APPROVAL OF MINUTES: It was moved by Commissioner Connor, seconded by Commissioner O'Donnell, to approve the minutes of the December 12, 1995 meeting as submitted. Motion carried 5-0-1, Commissioner Urrutia Abstaining. III . CASES: A. Final Drawings : 1. CASE NO. : 4582 SA APPLICANT (AND ADDRESS) : CITY WOK, 74-970 Country Club Drive, Palm Desert, California 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 74-970 Country Club Drive ZONE: P.C. (2) Steve Smith presented pictures of the proposed signage noting that the business was located in the Desert Springs Marketplace. He reported that the sign request . ; '�,,,i,� � MINUTES ARCHITECTURAL REVIEW COMMIS5ION JANUARY 9, 1996 did not conform to the center' s sign program, and therefore will be going before the city council for approval of a waiver to the approved sign program. Mr. Smith indicated that the proposed colors, exposed neon and reverse channel letters did not comply with the sign program. Mr. Drell indicated that the logo sign would be facing the parking lot with the internally exposed neon sign facing Cook Street. The property manager for Desert Springs Marketplace, Mavis Northern, reported that she had approved the three different elevations . The applicant, Stuart Davis, indicated that because of the placement of palm trees the proposal was to stack the letters "City Wok" on the Cook Street side of the building. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the white neon, halo lit, block letters in the approved sign colors for the center and recommended approval to the city council of the logo sign facing the parking lot. 2 . CASE NO. : 4585 SA APPLICANT (AND ADDRESS) : KIDS 'N THINGS, 44-800 San Pablo Avenue, Palm Desert, California 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 44-800 San Pablo Avenue ZONE: C-1 Steve Smith reported that the business was located on the east side of San Pablo, just south of San Gorgonio. They are asking for approval of a 2 ' x 15 ' sign in hunter green with white letters . Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the signage as submitted. Motion carried 6-0 . 2 . . CASE NO. : 4586 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVA5 for SHANNON MARTIN, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-750 Sage ZONE: C-1 The applicant, David Fletcher, outlined the redesign of the suites at this location and presented pictures of the existing marque awnings . The new proposed awning will be black with brown lettering. Action: It was moved by Commissioner Connor, seconded by Chairman Gregory, to approve the awning with signage as submitted. Motion carried 6-0 . 4. CASE NO. : 4587 SA APPLICANT (AND ADDRESS) : ARCHITECTURAL NEON for THE NEW TAI PING, 74-991 Joni Drive, Suite 3-C, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to add clear red neon to the existing sand blasted wall mounted sign LOCATION: Southwest corner of E1 Paseo and Larkspur ZONE: C-1 Steve Smith presented pictures of the existing redwood sand blasted sign noting that they are requesting approval to refinish it and place clear red neon tubing around the letters reading "Tai Ping" . Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the clear red neon tubing around the letters only on the existing redwood sand blasted, wall mounted, sign. CASE NO. : TT 27770-1 TT 23239 APPLICANT (AND ADDRESS) : SHEFFIELD WHITEHAWK LLC, 3400 Central Avenue, Suite 325, Riverside, CA 92506 NATURE OF PROJECT/APPROVAL SOUGHT: Final landscape working drawings for new phase of Whitehawk LOCATION: Whitehawk - south side of Country Club Drive between Washington Street and Oasis Club Drive ZONE: R-1 8,000 Steve Smith reported that Eric Johnson had reviewed the landscape plans and requested bender board instead of the proposed border. He also indicated that the plan was over planted with shrubs . Mr. Smith indicated that Commissioner Connor had also noted some concerns on the plan. Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to approve the landscape plan subject to compliance with Eric Johnson and Wayne Connor' s noted conditions to the satisfaction of staff . Motion carried 5-0-1, Chairman Gregory Absent. B. Preliminary Plans : 1. CASE NO. : TT 26123 APPLICANT (AND ADDRESS) : ALTEVERS ASSOCIATES for INDIAN RIDGE COUNTRY CLUB CLUBHOUSE, Aventine, Suite 250, 8910 University Center Lane, San Diego, CA 92122; HORTON SHEPARDSON ASSOCIATES, 42-575 Melanie Place, Suite S, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural and landscape plan for clubhouse LOCATION: Indian Ridge Country Club ZONE: PR-5 4 < �rr� �„�„r � MINUTES ARCHITECTURAL REVIEW COMMISSION JANUARY 9, 1996 Steve Smith presented a colored schematic of the clubhouse and indicated that Eric Johnson had reviewed the landscape plans and found the plant pallet acceptable. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the preliminary architectural and landscape plans for the clubhouse as submitted. Motion carried 6-0 . 2 . CASE NO. : PP 94-7 APPLICANT (AND ADDRESS) : THE NADEL PARTNERSHIP, INC. for LUCKY STORES, 1990 So. Bundy Drive, Fourth Floor, Los Angeles, CA 90025 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of amended preliminary approved elevations LOCATION: Northeast corner of Highway 111 and Deep Canyon Drive ZONE: P.C. (4) Steve Smith presented the approved elevations for the Lucky Store along with the proposed revised elevations . The applicant, Sean Robert, added that they are also asking for approval of the iron work at the entries . He indicated that it was his understanding that the iron work would actually be wood. Commissioner Urrutia asked about the site plan insuring that the berming was still accurate. Mr. Robert noted that there is a condition of approval that states that the structure had to be sound proofed. Mr. Smith indicated that the applicant needed to supply something from a acoustical engineer stating what the sound lever will be. Commissioner Urrutia felt that the revised elevations were an improvement but had some concerns . He felt that the side elevations needed some undulation to help break up the site line. Commissioner Urrutia added that the west elevations facing Deep Canyon Drive should be extended more. Mr. Robert asked about the condition of the wall adjacent to Hidden Palms . Mr. Smith indicated that it was part of the negotiations with the Hidden Palms Homeowners Association and the issue should be worked out with them. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to approve the revised preliminary elevations as submitted. Motion carried 6-0 . 3. CASE NO. : CUP 96-2 APPLICANT (AND ADDRESS) : CHARLES L. MARTIN, ARCHITECT for MONTEREY LAW CENTER, 73-733 Highway 111, Palm Desert, California 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised building elevation for conversion of single family dwelling to office professional LOCATION: 44-712 Monterey Avenue ZONE: R-2 Steve Smith outlined the request to add 512 square feet to an existing residence and change the architecture to create a law office. He indicated that the applicant attempted to move the driveway access to the north to share with the existing law office to the north. The applicant, Mr. Charles Martin, noted that this was not met with acceptance. Mr. Smith indicated that the hearing for the conditional use permit would be before the planning commission on February 6th. Mr. Martin indicated that the sign program would be brought to the commission at a later date. The colors of the building would be gray with black concrete. Commissioner Van Vliet asked about the heights of the adjacent buildings . Mr. Martin showed the heights on the site plan indicating that they were between 12 ' and 14 ' . The proposal for this building showed a height of 18 feet. Mr. Martin indicated that they could change the height of the building to 16 feet. Mr. Buchanan reminded Mr. Martin of the required handicap parking. 6 . � � MINUTES ARCHITECTURAL REVIEW COMMISSION JANUARY 9 , 1996 Chairman Gregory noted his concerns with the black concrete and lack of landscaping. Commissioner Urrutia agreed and indicated that the black concrete would fade in the winter. Commissioner Holden discussed his concerns with the parking in the back as he does not want to see all buildings along Monterey Avenue right up at the curb line with the only open space in the back where no one sees it. He felt that it would not create a good flow along Monterey Avenue. Commissioner Holden added that he did not want to see another access on Monterey Avenue. Chairman Gregory agreed and felt that a shared driveway with the adjacent law firm to the north would be better than an additional access. Commissioner Urrutia felt that the landscaping has to play an important role to soften the building. He was not concerned with the building coming out to Monterey Avenue as shown as it gives some undulation along Monterey Avenue. Action• It was moved by Commissioner Urrutia, seconded by Chairman Gregory, to approve the preliminary architectural elevations subject to incorporating more landscaping to soften the building some and reducing the height to 16 feet. Commission recommended to the planning commission that they take the necessary steps to create a mutual access to the law office to the north. Motion carried 6-0 . ** Note ** Chairman Gregory left meeting at 2 :00 p.m. 4 . CASE NO. : TT 28258 APPLICANT (AND ADDRESS) : KAUFMANN AND BROAD OF SOUTHERN CALIFORNIA, INC. , 180 North Riverview Drive, Suite 300, Anaheim Hills, CA 92808 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary landscaping for median parkway and front yards LOCATION: North side of Frank Sinatra Drive, approximately 1325 feet west of Portola Avenue ZONE: PR-5 7 � � MINUTES ARCHITECTURAL REVIEW COMMISSION JANUARY 9, 1996 Jeff Winklepleck presented the revised preliminary plans noting some of the commission' s concerns from the previous meeting. One issue was the recreational vehicle parking. The applicant, Mr. Jack Reimer, presented a copy of the C.C.&R. ' s for the project stating the screening requirements for R.V. ' s parked in the side yards . Mr. Winklepleck asked the commission if they wanted to change the wording to read that the homeowner would need the adjacent property owner' s signature of approval to park a R.V. in a side yard. Mr. Winklepleck added that the other condition was the gable roofs . Mr. Reimer indicated that they incorporated a hip roof on each foot print and provided a roof site plan. Commissioner 0'Donnell stated that he would rather not see any gable roofs where there is the minimum 5 ' side yard setbacks . Mr. Winklepleck added that he would like to see the plotting in each phase. Mr. Winklepleck presented the preliminary front yard and perimeter landscape plan noting that staff ' s major concerns were with the plant palette, species and irrigation. His recommendation was to continue the plan and have the applicant' s landscape architect meet with Eric Johnson to work on an appropriate landscape plan as most of the plant material listed would not work here in the desert. Mr. Winklepleck added that the landscape plan had not gone through the Coachella Valley Water District for approval and informed the applicant that they too would be looking for a more drought tolerant pallet. Commission reviewed the perimeter wall and directed the applicant to work with staff on redesigning it. They had no objection to the concept of a straight wall depending on the design. Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to approve the revised architectural plans as submitted subject to the applicant working with staff on the design of the perimeter wall . Commission continued the landscape plan directing the applicant to meet with staff to design a more drought tolerant landscaping plan. Motion carried 5-0 . 8 � � MINUTES ARCHITECTURAL REVIEW COMMISSION JANUARY 9, 1996 C. Miscellaneous Plans : 1 . CASE NO. : APPLICANT (AND ADDRESS) : ROBERT P. BRUNING, 45-886 Mountain View Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install a 5 ' high wrought iron fence 7 feet from the curb in front yard LOCATION: 45-886 Mountain View Avenue ZONE: R-1 9,000 Steve Smith presented pictures of the residence as well as the homes on either side indicating that they wish to place 5 feet of wrought iron fencing on top of the existing 6" to 12" wall footings, 7 feet back from the curb. Mr. Smith indicated that the setback was an issue. The wrought iron would be painted white. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Holden, to approve the 5 ' high wrought iron fence as submitted.
