APPROVAL OF MINUTES: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the minutes of the July 22, 1997 meeting as amended. Motion carried 4-0, Commissioners Gregory and Holden Absent. III. CASES: A. Final Drawings: 1. CASE NO.: 4866 SA APPLICANT(AND ADDRESS): PALMS TO PINES CANVAS for COUNTESS MARA, 69 Pinyon Pines, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-375 El Paseo %WOW MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 12,1997 ZONE: C-1 Mr. Alvarez presented drawings of the proposed light gray awning with 8" black letters reading Countess Mara on both sides. He noted that the awning would extend out 13 feet from the building which would match the projection of the existing awning to the east for The Storekeeper. Commissioner Connor stated that in the past the commission has only allowed one awning per building that would extend out to the street. Commissioner Urrutia stated that he saw no reason to deviate from this policy of allowing only one marquee awning per building. As the proposed awning would be in the same building as The Storekeeper, which already has an approved awning extending out to the street, the commission was not willing to approve the proposed marquee awning. Commissioner Urrutia suggested leaving the awning as it is now. The representative for the applicant,Mr. Ernie Brooks, indicated that this was a possibility and that he could simply recover the existing awning. Action It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to approve recovering the existing awning with no extensions. Motion carried 4-0, Commissioners Connor and Gregory Absent. 2. CASE NO.: 4870 SA APPLICANT (AND ADDRESS): CURTIS R. SHUPE for TROY BOUTIQUE, 73-255 El Paseo, Suite 15, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of eight (8) awnings with signage LOCATION: 73-255 El Paseo, Suites 1, 2 & 3 ZONE: C-1 Mr. Alvarez presented photographs of the building along with plans and material sample for the proposed eight (8) awnings with signage. He indicated that the awnings would be attached to the building and would not have posts. The applicant is also requesting a variance to the allowable 8" maximum letter size allowing for 24" 2 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 12, 1997 letters reading `Troy' on one awning and `David Hayes' on a second awning. The remainder of the signage would be 6" letters. Commissioner O'Donnell asked if there was any piping or colored stitching on the awnings. The applicant, Mr. Curtis Shupe, indicated that there was not. He added that the lettering would be similar to the `Black Market' signage further down the street which he thought was approximately 12" to 18"black letters in two rows on top of the awning. Mr. Shupe stated that the two awnings over the doors would have the larger 24" letters to accentuate the doors. Commissioner Urrutia explained to Mr. Shupe that the maximum letter size allowed for awnings is 8". Mr. Alvarez discussed the possibility of approving larger than 8" letters for the capital letters only on `Troy' and `David Hayes'. Mr. Shupe asked if 18" letters would be acceptable. Commissioner Urrutia felt that the capital letters for `Troy' and `David Hayes' could be 18",but the remainder of the letters would have to comply to the allowable 8" maximum. Commissioner O'Donnell stated his concerns with the amount of scallops at the entrance. Commissioner Urrutia indicated that his primary concern was the size of the letters. Mr. Shupe indicated that they would be removing the existing `Troy' signage, replacing it with off-white awnings. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the awnings with 8" letters. Motion carried 4-0, Commissioners Gregory and Holden Absent. 3. CASE NO.: 4869 SA APPLICANT(AND ADDRESS): IMPERIAL SIGN CO., INC. for CAM'S CORNER, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of signage program LOCATION: 74-480 Highway I I I ZONE: C-1 Mr. Alvarez presented the proposed signage program. Commissioner Van Vliet asked to see the signage with the approved landscape plan. He outlined the proposal indicating that they are asking for a monument sign on all three street frontages. Mr. Mark Ross of Imperial Sign Co. and Mr. Walt Friesen of Brinderson Constructors, Inc. introduced themselves. Commissioner Urrutia discussed reducing the height of 3 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 12, 1997 the Mobil lettering on the canopies. Mr. Friesen indicated that they could not reduce the size of the letters and would eliminate them completely if not approved as submitted with the logo. Commissioner Connor indicated that the three monument signs would not work with the approved landscaping plan as the landscaping would block the signage. Commissioner Urrutia agreed and felt that the commission could not review the monument signage because it is in conflict with the approved landscaping plan. Mr. Ross asked if the landscaping could be cut back to expose the monument signs. He indicated that he was not aware of an approved landscape plan. Mr. Alvarez explained that the commission's intention was to use the landscaping to help screen the pumps. Commission reviewed and discussed the building and canopy signage. Commissioner Van Vliet asked Mr. Friesen if he would be willing to reduce the size of the logo. Mr. Friesen indicated that he would not be willing to reduce the size and Mr. Ross added that the logo is part of the corporate logo that could not be eliminated. After a lengthy discussion the commission took the following actions: Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to continue items L&M directing the applicant to integrate the monument signage with the approved landscape plan. Motion carried 4-0, Commissioners Gregory and Holden Absent. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve items H, I, J and K with 18" `Mobil' letters, eliminating the logo. Motion carried 3-1, Commissioner Van Vliet Voting No and Commissioners Gregory and Holden Absent. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Dom-iell, to approve the Cam's Corner monument sign, item G, eliminating the `Subs' and `Video' signage. Motion carried 4-0, Commissioners Gregory and Holden Absent. Mr. Alvarez discussed the building signage indicating that the `Sub Zero' signage, item B,was above the 20 foot height limit. Mr. Ross indicated that the top of the `S' is at 22' high and they are changing the color of the sub zero signage from red to blue. Mr. Alvarez explained that the signage above 20' high would have to get an approval from the planning commission. 4 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 12, 1997 Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve items A,E and F as submitted. Motion carried 4-0, Commissioners Gregory and Holden Absent. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to deny items C and D as they are above the allowable 20'height limit . Motion carried 4-0, Commissioner Gregory and Holden Absent. Action It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the lower location for item B on the south fascia in 18" red letters. Motion carried 4-0, Commissioners Gregory and Holden Absent. 4. CASE NO.: C 97-11 APPLICANT (AND ADDRESS): GROWTH CITIES BROADCASTING, 41-625 Eclectic Street, Suite M-1, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install three satellite dishes LOCATION: 41-625 Eclectic Street, Suite M-1 ZONE: S.I. Mr. Alvarez presented an aerial photograph showing Hovley Lane East and Cook Street indicating the location for the three(3)proposed satellite dishes. He indicated that the dishes would be 12' wide at a maximum height of 8' above the 22' high building. Commissioner Urrutia asked if a mock-up was done for a line of site. Mr. Alvarez indicated that he drove around the area and the parapet is not visible from Hovley Lane. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to continue the request directing the applicant to provide a line of site using a pole at the actual location and height of the proposed dishes. Motion carried 4-0, Commissioners Gregory and Holden Absent. 5 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 12, 1997 5. CASE NO.: APPLICANT(AND ADDRESS): GARRY R. TERWILLIGER for KESQ TV-3, 11957 Third Street, Yucaipa, CA 92399 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of remodel and additional satellite dish LOCATION: 42-650 Melanie Place ZONE: S.I. Mr. Alvarez indicated that the applicant was not present with the remodel plans and therefore are only requesting approval to install (4) additional satellite dishes at this time. Commissioner Connor asked if the existing trees would remain. Mr. Alvarez indicated that it was not clear on the plans which trees would remain and which would be removed. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to approve the installation of four (4) satellite dishes subject to maintaining all the existing trees,placing an additional bottle tree as noted on the plan, and painting the dish a leaf green color to blend in with the landscaping. Remodel was continued as the applicant was not present with the plans. Motion carried 4-0, Commissioner Gregory and Holden Absent. 6. CASE NO.: 4877 SA APPLICANT (AND ADDRESS): BEST SIGNS INCORPORATED for PALM DESERT COMMUNITY PRESBYTERIAN CHURCH, 74-350 Alessandro, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of free standing monument sign LOCATION: 47-321 Highway 74 ZONE: P 6 N%.r *we MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 12, 1997 Mr. Alvarez presented the drawings for the free standing sign to be located 12 feet from the curb. The representative for the applicant, Mr. Jim Cross, stated that the architecture of the building is very unique and tall and in trying to integrate the sign in with the building he was asking for a variance from the allowable maximum height of 6 feet. He added that the landscaping for the monument sign will be basic for now,but that the church would be submitting a landscape plan from a landscape architect including changes to the parking lot in a future phase due to the cost restraints. Commissioner Connor felt that the sign was a nice design. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to approve the free standing monument sign as submitted. Motion carried 4-0, Commissioners Gregory and Holden Absent. B. Preliminary Plans: 1. CASE NO.: CUP 94-2, Amendment No. 1 APPLICANT(AND ADDRESS): CASTELLI'S ANDREINOS, 73-098 Highway 111, Palm Desert, CA 92260; MICHAEL HURST, 73-625 Highway 111, Suite F, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of addition of 600 square foot free standing building for bar/lounge area at rear of property LOCATION: 73-098 Highway I I I ZONE: C-1 Mr. Alvarez presented the preliminary plans for an addition of a 600 square foot free standing building at the rear of the property. He also distributed photographs of the existing building from the front and rear. The architect for the applicant, Mr. Michael Hurst, explained that the second level would serve as a storage loft over the bar area. He showed the 4' walkway along the edge of the building and noted that most of the access to the building would be from the existing restaurant using this building as a bar and waiting area. 7 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 12, 1997 Mr. Buchanan asked if there was adequate parking for the additional building. Mr. Brian Altman explained that they have signed agreements with adjacent property owners to use their parking lots. Commissioner Van Vliet discussed his concerns with the architecture as he felt it did not tie in with the existing building. Commissioner Un-Lrtia questioned the different roof pitches. Mr. Altman explained that the roof level would be lower than the existing building and therefore would not be visible. Commissioner Urrutia was concerned with the massiveness of the building and wanted to see it broken up some. He suggested some articulation in the building and landscaping to help soften the building some. Commissioner O'Domzell stated that lighting would have to be provided in the walkway between the existing restaurant and this building. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to continue the request to allow the applicant to address the commission's concerns as outlined above. Motion carried 4-0, Commissioners Gregory and Holden Absent. 2. CASE NO.: TT 28549 APPLICANT (AND ADDRESS): SUNROSE PROPERTIES for TUCSON, 72-850 Somera Road, Palm Desert, CA 92260; VISUAL FRONTIERS, 79-185 Diane Drive, La Quinta, CA 92253 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of model complex and landscaping plan for 72 lot subdivision LOCATION: Washington Street between Fred Waring Drive and Mountain View ZONE: R-19,000 Mr. Alvarez presented the elevations and color schemes for the model complex noting that Eric Johnson had reviewed the landscape plan and asked that it be continued until he has met with the landscape architect to address some of his concerns. Commissioner O'Donnell asked if there would be an occasion where the Pueblo and the Adobe homes are next to each other. The applicant, Mr. Lance Alacano,replied that out of the 72 lots approximately 4 or 5 will have Pueblo units next to Adobe units. He noted that the homes range from 1813 square feet to 2608 square feet with all the lots over 9,000 square feet. The maximum height of the homes is 18 feet. Commissioner Urrutia asked about introducing additional colors 8 *-Ow' MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 12, 1997 for roof tiles. Mr. Alacano indicated that this could be done. Commissioner Urrutia also suggested that additional colors be considered for the stucco. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Connor, to grant preliminary approval of the elevations only for the model complex subject to providing additional roof tile colors and stucco colors. Landscaping plan was continued. Motion carried 4-0, Commissioners Gregory and Holden Absent. 3. CASE NO.: PP 97-11 APPLICANT (AND ADDRESS): BERNARD DEBONNE, Box 1935, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural and landscaping plans for 10,842 square foot office building LOCATION: North side of Highway 111, directly east of Embassy Suites ZONE: O.P. Mr. Alvarez reported that staff had not received a landscape plan prior to the meeting and therefore the commission would only be reviewing the elevations for the building at the northwest corner at this time. The architect for the applicant, Mr. Robert Ricciardi, addressed the commission indicating that it would be a single use building for Paine Webber. The developer, Mr. Richard Schmidt, stated that it was part of their obligation to complete the interior roadways for the project now. Commissioner Urrutia asked if it was their intention to have all the buildings look the same. Mr. Schmidt replied that it is their intention to establish high standards for the project and that the plans for each building will come before the commission for their approval of the elevations as the project develops. Mr.Ricciardi added that they want the buildings to blend in together creating a quaint, village type atmosphere. Commissioner Urrutia stated that there are many ways to accomplish this but was concerned that they would be `cookie cutter' buildings. He felt that there could be enough changes made to each building to give them some identity while still blending in. 9 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 12, 1997 Mr. Alvarez noted that the west side shows a 10' setback and code states that there has to be a 15'side yard setback. Mr. Schmidt indicated that they would ask for a 12' side yard setback exception. Commissioner Urrutia explained that this would be an issue that they would have to address with the planning commission. Action It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to grant conceptual approval to the architectural plans only for the building at the northwest corner.
