I. CALL TO ORDER:
The meeting was called to order at 12:30 p.m.

II. APPROVAL OF MINUTES:
It was moved by Commissioner Urrutia, seconded by Commissioner Holden,to approve the
minutes of the August 26, 1997 meeting as submitted. Motion carried 4-0-1, with
Commissioner Connor Abstaining and Commissioner Van Vliet Absent.
It was moved by Commissioner Holden, seconded by Commissioner Urrutia,to approve the
minutes of the September 9, 1997 meeting as submitted. Motion carried 4-0-1, with
Commissioner O'Donnell Abstaining and Commissioner Van Vliet Absent.

1. CASE NO.: 4866 SA

NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of design
elements for awning

Mr. Smith reminded the Commission that this request had previously been
considered and denied by the Commission because, at that time, the request was
contrary to the existing policy which limits the number of marquis awnings allowed
to extend to the street to one per building. The Commission's action was appealed
to the City Council,who heard the matter on September 11, 1997, and then referred
the request to the Zoning Ordinance Review Committee (ZORC) since ZORC was
reviewing awnings and signs at that time. ZORC considered the request on
September 17, 1997, and while the Committee will be referring the matter to the City
Council without a recommendation, the Committee felt that it should come back to
the Commission so that, in the event the awning is approved by the Council, the
Commission could address certain design features.
The Commission discussed the matter at length and determined that the awning
should be installed as proposed, but that the support posts should be "beefed up"to
a minimum six-inch square post, as this would prevent people from walking into the
awning, and would also serve to improve the appearance of the structure.
It was moved by Commissioner Gregory to approve the second awning as proposed
with four-inch round or square posts and to require that the applicant provide letters
from all tenants in the building stating that they are in accord with the proposed
awning. The motion died for lack of a second.
Action
It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to
approve the second awning as proposed with the following modifications: that six-
inch square posts be used; that grey fabric be used; and that the applicant provide
letters from all tenants in the building stating that they are in accord with the
proposed awning. Motion carried 3-2-0, with Commissioners Connor and Holden
Dissenting and Commissioner Van Vliet Absent.
2. CASE NO.: 4896 SA

Mr. Smith reported outlined the proposed redesign of the awning, indicating that the
new awning will be 29 inches high, that the center portion will extend out three feet
toward the street, and the background will be black with white copy having 10-inch
capital letters and six-inch lower case letters.
Action
It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to
approve the awning as submitted. Motion carried 5-0,with Commissioner Van Vliet
Absent.
3. CASE NO.: 4885 SA
APPLICANT (AND ADDRESS): IMPERIAL SIGN CO., INC. for GILA
STEAKS & SEAFOOD, 46-120 Calhoun Street,Indio, CA 92201; GILA STEAKS
& SEAFOOD, 74-950 Country Club Drive, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of revised
business identification signage
LOCATION: 74-950 Country Club Drive
ZONE: P.C. (2)
Mr. Smith reminded the Commission that this matter was previously considered at
the September 9, 1997 meeting, at which time the Commission suggested changing
the letter style and raceway to be more like the existing signage, reducing the
emphasis on"Steaks and Seafood."
Ann Cannon appeared on behalf of the applicant to request clarification of the
Commission's September 9th direction, and explained her wish to install a sign
which would be more legible to traffic on Country Club Drive.
The Commission expressed concern about the design of the raceway and the size of
the words "Steaks and Seafood" in relation to the word"Gila."
Action
It was moved by Commissioner Connor, seconded by Commissioner O'Donnell, to
continue the request,directing the applicant to provide a better solution of integrating
the raceway into the building more and proportioning the letter size appropriately.
Motion carried 5-0, with Commissioner Van Vliet Absent.

4. CASE NO.: 4869 SA
APPLICANT (AND ADDRESS): IMPERIAL SIGN CO., INC. for CAM'S
CORNER, 46-120 Calhoun Street, Indio, CA 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
landscaping plan for monument signage
LOCATION: 74-480 Highway 111
ZONE: C-1
Mr. Smith reported that the freestanding sign application had been approved several
meetings back, at which time neither of the two landscape architects were present;
so amendments to the landscape plan were continued.
Commissioners Connor and Gregory reviewed the landscape plan and suggested the
following changes: 1) signs to be located 12" back from the sidewalk; 2) Texas
Ranger to be a dwarf variety; 3) tree that was removed from the original plan to
remain and be moved to a location indicated by the Commission; and 4) Twin Peak
to be substituted with plant material that will be lower in height.
Action
It was moved by Commissioner Gregory, seconded by Commissioner Connor, to
approve the revised landscaping plan, subject to the following: 1) signs to be located
12"back from the sidewalk; 2) Texas Ranger to be a dwarf variety; 3) tree that was
removed from the original plan to remain and be moved to a location indicated by the
Commission; and 4) Twin Peak to be substituted with plant material that will be

David Fletcher spoke on behalf of Churchill Management and outlined the proposed
architectural projection with signage.
Action
It was moved by Commissioner Holden, seconded by Commissioner Connor, to
approve the signage as an architectural projection. Motion carried 4-0, with
Commissioners Gregory and Van Vliet Absent.
B. Preliminary Plans:

No one appeared on behalf of the applicant.
Mr. Drell reported that no material samples nor color scheme had been submitted.
Action:
It was moved by Commissioner Connor, seconded by Commissioner Holden, to
continue the request as the applicant was not present and did not provide the
necessary color and material samples. Motion carried 4-0, with Commissioners
Gregory and Van Vliet Absent.
