I. CALL TO ORDER:
The meeting was called to order at 12:30 p.m.

II. APPROVAL OF MINUTES:
It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to
approve the minutes of the June 10, 1997 meeting as submitted. Motion carried 6-0.

Mr. Alvarez reported that the signage met code requirements for size,however staff
wanted the commission's approval on the green,red and purple 24" channel letters.
Action
It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to
approve the signage as submitted. Motion carried 6-0.
2. CASE NO.: 4850 SA
APPLICANT (AND ADDRESS CHURCHILL MANAGEMENT for

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of exterior
modification and awning with signage
LOCATION: 73-151 El Paseo, Suite F
ZONE: C-1
The applicant,Mr.David Fletcher, explained that the circular storefront window and
marble would be removed. The marble on the bottom and sides of the doors will be
replaced with a stone material and the marble above the door would be replaced with
a lighter shade stucco. He added that the awning would not project past the existing
arch and the single door facing El Paseo would be removed.
Action
It was moved by Commissioner O'Donnell, seconded by Commissioner Connor, to
approve the exterior modification and awning as submitted. Motion carried 6-0.

Mr. Alvarez reported that this item was before the commission at their last meeting
to review the landscaping for the remodel from residential to office. He indicated
that the planning commission continued the item to see if something could be done
on the front elevation to make it look more like an office. Mr. Alvarez indicated that
the plan before the commission today was brought back to the planning commission
and was approved subject to the Architectural Review Commission's approval of the
exterior modifications. The applicant, Mr. Gary Lohman, indicated that he is not
requesting approval of the signage at this time. Mr. Alvarez stated that the planning
commission gave the Monterey Avenue corridor as an example of what they are
looking for.
Commissioner Urrutia asked about adding some type of glass at the top. Mr.
Lohman explained that this is a storage area and probably will continue to be used
as storage. Commissioner Urrutia suggested using an opaque glass. Mr. Lohman
indicated that they did study that possibility but are trying to look more like Dennis
Godecke's building to the south. Commissioner Gregory stated that he would prefer
to keep the building the way it is now. Mr. Lohman explained that the wood fence
would be removed leaving the existing masonry fence. He added that they will keep
the swimming pool and deck to use as a break area for employees. Mr. Smith
indicated that they will need to fence the pool area.
Action
It was moved by Commissioner Holden, seconded by Commissioner Connor, to
approve the exterior modifications as submitted. Motion carried 5-0-1,
Commissioner Gregory Abstaining.
4. CASE NO.: PP 96-13

drawing

Mr. Buchanan reported that the elevations on the final working drawings were the
same as approved on the preliminary plans,however, they have omitted the parking
structure for the employee parking in the rear. Mr.Alvarez reported that staff has not
received a revised landscaping plan for this area.The commission explained that they
would need to see the revised landscape plan for the area where the carport was
removed because there are shading requirements that have to be met in the parking
lot area.
Action
It was moved by Commissioner Holden, seconded by Commissioner Connor, to
approve the architectural plans only subject to staff receiving a revised landscape
plan prior to the rough grading inspection. Motion carried 6-0.
5. CASE NO.: PP 95-7

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working
drawings for restaurant building
LOCATION: 73-995 El Paseo
ZONE: C-1
Mr. Buchanan reported that the final working drawings were the same as the
approved preliminary plans. Commissioner O'Donnell asked about the landscaping
plan. Mr.McFadden indicated that the landscaping plan is being redesigned and will
be submitted at a later date.
Action
It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet,
to approve the final architectural plans only subject to the landscaping plan being
submitted prior to the rough grading inspection. Motion carried 6-0.

B. Preliminary Plans:

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
revised building elevations, patio addition and signage

The representative for the applicant, Mr. Steve Lewis, explained that the
commission's concerns discussed at the last meeting were the amount of stone, the
entry element, the trellis, and the amount of landscaping on the outside patio. He
showed where the stone was reduced and the entry element and the trellis structure
lowered. The commission discussed their concerns with the view of the back side
of the entry element from Highway 111 and suggested that they lower the entry
statement. Mr. Lewis asked how far they needed to lower the entry element.
Commissioner Holden stated that 5 feet lower would be acceptable. Commissioner
O'Donnell stated that he would prefer that the tower element be tied back to the
existing roof structure. Commissioner Urrutia felt that the entry element could be
lowered and still maintain the signage. Mr. Lewis stated that he could not guarantee
that they will be able to both lower the entry element and tie it back to the existing
roof structure.
Action
It was moved by Commissioner Holden, seconded by Commissioner O'Donnell, to
approve the preliminary building elevations and patio addition subject to lowering
the entry element and tieing it back to the existing roof structure. Motion carried 5-1,
Commissioner Urrutia Voting No.

C. Miscellaneous:

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of tan colored
precision block 6'high garden wall
LOCATION: 74-399 Old Prospector Trail
ZONE: R-110,000
Mr.Alvarez reported that the applicant is requesting an exception to the required wall
material. He indicated that it is a 6' high stone side wall that meets all code
requirements with the exception of material. Mr.Alvarez indicated that the case was
before the commission for approval of the decorative material as he is proposing
colored precision block.
Action
It was moved by Commissioner Holden, seconded by Commissioner Gregory, to
approve the garden wall as submitted. Motion carried 6-0. The commission
suggested using colored grout, raking the horizontal joints, and filling the verticals.
