from rust to ivory. Commission approved the request. 1-..r MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 1995 2 . CASE NO. : CUP 88-8 APPLICANT (AND ADDRESS) : ALIBABA FARZANEH for CLUB 74 , 74-061 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to change roof material on patio expansion from copper to ceramic tile LOCATION: 74-061 E1 Paseo ZONE: C-1 S.P. Mr. Farzaneh withdrew his request to change the roof material as the ceramic tile was no longer available. He did, however, indicate that he wanted to install additional glass panels on the corners on the south side, keeping the east and west sides open. No action was taken as the applicant withdrew his request. The commission felt that the change in the additional glass panels on the south side were acceptable as submitted. 3 . CASE NO. : 4540 SA APPLICANT (AND ADDRESS) : QUIEL BROS . SIGNS for PALM DESERT LODGE, 272 South "I" Street, San Bernardino, CA 92410 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised signage LOCATION: 74-527 Highway 111 ZONE: C-1 S .P. Phil Drell presented pictures and drawings showing the proposed signage indicating that the only legal sign is the one behind the chain link fence. He indicated that because the monument and roof signs exceed the height limit the request was before the commission for comments only as it will have to go before the planning commission and probably on to city council . Mr. Drell informed the commission that if there is a change of ownership or the signs are changed on the property, than all the signs on the property have to conform. 2 �%u , MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 1995 Commission denied the request as the signs were inconsistent with the city' s ordinance. The commission felt, however, that sign "B" did have some unique design to it as well as historical significance. 4 . CASE NO. : 4541 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. , INC. for CASTELLI ' S ANDREINOS, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 73-098 Highway 111 ZONE: C-1 S .P. Steve Smith presented the colored drawings showing the revised signage adding "Castelli ' s" in green. Mr. Smith indicated that the size of the sign does comply with the city ordinance. Commission approved the revised business identification signage as submitted. B. Preliminary Plans : 1 . CASE NO. : 410 C APPLICANT (AND ADDRESS) : DSL SERVICE COMPANY for OUTBACK STEAKHOUSE, Post Office Box 6030, Newport Beach, CA 92658-6030; SGPA ARCHITECTURE AND PLANNING, 1545 Hotel Circle South, San Diego, CA 92108; RONALD GREGORY ASSOCIATES, INC. , 74-020 Alessandro, Suite E, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of landscape plan LOCATION: Waring Plaza ZONE: P.C. (3) 3 *40W -woe MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 1995 Steve Smith presented the preliminary landscape plan indicating that it is in the area immediately surrounding the building itself. Commissioner Connor noted that the shoestring acacia was not on the city' s list of approved shade trees . Commission approved the preliminary landscape plan subject to adding a mesquite in the right hand island to coincide with the existing mesquites at the other corners, and adding acacia salicina in the middle. 2 . CASE NO. : TT 28258 APPLICANT (AND ADDRESS) : KAUFMANN AND BROAD OF SOUTHERN CALIFORNIA, INC. , 180 No. Riverview Drive, Suite 300, Anaheim Hills, CA 92808 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural plans for 160 unit subdivision LOCATION: North side of Frank Sinatra Drive, approximately 1325 feet west of Portola Avenue ZONE: PR-5 Jeff Winklepleck presented the preliminary plans for the subdivision noting that the houses were the same size as their previous submittal but on larger lots at this location. Commission granted preliminary approval to the architectural plans as submitted. IV. CASES: 1. CASE NO. : 414 C APPLICANT (AND ADDRESS) : T. D. & L. L. L. C. for DENISE ROBERGE BUILDING, 73-520 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of conceptual plans for remodel and addition 4 `'errW 14000, MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 1995 LOCATION: 45-245 Portola Avenue ZONE: C-1 The applicant, Denise Roberge, presented colored renderings of the proposed remodel and addition showing how she was trying to accomplish an art center. She outlined the plan showing a second floor added on the four corners of the existing building with 26 feet added to the back. Ms . Roberge showed how the buildings are designed to look like a shed. There will be only one display window in the entire building which will be done in European tile. She outlined the proposed restaurant noting that she plans to add windows along the El Paseo side. Ms . Roberge showed the parking in front designed for pick-ups only with valet parking at night when the restaurant is open. She showed the courtyard area indicating that it would be the area where she plans on holding fund raising events, art shows, etc. Commissioner Gregory asked if the one sign on the building facing Portola Avenue would be the only sign on the building. Ms . Roberge indicated that this would be the only sign. Ms . Roberge indicated that the two back second floor units would be guest houses for visiting artists . She indicated that the sculpture garden would be almost a full acre. Commissioner Holden had no concerns with what the applicant was trying to do with the structures, but from the site planning point of view, he discussed his concerns with the plainness and height of the wall as well as the parking being underparked. Ms . Roberge showed how the wall would be broken up with built-in walk-in doors and would be completely covered with a hedge. The windows and doors would be cut out of the hedge. Commissioner Holden asked why there were parking spaces shown on the lawn around the sculpture garden. Ms . Roberge indicated that the restaurant is 2400 square feet. She added that the total square footage for the building would be 16 ,000 square feet with 2200 square 5 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12 , 1995 feet of apartment spaces which require two stalls per apartment. Mr. Smith noted that this issue was something that the planning commission would be addressing. Commissioner Holden felt that if people cannot park near the facility, they are not likely to attend the large social functions she will be holding. Mr. Drell added that they city does not like to build and park for a particular, unique retailer or business . This creates a limited use building and parking that becomes a horrible white elephant to the city. Commissioner Gregory indicated that the egress onto Prickly Pear is too close to the corner of E1 Paseo and Prickly Pear. Mr. Drell asked the commission if they had any concerns with the building elevations on E1 Paseo. Commissioner Holden felt that if all other provisions in the code are met, i .e. screening the parking lot, than there would be enough interest there. He added that the overall site plan needed to be thought out more, i .e. service deliveries, trash pick-up, etc . Mr. Drell reminded Ms . Roberge that the back of her building is the front from the stores across the street on Prickly Pear. They are not going to want to look out onto service areas . Ms . Roberge indicated that the service areas would be well decorated. Commissioner Connor indicated that commission felt pretty positive conceptually, now they need to see how the applicant is going to work out the concerns as outlined to them. He added that more details would need to be provided in order to grant preliminary approval . Commissioner Gregory explained to Ms . Roberge how a licensed/experienced architect would better understand the concerns discussed by the commission. Mr. Drell felt that the restaurant elevation along E1 Paseo looks like a big, blank area and felt that screening the parking lot should not be the solution to an architectural problem. He also questioned the advisability of having a frontage road with parking between the sidewalk and the restaurant. Commissioner Urrutia agreed with Mr. DrelllIs concerns regarding the E1 Paseo side of the restaurant. He felt that it was not sympathetic with what is being done along E1 Paseo. Commissioner Gregory stated that in terms of practicality, right now the site plan does not work properly. Mr. Drell added that the planters needed to be substantial in order for the plants to live. 6 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 1995 Commission directed the applicant to address the following issues : 1) Consult with staff to redesign site plan; 2) Provide floor plan; 3) Provide accurate details for wall, including landscaping; 4) Provide details on service area and trash enclosures/pick-up; 5) Work with public works department on the ingress and egress situation; 6 ) Redesign restaurant elevation along El Paseo as commission felt that it was not sympathetic to what is going on along E1 Paseo. Commissioner Gregory advised Ms . Roberge to take advantage of staff services as far as assistance in preparing necessary details for a preliminary submittal . He added that she should not bring the plans in for review at the last minute as she did with plans presented today. Mr. Drell agreed and felt that staff would have liked to review the plans with the applicant before they were submitted to the commission. 2 . CASE NO. : PP 86-28 Amendment #1 APPLICANT (AND ADDRESS) : FESTIVAL MANAGEMENT CORPORATION for ONE-ELEVEN TOWN CENTER, 1725 Cloverfield Blvd. , Santa Monica, CA 90404 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of remodel and addition LOCATION: Northwest corner of Highway 111 and Town Center Way ZONE: P.C. ( 3) Steve Smith explained that essentially the commission is looking at some demolition and addition bringing in two major tenants, one being in the former Marshalls building. The second part of the request is to demolish two existing buildings which exist between the driveway on Highway 111 and Home Savings . They will be losing approximately 9,000 square feet of building replacing it with another major tenant at about 20,450 square feet. 7 Y N*01 `*we MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 1995 He indicated that the parking lot would be shifted, driveways will be moved, etc. The third part of the request is for an addition of 569 square feet on the south end of Pad No. 8, resulting in the deletion of three parking spaces at the end of that building. Mr. John Manavian, Vice President of Development for Festival Management Corporation introduced himself and the architect, Ross Andrews . Mr. Manavian indicated that the owner of the property is looking to spend a considerable amount of money to revitalize the center while trying to blend in with the architectural elements that are already there. Mr. Manavian outlined their approach with new architectural features focusing on the pedestrian areas, new colors, the consideration of renaming the project to The Oasis Towncenter, and introduction of new water elements . Mr. Andrews noted that the shop portions of the project are remaining very much like they are now with the addition of some architectural treatments at each column, exterior lighting, new finishes, and some stone. The major entries have been reworked substantially. The entry at the old Marshalls space has been moved over to centralize their entrance and provide an additional shop. He added that the site plan has been modified slightly along the front of the shops to take the existing planter areas and allocate them in a way where the landscaping can play a part of that rhythm across the face of the project. Mr. Andrews outlined the area that will be developed as a useful plaza in conjunction with a cafe use in the corner of the new major tenant. As a result that plaza space will be intensively developed with a water feature that will support the concept of the oasis theme. He showed the additional pavement treatments at the entrances to the majors in alternating patterns, additional trellises, and exterior lighting. Mr. Andrews added that the tenants along Fred Waring Drive will be much more people oriented. Mr. Andrews outlined the signage criteria for the new majors indicating that the signage will all be replaced. Mr. Smith informed Mr. Andrews that the center was limited to three colors for signage. Mr. Andrews discussed the issue of some of the major tenants having 8 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 1995 to use their national logo in their signage and therefore needing to use more than three colors . Commissioner Gregory discussed his concerns with the proposed dark colors indicating that generally in the desert the colors used are softer/lighter colors . Mr. Andrews indicated that they were trying to use jewel tones and deeper desert bloom tones to create a more specialty oriented look than what is there now. Commissioner Urrutia felt that he sees too much of the same thing so much of the time and felt that the colors proposed would look like what you see in the villages in Europe. He thought that the colors worked well . If anything he thought more of the accent colors should be used. Commissioner Connor agreed. Commissioner Urrutia added that he would like to see the majors look a little different from each other. Action: It was moved by Commissioner Holden, seconded by Commissioner O'Donnell, to grant preliminary approval to the architectural plans with direction to modify the color pallet using more of the accent colors and modifying the elevations on the major tenants so they do not look exactly the same.
