APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Connor,to approve the minutes of the January 14, 1997 meeting as submitted. Motion carried 6-0. III. CASES: A. Final Drawings: 1. Mr. Smith reported that the request was before the commission at their last meeting but that staff was still waiting to heax from the applicant on why they wanted to use a raceway when no other signs in the center are on a raceway. Action• It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the sign with no raceway per the existing approved sign program. Motion carried 6-0. 2. CASE NO.: 4778 SA APPLICANT�AND ADDRESSI: PALMS TO PINES CANVAS for MOM'S SILK FLOWERS & TREES, 69 Pinyon Pines, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-260 El Paseo, Suite 3A ZONE: C-1 Mr. Alvarez presented photographs and renderings indicating that the teal awning with 8" letters reading "Mom's Silk Flowers and Trees" would be 11' wide and extended out 32". Mr.Bedrosian asked if the existing sign would be removed. The applicant, Ernie Brooks, confirmed that the existing sign would be removed for placement of the awning. Action• It was moved by Commissioner Gregory, seconded by Commissioner O'Donnell, to approve the awning as submitted subject to removal of the existing sign. HARRIS for SUNLIFE MEDICAL BUILDING, 14 Park Mirage,Rancho Mirage,CA 92270;ROBERT A.RICCIARDI, A.I.A., 75-090 St. Charles Place, Suite A,Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised landscaping plans and carport detailing LOCATION: Southwest corner of Fred Waring Drive and San Anselmo Avenue ZONE: O.P. Mr. Smith reported that there are two aspects of the proposal befare the commission today. One issue was a letter received from Mr. Ricciardi dated January 24,1997. Mr. Smith explained that Mr.Riccardi presented drawings for a typical metal carport structure to be added to the medical building. He informed Mr. Riccardi that the city typically asks for some type of wood fascia treatment ar stucco finish on the carport structures and this letter was Mr. Ricciardi's response. Commissioner Urrutia noted that the details show a optional 8" enclosure on the ends. He indicated that this enclosure should be required. Mr. Bedrosian questioned the space allocated for the required trash enclosure(s). The second issue was the revised landscape plan. Commissioner Connor stated that there still is plant material on the plans that will not grow here in the desert. Commissioner Gregory agreed. Action• It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the metal carport structure as designed with the condition that the 8" metal fascia be required on the ends. The commission also approved the revised final landscaped plan subject to the changes and conditions noted on the plan. Motion carried 6-0. 3 , • � � MINUTES ARC�IITECTURAL REVIEW COMMISSION JANUARY 28, 1997 B. Preliminary Plans: 1. CASE NO.: TT 24254 APPLICANT �AND ADDRESS): ERIC MILLER, ARCHITECT, A.I.A. for SONATA II, 901 Rio Grande Blvd., Suite D-220A, Albuquerque,N.M. 87104 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of architectural plans for Plan A, B and C LOCATION: North of Hovley Lane, 1900 feet west of Portola Avenue ZONE: PR-5 Mr. Smith reported that the plans were a new phase of 68 homes at Sonata II on the north side of Hovley Lane East between Casa Blanca on the east and the existing Sonata development on the west. The architect, Mr. Eric Miller, provided a color board and introduced Mr. Jerry Kilpatrick and Mr. John Rinehy. Commissioner Gregory discussed his concerns with the lack of solar protection on the south side where there were gable roofs and stressed that this was an issue that needed to be addressed. Mr. Miller noted that there were 26 units built in the first phase and that these plans reflect these original units. He added that they will be using insulated glazing and inside blinds. Commissioner Urrutia asked what the typical distances were between the buildings. Mr. Miller explained that the worse case is Model C where it would be 12' to 15' between buildings.Mr. Smith noted his concerns regarding the east end of the project as it abuts the existing Casa Blanca development. He suggested that in this area the applicant might want to look at a lower pitch roof to coincide with what is existing. Commissioner Holden explained that where there are minimum setbacks they have used the maximum roof heights available at 18 feet with only 10 feet between houses. He noted that if the distance between the homes is 20 feet or more, then the heights would be acceptable. Commissioner Urrutia suggested using some hip roofs on the ends rather than using all gable ends. He added that the front elevations were O.K. and that it was the side yards that he was concerned about. Mr. Kilpatrick noted his concerns with changing to hip roofs as it would change the interiors that they are trying to achieve. Commissioner Holden agreed and added that the change to hip roofs did not have to be done on each and every home. Commissioner O'Donnell added that the exposure on the gable ends increases the cooling load and this was an issue that had to be addressed. Commissioner Urrutia agreed and noted the windows that get direct sun. Commissioner Van Vliet felt that the applicant should re-study the elevations and site plan and return to the commission with the changes. Commissioner Holden added that they also needed to point out what the set backs are. Mr. Smith asked the commission if they wanted to address the issue of the easterly most units adjacent to Casa Blanca. Commissioner Gregory felt that this should be included in the re-study. Action• It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to continue the case to allow the applicant to resolve the issues of heights, setbacks, lack of solar protection, and roof lines. Motion carried 6-0. IV. Miscellaneous: 1. Future Proposal for Propertv at Cook Street and Gerald Ford: Mr. Smith reported that staff received a proposal yesterday for the property at Cook Street and Gerald Ford. The item is not on the agenda,however,he thought the commission could provide some feedback. He indicated that the question the applicant would like to propose is if it is the architecture theme they wanted. Commissioner Holden stated that it was not. Mr. Smith noted that it was not just a service station/convenience store but that they have added lube bays, detailing bays,car wash, and a drive-thru for the convenience store. Mr. Smith added that he suggested to the applicant that the blank car wash wall facing Gerald Ford Drive should be bermed up to the roof. This will be adjacent to a food park that is being planned to the north and east of this property. The applicant,Mr. Marvin Roos, noted that he would like to take back some specific criteria back to the architect. Commissioner Holden would like to see plain, clean desert contemporary architecture. Commissioner Urrutia indicated that the roof form needed to be restudied, i.e. lack of overhangs and solar protection. He suggested using other materials such as masonry, veneer, brick, stone, or split-face block. Commissioner Holden indicated that he would rather see the three buildings tied together instead of three different structures. Commissioner Urrutia added that on a site this size there should be more space available adj acent to the car wash to dry off the vehicles. Mr. Smith noted that he explained to the applicant that the city does not allow drive-thus but , that they have planned this for the future possibility of the city approving drive-thrus. 5 ^ • � � �a MINUTES ARCHITECTURAL REVIEW COMMISSION JANUARY 28, 1997 2. Proposed `Freeway Commercial OverlaX Zone District': Mr. Smith noted that the commission received a draft copy of the proposed `Freeway Commercial Overlay Zone District' ordinance that is being presented to the planning commission on February 18th. He explained that what this does is establish overlay zone areas at the freeways where drive-thru restaurants can be approved through a conditional use permit. It also approves freeway signage as high as 60 feet. It limits the number of signs on the freeway signage to a maximum of six. It also throws out the color limits because they want to encourage people to use their national logos so that the drivers will be able to recognize them from a distance and can decide if they want to exit the freeway before they actually reach the offramp. Commissioner Holden asked if the placement of the signage will be controlled. Mr. Smith indicated that it would. 3. Chain Link Fence for Driving Range at College of the Desert: Commissioner O'Donnell reported that he and Commissioner Connor met with representatives from College of the Desert and the operators of the driving range regarding their chain link fence. He indicated that the current owners of the driving range are selling the facility and the new owners presented a new plan showing the majority of the chain link fence being changed to wrought iron, especially the fence fronting Fred Waring Drive. They will also be adding quite a bit of landscaping along San Pablo and will be eliminating the fence at the library. Whatever fence is remaining in chain link will be painted black to match the wrought iron. Commissioner O'Donnell indicated that the final plan will be back before this commission before a final agreement is made. He added that it was also agreed to place a monument sign on the corner of San Pablo and Fred Waring Drive to be consistent with what the city is doing with sandstone. V.
