II. APPROVAL OF MINUTES:
It was moved by Commissioner O'Donnell, seconded by Commissioner Holden, to
approve the minutes of the September 23, 1997 meeting as submitted. Motion
carried 6-0-1, with Commissioner Van Vliet abstaining.

Mr. Smith pointed out that the main change to the sign is the decorative
molding.
Nancy Cobb spoke on behalf of the applicant, indicating that the intent is to
repeat the detailing on the building, and added that the texture and color of
the raceway will match the building.
Commissioner Urrutia asked how thick the can sign will be, to which Ms.
Cobb responded 11 inches. Commissioner Connor asked if it is necessary
that the can be so large, to which Ms. Cobb responded that it could be
reduced to six inches.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Connor,
to approve the revised business identification signage with the following
conditions:that the can be a maximum of six inches thick and that the texture
and paint match the building. Motion carried 6-0.
2. CASE NO.: 4803 SA
APPLICANT (AND ADDRESS): IMPERIAL SIGN CO., INC. for DESERT

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of non-
illuminated cabinet sign
LOCATION: 77-777 Country Club Drive
ZONE: R-3
Mr. Alvarez reported that the applicant's proposal includes a non-illuminated
cabinet sign totaling 28 square feet to be located 11'6" from the curb in the
center median, which will require the removal of some landscaping to
accommodate the sign. The applicant also proposes a sign height of seven
feet, but the maximum height allowed by the Code is six feet; so the
Commission must take this into consideration.
Commissioner O'Donnell asked what vegetation would be removed, to which
Nancy Cobb, the applicant, responded that some bushes will be eliminated
and replaced with very low lying ground cover. Ms. Cobb noted that the can
sign is 12 inches thick.

Commissioner Urrutia asked if the sign will be double-sided, to which Ms.
Cobb responded affirmatively.
Action:
It was moved by Commissioner Holden, seconded by Commissioner Van
Vliet, to approve the non-illuminated cabinet sign as submitted. Motion
carried 6-0.
3. CASE NO.: 4899 SA
APPLICANT (AND ADDRESS): PROMOTIONAL SIGNS UNLIMITED for
HOUSE OF BREWS, 22552 Muirlands Boulevard, Lake Forest CA 92630
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 72-185 Painter's Path
ZONE: C-1
Mr. Alvarez reported that the applicant is locating his business in the building
which formerly housed B.B. O'Brien's, and proposes to mount signs on the
front and north elevations, add a metal sign to the awning, and add a band
of three lines of exposed neon around the building. A four-inch raceway with
purple and gold neon letters is to be mounted on the building. The awnings
at the entrance will be metal with signage mounted to the awning.
Commissioner Holden asked how the neon tubes will be held to the stucco
exterior, to which the applicant responded that 1.5" clear glass spacers will
be used.
Commissioner Holden stated that, although neon has been permitted in
some signs in the City, it has not been allowed to be applied directly, as the
preference is to have it recessed into the building. Commissioner Holden
noted that the applicant's use of neon at the Huntington Beach store appears
appropriate, and indicated that he would like the neon for this store to be
better integrated into the building.
Commissioner Van Vliet asked if anything is being done to the existing
windows, to which the applicant responded that they are to remain the same.

Chairman Gregory remarked that the only concern appears to be the neon
tubing, and suggested that the Commission approve the request and direct
the applicant to work with staff to better integrate the neon tubing into the
building.
Action:
It was moved by Commissioner Holden, seconded by Commissioner
O'Donnell, to approve the business identification signage with the condition
that the applicant work with City staff to better integrate the neon tubing into
the building. Motion carried 6-0.
4. CASE NO.: 4902 SA
APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for PALM
DESERT TOBACCO, 69 Pinyon Pines, Mountain Center CA 92561
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of marquis
awning with sign
LOCATION: 73-580 El Paseo, Suite D
ZONE: C-1
Mr. Smith noted that although there is an existing marquis awning on the
block to the west, staffs concern is the close proximity of the awning to the
corner. The applicant has submitted a letter from the two closest neighbors
indicating they have no objection to the proposed awning.
Ernie Brooks, the applicant, noted that the awning projects 14 feet out from
the building and will be 24 inches away from the curb, and the six-inch
square steel tube posts will line up directly with the center of the palm trees.
The awning, which will be internally lit, will be comprised of grey fabric with
eight-inch vinyl letters in burgundy, and the cigar image will be burgundy with
white smoke.
Action:
It was moved by Commissioner Van Vliet, seconded by Commissioner
Urrutia, to approve the marquis awning with sign with the condition that the
applicant work with City staff regarding the color of the posts. Motion carried
6-0.

5. CASE NO.: 4884 SA
APPLICANT (AND ADDRESS): IMPERIAL SIGN CO., INC. for CAM'S

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
monument signage
LOCATION: 74-480 Highway 111
ZONE: C-1
Mr. Alvarez reported that the monument sign has been redesigned to
address the problems relating to location and line of sight. The sign features
a half-circle opening through which the cars can be seen. The sign will
measure 5'4" high and 67' wide with route flush lettering.
Chairman Gregory felt that the sign looks very cluttered, and suggested that
the size of the letters be reduced. Chairman Gregory noted that this sign has
the appearance of a menu sign, and the Commission has traditionally limited
the number of names on menu signs to two; so he would suggest that one
of names be deleted, most logically the Sub Zero name since that business
already has a large wall mounted sign on that side of the building.
Commissioner O'Donnell felt that the cocktail glass image next to the Bash's
name was inappropriate and suggested that it be deleted.
Action:
It was moved by Commissioner Holden, seconded by Commissioner
O'Donnell, to approve the revised monument sign with the following
conditions: that the size of the letters be reduced and that the names be
lined up; and that the cocktail glass image be deleted. Motion carried 6-0.

Mr. Smith reported that the City's Code Enforcement Division instructed the
business to repair or remove the dilapidated sign, and the applicant proposes
to place a new sign in the same location, the sign being 51" high and 9'9"
wide with a bright red face and bright yellow accent.
Chairman Gregory felt that the red and yellow colors were too bright, with
which Commissioner Urrutia agreed and suggested that the red be changed
to burgundy and the yellow be changed to a gold toned yellow.
Mr. Smith suggested that the Commission approve a sign no larger in area
than the existing sign, with a maximum height of six feet, and a maximum
430 MA high output florescent lamps for interior illumination.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Van
Vliet, to approve the new monument sign with the following conditions: that
the bright red color be changed to burgundy and the bright yellow color be
changed to a gold toned yellow; that the sign area be no larger than that of
the existing sign area, with a maximum height of six feet measured from
grade to the top of the sign; and that the high output florescent lamps for
interior illumination not exceed 430 MA. Motion carried 6-0.

Mr. Alvarez reported that the homes will range in size from 2,200 square feet
to 3,000 square feet. The models will be located off of the Deep Canyon
entrance, and two of the models feature hipped roofs, while the other two
have gabled ends. The setbacks are five feet and nine feet, respectively.
The maximum height from finished grade will be 18 feet.
Al Maciel, representing the applicant, stated that the project is to be built in
phases of approximately 10-12 homes each.
The Commission reviewed the preliminary landscape plans for the perimeter
wall and landscaping between the wall and the curb.
Commissioner Connor suggested that the minimum tree size be 24-inch box;
that the amount of shrubbery be doubled; that the amount of ground
coverage be tripled; that more use of ground coverage between the sidewalk
and curb be encouraged; and that the wall adjacent to Fred Waring Drive be
seven feet in height in order to mitigate traffic noise.
Commissioner Van Vliet recommended that the windows on the front
elevations have additional trim or molding.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Connor,
to approve the preliminary elevations with the following conditions: that on
the landscape plan the minimum tree size be 24-inch box; that the amount

2. CASE NO.: PP 97-11

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working
drawings
LOCATION: Parcel 1, Parcel Map No. 28596 located on the north side of
Highway 111, 1320 feet east of Deep Canyon Road
ZONE: O.P.
Mr. Smith reported that the Planning Commission has approved the parcel
map creating 16 lots off of this street, and the subject property is immediately
east of the Embassy Suites Hotel. The landscape planter will be increased
by 1 foot, and the landscape planter will now be seven feet. The building
elevation will be similar to that of the buildings to the east in Indian Wells,
and the architectural plans are consistent with the preliminary plans.
Action:
It was moved by Commissioner Van Vliet, seconded by Commissioner
O'Donnell, to approve the final working drawings as submitted. Motion
carried 6-0.

Mr. Alvarez reported that this residential estate is in the Palm Desert Country
Club area, and the maximum height will be 18 feet from finished grade.
Chairman Gregory asked if the building height will be the same as the
neighboring structures, to which Mr. Alvarez responded affirmatively.
Action:
It was moved by Commissioner O'Donnell, seconded by Commissioner Van
Vliet, to approve 18-foot high residence as submitted. Motion carried 6-0.
B. CASE NO.:
APPLICANT (AND ADDRESS): RANCHO CAPISTRANO DEVELOPMENT

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary
elevations for model complex Phase 1 of TT 25102
LOCATION: Southeast corner of Deep Canyon Road and Magnesia Falls
ZONE: PR-5
Mr. Alvarez reported that the complex will contain 21 lots, and the tract map
has already been approved; so this is the preliminary submittal for
architecture. The three models will be located on Lots 7 and 8 and all have
gabled ends, and the maximum building height will be 18 feet from finished
grade. The building sizes will range from 1,800 square feet to 2,600 square
feet, and the lots are all over 8,000 square feet in size.
Commissioner Urrutia requested that the applicant submit color elevations
with a wider range of contrasting colors.

Commissioner O'Donnell was concerned that all of the models have gabled
ends, and suggested that some have hipped roofs and blend in.
Commissioner O'Donnell requested that the applicant provide site planning
for all units.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner
O'Donnell, to continue approval of the preliminary elevations with the
following items to be addressed: that color elevations be submitted using a
wider range of contrasting colors; that some of the models have hipped
roofs; and that site planning for all units be submitted. Motion carried 6-0.
C. NOVEMBER AND DECEMBER MEETING DATES
After reviewing the November and December meeting dates, it was the
consensus of the Commission to reschedule the November 11th meeting to
November 12, 1997 at 12:30 p.m. in the Community Development
Conference Room.
