II. APPROVAL OF MINUTES:
It was moved by Commissioner Gregory, seconded by Commissioner Urrutia, to approve
the minutes of the October 22, 1996 meeting as submitted. Motion carried 4-0,
Commissioners Holden and Van Vliet Absent.

Martin Alvarez informed the commission that this item was before them at their
last meeting and that the applicant was back to show that they reduced the size of
the sign on the north elevation to 18" x 9" to hang it on the bottom of the
overhang. He added that the sign on the east elevation would be centered.
Action
It was moved by Commissioner O'Donnell, seconded by Commissioner Connor,
to approve the revised sign program as submitted. Motion carried 4-0,
Commissioners Holden and Van Vliet Absent.
2. CASE NO.:

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 45-120 San Pablo Avenue, Suite 2-G

Steve Smith presented photographs of the sign indicating that it was installed
without a permit. He noted that, at the city's request, they did take the sign down.
The applicant, Robert Morocco, explained that the signs were moved here from a
previous location. Commissioner Gregory felt that the signage would be difficult
to read in the proposed location because the area was already too busy.
Action
It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell,
to approve the signage in the color submitted subject to locating them in the two
areas on the north elevation as noted on the plans by the commission. Motion
carried 4-0, Commissioners Holden and Van Vliet Absent.

remodel

Steve Smith presented the proposed plans for the revised elevations indicating that
the conversion included the addition of a new patio with a wrought iron fence in
the back of the restaurant. He added that the awnings would be located on the
north, south and east elevations. Mr. Alvarez asked how high the wrought iron
fence would be around the back patio. The applicant, Karen French, indicated
that the fence would be 48" high. Mr. Smith felt that there were enough colors in
the same range in the signage that is could be considered a total of three colors.
Ms. French added that the logo, without any writing,would be on the front
awning,with"Foods From Mexico &The Southwest" on the back and side
awnings.
Action
It was moved by Commissioner O'Donnell, seconded by Commissioner Connor,
to approve the plans for the remodel, including signage, as submitted. Motion
carried 4-0, Commissioners Holden and Van Vliet Absent.

The applicant, Tom Dozzi, addressed the commission to state that the developer
will maintain the site and that he concurred with the comments noted on the plans
by Eric Johnson.
Action
It was moved by Commissioner Connor, seconded by Commissioner Gregory, to
approve the landscape plans subject to incorporating the comments noted by Eric
Johnson. Motion carried 4-0, Commissioners Holden and Van Vliet Absent.
5. CASE NO.: PP 84-37
APPLICANT (AND ADDRESS): LEE CAREL for SANDLEE
APARTMENTS, 144 Madrid Avenue, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final
architectural and landscaping plans for nine unit apartment complex
LOCATION: Southwest corner of Santa Rosa and San Pasqual
ZONE: R-2 4,000
Steve Smith noted that the applicant entered into a development agreement with
the City in 1984 and then decided it was not time to proceed with the project. He
noted that the development agreement was still valid. Commissioner Urrutia
asked if the plan met the city's parking requirements. Mr. Smith indicated that it
did.
Action
It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia,
to approve the final architectural and landscaping plans subject to the following
conditions:
1) Landscaping pallet for the parkway changed to a more drought
tolerant, desert pallet with a drip irrigation system;
2) Move the carport one space to the north;
3) Provide privacy walls along Santa Rosa and San Pasqual;
4) Provide windows on the blank end walls.
Motion carried 4-0, Commissioners Holden and Van Vliet Absent.

6. CASE NO.: PP 94-5
APPLICANT (AND ADDRESS): DRS. FRANK AND JANET KERRIGAN,

NATURE OF PROJECT/APPROVAL SOUGHT: Review of side yard tie-in
wall

Steve Smith presented proposed drawings showing the wall moved forward and
creating a front gate. Commissioner Urrutia questioned the signage on the
drawing. Mr. Smith indicated that the only request on the agenda was for
approval of the tie-in wall.
Action
It was moved by Commissioner Gregory, seconded by Commissioner Connor, to
approve the plans for the wall subject to bringing it back 12" so it is not in line
with the existing front wall. Motion carried 4-0, Commissioners Holden and Van
Vliet Absent.
7. CASE NO.: TT 23940-3
APPLICANT (AND ADDRESS): FOXX DEVELOPMENT for

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of elevations
and site plan for model home in Phase 3
LOCATION : Sunterrace (Northwest corner of Hovley Lane East and Eldorado
Drive)

Steve Smith presented the working drawings for one model home indicating that
Mr. Foxx will be developing a total of 45 lots in an existing tract. He stated that
staff would like to send the existing property owners a notice giving them an

opportunity to be heard. Commissioner Gregory asked if the average sales price
of the homes would be lower than the existing homes. The applicant, Mr. Jim
Foxx, indicated that the first phase was built and sold from the $250,000's and that
two years ago larger houses were built and sold for$550,000 to $750,000. Mr.
Foxx indicated that the price of his homes start at $275,000 with an average sales
price of$400,000.
Mr. Smith stated that staff is looking for a similar street scape look. Mr. Foxx
indicated that he is planning on offering three different elevations and would be
back before the commission at their next meeting with the proposed elevations for
the other two models. Commissioner O'Donnell wanted to insure that the
existing property owners were notified and their comments heard. Commissioner
Urrutia asked to see photographs of what is there now so he can see visually what
the tract will look like. Mr. Foxx replied that he had colored renderings from his
homes at Sterling Cove in Rancho Mirage that he could bring back to the
commission as they are the same homes he is proposing for this location. Mr.
Smith added that landscaping plans would also have to be submitted to the
commission for approval. Commissioner Urrutia added that color samples also
needed to be provided.
Action
It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell,
to approve the elevations for the one model to be located on Lot 12 only with the
understanding that the plans for the other two designs are presented to the
commission for approval. Motion carried 4-0, Commissioners Holden and Van
Vliet Absent.

Steve Smith informed the commission that the awnings were continued from the
last meeting as the applicant was not present and staff did not know what the
awning material would be. He presented a sample of the aluminum material
requested by the applicant. Commissioner Gregory felt that if the aluminum was
approved for the awning that it would have to be a heavy brushed finish.
Action
It was moved by Commissioner O'Donnell, seconded by Commissioner Gregory,
to approve the awnings in the natural Sumbrella canvas material with the
aluminum frame tubing as submitted. Motion carried 3-0, Commissioners
Connor,Holden and Van Vliet Absent.
9. CASE NO.: PP 95-8

Steve Smith presented the revised landscaping plan.
Action
It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell,
to approve the revised landscaping plan subject to the changes noted on the plan
by Eric Johnson and placement of lineal root guards at 18" deep. Motion carried
2-0-1, Commissioner Gregory Abstaining and Commissioners Connor, Holden
and Van Vliet Absent.

B. Preliminary Plans:
1. CASE NO.: PP 86-28 Amendment No. 2
APPLICANT (AND ADDRESS): Mr. David Geiser c/o MCG ARCHITECTS
for 111 TOWN CENTER, 4180 La Jolla Village, La Jolla, CA 92037
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
signage and elevations for Best Buy
LOCATION: 111 Town Center(west side of Town Center Way between
Highway 111 and Fred Waring Drive)
ZONE: P.C. (3) S.P.
Steve Smith reported that Best Buy went before the city council at it's last
meeting for sign review. He reported that the sign was never reviewed at the
council meeting because the architecture took precedence. As well staff had a
meeting with Della Kolpin, the architect for Best Buy, David Geiser, Mayor
Snyder, Commissioner Holden and Commissioner O'Donnell. The revised
elevations before the commission are the results of that meeting. Mr. Smith
showed how the wedge is now 35'high and stated that the other concern of the
council was the vividness of the blue wedge. He also noted that the sign was
reduced to 161 square feet to bring in into conformity with the code.
Ms. Kolpin presented tile/stucco samples for the wedge. She also showed how
the trellis was extended. Commissioner Urrutia asked if the detail was changed at
the bottom of the wedge. Ms. Kolpin indicated that the wedge was pulled out
from the building and was brought up higher. Mr. Smith suggested that Ms.
Kolpin bring the original rendering to the council meeting to compare the old and
the new elevations. Commissioner Urrutia asked about emphasizing the entry
more making the height of the trellis higher. Commissioner Gregory asked about
bringing the blue tile down all the way. Commissioner Urrutia felt that the entry
element should be brought all the way down or taken all the way up. Ms. Kolpin
indicated that they would need to keep a masonry base because of the carts
banging up the area. Commissioner Urrutia suggested raising the parking lot so
that there would be a zero curb at the area where the carts access the parking. He
also felt that some enhanced paving around the entrance area should be added.

Commission preferred the blue tile sample No. 180 for the wedge and asked that
the yellow for the ticket signage be more muted than what was shown at the
meeting. Commissioner Urrutia added that the yellow should be a more sun
yellow. Commission preferred Plexi-Glass No. 2465 for the yellow background.
Action
It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell,
to recommend to city council to approve the revised signage and elevations for
Best Buy subject to the following conditions:
1) The main tower element be a minimum 12" x 12" blue tile (No.
180) as presented;
2) Revise the support design wedge where it meets the ground to
eliminate one of the openings and continue the tile all the way
down to the ground;
3) Raise the grade on the driveway to eliminate the curb at the
entrance and add paving (i.e. colored concrete);
4) Sign color background to be in the Plexi-Glass No. 2465 range in
metal.
Motion carried 4-0, Commissioners Holden and Van Vliet Absent.
2. CASE NO.: PP 96-11
APPLICANT (AND ADDRESS): GENERAL CONSTRUCTION
MANAGEMENT for PACIFIC ASSISTED LIVING FACILITY, 41-865

NATURE OF PROJECT/APPROVAL SOUGHT: Review of 20-unit assisted
living complex
LOCATION: 44-424 San Carlos and 73-685 Catalina Way
ZONE: R-2
Steve Smith presented colored renderings along with a color sample board. He
indicated that the parking had changed somewhat and that staff had informed the
applicant that there was a concern with spaces 16 to 21. Mr. Smith noted that the
parking ordinance requires parking at one space per unit but if they can show that
the residents are directed towards an age group that would not drive, the parking
can be reduced. The applicant, Gary Covel, indicated that the median age is 83.

Commissioner Gregory felt that the original site plan was better. Commissioner
Urrutia felt that the 20' straight up wall at the administration building was too
severe right on the street and would rather see more of a slope.
Action
It was moved by Commissioner Urrutia, seconded by Commissioner Gregory, to
continue the request to allow the applicant to revise the plans with the following
direction:
1) Push parking area further to the west;
2) Relocate trash enclosure to create some type of access to the
kitchen area;
3) Redesign administration building to eliminate the 20'high wall on
the street;
4) Delete parking spaces along the street.
Motion carried 4-0, Commissioners Holden and Van Vliet Absent.
