The meeting was called to order at 12 : 30 p.m.

It was moved by Commissioner Holden, seconded by Commissioner
Gregory, to approve the minutes of the April 23, 1996 meeting
as submitted. Motion carried 5-0-1, Commissioner Connor
Abstaining.

Steve Smith presented drawings of the proposed new
signage indicating that they are doing some minor
renovations which were approved at staff level . Mr.
Smith noted that the proposed signage will be replacing
the existing free standing sign.

identification signage

Steve Smith presented pictures of the proposed business
signage indicating that the applicant is requesting
approval to replace the existing "Golf Car Company"
signage as well as an additional sign at the rear. The
free standing sign is double sided in the colors shown on
the photograph and will be illuminated.
Action:
It was moved by Commissioner 0'Donnell, seconded by
Commissioner Urrutia, to approve the signage as
submitted. Motion carried 6-0 .
3. CASE NO. :

Steve Smith presented the plans for the minor addition in
the form of storage and kitchen area. He indicated that
it is a minor expansion so it will not be going back
before the planning commission as a public hearing.
Commissioner Holden asked what was in the existing
storage area now. Ms . Cannon indicated that it is now a
landscaped area. Commissioner Holden asked where the
trash area was located. Mr. Cannon replied that it is in
an easement next to the building behind gates .
Action:
It was moved by Commissioner Gregory, seconded by
Commissioner Van Vliet, to approve the plans for the 465
square foot addition as submitted. Motion carried 6-0 .
4. CASE NO. : 427 C

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
temporary mobile office on existing parking lot
LOCATION: 41-501 Corporate Way

Steve Smith presented photos of the proposed temporary
mobile office as well as a site plan showing the location
one lot south of Hovley Lane with the existing dialysis
center on the corner. He reminded the commission that
they approved the parking lot on the side of the building
some months ago. Mr. Smith indicated that at the end of
the site on part of the parking lot they are looking to
put in a temporary trailer facility which may be there
for five or six years .
Commissioner Connor felt that if the temporary building
was going to be there for any length of time it needed
much more substantial landscaping than queen palms .
Commissioner Gregory suggested larger trees and adding
trellis work along the front to make it look more
permanent.

Action:
It was moved by Commissioner Connor, seconded by
Commissioner Holden, to approve the plans for the
temporary mobile office subject to adding more canopy
trees and trel�lis work on the east elevation to be
approved by staff. Motion carried 6-0 .
5. CASE NO. : 426 C
APPLICANT (AND ADDRESS) : WASTE MANAGEMENT OF PALM

NATURE OF PROJECT/APPROVAL 50UGHT: Approval of truck
scale and recycling office
LOCATION: 41-800 Corporate Way

Steve Smith presented pictures of the existing truck
scale and recycling office noting that it was inside
their existing walled facility on Corporate Way.
Commissioner Holden asked if the office was visible from
the street. Mr. Smith indicated that it was visible when
the gates are open.
Mr. Smith reported that it is an existing facility that
the applicant is looking to make permanent. It has been
there for several years in conjunction with the new
recycling center. The facility serves as a scale house
and a recycle office.
Commissioner Connor asked if there would be any advantage
to making the gates more solid. Mr. Smith did not think
there was anything to gain by this as the facility would
only be visible during business hours when the gates are
opened. Commissioner Gregory asked if the building was
installed under a temporary use permit that was now
expiring. The applicant, Kermit Martin, indicated that
he discovered internally that there were no permits for
the facility and that was why they were before the
commission today.

It was moved by Commissioner Holden, seconded by
Commissioner Connor, to approve the existing truck scale
and recycling office as submitted. Motion carried 6-0 .
6 . CASE NO. : 421 C

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final
working drawings
LOCATION: 73-520 E1 Paseo, Suite lE - 1J
ZONE: C-1
The applicant, Robert Evans, outlined the final plans
noting that there were no changes on the elevations from
the preliminary plans . Commissioner Van Vliet asked
about the status of the setback issue. Mr. Smith replied
that the setback issue was something that had to be
handled through the public works department. Commission
felt that their concerns from the preliminary plans had
been addressed.
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner O'Donnell, to approve the final working
drawings subject to the public works department approving
the setbacks in writing and the applicant obtaining an
encroachment permit. Motion carried 6-0 .
7 . CASE NO. : 422 C

The applicant, Amy Stanton, distributed revised drawings
for the existing tower. Commissioner Urrutia felt that
none of the designs were acceptable. Commissioner
Gregory agreed. Commissioner Holden asked why the
communication tower could not be placed next to the tall
building 40 to 50 feet away from the existing tower. Ms .
Stanton was not sure this would work because the line of
site needed. Commissioner Holden asked about placing the
tower on top of one of the buildings in the center
instead of trying to redesign the existing tower. Ms .
5tanton felt that the property owner would not approve
this .
Commissioner Gregory suggested that Ms . Stanton take the
issue to other architects telling them that the
commission wants something much more open. Commissioner
Urrutia indicated that another issue is that the tower
did not have to be square. Ms . Stanton asked the
commission about their feelings of a mono pole in the
parking lot. Mr. Smith indicated that there was an
access driveway between McDonalds and the dry cleaners
that might be a good location. Commissioner O'Donnell
felt that, in the right location, he would rather see the
mono pole.
Action:
It was moved by Commissioner 0'Donnell, seconded by
Commissioner Holden, to continue the request to allow the
applicant to locate a more suitable site. Motion carried
6-0 .
8. CASE NO. : 424 C

Mr. Smith informed the commission that staff had not seen
the final working drawings and therefore were looking at
them for the first time along with the commission.
Commissioner Holden asked what happened with the policy
of the final drawings going through the plan check
process before they review them. Mr. Smith indicated
that this was still the policy. Mr. Buchanan agreed that
the policy was still in effect, but that he also had not
seen the final plans yet. Commissioner Urrutia noted
that he still had not seen any plans on the parapets as
discussed with the applicant during the preliminary
stages .
Mr. Buchanan reported that the building and safety
department still has an order to demolish the building,
but as long as they are moving ahead substantially, the
city will not demo the building. Mr. Buchanan added that
he felt the plan check process through the building
department could be done within the next two weeks .
Action:
It was moved by Commissioner 0'Donnell, seconded by
Commissioner Connor, to continue the request to allow the
department of building and safety to proceed with the
plan check process . Motion carried 6-0 .
9 . CASE NO. : PP 94-7

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
architectural final working drawings
LOCATION: Northeast corner of Highway 111 and Deep
Canyon
ZONE: P.C. (4)
Mr. Buchanan reported that he is still going through the
plan check process on the Lucky' s building but did not
have a problem with the exterior of the building. Mr.
Smith added that if the commission chooses to approve the
plans submitted today, it will not include the parking
lot lighting or signage. Mr. Smith noted that on the

west side of Deep Canyon there was a trellis over some of
the parking and at this point the trellis appears to only
cover about half of the vehicle because of the 6 ' wide
sidewalk.
Commissioner Urrutia felt that the main utility switch
gear box and conduit should be enclosed and designed to
integrate with the center' s elevations . He also would
like to see the trellis extended. Commissioner Holden
asked that the applicant submit a set of elevations
showing the mechanical equipment and how it is being
screened.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Van Vliet, to continue the request directing
the applicant to address the following:
1) Provide details on screening of roof mounted
equipment;
2) Main utility switch gear box and conduit to be
enclosed with a design integrated with the
center's elevations;
3) Extend trellis work to provide full vehicle
shading.
Motion carried 6-0 .

Steve Smith presented the revised preliminary plans
noting that the building is now 12 ' back with a cut-out
in the middle which meets the setbacks . Mr. Smith noted
that the landscape plan was also submitted but that he
met with Rob Parker, the landscape architect, and Mr.
Parker will be making some significant changes . The
architecture is similar to what was shown for the three
lot proposal.
Commissioner O'Donnell noted that the site plan shows
additional parking. Commissioner Urrutia felt that the
revised plans were a significant improvement. Mr. Smith
showed how the driveway now connects at San Pasqual .
Commissioner Holden noted that the plan shows existing
masonry walls but no new walls . Mr. Smith indicated that
the walls will be included in the landscaping plan.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner O'Donnell, to grant preliminary approval of
the revised architectural plans only as submitted.
Motion carried 5-0-1, Commissioner Gregory Abstaining.
C. Miscellaneous :
1 . CASE NO. :

Mr. Smith reported that this lot was up behind the gates
at Ironwood Country Club noting that there are also some
variances and adjustments that are necessary, but those
issues were not before the commission.

Commissioner Van Vliet, to approve the height at a
maximum of 18 feet for the single family residence.
Motion carried 6-0.

It was moved by Commissioner Urrutia, seconded by
Commissioner Van Vliet, to approve the plans for the
single family home at a maximum height of 18 feet.
Motion carried 6-0.
