Action• It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to continue the case at the applicant's request. Motion carried 4-0, Commissioners � Gregory and O'Donnell Absent. 2. CASE NO.: 4818 SA APPLICANT (AND ADDRESSI: PARAGON SIGNS for MONTEREY LAW CENTER, 77-650 Enfield Lane, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 44-712 Monterey Avenue ZONE: C-1 Mr. Alvarez presented a drawing of the revised signage indicating that it had been reduced in size to 14' long with 10" letters and the attorneys names were deleted. Commissioner Urrutia felt that the sign still was too long and suggested stacking the signage on two lines using the 10" letters. Action• It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the signage subject to staff assuring that the signage is stacked in two rows with maximum 10" letters. CUNNINGHAM COMPANY, 33282 Golden Lantern Street, Suite 201,Dana Point, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised landscaping plans LOCATION: Sunterrace (Northwest corner of Hovley Lane East and Altered Drive) ZONE: PR-5 The representative for the applicant,Dennis Cunningham, addressed the commission and stated that he is waiting for comments from the Sunterrace Homeowners Association and asked that the case be continued. Action• It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to continue the case at the applicant's request. Motion carried 4-0, Commissioners Gregory and O'Donnell Absent. 4. CASE NO.: CUP 96-18 APPLICANT�AND ADDRESSI: McFADDEN&McINTOSH ARCHITECTS for CAM'S CORNER, 73-929 Larrea Street, Suite lA, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final architectural and landscaping plan review LOCATION: Northwest corner of Highway 111 and Deep Canyon ZONE: C-1 Mr. Smith presented the final plans indicating that the department of building and safety advises that the exterior of the building will not be changed. He added that he hoped that the applicant will be preserving the historical palm trees currently on the 3 r � � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 22, 1997 site. Mr. McFadden replied that they palms will be preserved and indicated that it was shown on the plans where these palm trees would be moved. Action• It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to approve the final architectural and landscaping plans as submitted subject to preserving the historical palm trees currently on the site. Motion carried 4-0, Commissioners Gregory and O'Donnell Absent. B. Preliminary Plans: 1. CASE NO.: CUP 91-8 APPLICANT�AND ADDRESSI: STANFORD LEONHARD ARCHITECTS for SOUTHWEST COMMLJNITY CHURCH, 74-055 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary plans,with landscaping, for temporary building LOCATION: 73-251 Hovley Lane West ZONE: PR-5 Mr. Smith presented plans indicating that the representative for the applicant, Wes Oliphant, had spoken to Phil Drell regarding the landscaping. Mr. Oliphant noted that the landscaping will remain in the boxes and that they will be stock piling the trees for their future site in the County. Commissioner Urrutia asked what will happen if the trees die in the meantime. Mr. Oliphant replied that they would replace them. He added that the trees would remain in the boxes for the same period approved for the conditional use permit which is 18 months. Commissioner Holden discussed his concerns with the large, white shiny roof. Mr. Oliphant felt that the 36" trees in the boxes would screen the roof. Commissioner Holden asked if there was any way to soften the roof. Mr. Oliphant indicated that the roof only comes in white. Commissioner Connor asked if there was any planting immediately around the building. Mr. Oliphant indicated that the building sits on a 5 acre grass lot between the existing parking and the buildings. He added that there 4 . �,,,+ � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 22, 1997 were property owners to the west concerned with the blank wall and that is why the landscaping was added to the west side. Commissioner Connor asked if the grass was being irrigated. Mr. Oliphant indicated that it was. Commissioner Van Vliet asked if the neighbors had been notified. Mr. Oliphant indicated that the neighbors had been very involved in the public hearing process. He added that they are also striping the grass lot to help make the parking area more efficient. Commissioner Connor indicated that the landscape plan did not show the screen walls for the swamp cooler. He added that the boxes sitting on top of the grass would create a real maintenance problem and felt that it would be a lot easier to take care of the trees if they were planted in the boxes in the ground. Mr. Smith added that the landscaping on the west side needs to be enough to break up the shiny white roof. Mr. Oliphant indicated that he would install additional trees if any complaints are received from the neighbors. Commissioner Connor suggested that 48" box trees be used and placed in larger boxes. Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to approve the revised preliminary plans with the condition that the plant material remain in the boxes but planted in the ground with a strong recommendation that they increase the size of the trees. Motion carried 4-0, Commissioners Gregory and O'Donnell Absent. 2. CASE NO.: PP 97-5 APPLICANT (AND ADDRESSI: JOHN TURNOCK for GRAND PRIX CAR WASH, 36-720 Palm Court, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural and landscaping plans for a full service car wash and detail center LOCATION: 72-800 Dinah Shore Drive ZONE: P.C. (2) Mr. Smith reported that the proposed car wash is located on the side immediately west of the fuel station at Price/Costco indicating that the development did not access off either driveway, but takes access from the parking lot to the north. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the preliminary plans as submitted for the full service car wash. Motion carried 4-0, Commissioner Gregory and O'Donnell Absent. 3. CASE NO.: C 97-4 APPLICANT (AND ADDRESSI: JERRY WALKER for T W W INVESTMENTS for DEL TACO RESTAURANT,76-968 California Avenue,Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of exterior elevations LOCATION: 74-617 Highway 111 ZONE: C-1 Mr. Alvarez presented the proposed plans for the 3,000 square foot building fronting on the frontage street along Highway 111 as well as colored photographs showing examples of existing Del Taco Restaurants. He indicated that the landscaping plan had not been submitted. Mr. Alvarez indicated that one of staffs concerns was the exposed neon on the east elevation facing Holiday Inn. Commissioner Urrutia asked if the applicant was trying to duplicate the Del Taco prototype. The applicant, Mr. Jerry Walker, indicated that they would like to duplicate the prototype per the direction of Del Taco. Mr. Alvarez noted that there were some landscaping issues that needed to be addressed as well as some of the awnings not being shown on the elevations. Commissioner Urrutia suggested that the last parking stall be widened and noted his concerns along the east and west wall where the cars run into the building. Mr. Smith noted that they brought this issue to the attention of the applicant and indicated that they will need to reconfigure the circulation. Commissioner Van Vliet asked how much flexibility they had with the architecture. Mr.Walker indicated that he had some flexibility but that the peak is Del Taco's new 6 . �.r � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 22, 1997 `Concept 2000' and the squiggly neon is a concept they want to incorporate. Commissioner Holden indicated that they need to see the peak shown on all elevations. He added that the exposed neon would have to be integrated into the architecture. Mr. Walker indicated that Del Taco does not refer to the neon as signage but rather as a part of the new Concept 2000. Commissioner Urrutia added that the neon needs to be more than just a plant on and suggested that Mr. Walker look at what was done with the neon on Outback Steakhouse. Mr. Walker asked if the neon could be shortened. Commissioner Holden indicated that they would have to look at the design as the neon needed to look like it is part of the building. He added that the commission discourages shiny material for the awnings as the vinyl tends to cook in the heat and loose its color. Commissioner Urrutia questioned the limited use of the tile as it seemed to be an afterthought. He thought their needed to be more tile or none at all. Commissioner Holden suggested bringing out the entire element of the entrance. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the request to allow the applicant to revise the plans per recommendations discussed with commission. Motion carried 4-0, Commissioners Gregory and O'Donnell Absent. 4. CASE NO.: TT 24254 APPLICANT(AND ADDRESSI: CENTURY HOMES for SONATA AT PALM DESERT, 1535 South"D" Street, San Bernardino, CA 92408 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural plans LOCATION: North of Hovley Lane, 1900 feet west of Portola Avenue ZONE: PR-5 Mr. Smith reported that the previous developer sold these lots to Century Homes. The applicant,Mr. Dennis Cunningham, indicated that the homes were basically the same as Belmonte. Commissioner Van Vliet asked if any comments were received from existing homeowners. Mr. Smith replied that the comments were at the planning commission hearing and their concerns were addressed at that time. 7 : � � � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 22, 1997 Action• It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to approve the preliminary architectural plans as submitted. CASE NO.: CUP 92-7 APPLICANT�AND ADDRESSI: THE LARSON GROUP for SACRED HEART CHURCH, 73-441 Little Bend Trail, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural and landscaping plans for new 6,500 square foot pastoral center LOCATION: 43-775 Deep Canyon Drive ZONE: R19,000/PR-4 Mr. Smith presented the plans showing the demolition of the existing 3,000 square foot building and a construction of the new 6,500 square foot pastoral center which meets the setback requirements. The representative for the applicant, Mr. David Prest,presented the colored site plan. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Holden, to approve the preliminary architectural and landscaping plans as submitted. Motion carried 2-0-2, Commissioners Connor and Urrutia Abstaining with Commissioners Gregory and O'Donnell Absent. C. Miscellaneous: 1. CASE NO.: APPLICANT.�AND ADDRESSI: MR. JAMES JONES for PALM DESERT PALMS APARTMENTS,Post Office Box 8294,Palm Springs, CA 92263 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of Certificate of Zoning Conformance 8 � . ` � `�r � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 22, 1997 LOCATION: 42-675 Washington Street ZONE: O.P. Mr. Smith presented pictures of the existing property indicating that the property owner is asking far approval of a Certificate of Zoning Conformance. He explained that after the city annexed the area an on-going study was conducted which included the rezoning of this property to O.P. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the Certificate of Zoning Conformance for the Palm Desert Palms Apartments.
