The meeting was called to order at 12 : 30 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Urrutia, seconded by Commissioner
Connor, to approve the minutes of the July 23, 1996 meeting as
submitted. Motion carried 4-0.

Jeff Winklepleck presented a drawing for the proposed
signage indicating that it was a face replacement on an
existing can sign in royal blue with white letters .

It was moved by Commissioner Holden, seconded by
Commissioner Connor, to approve the business
identification signage as submitted. Motion carried 4-0 .
2. CASE NO. : 4689 SA
APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. for MANOR

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 74-350 Country Club Drive
ZONE: PR-5
Jeff Winklepleck presented the drawings for the revised
signage program indicating that it would be a replacement
to the existing monument sign. He added that the revised
signage is a program that Manor Care is doing country
wide in black, gold and white.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Connor, to approve the revised business
identification signage as submitted. Motion carried 4-0 .
B. Preliminary Plans :

Jeff Winklepleck presented the plans for the new building
noting that the site is two lots east of Harv' s Car Wash
in the service industrial area. Commissioner Urrutia
asked what materials would be used. The applicant, Gary
Cardiff, indicated that the materials would be split face
block and stucco and that the entire parking area at the
rear of the building would be covered. Commissioner
Urrutia asked how the parking would work in the front.
Mr. Drell indicated that it is one handicap parking space
that will work as a circular driveway when the handicap
space is not being used. Commissioner Gregory discussed
his concerns with the access to the front driveway if a
limousine is parked there. Mr. Cardiff indicated that
all the limousines would be parked in the back.
Commissioner Urrutia suggested that the handicap space be
moved to the west to allow for additional landscaping
with a planter in front of the building.
Action:
It was moved by Commissioner Gregory, seconded by
Commissioner Connor, to approve the preliminary plans
subject to moving the handicap space to the west, adding
a planter along the front of the building, and widening
the planter on the left side to meet the minimum four
foot wide requirement. Motion carried 4-0.
2 . CASE NO. : CUP 96-18
APPLICANT (AND ADDRESS) : McFADDEN & McINTOSH ARCHITECTS

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
preliminary architectural and landscaping plans for fuel
station/convenience store/video store

Jeff Winklepleck reported that the city attorney has
looked into the conflict of interest situation involving
Commissioners Urrutia and Connor and determined that the
commissioners are not disqualified and shall participate
in the discussions and vote on this project. He added
that once they vote on the project, the commissioners
cannot participate in any phase of the project.
Mr. Winklepleck presented the revised plans noting that
they now meet the required amount of landscaping for a
gas station. He showed how the canopy was pulled back
and indicated that Eric Johnson has reviewed the
landscaping plan. Mr. Johnson feels that within a year
or two, there may be a maintenance problem because of the
mass planting.
Commissioner Gregory discussed his concerns with the
traffic flow.
Commissioner Urrutia felt that the original proposal was
not progressing with the commission and therefore made
the following motion in an effort to try to move the
project along. He added that since the applicant has not
provided the commission with any alternatives, he felt
this was the only solution.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to approve the revised preliminary
plans subject to the following conditions :
1) Increase landscape planter along Allessandro
Drive from 9 feet to 12 feet;
2) Move the landscape curb approximately 20 feet
to the northwest, thus eliminating the outside
use of the third island;
3) The edge of the canopy to be moved back so
that it extends out no more than 6 feet beyond
the second island.
Motion carried 4-0 .
Commissioner Gregory felt that additional landscaping is
great and cutting the canopy back is great but did not
want to demand so much that it will kill the project.
Commissioner Urrutia felt that there still will be a
problem with the access on Allessandro. He added that
ideally he would like to see a different site plan but

nothing else is being presented. Commissioner Holden
added that the proximity of the driveway on Allessandro
to the intersection is something that the commission can
not endorse. He stated that he still has a concern with
the location of this driveway.
Commissioner Holden asked about the status of the
existing bus stop. Mr. Drell indicated that the bus stop
would have to be included on the landscape plan.
3. CASE NO. : PP 95-7
APPLICANT (AND ADDRESS) : DENISE ROBERGE for the DENISE
ROBERGE SCULPTURE GARDEN, 73-250 E1 Paseo, Palm Desert,
CA 92260; SOLTIS, 1287 East 9th Street, Upland, CA

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and
final approval of landscaping plans around the existing
building and the parking lot
LOCATION: 45-245 Portola Avenue
ZONE: C-1
Phil Drell presented the landscaping plans indicating
that Eric Johnson had reviewed them and felt that the
project was over planted. Commissioner Connor asked how
the landscaping would be maintained. The applicant's
representative, Craig Duncan of Soltis, indicated that
there would be a full time gardener on the property.
Commissioner Connor discussed his concern with the plan
showing some of the trees being used as hedges, i .e. rhus
lancea along Portola Avenue. Mr. Duncan indicated that
the trees would not be trimmed as hedges . Commissioner
Connor added that there are a number of plants listed
that will not grow in the desert. Mr. Drell suggested
that Mr. Duncan consult with Eric Johnson to revise the
plant material . Commissioner Gregory added that plants
with south exposure will quickly burn and die.
Commissioner Connor noted that he did not have a problem
with the lush look that the applicant is trying to
achieve as long as the maintenance is done properly.

Action:
It was moved by Commissioner Connor, seconded by
Commissioner Urrutia, to continue the preliminary
landscape plan directing the applicant to meet with Eric
Johnson to revise the plan as the commission felt that a
number of plants listed would not grow in the desert.
Motion carried 4-0.
C. Miscellaneous:
1 . CASE NO. : 909 SF

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans
for garden wall, gazebo and various recreational site
improvements
LOCATION: 72-782 Bel Air Road
ZONE: R-1 13,000
Jeff Winklepleck presented pictures of the existing home
with plans for the proposed recreational area. The
applicant, Mr. Steve Nieto of South West Concepts,
indicated that he would provide a detailed landscape plan
with the working drawings. Commissioner Urrutia asked
for the details on the flood lighting.
Mr. Drell informed the commission that there will be a
public hearing on this project for approval of a
conditional use permit because they are using a
residential lot for recreation use only.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Gregory, to grant preliminary approval to
the plans subject to submittal of a landscaping plan and
details on the lighting. Motion carried 4-0.
