The meeting was called to order at 12:30 p.m.

II. APPROVAL OF MINUTES:
It was moved by Commissioner Van Vliet, seconded by Commissioner Holden, to approve
the minutes of the December 3, 1996 meeting as submitted. Motion carried 2-0-3,
Commissioners Connor, O'Donnell and Gregory Abstaining and Commissioner Urrutia
Absent.
It was moved by Commissioner O'Donnell, seconded by Commissioner Connor, to approve
the minutes of the December 10, 1996 meeting as submitted. Motion carried 5-0,
Commissioner Urrutia Absent.

A. Final Drawings:
1. CASE NO.: 4633 SA
APPLICANT (AND ADDRESS): SUPERIOR ELECTRICAL ADVERTISING
for DENNY'S, 1700 West Anaheim Street,Long Beach, CA 90813-1195
NATURE OF PROJECT/APPROVAL SOUGHT: Approval to reface existing
free standing sign
LOCATION: 72-950 Highway I I I
ZONE: C-1
Martin Alvarez presented drawings of the proposed revised signage indicating that
the applicant was requesting approval to replace the face on the existing free standing
sign.
Action
It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to
approve the plans to replace the face on the existing free standing sign as submitted.
Motion carried 5-0, Commissioner Urrutia Absent.
2. CASE NO.: PP 94-7
APPLICANT (AND ADDRESS): THE NADEL PARTNERSHIP for LUCKY
STORES, 1990 So. Bundy Drive, Fourth Floor, Los Angeles, CA 90025
NATURE OF PROJECT/APPROVAL SOUGHT: Review of revised landscape
plan at the northwest corner
LOCATION: Northeast corner of Highway 111 and Deep Canyon
ZONE: P.C. (4)
Steve Smith reported that the landscape architect, Larry Carlson, was present with
a revised plan for the landscaping strip on the west at the north end of the project.
Mr.Pettingill and Mr.Goudswaardy,adjacent property owners,were also present.

Mr. Carlson showed what was approved originally and explained that the engineering
department wants more of a meandering sidewalk which will reduce the area
available for landscaping. He explained that they are proposing a 3' high wall with
additional 15 gallon shrubs to try and screen the loading area and parking lot.
Commissioner Holden asked what type of shrubs they would be and how long it
would take to get enough growth to screen properly. Mr. Carlson suggested some
type of evergreen. Commissioner Gregory felt that more square footage should be
allowed for more landscaping. He added that he did not think the proposal was a
satisfactory solution. Commissioner Gregory asked if some of the parking spaces
could be eliminated to allow for a deeper planter. He added that the commission also
discussed adding more landscaping closer to the building as well as eliminating the
nine parking spaces along Deep Canyon to allow for additional landscaping.
Commissioner Gregory discussed his concerns with using a hedge for screening.
Mr. Goudswaardy explained how the lights are on 24 hours a day in the loading dock
and that he now can walk through his house at night with all the lights out inside.
Commissioner Holden noted that at their last meeting the commission asked that the
loading area be closed off when not being used. Mr. Smith noted that the building
size has a parking requirement of 451 spaces and they currently have 461.
Commissioner Connor agreed that the nine parking spaces along Deep Canyon, as
well as the additional area towards the loading area, should be removed to allow for
additional landscaping. Mr. Drell suggested that the applicant visit the site at night
to see the situation first hand. Commissioner Holden indicated that he was not only
concerned with the lights at night but with the noise as well. Commissioner
O'Donnell felt that serious consideration should be given to installing a door at the
loading area.
Mr.Pettingill noted that the landscaping in the retention basin needed to be addressed
as it was already being filled with debris and that an erosion problem already existed.
Action
It was moved by Commissioner Connor, seconded by Commissioner Holden, to
continue the request to allow the applicant to look at revising the landscape depth by
removing the nine parking spaces adjacent to the street and four to six spaces
immediately west of the tunnel entrance to screen the parking lot better and allow for
screening of the tunnel entrance and placement of a door to provide for immediate
screening. Motion carried 5-0, Commissioner Urrutia Absent.

This case was continued at the request of the applicant.

APPLICANT (AND ADDRESS): PALM DESERT OASIS SEVENTH DAY

NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
architectural and landscaping plans
LOCATION: North side of Country Club Drive, 800 feet east of Portola Avenue
ZONE: O.P.
Commissioner Gregory reported that Eric Johnson had dropped off the plans for this
project at his office with his comments noted on the plans but that his office had not
had the time to review these plans as yet.
Action
It was moved by Commissioner Holden, seconded by Commissioner Connor, to
approve the final architectural plans only, continuing the landscape plan to allow the
applicant time to review the comments noted by Eric Johnson. Motion carried 5-0,
Commissioner Urrutia Absent.
