PALM DESERT ARCHITECTURAL REVIEW COMMISSION
AUGUST 27, 1996

I. CALL TO ORDER:
The meeting was called to order at 12 :30 p.m.

II. APPROVAL OF MINUTES:
It was moved by Commissioner Connor, seconded by Commissioner
Urrutia, to approve the minutes of the August 13 , 1996 meeting
as submitted. Motion carried 3-0-1, Commissioner Van Vliet
Abstaining.
III. CASES•
A. Final Drawings:
1. CASE NO. : 4692 SA
APPLICANT (AND ADDRESS) : CALIFORNIA SIGN CO. for
CIRCLE K, 1468 No. Magnolia Avenue, El Cajon, CA 92020
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
illuminated single-face cabinet sign to advertise an ATM
inside the store
LOCATION: 44-775 San Pablo Avenue
ZONE• C-1
Martin Alvarez presented the drawings and photos of the
proposed ATM sign in red, white and blue . He indicated
that the sign is 6' x 214" with 6" letters . Commission
discussed the total square footage allowed for signage .
Commissioner Holden felt that the copy was acceptable but
that the sign seemed too large for the location.

Commissioner Urrutia agreed and asked if the blue border
could be narrowed down some. The representative for the
applicant, Jacob Hubb, indicated that it was a stock
cabinet sign with a face that slides in, and therefore
the entire sign would have to be reduced.
Action•
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to approve the sign subject to it
being a maximum height of 18" . The copy, colors, and 6"
letters were approved as submitted. Motion carried 4-0 .
2 . CASE NO. : 4683 SA
APPLICANT (AND ADDRESS) : CALIFORNIA SIGN CO. for

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings
with signage
LOCATION: 73-675 Highway 111
ZONE• C-1
The representative for the applicant, Ernie Brooks,
indicated that the request was for approval of one awning
along the front of the building reading "Omri & Boni"
three times and one awning on the back parking lot side
of the building reading "Omri & Boni" .
Action•
It was moved by Commissioner Connor, seconded by
Commissioner Van Vliet, to approve the awnings with
signage subject to wrapping the front facia strip around
the north side of the building to end flush against the
wall . Motion carried 4-0 .
4 . CASE NO. : 4696 SA
APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. , INC. for
FITZHENRY FUNERAL HOME, 46-120 Calhoun Street, Indio, CA
92201
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument
signage
LOCATION: Northeast corner of San Pablo Avenue and San
Gorgonio Avenue
ZONE• R-3
Steve Smith presented pictures of the proposed signage as
well as photographs of the property. The representative
for the applicant, Jim Engle, indicated that the initial
thought was to use a rock with sandblasted copy, but that
this was cost prohibited to the applicant . He added that
they are now wanting to use a redwood material, giving it
some depth and painting it to make it to look like a
rock, with the sandblasted signage .

Commissioner Urrutia asked if the signage would be lit .
Mr. Engle indicated that the signage would not be lit but
that the applicant may come back in the future and ask to
add some landscape lighting. Commissioner Holden
questioned the redwood material as to how it would
weather. Mr. Engle indicated that he wanted to use an
anti-graffiti coat on it as well . He added that the one
sign on San Pablo Avenue will be single faced but the
other sign going into the complex would be double faced.
Commissioner Urrutia added his concerns with making the
redwood material thick enough to look like stone .
Commissioner Connor asked why the signage had to look
like stone . Mr. Engle replied that they were trying to
make it look non-commercial . Commissioner Holden felt
that it was going to be very difficult to make a wood
sign that looks like a rock and would rather see a sand
blasted sign than a sign made to look like a rock with
sand blasted signage . Commissioner Urrutia suggested
that the applicant meet with Michael Watling as he is the
artist who has done all the rock signage around the city.
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Urrutia, to approve the signage as submitted
using actual rock. Motion carried 4-0 .
5 . CASE NO. : 431 C
APPLICANT (AND ADDRESS) : JAMES CIOFFI ARCHITECT for
McDONALD' S, 2121 E . Tahquitz Canyon Way, Suite 3 , Palm
Springs, CA 92262
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans to
enclose existing outdoor dining area
LOCATION: Palms to Pines Shopping Center
ZONE: P.C. (3)
Martin Alvarez presented the floor plan and material
sample board with the proposed plans to enclose the patio
and dining area. Mr. Steve Buchanan asked if there was
a property line condition with McDonald' s and Arby' s . If
so, a one-hour fire resistive assembly would be needed.
The applicant, James Cioffi, indicated that he knew of
the condition as that there is a property line issue that
will be addressed.

Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to approve the plans to enclose the
existing outdoor dining area with the condition that the
property owner address the property line issue with the
department of building and safety. Motion carried 4-0 .
6 . CASE NO. : 4698 SA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning
with signage
LOCATION: 73-080 El Paseo
ZONE: C-1
Martin Alvarez presented a colored rendering noting that
the applicant was asking approval to replace the existing
awning. Mr. Smith indicated that it would extend out 5
feet . Commissioner Urrutia asked about the ends of the
awning. The applicant, Terry McCartney, indicated that
the ends of the awning would end flush against the wall .
Commissioner Urrutia felt that the signage on the east
side of the awning would not be visible . He added that
the awning should not project out any further than the
awning to the east at The Vault . Commissioner Holden
questioned the shininess of the fabric . Ms . McCartney
indicated that the awning would be a flat canvas burgundy
awning with vinyl letters . Mr. Smith informed the
applicant that the maximum size allowed for letters on an
awning is 8 inches . Commission discussed the letter size
and determined that the I'M, N, B & L" could be 9" high
with the remainder of the signage at 811 .

Action•
It was moved by Commissioner Van Vliet, seconded by
Commission Connor, to approve the awning with the
following conditions :
1) Awning not to extend out further than the
awning to the east (The Vault) ; and
2) Maximum letter height at 8" with the capital
M, N, B & L at 9" .

three existing awnings and additional wood sign

Martin Alvarez presented photos of the building along
with a material sample . The applicant showed how the
existing awnings would be recovered in yellow and where
existing signs would be moved.
Action•
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to approve the awnings and signage
as submitted. Motion carried 4-0 .

Steve Smith presented the revised plans noting that the
commission asked that the applicant provide access to the
rear yards and to create wider access to the parking
spaces . The representative for the applicant, David
Nelson, showed where the garages had been pushed out at
each end, where the patios on the end units were moved to
the ends of the building, and added pop-outs on the front
and side windows . He also indicated that a landscape
plan would be included with the working drawings .
Action•
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to approve the revised preliminary
plans subject to the following conditions :
1) The patios on the end units moved to the ends
of the building; and
2) The distance between the garages on the ground
level to be 25 feet; and
3) Extend exterior trim over the garage doors to
align with the second floor line .
Motion carried 4-0 .

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
placement of chain link fence
LOCATION: 44-160 San Pablo Avenue, Apartment A
ZONE• R-3
Steve Smith reported that the applicant was asking for an
exception to the ordinance as the city typically does not
allow chain link fences in front yards . Mr. Alvarez
explained that the fence has already been constructed by
a fence company and that the applicant had received
approval from the property owner to construct the fence
to keep her child from running out onto San Pablo Avenue .
She was not aware of the permit process .

The applicant, Celeste Velasquez, explained to the
commission that the fence was installed for the security
of her children. Mr. Alvarez explained that the fence
meets the code requirements such as setbacks and height
limits .
Commissioner Connor suggested painting it out black so
the fence would not be as noticeable .
Action•
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to approve the existing chain link
fence subject to the following conditions :
1) Applicant to provide either a letter of
approval or signature of property owner on the
application indicating that he has no problem
with the fence; and
2) Applicant agrees to inform the city in writing
when she is moving from the property because
the fence is an exception. Property owner
will have to remove the fence once she is
gone .
Motion carried 4-0 .
2 . Discussion of architectural issues for One-Eleven Town
Center/Best Buy Electronics.
This item was continued by staff as the plans had not
been received.
