APPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to approve the minutes of the August 12, 1997 meeting as submitted. Motion carried 5-0, Commissioner O'Donnell Absent. III. CASES: A. Final Drawings: 1. CASE NO.: TT 28549 APPLICANT (AND ADDRESS): SUNROSE PROPERTIES for TUCSON, 72-850 Somera Road, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of elevations for model complex LOCATION: Washington Street between Fred Waring Drive and Mountain View ZONE: R-19,000 MINUTES 1*4001, ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 9, 1997 Mr. Alvarez presented the revised plans showing the additional color schemes as requested by the commission. The applicant,Mr. Lance Alacano, indicated that the only change on the plans from the approved preliminary plans was the addition of headers above the windows and garage doors. Action It was moved by Commissioner Urrutia,seconded by Commissioner Holden,to grant final approval of the elevations, as submitted,for the model complex. Motion carried 5-0, Commissioner O'Donnell Absent. 2. CASE NO.: 4870 SA APPLICANT (AND ADDRESSI: CURTIS R. SHUPE for TROY BOUTIQUE, 73-255 El Pasco, Suite 15, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of 18"letters on two awnings as referred by City Council LOCATION: 73-255 El Pasco, Suites 1, 2 & 3 ZONE: C-1 Mr. Smith reported that this was before the commission again asking for a reconsideration of the lettering on the awning indicating that the matter was before the commission several weeks back with a request for 24" letters. He noted that the code limits the size of the letters to 8" on awnings. He showed a fax received proposing 18" letters. The representative for the applicant,Mr. Curtis Shupe, showed how the awnings were at a 30 degree angle. Mr. Smith reported that the commission's earlier denial was appealed to the city council on August 28th. The city council did not approve the 24" letters and referred the matter back to the commission directing them to look at the awnings and letters from a design perspective. Commissioner Urrutia indicated that it was hard to justify 18" or 24" letters. Commissioner Holden stated that the larger letters could be considered if they were an integrated part of the awning instead of letters added to the awning. Action It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve a maximum height of 16" letters for the "Troy" awning and a maximum height of 10" letters for the "David Hayes" awning. Motion carried 5-0, Commissioner O'Donnell Absent. 2 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 9, 1997 3. CASE NO.: C 97-16 APPLICANT(AND ADDRESS): MOUNTAIN VIEW TIRE& SERVICE,INC., 44-420 Town Center Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of addition for storage room LOCATION: 44-420 Town Center Way ZONE: P.C. (3) Mr. Smith presented the plans indicating that the proposal was to enclose the area on the east end of the building to be used for storage. The applicant,Mr. Dick Rodgers, indicated that there will be two additional doors on the west and one additional roll- up door on the east. He added that they will paint the addition in the same color as the existing building. Commissioner Urrutia noted that the existing building is slump stone and that the stucco on this addition will not fit in with the existing building because the only stucco on the building now is on the fascia. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the plans for the storage room subject to changing the material to slump stone veneer in lieu of the proposed stucco. Motion carried 5-0, Commissioner O'Donnell Absent. 4. CASE NO.: 4876 SA APPLICANT (AND ADDRESS): OUTBACK PATIO & SPA, 73-185 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-185 Highway l l l ZONE: C-1 Mr. Alvarez reported that the business is located on the south side of Highway 111, east of Tony Roma's. They are requesting red individual illuminated channel letters mounted on the fascia with no raceway. On the rear of the building the signage would be placed on the top fascia and would be non illuminated. 3 MINUTES Nftsw ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 9, 1997 Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the signage subject to moving the letters on the rear to the wall just east of the existing awning. Motion carried 5-0, Commissioner O'Donnell Absent. 5. CASE NO.: 4880 SA APPLICANT (AND ADDRESS), GP GOLF for PALM DESERT COUNTRY CLUB, 77-200 California Drive, Palm Dessert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of three free standing signs in public right-of-way LOCATION: 1) Corner of California Drive and Fred Waring Drive 2) Corner of California Drive and Elkhorn 3) Corner of California Drive and Michigan ZONE: R-1 9 Mr. Smith reported that the applicant was not present but that the case was before the commission because there are three signs that are currently located in the public right-of-way in the Palm Desert Country Club. They are signs that direct people to the golf course and are signs that went up without permits. Mr. Smith noted that the public works department filed a complaint with code enforcement telling them to remove the signs from the public right-of-way. The applicant is in a"Catch 22" in that if the A.R.C. approves the signs then the applicant will still need public works approval of an encroachment permit which is unlikely to be issued. Action It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to continue the matter directing the applicant to obtain the necessary encroachment permits from the public works department. Applicant to return to the commission for approval of the signage. Motion carried 5-0, Commissioner O'Donnell Absent. 6. CASE NO.: 4882 SA APPLICANT (AND ADDRESS): LOCANA TOSCANA, 72-695 Highway 111, Suites A9 & A10,Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to relocate existing signage 4 MINUTES 1%"' 1"0011 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 9, 1997 LOCATION: 72-695 Highway 111, Suites A9 and A10 ZONE: C-1 Mr. Smith reported that this was a request to re-locate an existing can sign to be placed on the east wall. In addition, on the north elevation they would like to re- locate these letters to the center of the 10-12" fascia,between the columns. The "L" would be 9" letters with the remainder of the letters at 7". Action It was moved by Commissioner Connor, seconded by Commissioner Holden, to approve the relocation of the signage with the condition that the walls be repaired where the existing signage is being removed. Motion carried 5-0, Commissioner O'Donnell Absent. 7. CASE NO.: 4885 SA APPLICANT (AND ADDRESS): IMPERIAL SIGN CO., INC. for GILA STEAKS & SEAFOOD, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 74-950 Country Club Drive ZONE: P.C. (2) Mr. Smith presented the plans for the proposed sign change indicating that the applicant is wanting to go from the metal channel letters to individual reverse channel letters with red faces. The representative from Imperial Sign Co.,Ms.Nancy Cobb, explained that the signs would be 12-1/2' to 18-1/2' long. Commissioner Gregory felt that the raceway should be more like the existing raceway. Mr. Smith indicated that the applicant also wants to paint the existing signs on the parking lot side red. Commissioner Urrutia stated that he had a problem with replacing the existing sign with one that is not as aesthetically pleasing. He added that"Steak"and "Seafood" should be reduced in size relative to "Gila". Commissioner Urrutia stated that if they are going to change to a more simple font then the letter size should be reduced. Commissioner Gregory agreed and felt that the previous sign was aesthetically pleasing and the new proposed sign is a major change with no style. Action It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the request directing the applicant to change the font and raceway to be more consistent with the existing signage, reducing the emphasis on "Steaks and Seafood". Motion carried 5-0, Commissioner O'Donnell Absent. 5 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 9, 1997 8. CASE NO.: 4884 SA APPLICANT (AND ADDRESSI: IMPERIAL SIGN CO., INC. for JOHNI BASH/CAM'S CORNER, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of internally illuminated multi-tenant monument signage LOCATION: 74-450 Highway 111 ZONE: C-1 Mr.Alvarez presented the drawings and landscaping plan indicating that the proposal was for a new monument sign on the Allesandro side of the project. Commissioner Holden felt that the commission should not be reviewing a proposal with all the tenants listed when they have only allowed a maximum of two tenants per monument sign for all other centers in the city. Commissioner Gregory agreed and felt that there should be more emphasis on the name of the center. Mr. Smith discussed his concern with the sign and how it could impact on visibility. Commissioner Gregory asked how far back the sign would be from the curb face. Mr. Smith indicated that there is a 6' sidewalk and expressed his concerns with kids on bikes and skateboards not being seen by cars exiting the site. Commissioner Gregory added that there needed to be some sort of design for the monument sign, not just a billboard type as presented. Commissioner Urrutia felt that the monument sign should be relocated because of the line of site situation. Mr. Smith added that the applicant is also asking for a revision to the approved signage for"Sub-Zero"on the west elevation. The commission approved it in blue only and the applicant now wants to add white icicles at the top of the letters. Action It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to continue the request for the monument sign directing the applicant to put more emphasis on the name of the center, listing only two business names below the name of the center, create some sort of design instead of a billboard effect, and consider relocating the sign as discussed because of the line of site problem. The commission approved the change of adding icicles to the letters for"Sub Zero". Motion carried 5-0, Commissioner O'Donnell Absent. 6 MINUTES %woe ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 9, 1997 9. CASE NO.: 4861 SA APPLICANT (AND ADDRESS): IMPERIAL SIGN CO., INC. for BASH'S CLUBHOUSE, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of neon outlined sign on existing can LOCATION: 74-450 Highway 111 ZONE: C-1 Mr. Smith reported that there is an existing free standing sign that has been here for many years reading"Smokys". Staff reviewed and approved a face change and now find that there is neon around the border of the sign which has been placed on a rheostat. Mr. Smith stated that the new neon sign has been noticed because of the brightness of the red. Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the neon signage with the condition that it be toned down more with the rheostat. Motion carried 5-0, Commissioner O'Donnell Absent. B. Preliminary Plans: 1. CASE NO.: PP 97-11 APPLICANT(AND ADDRESS): BERNARD DEBONNE for PAINE WEBBER BUILDING, Box 1935, Palm Desert, CA 92260; HERMAN & ASSOCIATES, 30 Belmonte Drive, Palm Desert, CA 92211; RHA LANDSCAPE ARCHITECTS PLANNERS, INC., 3612 Mission Inn Ave., Riverside, CA 92501; ORR COMPANY, 77-570 Springfield Lane, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary landscape plan LOCATION: North side of Highway 111, directly east of Embassy Suites ZONE: O.P. Mr. Smith reported that there were two landscape plans indicating that the applicant is doing a 16 lot subdivision and there is a precise plan review on Lot 1 which is the front lot on Highway I I I immediately adjacent to Embassy Suites. He indicated that 7 MINUTES -4001, ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 9, 1997 there were some significant changes to the landscape plan for the Paine Webber building and now meets the parking lot shade tree requirements. Mr. Smith noted that Eric Johnson made some minor changes on the plan and that the side yard setback has been changed to 15 feet. Commissioner Connor felt that from a maintenance standpoint the rosemary and islets will create a problem. Commission reviewed the street side landscape plan. Commissioner Gregory felt that the 5' easement was too narrow. Commissioner Holden stated that it is only a 5' landscape easement because the parking spaces are 18' deep and so there will be a 2' overhang into the 5' landscaping easement. Mr. Smith indicated that the street section going down the middle is 32'with 30' from curb to curb. He stated that they will have to discuss this issue with the public works department. Mr. Smith added that the private street coming in from Indian Wells is 42' with this street at 32'. Commissioner Gregory stated that they want as broad of a landscaping strip as possible so that the trees and shrubs can be installed correctly. Commissioner Connor indicated that the root system for the Ash would be a problem because they need a lot more room. Action: It was moved by Commissioner Connor, seconded by Commissioner Gregory, to approve the revised landscape plan for the Paine Webber building only subject to the changes noted by Eric Johnson and that it conform to the format of the landscape corridor with a goal of achieving a 10' easement on each side of the driveway as shown on Village Court. Motion carried 5-0, Commissioner O'Donnell Absent. Note: Commissioner Gregory left meeting at 2:00 p.m. 2. CASE NO.: PP 97-15 APPLICANT (AND ADDRESS): OLIPHANT/MATZNER, 77-900 Avenue of the States, Palm Desert, CA 92211; RONALD GREGORY ASSOCIATES, INC., 74-020 Alessandro, Suite E, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of elevations and landscaping for 5800 square foot medical/office building LOCATION: 73-161 Fred Waring Drive ZONE: O.P. Mr. Smith explained that the commission had previously looked at a proposal from Dr.Avons for the property to the west of this site. At that time the commission asked 8 MINUTES ` ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 9, 1997 that an agreement be made with the adjacent property owner to create a shared driveway entrance. He indicated that this could not be done at the time but now the adjacent property has changed ownership and the current plan was what was being reviewed today. Mr. Alvarez asked if the windows in the rear are frosted and above 5'6". The applicant, Mr. Wes Oliphant, indicated that the windows are frosted and are right at 5'6". Mr. Smith noted that the balcony on the west elevation might have to be screened on the south side to block it from view of the adjacent residential properties. Action• It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the preliminary elevations and landscaping plans subject to the comments noted by Eric Johnson. Motion carried 4-0, Commissioners Gregory and O'Donnell Absent. 3. Action It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the plans, as submitted, for the single family residence.
