APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the minutes of the August 27, 1996 meeting as submitted. Motion carried 4-0-2 , Commissioners Gregory and O'Donnell Abstaining. III. CASES• A. Final Drawings: 1. CASE NO. : 4694 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for OMRI & BONI , 69 Pinyon Pines, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised awnings with signage LOCATION: 73-675 Highway 111 ZONE• C-1 Steve Smith reviewed the commission' s action taken at the previous meeting regarding this case and stated that the applicant was before them today indicating that the owner does not want to extend the awning as conditioned by the commission. Staff felt that it was enough of a deviation to bring it back to the commission. MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1996 Commissioner Van Vliet questioned how the awning terminates at the ends . The applicant, Ernie Brooks, felt that the return was such a dominant feature that it would not look right and indicated that the awning would end over the overhangs . Commissioner Urrutia' s concern was that the element was covering a fascia and it would not look right if it wasn' t wrapped all the way around. Commissioner Gregory agreed that it made sense to continue the valance all the way around. Action• It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to reaffirm the commission' s previous action of approving the awning subject to wrapping the front facia strip around the north side of the building to end flush against the wall . Motion carried 6-0 . 2 . CASE NO. : 4666 SA APPLICANT (AND ADDRESS) : RIOFINE NEON for COLUMBIA CENTER, 3500 Tachevah, Unit D, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised monument sign LOCATION: 72-990 & 73-020 El Paseo ZONE• C-1 Steve Smith reported that the applicant submitted a proposal for a free standing sign on El Paseo in July. They are now back with a new sign showing just two (2) business names and that the issue on the previous proposal was the eight (8) tenants . Subject to it being a maximum height of 6 feet, staff recommended approval . Commissioner Gregory felt that the verbiage needed to be condensed as he thought people would not be able to read it all while driving down the street . The applicant indicated that the sign was located near the stop sign at El Paseo and Highway 74 , and therefore, people would not be driving that fast . Commissioner Urrutia agreed with Commissioner Gregory and felt it needed to be cleaned up. Commissioner Gregory asked if they could put in a separate entrance directional sign. Commissioner Gregory suggested moving the arrow to the separate directional sign. Action• It was moved by Commissioner Gregory, seconded by Commissioner Connor, to approve the revised free standing sign subject to the following conditions : 1) Enlarge "Columbia Center" ; and 2) Lower the street address; and 3) Take out "entrance" and the arrow, creating a second directional sign at the opposite side of the driveway at a maximum size of three square feet; and 4) Eliminate "everything you always wanted to eat" ; and 5) Increase size of "Max' s" using "Max' s Cafe" or "Max' s Deli" . Motion carried 6-0 . 3 . CASE NO. : 4702 SA APPLICANT (AND ADDRESS) : MARIVIC ORTIZ-LUIS for KIDS' L. I . F.E. , 45-847 Palm Meadows Drive, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-550 Santa Rosa Way ZONE• R-3 S .O. Steve Smith reported that the applicant was looking to create identity from Fred Waring Drive with the proposed sign. He suggested that the sign be placed on the back corner and move the chain link fence . The applicant, Mr. Ortiz-Luis, indicated that they only needed this sign for twelve months to get people to know where they are . 3 *.re MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1996 Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the signage facing Fred Waring Drive subject to the following conditions : 1) Sign to be mounted on chain link fence for a maximum of twelve months; and 2) Colors to be a tan background, burgundy letters and green trim; and 3) Maximum height of six feet . Motion carried 6-0 . 4 . CASE NO. : 4708 SA APPLICANT (AND ADDRESS) : MOLLER' S GARDEN CENTER, 72-235 Painters Path, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of flagstone monument sign with sandblasted business identification signage LOCATION: 72-235 Painters Path ZONE: C-1 Steve Smith presented drawings of the proposed signage indicating that it is a flagstone monument sign on Painters Path at the end of Fred Waring Drive. Letters are 10 inches high and the exact size of the sign was not determined because they had not purchased the stone yet . Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the flagstone monument sign as submitted subject to the letter size not extending above 6 feet in height . Motion carried 6-0 . 5 . CASE NO. : 4705 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for TRIBE ART, 69 Pinyon Pines, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage 4 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1996 LOCATION: 73-130 El Paseo ZONE• C-1 Steve Smith reported that the applicant was wanting to recover an existing awning in flat black with white letters . Commissioner Connor discussed his concerns with the windows being exposed at the corners . Action• It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the awning as submitted. Motion carried 6-0 . 6 . CASE NO. : 4706 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for KACOON BAR & FILL, 69 Pinyon Pines, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings with tie backs LOCATION: 73-405 El Paseo ZONE• C-1 Steve Smith presented a colored rendering indicating that Cedar Creek Inn, located at the other end of the building, has the identical structure . Staff recommended approval of the pyramid structure in front and not the covering of the existing trellis . The pyramid will be the same height as done at Cedar Creek Inn. The applicant, Ernie Brooks, indicated that the material would be an ivory to match the color of the building wall . Action• It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to approve the pyramid structure only. Awning material to match the building wall color. Motion carried 6-0 . 5 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1996 7 . CASE NO. : 4700 SA APPLICANT (AND ADDRESS) : CURTIS R. SHUPE, ARCHITECT, for ZOLAN' S, 73-255 El Paseo, Suite 17, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans to install two glass and brass display cases and two fabric awnings with signage LOCATION: 73-255 El paseo, Suite 21 ZONE• C-1 Steve Smith reported that the applicant was proposing to refurbish the front of the building and showed a sample of the brass material for the display cases . Commissioner Van Vliet questioned the overhang awnings and how tight the one would be to the right side of the building. Mr. Shupe indicated that there was a projection on the right side that is not on the left side of the building and that the awning would have to be offset to make it uniform on both sides of the entry. Action• It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to approve the display cases and awnings as submitted. Motion carried 6-0 . 8 . CASE NO. : PP 96-6 APPLICANT (AND ADDRESS) : REAL PROPERTY ASSOCIATES, 1706 "B" Newport Blvd. , Costa Mesa, CA 92627; LARRY CARLSON, INC. , 1830 North Acacia Avenue, Fullerton, CA 92631 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscaping plan for 9200 square foot commercial center LOCATION: North side of Highway 111, approximately 505 feet east of Deep Canyon Road ZONE• P.C. (4) 6 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1996 Steve Smith presented the landscape plan indicating that Eric Johnson reviewed the plans and was concerned with the 19 acacia trees as he felt they would grow too large for the area. Commission reviewed the plans and comments by Eric Johnson. Action• It was moved by Commissioner Connor, seconded by Commissioner Gregory, to approve the landscaping plan as submitted. Motion carried 6-0 . 9 . CASE NO. : 4710 SA APPLICANT (AND ADDRESS) : JUDITH HILTON DIAMOND for NAILS NATURALLY, 73-903 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-903 Highway 111 ZONE• C-1 Steve Smith presented photos of the building location indicating that the applicant is requesting approval of two signs with a white background and black letters, one being 62-3/4" long and one being 80" long, to be placed on the existing beams . Ms . Diamond indicated that the beams are 15" and she could either mount the signs on the beam or hang them from the beams . Action• It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the two signs to hang from the existing beams . Motion carried 6-0 . 10 . CASE NO. : CUP 96-19 APPLICANT (AND ADDRESS) : SANTA FE HOMES OF AMERICA, INC. for PORTOLA PROFESSIONAL OFFICE BUILDING, 44-853 Portola Avenue, Suite B, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings (including landscaping) 7 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1996 LOCATION: Northwest corner of Portola Avenue and Alessandro Drive ZONE• R-3 Steve Smith presented the final working drawings indicating that staff had reviewed them and they have met all the concerns noted by the commission. Commissioner Gregory asked if they would be keeping any of the existing planting. Commission suggested that the applicant hire a professional landscape architect in order to prevent the plans from coming back to the commission a number of times . Action• It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the architectural plans only subject to changes noted on the plans relating to the depth of the parking spaces . Applicant to submit detailed landscaping plan prior to rough grading inspection. Motion carried 6-0 . B. Conceptual Plans: 1. CASE NO. : TT 28295 APPLICANT (AND ADDRESS) : DESERT SOUTHWEST DEVELOPERS, INC. , Post Office Box 10179, Palm Desert, CA 92255 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of perimeter landscaping for 20 acre subdivision LOCATION: Northeast corner of Deep Canyon and Fred Waring Drive ZONE• O. S . Martin Alvarez reported that they were reviewing conceptual perimeter landscape plans for a 69 custom lot subdivision. He indicated that Eric Johnson had reviewed the plan and suggested eliminating the small strip areas of grass along the sidewalks on Fred Waring Drive and suggested replacing them with Palm Springs Gold. Commissioner Connor agreed. Commissioner Urrutia informed the applicant that the commission would rather see the wall undulate and noted that it would be easier to incorporate that at this stage. 8 �+w„r MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1996 Action• It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to continue the plans directing the applicant to eliminate the small strips of lawn along the sidewalks on Fred Waring Drive . Motion carried 6-0 . 2 . CASE NO. : PP 86-28 , Amendment No. 2 APPLICANT (AND ADDRESS) : DAVID GEISER c/o MCG ARCHITECTS for 111 TOWN CENTER, 18201 Von Karman, Suite 250, Irvine, CA 92612-1071 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of conceptual elevations for remodel of shopping center LOCATION: 111 Town Center ZONE: P.C. (3) S . P. The representative for the applicant, David Geiser, presented the conceptual elevations showing how the Highway ill side of the center would be re-landscaped, the added tower elements to increase visibility of the center, and the removal of building No. 7 to increase visibility in this area. Mr. Smith had questions on how the area around Best Buy worked in regards to pedestrian flow. The architect for Best Buy, Della Kolpin, explained that the entrance projects about ten feet directly in front of the door. Mr. Geiser added that the column would stand alone and people will walk underneath the tower element . He showed areas where they are thinking about adding trellis work with outdoor seating. Mr. Smith asked how the sign tag worked on Best Buy. Mr. Kolpin indicated that the sign is their national logo and it is a back lit can sign. Commissioner Holden suggested recessing the can sign so it is flush, as they have not allowed can signs in any of the centers throughout the city. Action• It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to grant conceptual approval to the elevations directing the applicant to provide details on the wedge for Best Buy showing the pedestrian flow and recessing the can sign so that it is flush. Motion carried 5-0-1, Commissioner Gregory Abstaining. 9 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1996 C. Miscellaneous: 1. CASE NO. : APPLICANT (AND ADDRESS) : STAN POLLAKUSKY for THE NORMA MILLER RESIDENCE, 1550 So. Camino Real, Suite 124 , Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for single family residence at 17' 6" LOCATION: 72-755 Homestead ZONE• R-1 10, 000 Steve Smith presented the plans for the single family home on the south side of Homestead indicating that it was 17' 611 . Action• It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the plans as submitted for the single family residence. Motion carried 6-0 . 2 . CASE NO. • APPLICANT (AND ADDRESS) : FRANK W. PROULX/DIXIE MARTIN, 77-260 Indiana Avenue, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to add wrought iron fence to top of existing block wall LOCATION: 77-260 Indiana Avenue ZONE• R-1 9, 000 Martin Alvarez presented the drawings for the proposed wrought iron fence noting that the home was located in the Palm Desert Country Club. He showed how the applicant wants to place a 36" wrought iron fence on top of the existing garden wall . The total height will be 6' 2" and they do have approval from the homeowners association. 10 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1996 Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the addition of the wrought iron fence as submitted. Motion carried 6-0 . 3 . CASE NO. • APPLICANT (AND ADDRESS) : CARMEN MOSQUEDA, 1425 Cherry Avenue, Suite 127, Beaumont, CA 92223 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of installation of wind turbines at private residences Ms . Mosqueda presented the commission with additional information on the wind turbines indicating that they range from 20 feet to 80 feet in height . She indicated that the turbines are more for the north end of town. Mr. Smith indicated that they would be restricted to a maximum height of 14 feet in a residential zone. He also discussed his concerns with the noise. Action• It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to look at each wind turbine proposal on an individual basis indicating that they would require a letter of approval from the adjacent neighbors and would need to have the actual location of the turbines staked out prior to requesting approval . Motion carried 6-0 . 4 . The commission received and filed the correspondence dated August 29, 1996 from Christopher McFadden regarding CUP 96-18, Cam' s Corner. IV. The following item was added to the agenda as an emergency item: APPLICANT (AND ADDRESS) : KIRK GREGORY, 74-370 Primrose Lane, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to construct a 6' high fence approximately 5-1/2 ' to 6' back from the property line 11 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 1996 LOCATION: 74-370 Primrose Jeff Winklepleck reported to the commission that this was an emergency add-on item because the applicant has two large dogs and his wood fence blew down. He indicated that the wall is approximately 5-1/2 ' to 6' back from the property line in order for it to line up with the adjacent existing 6' high fence. Action• It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the plans for the fence subject to verification of the property line and receipt of letters from the surrounding property owners stating that they have no objections .
