APPROVAL OF MINUTES: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the minutes of the December 9, 1997 meeting as submitted. Motion carried 5-0, with Commissioner Connor abstaining. III. CASES: A. Final Drawings 1. CASE NO.: 4943 SA APPLICANT (AND ADDRESS): IMPERIAL SIGN COMPANY, INC. for LAWRENCE CLASSIC CARS, 46-120 Calhoun Street, Indio CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 72-885 Highway 111 ZONE: P.C.(3) ARCHITECTURAL REtT6W COMMISSION DECEMBER 23, 1997 MINUTES Mr. Alvarez reported that the applicant has revised the plans originally submitted and proposes to place the three-foot by 18-foot can sign in front, and the 72 square foot sign on the El Paseo elevation; however, a maximum of 70 square feet is permitted. Commissioner Connor suggested that the larger sign be placed on the wall. Chairman Gregory asked if the yellow and black colors comply with the sign program, to which Mr. Alvarez responded that there is no sign program for this center at this time. Commissioner Urrutia commented that it is his understanding that a sign program will be developed for the center, and suggested that the applicant may want to confer with the property owner before going to the expense of installing a sign which may include colors not allowed by the center's sign program. Nancy Cobb of Imperial Sign remarked that the applicant has been in business at this location for two months, and is anxious to have a permanent sign. Chairman Gregory noted the brightness of the yellow color and suggested that the brightness could be controlled through limiting the amount of illumination. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the business identification signage with the condition that the rear sign be mounted on the wall, and that the level of illumination be approved by staff. Motion carried 4-0, with Commissioner O'Donnell absent and Commissioner Urrutia abstaining. 2. CASE NO.: 4944 SA APPLICANT(AND ADDRESS): BRADLEY SIGN ADVERTISING for RITE AID, 9804 Crescent Center Drive, Suite 604, Rancho Cucamonga, CA 91730 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 72-875 Highway 111 ZONE: P.C.(3) 2 ARCHITECTURAL REOfEW COMMISSION `*move DECEMBER 23, 1997 MINUTES Mr. Alvarez reported that the applicant proposes to replace the oval Thrifty's sign with a can sign for Rite Aid. The applicant's representative indicated that the six-foot by 18-foot oval sign will be replaced with a five-foot by 15-foot sign. Commissioner Holden noted that the words 1-hour" appear on the proposed sign, and asked if the existing "1-hour photo" sign will be removed, to which the applicant's representative responded negatively. Commissioner Connor preferred that only one sign be mounted on the building. Action: It was moved by Commissioner Connor, seconded by Commissioner Holden, to approve the business identification signage with the provision that the existing signs be removed from the building. Motion carried, 4-0-1, with Commissioner O'Donnell absent and Commissioner Urrutia abstaining. 3. CASE NO.: APPLICANT (AND ADDRESS): CHANDLER SIGNS for CONROY'S 1-800-FLOWERS, 3201 Manor Way, Dallas, TX 75235 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-161 Country Club Drive ZONE: P.C.(2) Mr. Alvarez reported that the applicant proposes to place a 2'6" by three-foot sign on the Country Club Drive elevation as well as the parking lot elevation. The center's sign program does not include the color green, but the applicant can use that color if the size of the sign is reduced by 20%. Staff recommends that only one can sign be approved with 18-inch channel letters. The applicant also requests approval of a 24-inch can sign on the back elevation. Commissioner Holden suggested that either the 1-800-FLOWERS" on the can sign be removed or that the applicant just use the "1-800-FLOWERS" channel letters. 3 ARCHITECTURAL REV'WW COMMISSION DECEMBER 23, 1997 MINUTES Commissioner Holden noted that there are residences located behind the business, and suggested that the can sign on the rear elevation be positioned lower on the wall or be non-illuminated. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor,to approve the business identification signage with the caveat that either the 1-800-FLOWERS" on the can sign be removed or just use the "1-800-FLOWERS" channel letters, and that the sign on the rear elevation be positioned lower on the wall or be non-illuminated. Motion carried 5-0, with Commissioner O'Donnell absent. B. Miscellaneous 1. CASE NO.: MISC 97-11 APPLICANT (AND ADDRESS): BERNARD DEBONNE for PAINE WEBBER, P.O. Box 1935, Palm Desert CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Revisions to approved elevations LOCATION: Parcel 1, Map No. 28596 located on the north side of Highway 111, 1320 feet east of Deep Canyon Road ZONE: O.P. Mr. Alvarez reported that the applicant wishes to extend the roofline in order to have one continuous roofline, and in order to accomplish that, the small tower element would be eliminated. Commissioner Van Vliet asked if the setback is the same as the other buildings, to which Mr. Alvarez responded that the project meets all setback requirements for the O.P. zone. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to approve the revisions to the approved elevations. Motion carried 5-0, with Commissioner O'Donnell absent. 4 ARCHITECTURAL REVW-W COMMISSION DECEMBER 23, 1997 MINUTES B. Final Drawings 4. CASE NO.: 415 C APPLICANT (AND ADDRESS): ARCHITECTURAL NEON & SIGN CO. for MAYO'S RESTAURANT, 74-990 Joni Drive, #3C, Palm Desert CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new signage on existing awning LOCATION: 73-990 El Paseo ZONE: C-1 Gary Wright of Architectural Neon & Sign Company stated that the business owner wishes to have an exposed neon sign attached atop the awning, and the capital letter will be 14 inches high, with six-inch lower case letters and four-inch letters for the word "restaurant." Chairman Gregory commented that the proposed sign looks nice, and he would not anticipate a problem with the 14-inch letter as long as the brightness of the neon is controlled. Mr. Alvarez asked what level of illumination is proposed, to which Mr. Wright responded that the owner wishes to use a ruby red neon rather than a clear red, and ruby red is not as bright as clear red. Commissioner Urrutia noticed that the skirt of the awning advertises cocktails, continental cuisine and a piano bar, and Mr. Alvarez commented that only two goods and services are permitted to be advertised. Commissioner Van Vliet suggested that the size of the sign be reduced to mitigate the effects of the neon. Action It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the new signage on the existing awning with the condition that the maximum height of the capital lettering be 12 inches, that the rest of the letters and the size of the sign be reduced proportionately (16%), and that the awning skirting be modified to meet the City's sign ordinance.
