APPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to approve the minutes of the July 8, 1997 meeting as submitted. Motion carried 4-0-2, Commissioners Holden and O'Donnell Abstaining. III. CASES: A. Final Drawings: 1. CASE NO.: APPLICANT(AND ADDRESS): FOXX DEVELOPMENT for BACCARAT, 73-111 El Pasco, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-111 El Pasco MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 22, 1997 ZONE: C-1 Mr. Smith presented the drawings showing the red awning with white letters. Commissioner Holden asked how many awnings were proposed. The representative for the applicant,Mr. Jim Foxx, indicated that they were requesting approval of four awnings with three of the four awnings facing El Paseo and projecting out the same distance as the adjacent yellow awnings. Action It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the four awnings as submitted with white copy subject to the awnings projecting no further than the adjacent yellow awnings. Motion carried 6-0. 2. CASE NO.: 4856 SA APPLICANT (AND ADDRESS): SPEEDY SIGN-A-RAMA,USA for DESERT FURNITURE, 41-905 Boardwalk, Suite U, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 72-811 Highway I I I ZONE: C-1 Mr. Alvarez presented drawings of the proposed signage as well as photographs of the building noting that the banners would be removed. The permanent signage would be individual channel gator foam letters with 15" caps and 14" lower size letters. The representative for the applicant,Mr. Fred Harrington, indicated that they would use white gator foam letters with the returns in either white or brown to match the building. Commissioner Urrutia asked why there were two different signs for the business. Mr. Harrington explained that there was not enough room on the back side of the building for the same sign as the front and therefore the signage on the back had to be reduced. Action It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the signage with dark brown returns to match the existing background color. 2 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 22, 1997 Approval subject to removal of the banners. Motion carried 6-0. 3. CASE NO.: APPLICANT (AND ADDRESS): M. EARL MORLEY for VILLAGE COMPLEX,44-850 Las Palmas,Unit G,Palm Desert,CA 92260;ALL PROPERTY SERVICES, 44-850 Las Palmas, Unit G, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of wall mounted signage LOCATION: Northwest corner of San Pablo and Highway 111 ZONE: C-1 Mr. Alvarez presented the drawings for the proposed signage as well as photographs of the site and wall where the applicant was requesting approval to install a 1/4" thick plastic sheet with signage. Commissioner Urrutia asked if the wall was in the public right-of-way. Mr. Smith indicated that if the wall was in the public right-of-way that this commission could review the sign and determine its compatibility and the applicant would have to obtain an encroachment permit from the public works department. The representative for the applicant, Mr. Ira Boico, stated that the planter area behind the wall was 18' long and 36" deep. Commissioner Gregory asked if there was water going to the planter. Mr. Boico indicated that he is not watering the planter area as he just filled it with palm springs gold. Commissioner Urrutia stated that the wall needed to be repaired and painted and that he would rather see individual letters mounted on the wall. Commissioner Gregory stated that he would like to see some plant material in the planter area and suggested individual gator foam letters mounted on the wall. Mr. Bioco felt that the gator foam letters would not last because of the accessability for vandalism. Commissioner Gregory explained that the location is a prominent location and they would like the sign to look more beneficial. Mr. Boico stated that the proposed sign would cover the crack in the wall. Commissioner Gregory felt that a large sheet of plastic would not be acceptable for signage. Commissioner Urrutia agreed and felt that the wall should be sacked or plastered to give the wall a look like it was repaired. 3 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 22, 1997 Action It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the request to allow the applicant to re-design the signage as discussed. Commission suggested repairing and painting the wall, signage with individual letters directly mounted on the wall, and added planter material for color. Motion carried 6-0. 4. CASE NO.: PP 97-4 APPLICANT (AND ADDRESS): GUY EVANS, INC., 31-276 Dunham Way, Thousand Palms, CA 92276 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to change east wall at yard area to tan precision block and change band detail at top of building LOCATION: 75-165 Sheryl Avenue ZONE: S.I. The applicant, Mr. Guy Evans, explained that the west and south walls of the building are precision block and that he would like to keep the front wall split block and change the remaining elevations to precision block. Mr. Evans also requested a change in the band detail by eliminating the soldier course completely and adding one green band to incorporate his company color. Commissioner Urrutia felt that the soldier course banding should remain as it made the building look longer,not higher. He suggested replacing the lower band with one green stripe. Commissioner Urrutia felt that the building would look better with two green stripes that were carried all the way around to tie it all together. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the change from split block to precision block from the front elevation to the west roll-up door and approved the elimination of the soldier course along the top of the building replacing it with two recessed courses painted hunter green. Soldier course to be maintained along front elevation. Motion carried 6-0. 4 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 22, 1997 5. CASE NO.: APPLICANT (AND ADDRESS): RONALD GREGORY ASSOCIATES, INC. for LOWE RESERVE CORPORATION, 74-020 Alessandro, Suite E, Palm Desert, CA 92260; LOWE RESERVE CORPORATION, Post Office Box 3139, Palm Desert, CA 92261 LOCATION: Northwest corner of Haystack and Portola Avenue ZONE: O.S. Mr. Alvarez presented the landscape plan to the commission indicating that all the comments and changes by staff have been worked out with Ron Gregory and Associates. Action It was moved by Commissioner Connor, seconded by Commissioner Holden, to approve the landscape plan as submitted. Motion carried 5-0-1, Commissioner Gregory Abstaining. B. Miscellaneous: 1. CASE NO.: VAR 97-2 APPLICANT(AND ADDRESS): DAVID R. OLSON ARCHITECTS,6 Morgan, Suite 100, Irvine, Ca 92618 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of variance from allowed 18 feet above approved pad to a request height of 19 feet above pad at second story area LOCATION: 173 Wanish Place (Bighorn) ZONE: P.C.D. 5 *Moe MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 22, 1997 Mr. Alvarez presented the plans to the commission indicating that the home is located in the hillside area near the water tanks with the closest pad behind it being 35 feet higher. Commissioner Connor stated that the driveway going into the garage slopes down over 18 percent so the garage could not be lowered. Action It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to continue the request until approval is received by the Bighorn Homeowners Association.
