The meeting was called to order at 12 : 30 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Urrutia, seconded by Commissioner
Holden, to approve the minutes of the May 14, 1996 meeting as
submitted. Motion carried 4-0.

additional business identification signage

Steve Smith presented the proposed plans for a revised
free standing sign indicating that the applicant is
working with the public works department in order to
locate it in the public right-of-way. He indicated that
any approval would be subject to receiving an
encroachment permit from public works . Mr. Smith added
that the applicant is also asking to add a new sign at
the front of the restaurant.

Commissioner Urrutia questioned the need for a "V" shaped
sign out front when one double sided sign would do the
same thing. Commissioner O'Donnell agreed.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner O'Donnell, to approve the signage changes as
requested subject to the new free standing sign being
double sided instead of the "V" shape as submitted.
Motion carried 4-0 .
The applicant, Mr. Steven Delateur, arrived at the
meeting late and asked why the commission chose to
approve the double sided sign and not the "V" shape.
Commissioner Urrutia indicated that they did not see the
need for the "V" shape when the double sided sign does
the same thing. He added that the "V" shape ends up
being too massive visually. Commissioner Holden added
that you usually end up seeing the back of the "V" shape
signs .
2 . CASE NO. : 4647 SA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of shade
structure over picnic tables

Steve Smith presented the drawing for the proposed shade
structure to be placed over the picnic tables on the west
side of the building. He noted that the structure is the
same as used in the civic center dog park. Mr. Smith
indicated that staff ' s initial concern was how close it
would be to the neighbors . He was informed that it would
be at least 300 feet away at a height of 8 feet.

Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Gregory, to approve the shade structure as
submitted. Motion carried 4-0.
3. CASE NO. : 4648 SA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 74-040 Highway 111
ZONE: C-1
Steve Smith presented the drawings for the 2 ' x 7 '
signage with blue and yellow lettering as well as the
existing banner that has been strung up between two palm
trees facing Highway 111 that will be placed on the
building. Mr. Smith noted that the city council approved
the temporary use for this location until 5eptember, 1996
and that the applicant is proceeding with building plans
for the northwest corner of Fred Waring Drive and
Monterey Avenue.
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Urrutia, to approve the temporary signage as
submitted. Motion carried 4-0 .
4 . CASE NO. : PP 94-7
APPLICANT (AND ADDRESS) : THE NADEL PARTNERSHIP, INC.

Steve Smith presented the revised plans outlining the
commission' s previous concerns . He indicated that the
first issue was the roof mounted equipment and explained
how the equipment was set back from the parapet showing
that it would not be visible. Mr. Smith indicated that
the detailed roof plan showed a higher parapet if
necessary, but he recommended that they approve the lower
parapet based on the line of sight drawings provided by
the applicant. The second issue was the trellis on
either side of the building. He showed how the trellis
was extended 5 feet which would provide substantial shade
for the cars . The third issue was the switch gear box on
the west side of the building toward the rear. It has
been totally enclosed with the architectural treatment
taken to the parapet above.
Commissioner 0'Donnell asked what the difference was on
the parapet heights . Mr. Smith indicated that with the
line of site drawings you can see that the higher
parapets were not necessary. Staff is asking for
approval of the lower parapets to avoid adding to the
height of the building when it is not necessary.
Ms . Herminia Popovici of Nadel Partnership, Inc. was
present to answer any questions of the commission.
Action:
It was moved by Commissioner 0'Donnell, seconded by
Commissioner Urrutia, to approve the final architectural
working drawings with the lower parapets as submitted.
Motion carried 4-0 .
5 . CASE NO. : CUP 96-12
APPLICANT (AND ADDRESS) : MONTESSORI SCHOOL OF THE

Steve Smith presented the plans asking Commissioner
Gregory what type of fencing would be used. Commissioner
Gregory indicated that it would be 5 ' masonry with 4 ' 6"
steel in places because some of the neighbors want a
solid fence and some want open. Mr. Smith indicated that
the existing parking lot would remain as is .
Commissioner Gregory indicated that the landscape plan
was preliminary as he was not sure how the city wanted to
handle the sidewalk on the right side. Mr. Smith
indicated that the sidewalk issue would have to be
addressed with the public works department.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner 0'Donnell, to approve the final elevations,
fencing and preliminary landscaping plans subject to the
following conditions :
1) That the plan specifies slump stone with
pilasters on the solid portions of the wall;
2) Building elevations approved as submitted;
3) Landscaping plans subject to Eric Johnson' s
review.
Motion carried 3-0-1, Commissioner Gregory Abstaining
6. CASE NO. : 4650 SA
APPLICANT (AND ADDRESS) : AMERICAN AWNING CO. for HOT

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning
LOCATION: 73-170 El Paseo

Steve Smith presented the drawings for the proposed peach
colored awning with no signage. Commissioner Urrutia
indicated that there was an overhang on the building
already and was curious what the awning was for.
Action:
It was moved by Commissioner Gregory, seconded by
Commissioner 0'Donnell, to approve the awning as
submitted without signage. Motion carried 4-0 .

The applicant arrived late to the meeting with a request
to add 8" black letters to the peach awning. �
Action:
Commissioners Gregory and 0'Donnell amended their action
to include the 8" black letters as submitted on the
awning. Motion carried 4-0.
7. CASE NO. : 424 C
APPLICANT (AND ADDRESS) : AMERICAN PROPERTIES LLC for
GENEVIEVE COURT APARTMENTS, 100 West Mesa Drive, Suite
214, Fullerton, CA 92635
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final
working drawings for remodel of 15-unit apartment complex
LOCATION: 73-555 San Gorgonio
ZONE: R-3
Steve Smith reported that the item was placed on the
agenda because the corrections from the building
department were given to the applicant the week prior but
that staff had not received the revised plans as yet.
The architect for the applicant, Curtis Schupe, addressed
the commission stating that he had the revised roof plan
and exterior elevations with him. He showed how the
raised parapet on the corners were raised 4 feet and
extended around the building. Commissioner Urrutia asked
about the undulation shown on the previous plans . Mr.
Schupe indicated that it was eliminated because he
thought the commission requested that. Commissioner
Urrutia felt that the applicant did not accomplish what
the commission was asking for. The applicant discussed
his concerns with increasing the parapet heights on the
alley side because he did not think it would be
aesthetically pleasing as it would make the building look
unbalanced. He indicated that a tree was added at the
corner to help screen the roof mounted equipment from the
alley. Commissioner Gregory suggested that the tree be
changed to a chilean mesquite as it will be more
evergreen year round and grows very fast. Commissioner
Gregory added that it will take approximately four years
for the tree to mature enough to screen the roof

properly. Commissioner O'Donnell felt that the applicant
� had made a real effort up until this point, and he did
not see why the commission has to settle with the one
corner of the roof not being screened properly. He felt
that this was an area where some improvements could be
made and thought the applicant should take a better look
at the possibilities . Mr. Schupe indicated that it would
be difficult to carry the higher parapet around the
corner and still have any balance. He thought it would
be better to thicken the edge of the parapet instead of
carrying it around the corner. Commissioner Urrutia
explained that the building there now does not have any
equipment on the roof. Visually, the people in the two
story building to the south do not have to see any
equipment at all but now the applicant is coming in and
adding equipment all over the roof. Commissioner Urrutia
indicated that he was willing to accept the equipment on
the roof if it were far enough from view from this second
story building. Commissioner Gregory asked if it were
possible to lower the equipment so it is easier to
screen. The applicant indicated that since this is all
new roof mounted equipment it has to be placed on top of
an existing interior wall . Commissioner Gregory asked
what type of material would be used if they were to
screen the roof mounted equipment. Mr. Schupe indicated
that it would be a corrugated vertical tin screening
material . Commissioner Gregory asked if there was a more
upgraded material that could be used that would not look
so industrial . Mr. Schupe indicated that a stucco
material could be used. Commissioner Urrutia suggested
at horizontal aluminum louver type screen that might be
less expensive than the stucco and would allow air to
flow through. Commissioner Gregory felt that the
screening should not only be on the south side but on the
east side as well .
Commissioner Gregory indicated that the irrigation plans
were changed to meet his approval .

Action•
It was moved by Commissioner Gregory, seconded by
Commissioner 0'Donnell, to approve the final working
drawings subject to the following conditions :
1) Edges of the scalloped parapets to be
thickened to a depth of 2 feet;
2) Roof mounted equipment screening on Units 7
through 10 to be some form of inetal louver at
least as high as the original parapet in a
color to match the other trim on the building.

B. Preliminary Plans :
1. CA5E NO. : TT 24984-2
APPLICANT (AND ADDRESS) : FOXX DEVELOPMENT CORP. for THE
GROVE, 73-111 E1 Paseo, Suite 200, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
preliminary elevations for final phase at The Grove
LOCATION: The Grove (west side of Deep Canyon Drive
between Goleta and Allessandro)
ZONE: PR-5
Steve 5mith reported that this was the final phase at The
Grove and consisted of 44 lots. The applicant, Dan Foxx,
indicated that with a series of changes, they have
approximately 700 different plans for Plan 1 and about
400 different variations for Plan 2 . He indicated that
the elevations before the commission today were for the
two model homes only. Plan 1 varies from 2079 to 2800
square feet. Plan 2 varies from 2442 to over 3000 square
feet. Mr. Smith informed the commission that a homeowner
at The Grove has come in to city hall, as well as made
several phone calls, to see if the plans proposed by Foxx
Development were submitted, but she has never left a name
or phone number for us to contact her or we would have
asked her to attend the meeting.

Commissioner Gregory asked if all the houses would be the
same distance from the street. Mr. Foxx indicated that
all the garages were set back 20 feet. Commissioner
Holden noted that every year about this time you start to
see the foil going up on the bay windows because of the
lack of overhangs . Mr. Foxx indicated that there are 2 '
stucco overhangs with some areas having a 4 ' overhang.
Commissioner Urrutia discussed his concerns with the lack
of detail, especially around the windows . Mr. Foxx
indicated that the bay windows have 6" deep pop-outs
around the building and that they are trying to match the
elevations that are there now. Commissioner Gregory
indicated that more architectural details should be shown
on the elevations for the models . Mr. Foxx indicated
that the color schemes and roof tiles will match what is
there now.
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Urrutia, to continue the request to allow
the applicant to provide detailed elevations and
landscaping plan for the two model homes . Motion carried
4-0 .
