APPROVAL OF MINUTES: It was moved by Commissioner 0'Donnell, seconded by Commissioner Connor, to approve the minutes from the meeting of February 13, 1996 as amended. Steve Smith noted that the business was located in the Tarbell Realtors building. He indicated that the red letters are keeping with the red signage on the building. , � �rr� MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 27, 1996 The applicant will be occupying about 2/3 of the upstairs with approximately 75 feet of frontage. The applicant, Fred Harrington, indicated he was asking for approval of two lighted signs with the third sign being plastic foam letters on the wall of the walkway. Mr. Harrington added that the signage would be similar to the existing Tarbell Realtors letters . Action: It was moved by Commissioner Connor, seconded by Chairman Gregory, to approve the proposed business signage subject to the red matching the color of the existing Tarbell Realtors signage. Motion carried 5-0. 2. CASE NO. : TT 28258 APPLICANT (AND ADDRESS) : KAUFMANN & BROAD OF SOUTHERN CALIFORNIA, INC. , 180 No. Riverview Drive, Suite 300, Anaheim Hills, CA 92808 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final landscape plans LOCATION: North side of Frank Sinatra Drive, approximately 1325 feet west of Portola Avenue ZONE: PR-5 Steve Smith reported that Jeff Winklepleck met with Eric Johnson and the landscape architects last week and informed him that Eric found the revised plans to be acceptable. Action: It was moved by Chairman Gregory, seconded by Commissioner Connor, to approve the revised final landscape plan as submitted. CASE NO. : TT 24773 APPLICANT (AND ADDRESS) : JOHN STEIGERWALDT, LANDSCAPE ARCHITECT for LAPALOMA WEST, 85 Alpine Village, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of perimeter landscape plan LOCATION: South of Hovley Lane, 2000 feet west of Portola Avenue ZONE: PR-5 Steve Smith reported that Eric Johnson had reviewed the landscape plans and listed his comments . Mr. Smith thought that Mr. Johnson felt that the plan was way over planted. Action: It was moved by Commissioner Connor, seconded by Commissioner O'Donnell, to continue the reguest to allow the applicant time to revise the landscape plan addressing the concerns noted on the plan by Eric Johnson. Motion carried 5-0. B. Preliminary Plans : 1 . CASE NO. : PP 94-7 APPLICANT (AND ADDRESS) : THE NADEL PARTNERSHIP, INC. for LUCKY STORES, 1990 So. Bundy Drive, Fourth Floor, Los Angeles, CA 90025; LARRY CARLSON, INC. , 1830 No. Acacia Avenue, Fullerton, CA 92631 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary landscape plan LOCATION: Northeast corner of Highway 111 and Deep Canyon ZONE: P.C. (4) 3 ` �.�r � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 27, 1996 Steve Smith noted that he met with the applicants and Eric Johnson earlier that day. Mr. Johnson had made a number of changes on the plans and therefore the applicant is asking to return to the commission in two weeks with a revised plan. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the request in order to allow the applicant time to revise the plans addressing the concerns noted by Eric Johnson. Motion carried 5-0 . 2 . CASE NO. : PP 96-2 APPLICANT (AND ADDRESS) : MIKE FEDDERLY, 73-121 Fred Waring Drive, Suite 103, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of conversion and renovation of the Sun & Shadows Resort Motel LOCATION: Northeast corner of San Luis Rey and Larrea Street (73-768 Larrea Street) ZONE: R-3 Steve Smith reported that this is an 11-unit motel and the applicant is requesting approval to convert the motel units into an office. The project will go before the planning commission on Tuesday, March 5th where they will also be requesting a change of zone. Mr. Smith indicated that basically they will be adding a roof parapet, creating a breeze way from San Luis Rey, and leasing additional parking from Union Bank to get it up to a parkin-g level that is acceptable. The representative for the applicant, Dick Baxley, indicated that they expect to punch holes in the pool and fill it in with dirt. Chairman Gregory felt that for a temporary basis, the revision is better than what is there now. 4 ' �.,r ,�,,,� MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 27, 1996 Commissioner Urrutia asked about landscaping. Mr. Baxley indicated that the landscaping was not discussed in great length. Mr. Smith felt that especially along San Luis Rey there needed to be some type of landscaping. Commissioner Connor suggested that the applicant clean up what is there now and see what comes out of the existing landscaping. Chairman Gregory noted that if the renovation is permanent, the commission would need to see a detailed landscape plan. Commissioner 0'Donnell noted that he would like to see the elimination of the parking along Larrea. Mr. Smith indicated that this was an issue that would be discussed at planning commission. He added that staff is trying to show that they are interested in approving the rezone to encourage the change in the parking. Mr. Smith noted that staff has placed a condition to limit the office uses as they do not want a doctor or dental office because of the amount of traffic it would create going out onto Larrea. Action: It was moved by Commissioner Urrutia, seconded by Chairman Gregory, to approve the preliminary plans subject to the submittal of an acceptable landscape plan. Motion carried 5-0 . IV.
