PALM DESERT ARCHITECTURAL REVIEW COMMISSION
JANUARY 23, 1996

I . CALL TO ORDER:
The meeting was called to order at 12 :20 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner 0'Donnell, seconded by
Commissioner Connor, to approve the minutes of the January 9,
1996 meeting as amended. Motion carried 5-0 .

1. CASE NO. : 4592 SA
APPLICANT (AND ADDRESS) : ARCHITECTURAL NEON for JAGS

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 74-399 Highway 111, Suite E
ZONE: C-1
Steve Smith presented the drawings for the proposed
signage noting that all the signs on the building are
dark wood and this sign is being proposed in white. Mr.
Smith indicated that the sign was already installed.

Action:
It was moved by Commissioner Connor, seconded by Chairman
Gregory, to approve the signage subject to the background
being painted to match the existing signs on the
building. Motion carried 5-0 .
2 . CASE NO. : 4593 SA
APPLICANT (AND ADDRESS) : BEST SIGNS for U.S. FILTER,
2600 Cherokee Way, Palm Springs, CA 92264
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 40-004 Cook Street
ZONE: PR-4
Steve Smith presented the pictures of the proposed signs
noting that the applicant was requesting two free
standing signs (one being directional) in addition to
wall signage. He indicated that the letters were cast
aluminum letters .
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Connor, to approve the signage as submitted.
Motion carried 5-0 .
B. Preliminary Plans :

APPLICANT (AND ADDRESS) : KAUFMANN AND BROAD OF SOUTHERN

preliminary front yard landscaping plans

Jeff Winklepleck reported that he and Eric Johnson sat
down with the landscape architects and reviewed the
plans . He indicated that they will be adding more plant
types to allow for more flexibility in the plans .
Commissioner Connor noted his concerns as he listed on
the plans . He did not want all gravel in a front yard.
Mr. Winklepleck indicated that staff told the applicant
that they wanted to see one drought tolerant plan with
the four models . Commissioner Connor suggested that they
add some additional ground cover to give it a more lush
look. Chairman Gregory agreed and felt that a lot of the
plants that were shown on the plant palette would look
bad very quickly.
Action:
It was moved by Commissioner 0'Donnell, seconded by
Commissioner Urrutia, to continue the landscaping plans
to allow the applicant to address the concerns noted on
the plan by Commissioner Connor. Motion carried 5-0 .
C. Miscellaneous:
1. CASE NO. :
APPLICANT (AND ADDRESS) : BARBARA VINCENT, 72-782 Bel
Air Road, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install
a 5 ' high garden wall, 12 ' back from the curb
LOCATION: 72-782 Bel Air Road
ZONE: R-1 13,000
Steve Smith presented a proposed plan for the garden wall
as well as photographs of the adjacent homes and lots .
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Holden, to approve the plans for the garden
wall as submitted. Motion carried 5-0 .

2 . Steve Smith reported that the city needed liaisons from
the commission who could give substantial time on the
Comprehensive Zoning Ordinance Review Committee. The
committee currently consists of Councilwoman Benson and
Planning Commissioner, Jim Ferguson. Mr. Smith reported
that there are a number of internal inconsistencies in
the current zoning ordinance and the committee will go
through it clause by clause. Commissioners Urrutia and
O'Donnell volunteered to be on the committee. The
commission determined that Commissioner Urrutia would be
the representative and Commissioner O'Donnell the
alternate.
IV. The following cases were added to the agenda by a unanimous
decision for discussion purposes only.
1. CASE NO. : PP 96-1 and TT 28320
APPLICANT (AND ADDRESS) : HOLLY MANAGEMENT, INC. , 47-800
Madison Street, Suite 4, Indio, CA 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Eight unit
residential condominium project
LOCATION: Southeast corner of Catalina Way and San
Carlos
ZONE: R-2
Steve Smith reported that the item had unintentionally
been omitted from the agenda. and that the issue goes
before the planning commission on February 6th. He
presented plans for eight senior condominium units on
Catalina Way and San Carlos . Mr. Smith indicated that he
was hoping to get some preliminary comments from the
commission today to take to the planning commission.
Commissioner Urrutia questioned the use of compacted
gravel in the R.V. parking area because of its
maintenance problems . The applicant, Mr. Holly,
indicated that it would be used in the R.V. storage lot
only. Commissioner Urrutia suggested that asphalt be
used in place of the gravel . Mr. Smith indicated that
the units would be 1250 square feet with a single car
garage.

Commissioner Urrutia discussed his concerns with the
screening wall between the two garages . Chairman Gregory
felt that a 60 ' pool was not necessary for this type of
a complex. Mr. Holly indicated that the reason for
building the 60 ' pool was to fit his own individual needs
and that he and his wife would own and occupy one of the
units . He added that the main driveway would be changed
to concrete.
Commissioner Urrutia questioned the parapet wall along
the entire length of the buildings . Mr. Holly indicated
that it was more for aesthetics . Commissioner Urrutia
felt that the division parapet wall and the wall that
extends out between the garages should be eliminated.
Chairman Gregory noted that he looked at the landscape
plan and found it acceptable.
Mr. Smith informed the commission that they were not
taking any formal action on the issue as it was not on
the agenda. The case will be on the agenda for the
February 13th meeting but the comments will be presented
to the planning commission at its February 6, 1996
meeting.
2 . CASE NO. :
APPLICANT (AND ADDRESS) : R. WAYNE deGRAT, 45-471 Deep
Canyon Drive, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of remodel
plans for four 4-unit apartment complex
LOCATION: 45-471 and 45-451 Deep Canyon Drive and
45-470 and 45-450 Sunrise Lane
ZONE: R-3
Mr. Smith presented the proposed remodel plans asking the
commission if they wanted the case to go before them at
their next meeting or if they wanted staff to handle it.
He showed that it was an existing apartment building that
is very plain. Mr. Smith showed how the applicant is
trying to give the roof line some interest.
Commission directed staff to handle the remodel at staff
level .
