APPROVAL OF MINUTES: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to approve the minutes of the March 26, 1996 meeting as submitted. CASE NO. : PP 94-7 APPLICANT (AND ADDRESS) : THE NADEL PARTNERSHIP, INC. for LUCKY STORES, 1990 So. Bundy Drive, Fourth Floor, Los Angeles, CA 90025; LARRY CARLSON, INC. , 1830 No. Acacia Avenue, Fullerton, CA 92631 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final landscape plans � LOCATION: Northeast corner of Highway 111 and Deep Canyon ZONE: P.C. (4) Steve Smith reported that Eric Johnson had met with Larry Carlson the previous day and they agreed that the palms across the front shown at 16 to 20 feet high needed to be shorter. He added that the bougainvilleas along both sides of the entry should be more of a dwarf type as the species called out could get pretty high and could interfere with the line of site. He suggested more along the line of the ooh la la which is the same color as the plant called out on the plan. Commissioner Connor also discussed his concerns with the date palms that are being buried and asked how the irrigation would be provided. Mr. Carlson noted the details on the irrigation plan. Chairman Gregory discussed his concerns with the shrubs along the back berm because they will not last more than a couple years here in the desert. He also suggested that more of a meandering design would be more attractive. Chairman Gregory suggested that the size of the dwarf oleanders along the parkway be reduced even more. He also felt that the future pads be turfed because with this type of shopping center it would look much neater. Mr. Carlson asked if he could use an irrigated hydroseed. Chairman Greogry felt that lawn would be sufficient because it would be mowed during regular maintenance. Action: It was moved by Chairman Gregory, seconded by Commissioner Connor, to grant final approval to the revised landscape plan subject to the following conditions : 1) Palm trees across the front to be reduced in height; 2) Texas rangers changed to low growing ground cover; 3) Bougainvillaeas at entries changed to dwarf type that will grow to a maximum height of 2 feet to avoid interfering with the line of site, i .e. ooh la la; 4) Change out shrubs along berm in the rear as they do not last long in the desert, and shrubs to be more meandering instead of a straight line; 5) Change cercidium floridum to cercidium praecox along parkway; 2 t . 3�� 1�;r MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 9, 1996 6) Lighten up shrub planting along the streets by going with a more hardy ground cover, i .e. centennial baccharis or lantana; 7) Future pad sites to be turf. CASE NO. : PP 95-7 APPLICANT (AND ADDRESS) : DENISE ROBERGE, 73-250 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings on building remodel LOCATION: 45-245 Portola Avenue ZONE: C-1 The architect for the applicant, John Vuksic, presented the revised plans as well as a model . Steve Buchanan reported that the plans have gone through the first phase of the plan check process . All the concerns he had were all interior in nature and nothing that would affect the exterior of the building. Commissioner Urrutia confirmed that the plans before the commission today were for the main building only, not the restaurant. Chairman Gregory discussed his concerns with the large, whimsical roof. Commissioner Holden agreed and felt that the roof did not relate to the building under it. Commissioner Urrutia outlined other options for the roof line. Mr. Vuksic explained how the applicant wanted the plane that is oriented toward the street as you are coming up E1 Paseo creating something with an old world feel and warmth. Commissioner Connor asked if the elevations showed accurate areas of brick versus plaster. Mr. Vuksic indicated that the entire building would be brick with the intention of adding plaster to some areas . Commissioner Urrutia asked for more clarification in the use of brick. Mr. Vuksic explained how he has drawn in the lines showing where there is plaster. 3 . '�' � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 9, 1996 Mr. Vuksic outlined the material pallet. Commissioner Urrutia felt that the revised plans were an improvement. Commissioner Holden agreed. Mr. Vuksic noted that they are proposing a corrugated metal roof. Action: It was moved by Chairman Gregory, seconded by Commissioner Urrutia, to approve the final architectural working drawings on the building remodel subject to the one roof element shown on the model being extended back to the interior of the building. Motion carried 5-0, Commissioner 0'Donnell Absent. B. Preliminary Plans : 1 . CASE NO. : CUP 96-15 APPLICANT (AND ADDRESS) : DENISE ROBERGE, 73-520 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of parking lot design and landscaping LOCATION: Southwest corner of Shadow Mountain Drive and Portola Avenue ZONE: R-3 13,000 The case was continued at the applicant' s request. 2 . CASE NO. : PP 95-8 APPLICANT (AND ADDRESS) : DESIGN DEVELOPMENT for FRED WARING OFFICE PLAZA, 69-730 Highway 111, Suite 118, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revision (expansion) to approved preliminary plans for medical office building LOCATION: South side of Fred Waring Drive between San Pasqual and San Pablo 4 � � �. MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 9, 1996 ZONE: O.P. Steve Smith reported that the plans shown to the commission approximately three months ago covered three interior lots on the south side of Fred Waring Drive. The commission approved an office building for the three lots . Dr. Shah since then has been able to acquire the lot to the west. This is what is shown on the revised plan before the commission today. Mr. 5hah then went to the city council and asked if they would assist him in acquiring the lot on the corner of Fred Waring Drive and San Pasqual which houses an occupied four unit apartment complex. The city council agreed that the lot should be included in the project to help clean up this area and therefore the architect, Nick Patel, was to be present with the most recent plans showing all property involved. Mr. Smith indicated that the building and the parking lot had expanded, but that the architecture has remained quite similar. Commissioner Urrutia noted that the originally approved plans did not show parking around the building. Mr. Smith replied that he was correct and that the original plans did not show the parking in front. Commissioner Urrutia indicated that he would much rather see the parking lot in the back. Commissioner Holden agreed and noted that with the 15 foot setback there would be the parkway plus the 15 feet for landscaping, but with the revised plan there is only 4 feet for landscaping. The architect, Nick Patel, arrived at meeting with the revised plan without elevations . Mr. Patel informed the commission that the property being purchased at the corner of Fred Waring Drive and San Pasqual will not be able to go into escrow until the plans are approved by the city. Commissioner Holden informed Mr. Patel that the commission felt that the parking would not work in front of the building because all that is left for landscaping on the front of the large building is four feet between the parking lot and the building. Commissioner Holden stated that they did not have any concerns with the architecture but that they just don't want to see the cars parked out front along Fred Waring Drive. 5 �w.r � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 9 , 1996 Mr. Smith noted that if the applicant was going to continue with the revised lay-out, the maximum height at the south edge of the building will be approximately 21 feet and will go up as it gets further away because the setback is dependent upon the rear setback. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to continue the request as they felt the parking in front of the building would not be acceptable. They do not want to see the cars parked out front along Fred Waring Drive and the reduction of landscaping to only four feet deep between the parking lot and the street, most of which is on the public right- of-way. Motion carried 5-0-0, Commissioner O'Donnell Absent. 3. CASE NO. : CUP 96-12 APPLICANT (AND ADDRESS) : MONTESSORI SCHOOL OF THE VALLEY, 43-250 Warner Trail NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural plans for 3535 square foot addition LOCATION: 43-250 Warner Trail ZONE: R-1 Steve Smith reported that the county allowed the former church facility to be converted to a Montessori school in 1992 and has operated with 60 children with one church service held on Sundays . The applicant is requesting approval of an amendment to the original conditional use permit to expand to double in size ( 120 children) . There are some other changes to the county approval, but basically they want approval of a 3500 square foot addition to accommodate the additional 60 children. Commissioner Holden asked if there was any landscape enhancement provided with the addition. Mr. Smith replied that this was the first of two applications . They will be acquiring the lot to the east with the goal being to include affordable housing. This would involve 6 �w.. � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 9, 1996 a general plan amendment, a zone change, as well as a number of other hurdles . Mr. Smith added that part of the conditions on the conditional use permit amendment for the expansion would be to remove the chain link fence and create a slump stone wall of undetermined length along Warner Trail . Mr. Smith noted that the parking would be reduced and staff has informed them that they will have to bring the remaining portion of the parking lot up to code with shade trees . Commissioner Holden felt that there needed to be more landscaping, especially along the street sides . He added that shade trees should also be added throughout the lawn area. Commissioner 0'Donnell wanted to see some improvements made on the long horizontal ridge and suggested breaking up the roof line some. Chairman Greogry noted that the landscape plan was needed addressing the commission' s concerns on what it being screened. Action: It was moved by Commissioner Connor, seconded by Commissioner 0'Donnell, to grant conceptual approval to the architectural plans directing the applicant to address the following: 1) Provide an actual current site plan; 2) Provide detailed landscape plan; 3) Break up the long, horizontal roof line of the proposed addition. Motion carried 5-0-1, Commissioner Urrutia Abstaining. 4 . CASE NO. : 423 C APPLICANT (AND ADDRESS) : E.P. I . LIMITED PARTNERSHIP for EMERALD DESERT GOLF AND RV RESORT, 76-000 Frank Sinatra Drive, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural plans for multi-purpose building LOCATION: 76-000 Frank Sinatra Drive 7 � `�rv° MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 9, 1996 ZONE: R-1-M Steve Smith presented the plans noting that the building was located inside the walls of a gated recreational vehicle park. Commissioner Urrutia questioned the location of the handicap ramp. Mr. Buchanan noted that the new regulations do allow for ramps to go out into the parking lot area. Mr. Buchanan did note that the loading area would have to be moved to the passenger side. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Holden, to grant preliminary approval to the architectural plans for the multi-purpose building as submitted. Motion carried 6-0 . 5 . CASE NO. : 424 C APPLICANT (AND ADDRESS) : AMERICAN PROPERTIES LLC, 100 W. Valencia Mesa Drive, Suite 214, Fullerton, CA 92635 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural and landscaping plans for remodel of 15-unit apartment complex LOCATION: 73-555 San Gorgonio ZONE: R-3 Steve Smith presented plans for the remodel outlining the uses surrounding the property. Mr. Buchanan noted that this was the former Esquire Apartments that are now scheduled to be demolished. He added that the plans show that the project is being reduced from 26 units to 15 units . The architect, Curtis Schupe, outlined some of the remodel details noting that they would apply plaster around the entire building and do some type of veneer work, replace all windows and doors, completely new landscape and hardscape, and refurbish the pool . He also presented a color/material board. 8 . �r `� MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 9, 1996 Commissioner Urrutia asked about the roof mounted equipment. Mr. Schupe indicated that there was no equipment now because it had wall mounted air conditioners and internal wall gas heaters . They want to remove all those and install package units on the roof for each individual unit. Commissioner Urrutia discussed his concerns with the view of the roof mounted package units from his two story building to the south. Chairman Gregory asked if there was any room for placing the units on the ground. Mr. Buchanan noted that this was one option, as well as placing individual units on the wall . Mr. Schupe noted that budget constraints force him to keep the roof mounted units . He asked if landscaping could be added between the two buildings to screen the roof. Commissioner Urrutia noted that there were already palm trees there, but there is also a power line that goes between the two buildings and the Edison Company comes along every year and really prunes these trees . Commissioner Urrutia discussed his concerns with the lack of overhangs. Commissioner Connor also was concerned with this and asked if there would be any type of trellis added over the windows . Mr. Schupe indicated that the window overhangs would only be added to the interior windows . Commissioner Urrutia felt that the overhangs should be extended to the exterior elevations . Commissioner Urrutia asked about the lack of landscaping along the alley way. Mr. Schupe felt that there was no room for landscaping here. Commissioner Urrutia showed where there was approximately four to five feet to add landscaping and that it should to be done to help soften that side of the building. Commissioner Connor agreed and felt there should be some type of separation between the vehicular paving and the building. Commissioner Urrutia felt that improving this alley way would help alleviate some of the trash and dumping problems it has always had. Commission suggested that Mr. Schupe meet with the property owner present, Chris Hoskins, outside the meeting to discuss the commission' s concerns and their answers to address these issues before the commission takes any action. 9 � � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 9, 1996 The applicants returned to the meeting to address the commission. Mr. Schupe indicated that the addition of trellis structures on the exterior elevations along the street side and alley way were acceptable. The addition of landscaping along the alley was also not a problem. He indicated that the issue of screening the roof mounted equipment was still a problem and suggested increasing the height of the parapet wall or painting out the � individual units. Chairman Gregory suggested that the applicant do some line of site studies to show the view of the roof mounted equipment from the south. Mr. Buchanan directed the applicant to speak to the public works department regarding any concerns they may have on public sidewalk improvements . Action: It was moved by Chairman Gregory, seconded by Commissioner Holden, to grant preliminary approval on the remodel plans subject to the following conditions : 1) Roof mounted equipment be screened from view from both the street sides and when viewed from the property to the south; 2 ) Addition of overhang structures on the street side and alley way elevations; 3) Addition of landscaping and curb along the alley way adjacent to the building; 4) Change turf from hybrid fescue to hybrid bermuda. Motion carried 5-0, Commissioner O'Donnell Absent. C. Miscellaneous : 1 . CASE NO. : 908 SF APPLICANT (AND ADDRESS) : GEORGIE MacDOUGAL/LARRY KELLY, 45-428 Deep Canyon Road, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a 6 ' high privacy wall as well as a 12 ' x 12 ' patio lattice overhang within the walled area LOCATION: 45-428 Deep Canyon Road 10 . "`tirrr `�"' MINUTES ARCIiITECTURAL REVIEW COMMISSION APRIL 9, 1996 ZONE: R-3 (3) Steve Smith presented the plans as well as photographs of the property and the surrounding properties . He indicated that the property owners within 300 feet had been notified of today' s meeting. The 6 ' high wall is 7 feet back from the property line instead of 12 feet back as required by code. Commissioner Holden felt that landscaping was needed along the outside of the wall to help soften it and that the wall should be broken up some instead of the straight 72 foot long wall . Chairman Gregory felt that by jogging the wall some it would come closer to averaging 12 feet back from the property line. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the request directing the applicant address the following: 1) Provide additional landscaping along the front of the wall to help soften it; 2) Break up 72 ' long wall somehow, and jogging it to create an average of 12 ' from the property line bringing it closer to code; 3) Provide trellis detail . Motion carried 6-0. The applicant, Georgie MacDougal, arrived later in the meeting. Chairman Gregory explained to her how the commission continued the case to allow her to redesign the wall to conform to code. He explained to her that if she reduced the wall height to 4 feet, the wall could be moved to 7 feet from the property line. Mr. Smith noted that the wall does have to be on private property and explained to her that the public works department would be able to show her where the property lines are. Mr. Thiel, property owner directly across the street at 74-581 Driftwood, arrived late to the meeting and addressed the commission regarding this wall . He stressed his concerns that the commission insure that the wall not bring down the aesthetics of the neighborhood. Mr. Thiel asked if the commission could condition the approval to include some landscaping. Mr. Smith informed Mr. Thiel that the commission already acted on the case and outlined the commission' s direction to the applicant. 11 . • '� �r+►„ MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 9, 1996 � IV. ORAL COMMUNICATIONS: Mr. Drell reported that McGowans Restaurant on Highway 111 has tables with umbrellas on the sidewalk along the front of the restaurant. The owner wants to install a cantilevered green awning off the fascia in the same color green as the existing awning extending 5 ' 7" . There will be no signage. Commissioner Holden asked if the awning encroached on the public right-of-way. Mr. Smith noted that the item was not on the agenda and therefore the commission could not take any action on it. Mr. Charles Martin addressed the commission to clarify the conditions placed on the plans for the Monterey Law Center on Monterey Avenue. Commissioner Connor indicated that the red plant material called out on the plans needed to be something that is more permanent. V.
