APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the minutes of the February 27, 1996 meeting as submitted. Motion carried 5-0-1, Commissioner Holden Abstaining. III . CASES: A. Final Drawings : 1. CASE NO. : 4610 SA APPLICANT (AND ADDRESS) : SIGNS BY MEL for EVEREN SECURITIES, 41-945 Boardwalk, Suite "B" , Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 45-445 Portola Avenue, Suite 5 ZONE: C-1 Steve Smith presented photos of the building noting that they are creating a new sign program for the building. He exhibited pictures of the existing signage noting that the new signs would be sand blasted in green and gray. 4 � � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 12, 1996 Action: It was moved by Commissioner Connor, seconded by Commissioner 0'Donnell, to approve the green and gray sand blasted signage as submitted. 2 . CASE NO. : 4611 SA APPLICANT (AND ADDRESS) : QUIEL BROS. SIGNS, INC. for MACY' S, 272 So. "I" Street, San Bernardino, CA 92410 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: Palm Desert Town Center ZONE: P.C. (3) Steve Smith presented the proposed drawings for the signage noting that there were two separate stores and that the signs were already approved by the mall management. Action: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to approve the signage as submitted. Motion carried 6-0 . The applicant arrived later in the meeting to ask for an amendment to the approved signs . He presented revised drawings showing three elevations with 5 ' letters . Total signage would be approximately 130 square feet. Action: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to amend their previous motion to approve 4 ' high letters on the elevations shown on revised plans dated March 11, 1996 . The commission approved the remaining signage as submitted. Motion carried 6-0 . 2 ' � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 12, 1996 3. CASE NO. : 4612 SA APPLICANT (AND ADDRESS) : P.S. MAYTAG H.A.C. , 74-124 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 74-124 Highway 111 ZONE: C-1 Steve Smith presented drawings of the proposed signage as well as pictures of the building. He indicated that they did take down the roof mounted sign that had been there since 1961 . Mr. Drell asked if the signage would be on a raceway as he felt it would look better if the signage were mounted directly on the fascia. The applicant, John Martin, indicated that elimination of the raceway would be acceptable. Mr. Smith asked about the logo. Commissioner Urrutia asked what the P.S. stood f or. Mr. Martin indicated that it did stand for Palm Springs . Mr. Winklepleck showed that the parapet was already painted blue and the letters would be white, channel lit, letters . Mr. Smith indicated that the banner would have to be removed from the window before a building permit could be issued. Commissioner Urrutia liked the simplicity of the design of the temporary sign that is there now more than the proposed new sign. He suggested that the logo remain the same and reducing the letter size. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the business identification signage subject to the following conditions : 1) Signage to be mounted directly on fascia (no raceway) ; 2) "MAYTAG" in 24" individual channel letters; 3) Verbiage on the side to be moved under "MAYTAG" in 6" to 8" foam letters for final approval by staff; 4) Logo to be a 3 ' x 3 ' individual can sign. Motion carried 6-0. 3 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 12, 1996 4. CASE NO. : 4613 SA APPLICANT (AND ADDRESS) : AMERICAN AWNING CO. for PRETTY NAILS & HAIR, 44-489 Town Center Way, #D-194, Palm Desert, CA 92260 NATURE OF PROJECT/APPROYAL SOUGHT: Approval of awning with additional signage LOCATION: 73-655 E1 Paseo, Suite A ZONE• C-1 Steve Smith presented the drawing for the proposed awning noting that the commission could not approve the signage on the awning unless the existing building signage was removed as it took up their maximum allowable signage. The representative for the applicant, Jim Sadler, indicated that the applicant was prepared to take the signage off the window only. Mr. Smith noted that this would not solve the problem as it was only 16 feet. Commissioner Urrutia felt that the awning would look better if it extended across both tenants . Mr. Sadler suggested that he install the awning with some sort of lighting system to illuminate the existing letters on the building. Commission discussed various options with Mr. Sadler. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the turquoise awning as amended eliminating the signage. Commission approved moving the existing building signage to the awning with maximum 8" letters . Motion carried 6-0 . 5 . CASE NO. : 420 C APPLICANT (AND ADDRESS) : PACIFIC BELL MOBILE SERVICES, 2955 Red Hill, Suite 100, Costa Mesa, CA 92629 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install a 60-foot monopole, consisting of six antennas and two radio cabinet boxes 4 ' �r► r.r+° MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 12, 1996 LOCATION: Woodhaven Country Club (maintenance yard) ZONE: PR-4 Steve Smith presented the plans noting that the applicant was requesting approval to install an antenna at the � maintenance yard of Woodhaven Country Club noting that the commission's input will be a recommendation on the design to the city council. Mr. Smith indicated that staff pointed the applicant in the direction of using the monolith pole noting that they were not big dishes but 55 foot antennas. Commissioner 0'Donnell asked the applicant, Darrell Daugherty, if he was intending on adding more of these antennas in the city. Mr. Daugherty replied that they have no plans to expand at this time. He noted that they already have four of these antennas installed in Palm Springs . Chairman Gregory felt that the antennas were not an architectural item. Commissioner Urrutia felt that the antennas should be handled the same as satellite dishes . Chairman Gregory asked about the homeowners input from Woodhaven Country Club. Mr. Daugherty indicated that he had received approval from the management but had not spoken to the homeowners yet. Commissioner 0'Donnell asked if there were any options available as far as height. Mr. Daugherty indicated that he could not lower the height of the antenna as the site was already approximately 8 feet below grade on Washington Street. Chairman Gregory felt that assuming the city council approves the concept, the antenna would be acceptable as far as architectural style if it were constructed from a light color aggregate material. Commissioner Connor felt that the height would impact on the ultimate design. Mr. Daugherty added he would be submitting a landscape plan as well for the commission' s approval. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to recommend to city council a more minimized design for the antenna. Motion carried 6-0 . 5 ' �+�rr' � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 12, 1996 6 . CASE NO. : PP 93-5 APPLICANT (AND ADDRESS) : DR. AND MRS. ROBERT REED, 73-744 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final architectural plans for dental office LOCATION: 73-071 Fred Waring Drive ZONE: O.P. Jeff Winklepleck presented the final working drawings. Action: It was moved by Commissioner Connor, seconded by Commissioner 0'Donnell, to approve the final architectural plans subject to the windows shown on the preliminary plans being reinstated on the final working drawings . Motion carried 5-0-1, Commissioner Holden Abstaining. 7. CASE NO. : 422 C APPLICANT (AND ADDRESS) : PACIFIC BELL MOBILE SERVICES, 2955 Red Hill Avenue, Suite 100, Costa Mesa, CA 92626 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install wireless communication facility LOCATION: 72-700 E1 Paseo ZONE: C-1 Steve Smith presented the plans showing that the proposed antenna would replace an existing tower at the McDonald' s center on Highway 111 . The plan showed a redesign of the existing 30 ' tower to a total height of approximately 62 feet. Commissioner 0'Donnell asked if there were any options available as far as height. The applicant, Darrell Daugherty, indicated that he could reduce the height of this antenna. Mr. Daugherty reminded the commission that a landscaping plan would be submitted to the commission for approval. 6 . ;,,�. � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 12, 1996 Mr. Daugherty reported that this antenna would service the area around E1 Paseo. One of the things he did talk about to staff was other locations such as the roof top of the Palm Desert Town Center or at the fire station next to the mall . Mr. Drell indicated that he tried to contact the manager of the Palm Desert Town Center but that she will be out of town until the week of March 18 . Mr. Drell asked if the commission wanted a study conducted to determine which sites throughout the city would be acceptable for these antennas . Action: It was moved by Commissioner Connor, seconded by Chairman Gregory, to continue the request indicating that they would not want to entertain a tower element more than 45 feet high. Motion carried 6-0 . B. Preliminary Plans: 1. CASE NO. : 421 C APPLICANT (AND ADDRESS) : PARCIVAL LTD. dba DOUG ARANGO' S, 72-695 Highway ill, Suite A-10, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for tenant improvement LOCATION: 73-520 E1 Paseo, Suites lE - 1J ZONE: C-1 Steve Smith presented the proposed plans noting that the applicant was requesting approval of plans for a new entry statement and an outdoor dining area. He reported that the plans for the outdoor dining area will go before the planning commission next week and that if the patio remains at the location indicated on the plans (7 ' 9" from the curb) , the applicant will need an encroachment permit from the public works department. The representative for the applicant, Brian Luddington, indicated that the reason they extended the patio out as far as they did was because he measured other restaurant patios along E1 Paseo that extend out this far. He added 7 � �►,r:� `�..�' MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 12, 1996 that the planter is a definite definition between the people and the pedestrians on E1 Paseo. Mr. Luddington asked if it would be acceptable to be 9 feet from the curb or if it was a strict definition of 10 feet back from the curb. Mr. Drell indicated that Mr. Luddington would have to speak to Joe Gaugush in the public works department on what is acceptable. Commissioner 0'Donnell asked about the roof line on the new entry way and Mr. Luddington explained how the corbeling would return along the sides all the way to the back. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to approve the preliminary plans subject to the applicant receiving an encroachment permit from the public works department or redesigning the front outdoor patio to meet the required 10 ' setback from the curb. Signage to be submitted at a later date. Motion carried 6-0 . 2 . CA5E NO. : PP 94-7 APPLICANT (AND ADDRESS) : THE NADEL PARTNERSHIP, INC. for LUCKY STORES, 1990 So. Bundy Drive, Fourth Floor, Los Angeles, CA 90025; LARRY CARLSON, INC. , 1830 No. Acacia Avenue, Fullerton, CA 92631 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary landscape plan LOCATION: Northeast corner of Highway 111 and Deep Canyon ZONE: P.C. (4) Steve Smith presented the revised landscape plans noting that he reviewed them with Mr. Carlson and Eric Johnson. He noted that Eric Johnson was pleased with the revised plans . Mr. Smith added that Mr. Carlson and staff were working with Mr. Kempf, who is the occupant and owner of the property adjacent to the back of the center, and he is quite pleased with the revised concept of the landscaping plan. He added that they are also trying to retain the existing palm trees without moving them across 8 _ ' � �. Mr. Smith indicated that Eric Johnson asked for the commission' s comments on placing a 13 ' berm along the rear. Action: It was moved by Chairman Gregory, seconded by Commissioner Connor, to approve the preliminary landscape plans as submitted. Motion carried 6-0 . C. Miscellaneous : 1. CASE NO. : APPLICANT (AND ADDRESS) : BRENDAN O' SHEA, 46-460 Desert Lily, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a 5 ' high masonry wall with 10 ' average setback from curb LOCATION: 46-460 Desert Lily Steve Smith presented the plans for the masonry wall noting that it had received property owner' s association approval . Action: It was moved by Commissioner Holden, seconded by Commissioner 0'Donnell, to approve the plans for the 5 ' high masonry wall as submitted. Motion carried 6-0 . IV.
