APPROVAL OF MINUTES: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the minutes of the March 25, 1997 meeting as submitted. Motion carried 5-0. III. CASES: A. Final Drawings: 1. CASE NO.: 4808 SA APPLICANT (AND ADDRESSI: COLJNTRY CLUB AVVNING & BLIND for NAPA'S TAPA'S, 74-877 Joni Drive, Suite 8, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans far a retractable awning LOCATION: 73-900 El Paseo � � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 8, 1997 ZONE: C-1 Mr. Smith reported that the request was back before the commission with the requested drawings. He indicated that the drawings did show a scalloped awning with no signage. The representative for the applicant, Mr. Brian Lanning, indicated that the awning would not have scallops and would extend 7 feet out when it is projected. Commissioner Urrutia stated that one of the commission's concerns was the impact the awning would have on the adjacent business. Mr. Lanning indicated that his client had spoken to the neighbors, however he did not have anything in writing from them stating that they had no objections to the installation of the retractable awning. Action• It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the plans for the retractable awning without scallops subject to staff receiving written notification from the adjacent business owner indicating that they have no objection to installation of the retractable awning. Motion carried 5-0. 2. CASE NO.: 4816 SA APPLICANT (AND ADDRESSI: JOHN F. McCORMICK for McCORMICK'S, 72-669 Eagle Road#2,Palm Desert,CA 92260;ARCHITECTURAL NEON,74-990 Joni Drive, Suite 3C, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 74-360 Highway 111 ZONE: C-1 Mr.Alvarez indicated that the business was located on the north side of Highway 111 west of Deep Canyon. The signage would be individual channel letters in purple with the capital M and C at 26", the remaining letters at 17", and an exposed neon tube at each end. The representative for the applicant, Mr. Gary Wright, indicated that the neon will radius the corners approximately 10 feet. Commissioner Holden noted that the commission has always asked that neon be recessed or built into the building and felt that they needed to be consistent here. Commissioner Urrutia agreed and noted that during the day the neon would look like it is tacked on. 2 �.,, `�;` MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 8, 1997 Commissioner Holden suggested that the applicant look at how Outback Steakhouse in Waring Plaza did the neon on their building. Commissioner Urrutia stated that things could be done with the fascia that will make the neon look like it was included in the building. Action• It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the signage as submitted with the condition that the neon graphic be integrated into the existing stucco,preferably with some type of recess. Commission indicated that they wanted the neon to look like it was included in the building. Motion carried 5-0. 3. CASE NO.: 4818 SA APPLICANT,�AND ADDRESSI: PARAGON SIGNS for MONTEREY LAW CENTER, 77-650 Enfield Lane, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 44-712 Monterey Avenue ZONE: C-1 Mr. Smith presented photographs of the existing monument sign as well as photos showing where the proposed signage in black foam letters would be placed on the building. He noted that there is approximately 10 square feet of signage on the existing monument sign and that they are allowed a total of 33 square feet of signage based on the building width which is 33 feet. The proposed signage is more than half the width of the building. Commission felt that the signage needed to be down sized. Action• It was moved by Commissioner Connor, seconded by Commissioner Holden, to continue the request to allow the applicant to improve the plan and show how the signage will actually look on the building. Motion carried 5-0. 3 . � � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 8, 1997 4. CASE NO.: TT 23940-3 APPLICANT (AND ADDRESSI: CENTURY/VINTAGE HOMES for SLTNTERRACE, 1535 South "D" Street, San Bernardino, CA 92408; R.J. CUNNINGHAM COMPANY,33282 Golden Lantern Street, Suite 201,Dana Point, CA 92622 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscape plans LOCATION: Sunterrace (Northwest corner of Hovley Lane East and Eldorado Drive) ZONE: PR-5 Mr. Smith presented the one set of landscape plans received by staff noting that Eric Johnson had reviewed the plan and listed his comments. Mr. Smith added that the plans were reviewed by a number of people at Sunterrace but that Mr. David Dominick, current Director of the Sunterrace Homeowners Association, was not among the people who was asked to review the plans. He noted that Mr. Dominick was there today to review the plans and comment. Mr. Smith indicated that there was a homeowners meeting a couple of weeks ago with a reorganization of the Board of Directors and now there was some concern whether the right parties reviewed the plans. Mr. Cunningham reported that the original plans were shown to the Sunterrace Architectural Committee who gave him their guidelines. He asked that he have the opportunity to take all of the comments back to the homeowners for their review and input. Mr. Smith noted that Eric Johnson was looking for more color and came up with alternate trees. He informed Mr. Johnson that the applicant was trying to conform to what landscaping was out there now. Commissioner Gregory added that some of Mr. Johnson's suggestions are not consistent with what the commission is trying to do with drought tolerant planting. Mr. Dominick presented pictures of existing homes in Sunterrace showing the landscaping concept that they want continued throughout. He indicated that plans were reviewed by the homeowners association back in January but that they were architectural plans only, no landscaping. Mr. Dominick asked that the commission allow him time to take the proposed landscaping plans to their next homeowners meeting. He indicated that by looking at the plans today the biggest problem he saw was the depth of the planters as they do not want grass going up 12" to 18" from the house. Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to continue the request to allow the applicant time to review the landscaping plans further with the Sunterrace Homeowners Association. Motion carried 5-0. 5. CASE NO.: 433 C APPLICANT(AND ADDRESSI: MULVANNY PARTNERSHIP ARCHITECTS for PRICE CLUB, 11820 Northrup Way#E-300, Bellevue, WA 98005 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscaping plan and final working drawings for building addition and remodel LOCATION: 72-800 Dinah Shore Drive ZONE: P.G (2) Mr. Smith presented the revised landscape plan for a minor part of the parking lot as well as the final working drawings. Mr.Buchanan indicated that with the new front entrance the handicap parking will be eight stalls with front-in parking. He noted that it was better than what they are showing on the plans. Action• It was moved by Commissioner O'Donnell, seconded by Commissioner Holden, to approve the landscaping plan and final working drawings for the building addition and remodel as submitted. Motion carried 5-0. B. Preliminary Plans: 1. CASE NO.: PP 95-7 APPLICANT.�AND ADDRESSI: B. G. JONASSON & ASSOCIATES for DENISE ROBERGE, 44-655 Benito Circle, Palm Desert, CA 92260; V & V ARCHITECTURE, 74-020 Alessandro Drive, Suite E, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary architectural plans for restaurant building 5 � � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 8, 1997 LOCATION: 45-245 Portola Avenue ZONE: C-1 Ms. Roberge presented the revised architectural plans noting that they added a jog by the tower and shortened the balcony to leave more space for a sculpture in the middle. Mr. Jonasson added that the building was pulled back 7 feet. Commissioner Gregory asked how deep the planters were now. Mr. Jonasson indicated that they were about 10' now. Mr. Bedrosian asked where the trash enclosure would be , located. Ms. Roberge indicated that it was on the far west side of the building and would not be seen from the sculpture walk. Mr. Bedrosian also asked about an area where the restaurant staff can clean their mats. Mr. Jonasson indicated that there is an area to the west of the building near the back of the trash enclosure that has been left open for things like this. Commissioner Holden noted that if the second story balcony is used for outdoor seating it is to be included in the 25% area for handicap access. Mr.Buchanan informed the applicant that they would need to provide a floor plan for him to determine if the second story had to be handicap accessible. Action• It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to approve the revised preliminary architectural plans for the restaurant building subject to the relocation of the handicap parking space and increased depth of the landscaping on the north side of the building as noted on the plans. Motion carried 5-0. 2. CASE NO.: CUP 91-8 APPLICANT�AND ADDRESSI: STANFORD LEONHARD ARCHITECTS for SOUTHWEST COMMUNITY CHURCH,74-055 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary plans for temporary building LOCATION: 73-251 Hovley Lane West ZONE: PR-5 6 . • � ;;� MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 8, 1997 Mr. Drell presented the preliminary plans showing the metal storage building that will ultimately be moved to their new site in the county. He noted that their conditional use permit is valid until September 1998. Mr. Drell indicated that he suggested to the applicant that they do some stock piling of the large trees going in at their new building and use them now at this location to help screen the temporary building. He stated that the goal was to plant enough landscaping around the building while it is here for 18 months. The parking area is turf and dust free to help limit the impact on the neighborhood. Mr. Drell noted that this building will be used for activities that they have been doing outside. Commissioner Gregory suggested they get approval from the neighbors. Mr. Drell indicated that he has been in constant communication with a specific neighbor on this issue and will continue to do so. Action• It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to continue the request directing the applicant to provide a landscape plan with the site plan. Motion carried 5-0. 3. CASE NO.: PP 97-4 APPLICANT (AND ADDRESSI: GUY EVANS INC., 31-276 Dunham Way, Thousand Palms, CA 92276; ROBERT H. RICCIARDI A.I.A. & ASSOCIATES, 75-090 St. Charles Place, Suite A, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural plans for 9,144 square foot industrial building LOCATION: 75-165 Sheryl Avenue ZONE: S.I. Mr. Alvarez presented the preliminary architectural plans for the industrial building indicating that the landscaping plan will follow. He noted that there are vacant lots on both sides of the property with the Coachella Valley Water District property behind it. Commissioner Urrutia stated his concern with the huge wall on the property line and suggested that the corner of the wall be stair stepped or sloped. Mr. Buchanan noted that there has to be a minimum of 30" from the height of the roof deck to the top of the wall. 7 ' � �✓ °�' MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 8, 1997 Action• It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the preliminary architectural plans as submitted subject to changing the front east wall by either stepping or sloping it to be more in line with the architecture of the building. Motion carried 5-0. C. Miscellaneous: The commission reviewed the draft `City Philosophy' and stated that they appreciated the opportunity to review it but had no comments. Action• It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to pass on the draft `City Philosophy' as is to the city council. Motion carried 5-0. V.
