APPROVAL OF MINUTES: It was moved by Commissioner Holden, seconded by Commissioner Gregory, to approve the minutes of the February 11, 1997 meeting as submitted. Final Drawings: L CASE NO.: PP 96-6 APPLICANT (AND ADDRESSI: REAL PROPERTY ASSOCIATES, 1707 "B" Newport Blvd., Costa Mesa, CA 92627 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of re-design of monument sign �wr ``r+` MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 LOCATION: North side of Highway 111, approximately 505 feet east of Deep Canyon Road ZONE: P.C. (4) Steve Smith reported that we had asked the applicant to clean up the space and the sign and indicated that staff received another revised update the day before which was different from what the commissioners received in their packets. He noted that the proposed signage for Togo's is a registered trademark and the proposal complies with the approved sign program for the center. Commissioner Gregory asked where the sign would be placed. Mr. Smith noted that it would be in front of the center on Highway 111. Commissioners Holden and Connor preferred the proposal received in their packets last week using the vertical scoring. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the re-design of the monument sign using the vertical scoring. Motion carried 5-0, Commissioner Urrutia Absent. 2. CASE NO.: PP 86-28, Amendment No. 2 APPLICANT�AND ADDRESSI: DAVID GEISER c/o MCG ARCHITECTS for 111 TOWN CENTER,4180 La Jolla Village, Suite 330, La Jolla, CA 92037; ERIC G. DAMS c/o BEST BLTY COMPANY,INC., Post Office Box 9312, Minneapolis, MN 55440-9312 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of parking lot landscaping upgrade and grading plan in front of Best Buy LOCATION: 111 Town Center ZONE: P.C. (3) S.P. Mr. Smith reminded the commission that they directed staff to stop this project at a certain stage of construction until the outstanding conditions were met. One condition was the flush entry to Best Buy and submittal of a landscape plan. Mr. Smith indicated that both conditions were being addressed today. He outlined the plans showing the sidewalk in a flush fashion and indicated that the applicant, Mr. David Geiser,was present to address the commission on the treatment of the entry. Mr. Geiser showed that the grade was redone to create a zero curb in front of Best 2 � �: MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 Buy. He showed a three foot wide concrete apron surrounding an asphalt field. In talking to the mall management he was told that they have had problems in the past with concrete more so than asphalt paving and that there is more of a maintenance problem with the stamped/colored concrete. Mr. Geiser showed pictures of the entry at the Palm Desert Town Center illustrating the wear and tear over the years. He did not want to install a product that looks great the day it is installed but becomes a maintenance problem. Mr. Smith agreed that they would not want to use stamped concrete with shopping carts. Action• It was moved by Commissioner Connor, seconded by Commissioner Gregory, to approve the grading plan and entry at Best Buy with the use of asphalt fields surrounded by 3' wide concrete bands. Motion carried 5-0, Commissioner Urrutia Absent. Mr. Smith stated that the second condition was the landscaping upgrade plan. He noted that the commission reviewed the elevations for Pad 3 at the last meeting but did not review the landscaping plan. He indicated that they are redesigning the central portion of the parking lot. Mr. Smith discussed the issue of trees dieing in the existing 4'x 4' cut-outs in the parking lot. He discussed the situation of the trees not growing in these planters with the applicant and asked that the approval be conditioned to where there are trees going in the asphalt that they create compact parking spaces on either side of the trees, creating a planter area large enough for the trees to grow properly. This would give are area of 6' x 8' for the planter. Commissioner Gregory questioned this approach because this is a project that is already built. Mr. Smith noted that the site is already torn up. Commissioner Gregory discussed his concern with the compact parking spaces because he thought that people park in these spaces regardless of the size of their car. He asked about the use of linear islands. Mr. Geiser showed the commission where they are creating a new row of islands as well as additional landscaping with the revised parking lay out. Mr. Geiser indicated that he did not want to move the existing planters. Commissioner Gregory asked if the existing planters had live trees. Mr. Geiser replied that two or three of them did not have trees in them right now. Commissioner Connor asked what type of trees are being used. Mr. Geiser indicated that they were some type of a carob tree but would be happy to work with the commission on plant selections. Commissioner Gregory felt that what the applicant is offering here is far more than what they usually see in parking lots. Commissioner Connor felt that the existing trees should be replaced with a more desirable tree. Mr. Smith noted that along Town Center Way they have added the new row of parking and that area would have to meet the city's parking lot shade tree requirements. Mr. Geiser asked if he 3 �° �` MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 had to take out parking spaces or if he could create shade by using island planters. Mr. Smith indicated that he could use island planters. Action• It was moved by Commissioner Connor, seconded by Commissioner O'Donnell, to approve the landscaping plan subject to the following conditions: i) Root guards to be installed in the existing islands (14) in front of Best Buy along with new trees, new soil, and a revised irrigation system with perforated pipe for deeper watering; ii) Replace carob trees with virginia oak; iii) Provide shade trees along Town Center Way to meet the city's parking lot shade tree requirements. Motion carried 5-0, Commissioner Urrutia Absent. Commission suggested that the owner replace all of the trees throughout the parking lot with a more reliable tree. 3. CASE NO.: TT 23940-3 APPLICANT(AND ADDRESSI: FOXX DEVELOPMENT for SUNTERRACE, 73-111 El Paseo, Suite 200, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscaping plan for model unit LOCATION: Sunterrace (Northwest corner of Hovley Lane East and Eldorado Drive) ZONE: PR-5 Mr. Smith reported that the representative for the applicant, Bob Wolf, was present. He asked Mr.Wolf which unit the landscaping plan was for. Mr. Wolf indicated that it was no longer a plan for a model unit but for a single residence on Lot 12. Commissioner Connor asked if the plan had been reviewed by Sunterrace Homeowners Association. Mr. Wolf indicated that it had been reviewed and approved by their association. Commissioner O'Donnell felt that the commission needed to hear directly from the homeowners. Mr. Smith stated that there needed to be two trees with leaves, and that the palm trees did not count. 4 � � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 Action• It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the submitted landscaping plan contingent upon written approval from the Sunterrace Homeowners Association. Motion carried 5-0, Commissioner Urrutia Absent. At a later point in the meeting staff was informed that a number of homeowners from Sunterrace were present and wanted to address the commission with their concerns. Mr. John Budd stated that the homeowners were never shown the landscape plan. Commissioner Holden explained to Mr. Budd that the commission had already reviewed the landscape plan earlier in the meeting and approved it subject to written approval from the Sunterrace Homeowners Association. Commissioner Gregory added that the commission was informed by the applicant that the plan was not for a model unit but for a specific residence and that the commission does not review individual residential landscaping plans. Mr. Budd explained that the landscaping was already installed. Mr. Dave Dominick indicated that he did not know if the architectural plans for the one model unit ever was reviewed by the committee. Commissioner Holden explained that Mr. Pat Leahy of the Sunterrace Homeowners Association was at the previous meeting and stated that their association approved the architectural plans. Mr. Dominick added that they were also concerned with the setbacks for the front wall. Mr. Smith noted that this was also approved by the Sunterrace Homeowners Association. Commissioner Holden stated that if the homeowners association approves something, the commission did not like to circumvent their approval. Ms. Ellen Kauti stated that when the homeowners approved the elevations they were not shown the setbacks. Mr. Smith explained that the required setback for the home is 20 feet with different standards for pop-out features. He indicated that this home did conform to this. Mr. Dominick stated that the wall was approximately 12'back from the curb and that the finished stucco wall did not conform to the existing slump stone. Mr. Smith stated that the city standards are either slump stone or stucco and that the city does not make it mandatory to be consistent. Mr. Budd emphasized that his concern with the homeowners being informed and involved. Mr. Smith explained that staff will continue to send all agendas to him for as long as the self-addressed, stamped envelopes as supplied. Mr. Dominick stated that the homeowners did get a notice in November 1996 regarding the submittal by Foxx Development and that was the only one received. Mr. Smith indicated that the city has had the experience where a second developer has come in on an approved 5 - ''�+r.r `'�n✓ MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 tract and needs to inform the present homeowners of its plans. He stated that if the city thinks that this is not being done, as in this case,the city took it upon themselves to send the notice in November. Mr. Smith added that the Architectural Review Commission meetings are public meetings,not public hearings, and the agendas are posted 72 hours in advance in the glass cabinet outside the council chamber. 4. CASE NO.: TT 24254 APPLICANT (AND ADDRESS): ERIC MILLER, ARCHITECT, A.I.A. for SONATA II, 901 Rio Grande Blvd., N.W., Suite D-220A, Albuquerque, N.M. 87104; GOLDEN HILLS PROPERTY MANAGEMENT, 6963 Douglas Blvd.,Box 19, Granite Bay, CA 95746 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscape plans LOCATION: North of Hovley Lane, 1900 feet west of Portola Avenue ZONE: PR-5 Mr. Smith presented the proposed landscape plan. Commissioner Connor asked why there were no gates between the side yards. Mr. Smith indicated that this plan was for the model complex and assumed that once the homes are sold that the walls would be installed. Commissioner Connor explained that there needs to be at least two 24" box trees with leaves on each lot. Commissioner Gregory indicated that the plan was very difficult to read and that is seemed to be lacking trees. Commissioner Connar agreed that the plan was very difficult to read. He added that the citrus trees in 2 foot wide spots by the front doors would not work. Commissioner Gregory added that the mexican fan palms are not called out as far as height and it seems that there is an insufficient amount of trees in the front yard. He also noticed that there are bottle trees on the model units that he originally thought were shrubs. Commissioner Gregory then stated that in order for the commission to review the plan they needed to see something that they could look at realistically. Commissioner Holden questioned the access to the lawn through planters in some areas. Action• It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to continue the request directing the applicant to provide a more detailed plan outlining all the plant material and sizes. Motion carried 4-0, Commissioners O'Donnell and Urrutia Absent. 6 . `�.r` ''�rtr� MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 5. CASE NO.: APPLICANT �AND ADDRESSI: CITY OF PALM DESERT, 73-510 Fred Waring Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Review of final architectural and landscaping plans for soccer facility LOCATION: South side of Hovley Lane, 200 feet west of Corporate Way ZONE: O.S. Jeff Winklepleck presented plans for the soccer field complex located on the south side of Hovley Lane west of Corporate Way. He noted that they have worked closely with Eric Johnson to put in the best products. Mr. Winklepleck indicated that the signage is not as shown on the drawings and that there probably would not be any signage on the building. The building is primarily split fact block with waynes coat along the bottom. Mr. Winklepleck indicated that the plans were brought before the commission to get their suggestions and/or direction. He indicated that they would be using 24" box trees in the parking lot and outlined the eight foot wall along the west side. Commissioner Van Vliet asked if there were any planters along the building. Mr. Winklepleck indicated that they had not decided that yet, but if so it would be very minimal. Commissioner Van Vliet felt it would be nice to get something there to help soften the building some. Commissioner Van Vliet asked if there would be any shade structures between the fields. Mr. Winklepleck indicated that there would not be but that they might install some type of temporary structures if they find that they are needed. Commissioner Connor asked about placing shade trees between the fields for shade. Mr. Winklepleck indicated that in order to get the trees they wanted they would have problems with the maintenance of the grass. He added that they would rather wait until the facility was up and running to see what was needed. Action• It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to recommend approval of the plans for the soccer facility as submitted. Motion carried 5-0, Commissioner Urrutia Absent. 7 � � � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 B. Preliminary Plans 1. CASE NO.: PP/CUP 96-12 APPLICANT�AND ADDRESSI: MULVANNY PARTNERSHIP ARCHITECTS for PRICE/COSTCO, 11820 Northrup Way#E300, Bellevue, WA 98005 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary architectural and landscape plans for proposed gas station LOCATION: 72-800 Dinah Share Drive ZONE: P.C. (2) Steve Smith presented the revised plans for the project located at the northwest corner of Dinah Shore Drive and Monterey Avenue. He noted that the project was before the commission several months ago and that one of the concerns at that time was the access from the driveway off Dinah Shore Drive. They felt it was a traffic concern because it is a high volume driveway and there was quite a grade change to the pad. The representative for the applicant, Kathy Nishihira, explained that they kept the driveway there because there is 120 feet from the entry point of the driveway off Dinah Shore Drive to the access point of the station and it is a right turn lane only there with a stacking point of 90 feet. She felt that they needed this circulation pattern. Ms. Nishihira indicated that the grade reaches a level point where the driveway cuts into the station. Mr. Smith indicated that the grading plan approved by the County of Riverside showed different elevations than what was shown on the applicant's submittal for the area of the driveway. Commissioner Holden stated that they needed the correct grade here. Ms. Nishihira stated that the idea would be to level the pad across where the islands are located because right now it dips in the center. Commissioner Holden felt that the berms could be re-graded to create more of a screen. Ms.Nishihira felt that if they did that everything that is there now would die and it now is mature with a grassy berm and trees. Commissioner Holden felt that if this is what people will see coming off the off ramp at the entry to the City of Palm Desert,he thought it should be screened more. Steve Smith stated that you are coming down 28 feet for about 500 feet at this offramp. Commissioner Connor still had concerns with the entry off Dinah Shore Drive because most of the cars are driving fast and he saw a real potential problem there. Ms. Nishihira felt that without that access they can not achieve the stacking space needed for the islands. Mr. Smith noted that Commissioner Urrutia had suggested 8 . �rr+r` �„� MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 closing off the access from the driveway and move the underground tanks from the east to the west side of the site. Commissioner Gregory asked how they address the concerns noted at the previous meeting for additional screening. He felt that if the berm itself could not be raised than additional landscaping is needed to help screen the station from Dinah Shore Drive. Ms. Nishihira stated that they can always add more trees in the existing berm. Mr. Smith noted that the matter still needed to go before the planning commission for approval of the conditional use permit as gas stations fall into that category. Once we get preliminary approval from the A.R.C. he can refer that plan to the public works department and ask them to have the traffic engineer take a hard look at the access driveway. Mr. Smith suggested that the commission talk about the architecture and landscaping now and when it comes back in the working drawing stages staff can report back to the commission on what position was taken. Commissioner Gregory felt that it would be favorable to look at this through the preliminary stages. Mr. Smith indicated that he spoke to someone the week prior who will be re- designing the signs on the building and he felt the signage for the gas station should be consistent with the new signs. Ms. Nishihira indicated that the signage would read"Costco Gasoline". Action• It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to grant preliminary approval of the architecture only directing the applicant to address the view of the top of the canopy as seen from the offramp along Monterey Avenue. Commission continued the landscaping and site plan directing the applicant to address their concerns regarding the access drive and sufficient screening along Dinah Shore Drive. Motion carried 5-0, Commissioner Urrutia Absent. Mr. Smith indicated that the matter of the access driveway would be referred to the city's traffic engineer. Commissioner Connor felt that the landscaping screening is very important. Commissioner O'Donnell felt that the detail on the top of the roof is very important and indicated that there were no roof plans to review; and therefore, was not sure how much of the roof would be seen from the top of Monterey Avenue. He indicated that this area would have to be clean. Mr. Smith suggested that Ms. Nishihira speak with Mark Greenwood in the public works department today regarding the grading and access driveway concerns. 9 . � � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 2. CASE NO.: PP 97-1 APPLICANT �AND ADDRESSI: GLENN BRADLEY ENGER, A.I.A. for IRONWOOD COUNTRY CLUB, 74-481 De Anza,Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural plans for proposed rental/resale office building LOCATION: Ironwood Country Club ZONE: PR-7 Steve Smith presented the proposed plans far the new permanent sales facility for the resale office at Ironwood Country Club. Commissioner Holden indicated that the building would be placed at the bottom of the existing parking lot. He indicated that the plans had been approved by the Ironwood Country Club Homeowners Association. Motion carried 5-0, Commissioner Urrutia Absent. 3. CASE NO.: PP 97-2 APPLICANT(AND ADDRESSI:KIRKPATRICK ASSOCIATES ARCHITECTS, A.I.A. for EL PASEO RETAIL BUILDING, 1811 Centinela Avenue, Santa Monica, CA 90404 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural plans and materiaUcolor samples for 10,238 square foot retail building LOCATION: 73-670 and 73-680 El Paseo ZONE: G1 Steve Smith presented the plans noting that they are proposing a two-story building between two older buildings. Commissioner Gregory indicated that the first issue to address was the height because it was too high. Mr. Smith noted that two story buildings in this zone are allowed a maximum height of 30 feet. Commissioner Holden discussed his concerns with compatibility with a huge blank wall standing up much higher than the building next to it. He thought it would look larger than most billboards. Commissioner Holden noted that the building would be coming out to the street where the one story buildings next to it are not. He felt that it might help if the building had more interest and undulation. Commissioner O'Donnell would 10 � � � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 like to see more of a street scene extending both to the east and west. Commissioner Connor indicated that he did not mind the height so much if there was more interest on the architecture, especially on the north elevation. Commissioner O'Donnell asked how far back the windows are set in. The representative for the applicant, Patty Poundsmith, indicated that they are set in one foot. Commissioner O'Donnell asked if the roof mounted equipment could be moved. Mr. Smith noted that the poles as shown for the awning treatment would be a problem as the people to the west found out when someone walked into a pole. He added that the applicant can hold the city harmless in the encroachment permit,but encouraged the applicant to look at other design options as to how to support the awnings. Action: It was moved by Commissioner Gregory, seconded by Commissioner O'Donnell, to continue the request directing the applicant to address the following: i) Lower the building height somewhat in order to conform more with the adj acent buildings; ii) Provide more interest on the north elevation; iii) Provide some type of detail, texture, or material on the east and west elevation where the walls are visible from both sides; iv) Add landscaping pockets along the building on the north elevation to help soften it some; v) Look at other options for supporting the awning. Motion carried 5-0, Commissioner Urrutia Absent. Note: Commissioner O'Donnell left meeting at 2:00 p.m. 4. CASE NO. APPLICANT (AND ADDRESSI: MICHAEL J. JAMES c/o COX JAMES ARCHITECTS for DEAN WITTER REYNOLDS, INC., 14 East Pierce Street, Phoenix, AZ 85004 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for addition to existing office building LOCATION: 72-996 El Paseo ZONE: P.C. (3) 11 - � � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 Steve Buchanan presented the plans noting that this is on the back side of the former Columbia Savings building. Mr. Smith noted that it is shaded parking right now in that it is a former drive-thru when it was used for the bank. He indicated that they are adding 1750 square feet to the building and will need seven additional parking spaces for this size. Commissioner Holden indicated that they would need to see complete plans including landscaping, parking, and a site plan. Action• It was moved by Commissioner Connor, seconded by Commissioner Holden, to approve the preliminary plans subject to the applicant providing an accurate site plan, adequate parking, and a landscaping plan for final approval by staff. Motion carried 4-0, Commissioners O'Donnell and Urrutia Absent. C. Miscellaneous Cases: 1. CASE NO.: TT 27882 APPLICANT (AND ADDRESS): JASCORP, 119 Via Scena, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of interior perimeter wall LOCATION: Merano Homes located north and east of the northeast corner of Country Club Drive and Monterey Avenue ZONE: PR-7 Phil Drell presented the plan to the commission indicating that it was the same plan that was before the commission last year. He asked the applicant if the hold harmless agreement was ever exchanged for the easement. The representative for Suncrest, Mr. Rob Bernheimer, stated that Jascorp wanted to record an easement towards Suncrest Mobile Home Park in order to build the wall and he felt that this easement would lower the property value of Suncrest. He indicated that his client asked for a hold harmless agreement and Jascorp came back asking for an easement to place an open fence in order to view the property of Suncrest. Commissioner Holden stated that if the proposed fence was built, Jascorp would have the right to view the golf course at Suncrest but that the property owners at Suncrest would only have the view 12 - � � ,�� MINUTES � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 25, 1997 of the back yards at Merano. Mr. Bernheimer stated that he would need a ten day notice before the issue could be addressed again at this commission as he would need to meet with his engineers and property owners. He added that he still did not know what Jascorp was asking for. The representatives for Jascorp,Mr. Rily Robinson and Mr. Jeff Otterman, indicated that it was the same request that they asked for in October 1996. Commissioner Holden stated that there are provisions in the city's ordinance for yard walls to be plaster finish or block wall. It does not allow for wrought iron on perimeter walls. Mr.Drell added that the ordinance specifies that the property owner who is not building the wall should not be looking at more than six feet of wall. Commissioner Holden stated that it would be a lot clearer if they could see an elevation showing the change in heights and the varying amounts of block wall. He added that they needed to see a section showing the stepping. Commissioner Holden indicated that it would be difficult for him to approve an open fence on an exterior wall. Commission determined that the plans as presented did not allow them to respond adequately to the concerns noted. They suggested that the applicant provide a complete plan along the north property line. Action: It was moved by Commissioner Connor, seconded by Commissioner Holden, to continue the request until an accurate elevation is provided showing the change in heights, the varying amounts of block wall, and the stepping of the wall. Motion carried 4-0, Commissioners O'Donnell and Urrutia Absent. 2. Mr. Smith presented preliminary colored elevations and material samples for a proposed gas station/food court at the northeast corner of Cook Street and Gerald Ford Drive noting that the item was not on the agenda,hence no action can be taken. He noted that the request would be going before the planning commission the following week and he would like to take this commissions input to that meeting. Mr. Smith noted that the `freeway overlay commercial zone' would be going before the city council at their March 13th meeting. The service station would be on the corner and would include a car wash and convenience store. The maximum height of the car wash structure is about 16 feet. Mr.Bert Bitanga of Frank Urrutia's office was present to answer questions on the architecture. Commissioner Connor noted that you can't even tell it is a gas station and thought it was an interesting concept. Mr.Bitanga indicated that there would be three lanes. The applicant,Katrina Heimrich, stated that the area is approximately 70,000 square feet which is much more than any other gas station. Commissioner Van Vliet stated that he thought it looked dynamite. Ms. Heimrich indicated that the architecture of the food court would tie-in with the architecture of the service station. Commissioner Holden stated that he thought it was the kind of thing the commission is looking for in the way of service stations. 3. Mr. Smith reported that Mr. Curtis Shupe is working on a minor remodel at the Pinard Building located on the south side of Highway 111, just east of Portola Avenue. The redesign consists of adding six column features and painting. Mr. Smith asked if the commission wanted to see the remodel plans of if they wanted staff to handle it. Commissioner Holden noted that they are simply enhancing the existing building. Commission felt that the remodel could be handled at staff level. IV.
