The meeting was called to order at 12:30 p.m.

II. APPROVAL OF MINUTES:
It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to
approve the minutes of the December 23, 1996 meeting as submitted. Motion carried 5-0-1,
Commissioner Urrutia Abstaining.

Mr. Smith outlined the request by Heath & Company Signs to install a raceway
mounted Bank of America sign. There was no one present on behalf of Heath and
Company nor Bank of America. Commissioner Urrutia asked why the sign was
proposed on a raceway when the rest of the sign program did not involve the use of
a raceway. Staff was unable to respond to the question.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell,to
continue the case until a representative is present to respond to questions. Motion
carried 6-0.

APPLICANT (AND ADDRESSI: IMPERIAL SIGN COMPANY, INC. for

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign face
replacement with exposed red neon around the sign cabinets
LOCATION: 74-220 Highway 111
ZONE: C-1
Mr.Alvarez outlined the request which was two fold. The applicant wishes to install
a neon outline around the existing sign mounted on the west fascia. Second, the
applicant wishes approval of a new sign face in the existing can sign. Mr.Mark Ross
was present on behalf of Imperial Sign Company and Trans 2 of the Desert.
Following extensive discussion the commission took the following action.

Action:
It was moved by Commissioner Urrutia,seconded by Commissioner Holden,to deny
the request to place neon around the existing sign and to approve the new sign face
in the existing can subject to the following:
i) that the sign not include neon outline; and
ii) that the sign colors match the colors in the existing sign; and
iii) that no permit for this new signage be issued until the issue with the
chain link fence in the rear of the business is resolved(i.e. removed
or a permit is obtained for same); and
iv) that the bottom line of copy on the proposed sign "Your
Neighborhood Electric Vehicle Outlet"be deleted.
Motion carried 6-0.
3. CASE NO.: 4769 SA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 73-900 El Paseo
ZONE: C-1
Mr.Alvarez presented a sample letter and photographs stating that the sign would be
located at 73-900 El Paseo. Mr. Alvarez stated that the sign would read "Napa's
Tapas,Wine,Food and Coffee Bar". The letters would be 12" individual burgundy
foam letters for the top row and 7" letters for the bottom row. Commissioner Holden
asked if the letters would be illuminated and Mr. Alvarez stated that they would not
be.
Action:
It was moved by Commissioner Van Vliet, seconded by Commissioner Holden,to
approve the sign subject to having only two of the three menu items. Motion carried
6-0.

Mr. Smith advised that revised plans had not been received.
Action:
It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to
continue the case as the revised plans had not been received. Motion carried 5-0-1,
Commissioner Gregory Abstaining.
5. CASE NO.: PP 94-4

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
landscaping plans
LOCATION: Southwest corner of Fred Waring Drive and San Anselmo Avenue
ZONE: O.P.
Mr. Smith reviewed the plans pursuant to Eric Johnson's comments which were
noted on the plans. There was no one present to represent the applicant.
� Commissioners Connor and Gregory reviewed the plans noting that there were still
problems with certain materials. Specifically, the sonoran palo verde should not be

planted in a lawn,the cape honeysuckle on the south side of the building will fry,the
acacia aneura in the parking lot is not an approved parking lot shade tree, and the star
jasmen is not appropriate. Commission urged the applicant to obtain the service of
a professional landscape architect.
Action:
It was moved by Commissioner Connor, seconded by Commissioner Van Vliet,to
continue the case. Motion carried 6-0.

Mr. Buchanan reviewed the plans indicating they were similar to the sports club.
Commission reviewed the architecture and landscaping plans.
Action:
It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell,
to grant final approval to the landscaping and architectural plans for the clubhouse
at Indian Ridge Country Club. Motion carried 6-0.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final
approval of architectural and landscaping plans for limousine warehouse and storage
facilities
LOCATION: 72-255 Sheryl Drive
ZONE: S.I.
Mr. Smith presented the plans stating that this proposal was similar to one presented
by the applicant, Cardiff Limousine, in August of 1996. The proposal would vary
slightly in lay-out and would be located on the same street just 300 feet east on
Sheryl Drive. Commission reviewed the plans. Mr.Alvarez stated that Eric Johnson
had reviewed and commented on the landscape plan and felt that the plan should be
re-submit based on his comments.
Action:
It was moved by Commissioner Connor, seconded by Commissioner O'Donnell,to
grant preliminary approval of the architectural plans subject to a revised landscaping
plan being submitted to address Mr. Johnson's comments. Motion carried 6-0.
2. CASE NO.: PP 86-28, Amendment No. 2

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
revised column/trellis elevation
LOCATION: Best Buy in 111 Town Center
ZONE: P.C. (3) S.P.
Mr. Smith reviewed the proposed change to the trellis detail noting the commission
had previously approved it with 2 x 8 members at 12" on center. The present request
shows steel tubing at 4' on center with mesh between and indicates landscaping
growing on the mesh. Commission asked how the would get water to the
landscaping and how long it would take to grow to the top. Commission preferred

the previously approved plan.
Action:
It was moved by Commissioner Holden, seconded by Commissioner O'Donnell, to
deny the current request to use steel tubing and mesh. Motion carried 6-0.
Mr. Smith indicated that he had a request from Mr. Geiser of MCG Architects to ask
if 2 x 8's at 16" on center would be acceptable if the steel tubing and mesh was not
acceptable. Commission indicated that 2 x 8's at 16" on center would be acceptable.
3, CASE NO.: TT 23940-3
APPLICANT (AND ADDRESSI: CENTURY/VINTAGE HOMES for

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary
architectural plans
LOCATION: Sunterrace (Northwest corner of Hovley Lane East and Eldorado
Drive)
ZONE: PR-5
Mr. Smith indicated that Century Homes will be building homes in part of
Sunterrace. The plans have been reviewed by some homeowners in the tract and the
Homeowners Association Architectural Committee. Mr.Pat Lahey and Mr. A.Kauti
wrote letters indicating acceptance of the plans subject to conditions. Mr. Kauti was
present to support the request. Mr. Dennis Cunningham was present on behalf of
Century Homes and made a brief presentation. Bruce Maize was present on behalf
of Sierra Nova to the north and asked Mr. Cunningham questions relating to height.
Homes will comply with the 18 foot height limit.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to
grant preliminary approval of the architectural and landscaping plans as presented.
Motion carried 6-0.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 10' front yard
setback and material exception for fence
LOCATION: 47-833 Sun Corral Trail
ZONE: R-1 10,000
Mr. Alvarez presented the item before the commission stating that the applicant was
requesting approval of a 10 foot setback for a 6 foot high redwood fence. Mr.
Alvarez stated that the zoning ordinance required a 15 foot setback for front yard
fences at 6 feet in height. Furthermore, the proposed redwood material was not
considered an allowable decorative material for front yards. Mr. Scalisett stated that
the purpose of the fence was to keep his five year old child off the street as the cars
are going very fast down this street. Commissioner Van Vliet asked what the
distance was from the face of the curb to the property line. Mr. Smith obtained a
street plan from the public works department which showed a 12 foot right-of-way.
Commissioner Holden stated that he wold not approve any fence extending into the
city public right-of-way because it would be a public works issue. Commission also
stated that they would not like to see a six foot high fence along the total frontage.
Mr. Scarlisett stated that as the photographs indicated,the oleanders would cover the
fence within a short time. Commission replied that with the oleanders there would
be no need for the fence.
Action:
It was moved by Commissioner Gregory, seconded by Commissioner O'Donnell, to
approve the fence and material of new fence in front of residence at 4 feet high and
12 feet from face of curb (which was the beginning of the property). Commission
also moved to allow the existing front yard fence to remain at it's present height of
6 feet subject to it being moved to 12 feet from the face of curb or with an
encroachment permit received from the Department of Public Works. Motion carried
6-0.

IV. ORAL COMMUNICATIONS:
Mr. Smith told the commission that Ms.Bitter had received a telephone call from Mr. Larry
Carlson, landscape architect for Lucky, this morning. Mr. Carlson asked if he was on the
agenda and indicated he was in his car in Orange County on his way to attend the meeting
today. Ms. Bitter indicated that due to lack of receiving revised plans or a phone request to
put the matter on the agenda,it was not on the agenda. Ms.Bitter did encourage Mr. Carlson
to attend and present his compromise proposal and that since it was not on the agenda the
commission could not take action but they could offer comments on same.
When staff learned that Mr. Carlson planned to be present, Ms. Bitter contacted Mr.
Goudswaardy,who was present. Mr.Goudswaardy addressed the commission and noted that
even though there is no approved landscape plan in this part of the property, the area has
been planted with large palm trees and people are working on the irrigation system.
Commission noted that any work which is being done is not approved and is strictly at risk
that it may not be approved and may need to be removed.
Commission directed staff to send the applicant(Lucky and its architects) a letter advising
that any work being done in the west perimeter of the site between the street and the nine
parking spaces, approximately 75 feet from the north property line, is being done at the
applicant's risk in that the landscape plan needs to be revised and approved to be consistent
with the grading plan which has been implemented in the field.
