CASE NO.: 4790 SA APPLICANT (AND ADDRESSI: PARAGON SIGNS for ROBERT REED, D.D.S., 77-650 Enfield Lane, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage - � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 11, 1997 LOCATION: 73-071 Fred Waring Drive ZONE: C-1 Mr.Alvarez presented the drawings for the proposed signage indicating that it would be a non-illuminated 24 square foot sign placed on the top fascia facing Fred Waring Drive. Action• It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the business identification signage as submitted. Motion carried 5-0, Commissioner Urrutia Absent. 2. CASE NO.: 4793 SA APPLICANT (AND ADDRESSI: PARAGON SIGNS for SL7NLIFE MEDICAL CENTER, 77-650 Enfield Lane, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-211 Fred Waring Drive ZONE: O.P. Mr. Alvarez presented photographs of the proposed non-illuminated sign to be installed on the north elevation. "Sunlife Medical Center"would be gold metal faces with a red plexi-glass star. The signage would be placed on the fascia overhang at the entrance. Action• It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the business identification signage as submitted. Motion carried 5-0, Commissioner Urrutia Absent. The applicant, Don Glenda, stated that the owner is also asking for signage on the east and west elevations. Commissioner O'Donnell felt that this signage would be redundant and takes away from the beauty of the building. Mr. Glenda stated that the 2 �' � MINUTES ARCHITECTURAI. REVIEW COMMISSION MARCH 11, 1997 owner is concerned with the only signage facing Fred Waring Drive because it is so close to the street that people won't see the sign until they get to the building. Commissioner O'Donnell noted that the owner should have set the building back more if he was concerned about this. Commissioner Gregory suggested a monument sign at the driveway entrance on Fred Waring Drive. Mr. Glenda asked if a monument sign could be illuminated. Mr. Smith indicated that it could be considered and suggested that a reverse channel letter look would be viewed more positively. He directed Mr. Glenda to submit a proposal for the commission's review. 3. CASE NO.: CUP 97-3 APPLICANT (AND ADDRESS): JOHN AND GARY CRAIG, 39610 Medina Court, Murrieta, CA 92562 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of strawberry stand LOCATION: 42-575 Washington Street ZONE: P.C. (2) Mr. Smith reported that the planning commission approved the use of the strawberry stand for a one year trial basis on the lawn area in front of the Kerrigan medical/ office building on Washington Street and Dudley Drive. One of the conditions of the planning commission approval is that the stand be pushed back 40 feet as they were concerned with the traffic circulation. The applicant,Gary Craig,presented a revised plan showing a tile roof. He indicated that he tried to follow the style of the office/medical building that he would be sitting in front of. Mr. Craig added that he wanted to place shutters on the ends of the stand for ventilation. Commissioner Gregory asked if this was a temporary building. Mr. Drell indicated that it was temporary as it is on wheels and will be driven away by the end of May. Commissioner O'Donnell asked about signage. Mr. Craig indicated that it would be as shown on the drawing. He added that he would also like a grand opening banner. Mr. Drell suggested something in the shape of a strawberry directing people to drive down Dudley Drive. Commissioner O'Donnell asked about parking. Mr. Craig indicated that it would be off-street parking. Mr. Drell felt that they needed a directional sign on the corner to tell people to drive down Dudley Lane. 3 i..: � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 11, 1997 Action• It was moved by Commissioner Holden, seconded by Commissioner Gregory, to refer the matter to staff for final approval. Motion carried 5-0, Commissioner Urrutia Absent. 4. CASE NO.: PP 95-5 APPLICANT (AND ADDRESSI: MADISON MARQUETTE c/o ALTOON & PORTER for THE GARDENS ON EL PASEO, 5700 Wilshire Blvd., Los Angeles, CA 90036 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings LOCATION: South side of El Paseo between San Pablo Avenue and Larkspur ZONE: C-1 Mr. Drell and Mr. Buchanan presented the final working drawings showing that the Saks building was bigger and the two center buildings on El Paseo were changed from two story to one story. Commissioner Holden stated that one of the commission's concerns was from Shadow Mountain Drive where the parking structure is so vast and landscaping is minimal. Mr. Drell noted that the commission was not reviewing the parking structure today but that the structure will now follow Shadow Mountain Drive and will be no higher than 2 feet above the grade. Commissioner Holden felt that there needed to be some way to soften the massiveness of the parking structure. Mr. Drell noted that there were trellis's on the original plans but questioned the ability to grow anything there. Commissioner Connor noted that the commission had talked about placing additional planter areas to help soften the massive structure. Commissioner Van Vliet asked why the commission was not reviewing the parking structure today with the final working drawings. Mr. Drell explained that the structure was not being designed by Altoon & Porter and is a design build structure. Commissioner O'Donnell stated that he would be uncomfortable with approving the architecture of the building without seeing the parking structure because of the scope of the structure. Mr. Buchanan indicated that the parking structure will be a deferred submittal from Span-Crete, and in meeting with them last week, they indicated that they will be doing some type of trellis work. Commissioner Gregory stated that the design builder should be made aware of the commission's concerns. Commissioner Holden noted that Span-Crete is a structural engineer firm not an architect or landscape architect. Mr. Buchanan indicated that they have been in contact with him regarding potted trees. Commissioner Holden stated that he wanted to see the drawings for the parking structure at this stage. Commissioner Connor agreed noting his concern with the design of the building having to be changed to accommodate the parking structure. Mr.Buchanan indicated that because the upper deck has been dropped approximately 6 feet, the parking structure is being redesigned. Action• It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to continue the request directing the applicant to include the revised plans for the parking structure with the architectural plans for final approval. Motion carried 5-0, Commissioner Urrutia Absent. Commissioner Holden indicated that he didn't have a problem with the architecture of the building. His concern is the back side of the building and how it addresses the residents. With the building being lowered the residents now have a full view of the parking structure from Shadow Mountain Drive and it probably makes what is going on with the parking structure even more critical than before. Commissioner Holden stated that he thought the preliminary plans showed landscaping actually dipping into the structure. Mr. Smith asked about using 6' box trees to get them up above that point. Commissioner Holden also suggested some type of terracing. Commissioner O'Donnell felt that the lighting of the structure was also critical. B. Preliminary Plans: 1. CASE NO.: PP 97-2 APPLICANT �AND ADDRESS): KIRKPATRICK ASSOCIATES ARCHITECTS, A.I.A. for EL PASEO RETAIL BUILDING, 1811 Centinela Avenue, Santa Monica, CA 90404 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary architectural plans for 10,238 square foot building LOCATION: 73-670 and 73-680 El Paseo ZONE: C-1 Steve Smith presented the revised plans noting that the building has been reduced to 23 feet in height. The applicant,Patty Poundsmith,indicated that lowering the height of the building has now made it 5 feet above the adjacent building instead of 8 feet. She added that in providing more interest on the north elevation they have added landscaping and cut back some of the massiveness. She also showed where the cornice trim is wrapped around the building on the east and west elevation and how the awning will be cantilevered rather than having the posts. Commissioner Holden asked if there was a step along the side. Ms. Poundsmith indicated that there was because the site slopes higher in the parking lot. Commissioner Gregory asked about landscaping added to the front as discussed at the last meeting. Ms. Poundsmith indicated that they have added potted plants. Mr.Drell indicated that the plants have no chance for survival on the south elevation because the temperature of the pots gets so hot that it cooks the plants. Commissioner Gregory stated that they could use pots and not plant them in the summer. Action• It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the revised preliminary plans as submitted. CASE NO.: PP 84-39 Amendment#1 APPLICANT (AND ADDRESSI: LEEDS & STRAUSS for VACATION INN, 11975 El Camino Real#103, San Diego, CA 92103 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural and landscaping plans for hotel remodel/addition LOCATION: 74-695 & 74-715 Highway 111 ZONE: P.C. (4) Mr. Smith outlined the site plan showing the former Pasta House restaurant to the west of the existing hotel. They will be converting the restaurant to a conference center/meeting area. As well,they are looking at 22 additional suites to the rear. Mr. Smith noted that the landscape plan was conceptual. Action• It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the preliminary architectural and landscaping plans as submitted. Tahquitz Canyon Way, Suite 301, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural and landscaping plans for a freeway oriented service station/food park LOCATION: 270+acres generally located south of Interstate 10, east and west of Cook Street ZONE: P.C. (2) Mr. Smith presented the preliminary plans indicating that it will go before the city council for approval on April lOth. The representative for the applicant, Bert 7 . �. `n'." Action• It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the preliminary architectural and landscape plans as submitted. Motion carried 4-0-1, Commissioner Gregory Abstaining, Commissioner Urrutia Absent. 5. CASE NO.: 97-1 C APPLICANT�AND ADDRESSI: ST. MARGARET'S EPISCOPAL CHURCH, 47-535 Highway 74, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural plans far 2400 square foot addition LOCATION: 47-535 Highway 74 ZONE: P S.P. R-1 Mr. Winklepleck presented the proposed plans for an addition to the rectory noting that it is a mirror image of the existing building. The roof lines will be the same as the church and school. Mr. Winklepleck noted that if the commission decided to grant preliminary approval of the addition they will need to condition it that no permits be issued until the improvements along Highway 74 are completed to the satisfaction of the Director of Community Development. He added that they indicated that they are completing a fair portion of the landscaping now. Commissioner O'Donnell asked if they were approving the architecture only or if the landscaping was also being reviewed. Commissioner Connor felt that they needed to see a more realistic landscaping plan. Action: It was moved by Commissioner Gregory, seconded by Commissioner O'Donnell, to grant preliminary approval of the architectural plans only. The landscaping plans were not addressed as the commission felt the plans were too conceptual. The commission also directed staff to not issue any permits until the previous commitments regarding the landscaping at the front, adjacent to Highway 74,were fulfilled. Motion carried 5-0, Commissioner Urrutia Absent. 8 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 11, 1997 6. CASE NO.: 97-2 C APPLICANT (AND ADDRESSI: TEMPLE SINAI, 43-435 Monterey Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary plans for addition of a one story Sunday school, classroom wing, an office, gift shop and trellised patio LOCATION: 45-435 Monterey Avenue ZONE: R-2 Mr. Smith noted the request for an addition at the rear of the building. Phase I would be a 4,000 square foot classroom area with Phase II being 800 square feet of office space at the front of the building. He indicated that the architecture and landscaping is comparable to what is there now and that there is quite a bit of landscaping on the back property line. Mr. Smith explained that staff is deeming this as a minor expansion and the conditional use permit will be handled through the director's office. Commissioner O'Donnell indicated that he would need to see more details as it seemed as if the nice architecture on the west elevation is being lost. Action• It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the preliminary plans as submitted. Motion carried 4-0-1, Commissioner Gregory Abstaining and Commissioner Urrutia Absent. C. Miscellaneous: 1. CASE NO.: APPLICANT�AND ADDRESSI: MR. LARRY KATZ for FAMILY GOLF CENTER, INC., 225 Broadhollow Road,Melville,N.Y. 11747 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of re-design of chain link fence LOCATION: 74-450 Fred Waring Drive 9 . ,� � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 11, 1997 ZONE: P Mr. Smith reported that Commissioner O'Donnell, Commissioner Connor, and Michael Watling met at the site to come up with a better solution for fencing at the driving range. He indicated that he spoke with the new owner, Mr. Larry Katz, and informed him of the today's meeting. Commissioner O'Donnell reported that in meetings with Commissioner Connor, Michael Watling and the previous owners, they made some agreements as to how to remedy the situation. One thing was to paint the existing chain link fence black and to eliminate the fence between the putting green and the new library. They decided to bring the fence directly into the buildings. Commissioner O'Donnell stated that he did not want to see any chain link fencing along Fred Waring Drive and along San Pablo. The plan that was before the commission today represents the latest ideas. The plants were selected by Michael Watling. Commissioner Holden asked if any of the plants would be able to screen the fence at all. Commissioner Connor stated that they would not. Commissioner Gregory asked if there would be a mow strip under the fencing for maintenance. He also questioned the lack of landscaping in the parking lot and asked how many trees should be added. Mr. Winklepleck indicated that the parking lot was very tight. Mr. Smith suggested that they add trees around the perimeter of the parking lot. Commissioner O'Donnell noted that they also discussed signage. Mr. Watling felt that the signage should conform to the stone signage used at the college. Commissioner O'Donnell felt that the sign on Fred Waring Drive should be replaced. Action: It was moved by Commissioner Gregory, seconded by Commissioner Holden, to approve the plans for the re-design of the chain link fence subject to the following conditions: 1) A minimum of three (3) 24" box trees added on the south side and a minimum of five(5)24"box trees added on the north side of the parking lot. Species to be selected by Michael Watling in order to be consistent with his arboretum goals; 2) Provide a row of ineandering landscape material on the south side to screen the hoods of the vehicles; Motion carried 5-0, Commissioner Urrutia Absent. Commissioner O'Donnell stated that he and Mr. Smith spoke about access for events such as the 4th of July. Mr. Smith indicated that there will be a number of large gates to provide pedestrian access to accommodate these events. 10 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 11, 1997 2. CASE NO.: TT 27882 APPLICANT (AND ADDRESSI: JASCORP, 119 Via Scena, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans for interior perimeter wall LOCATION: Merano Homes located north and east of the northeast corner of Country Club Drive and Monterey Avenue The representative for Suncrest Mobil Home Park,Mr. Rob Bernheimer, addressed the commission stating that the two parties could not come to an agreement on the open fencing. Mr.Drell indicated that Mr. Bernheimer's offer was now for the wall to be all block. Mr. Bernheimer explained how Suncrest needs to be able to control the water run off and over-spray at their property line and they can not do this with an open fence. He added that if open fencing was approved their only option would be to provide their own screening by planting oleanders along the open fence to keep their water from going onto the Merano property. Mr. Bernheimer felt that if a block wall was approved up to 6'high,it would eliminate the over-spray. The applicant for Merano, Mr. Rily Robinson, disagreed as he felt that the over-spray would extend over the 6' high wall. Mr. Drell asked if there would be any situations where a resident at Merano would be looking at a wall higher than 6 feet. Mr. Robinson stated that there would be. Commissioner Holden felt that this was an unfortunate situation where the grading plan was not referred to when designing the wall. Mr. Drell noted that in the extreme case a Merano property owner would be looking at a 3' high planter,with 4' of block wall, and 3-1/2' of wrought iron. Commissioner Holden stated that when the project was originally developed, the developer should have known that these conditions would exist. Commissioner Van Vliet stated that he did not have a problem with an open fence if both parties agreed,however since it is obvious that they cannot agree he would recommend approving an full block wall. Commissioner Connor agreed. Commissioner Gregory stated that he would agree with this recommendation if a provision could be made for a shorter wall on the three lots with the extreme slope situation(Lots 18, 19 and 20). Action• It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve a solid wall as per the city's ordinance at a minimum height of 5 feet from the higher adjacent grade using masonry or plaster finish. Motion carried 4-0-1, Commissioner Gregory Abstaining and Commissioner Urrutia Absent. 11 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 11, 1997 Mr. Bernheimer asked that there be some sort of oversight when Jascorp does their grading. Mr. Robinson stated that he would not be willing to do any additional grading. Commissioner Holden informed Mr. Bernheimer that the commission does not enforce grading requirements. Mr, Bernheimer stated that a wall physically cannot be built on Lots 24, 25 and 26 because it would be lower than the dirt and therefore some grading will have to be done. He added that this will cause a visual impact greater than 6 feet from Suncrest's side of the wall. Mr. Drell stated that the ordinance talks about mitigating this issue with the use of wrought iron fencing. IV.
