APPROVAL OF MINUTES It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the minutes of the November 24, 1998 meeting. Motion carried 4-0-2, with Commissioner Connor abstaining and Commissioners Gregory and Urrutia absent. III. ORAL COMMUNICATIONS None. 1 ARCHITECTURAL REVIEW COMMISSION DECEMBER 8, 1998 MINUTES IV. CASES A. Final Drawings 1. CASE NO.: SA 98-149 APPLICANT (AND ADDRESS): ARCHITECTURAL NEON for LE PAON, 74-990 Joni Drive, Suite 3C, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT. Reconsideration of approval for signage on north elevation LOCATION: 45-640 Highway 74 ZONE: PC(4) Ms. Chafin reported that the applicant requests reconsideration of the Commission's prior approval of business identification signage on the north elevation of the existing Le Paon Restaurant building,which is located on the east side frontage road of Highway 74, approximately one-quarter mile south of El Paseo. The Commission approved a sign for the north elevation which was to be a duplication of the existing sign on the west elevation. The existing signage on the west elevation over the double-door entry to the restaurant includes a gold tone, halo-lit peacock graphic and the words "Le Paon in script letters. Staff was previously under the impression that the words Le Paon were halo-lit, but has since learned that the words are indirectly lit from above by a recessed neon band. The adjacent property to the north is vacant, and there are currently no plans for development. Imago Gallery is proposed to be located two lots north of the existing restaurant. The applicant indicates that, although the existing sign on the west elevation is adequate during the day, only the halo-lit peacock graphic is somewhat visible from Highway 74 at night, while the words "Le Paon" are not visible. 2 ARCHITECTURAL REVIEW COMMISSION DECEMBER 8, 1998 MINUTES The applicant has submitted a revised sign proposal consisting of reverse channel letters which will look black during the day and frosted white at night. The applicant indicates a similar sign exists on the Warner Engineering building. The capital letters in "Le Paon"would be 14 inches high, while the word "Restaurant"would be 10 inches high. The font would match that of the existing sign on the west elevation. The sign would be placed directly onto the grey parapet near the west edge of the building and will encompass a width of eight feet and a height of three feet. The sign area complies with code limitations. Staff recommends approval of the revised proposal subject to an illumination level equivalent not to exceed 4500 white neon. Action: Commissioner Van Vliet moved, seconded by Commissioner O'Donnell, to approve the revised plans as submitted. The motion carried 4-0, with Commissioners Gregory and Urrutia absent. 2. CASE NO.: SA 98-141 APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for DUXIANA, 69-640 Sugerloaf Avenue, Suite 69, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of a request to install signage on awnings LOCATION: 73-680 El Paseo ZONE: C-1 Mr. Smith reported that the applicant was previously granted approval of wall signage, but the request for signage on the awnings was denied. The applicant would like the Commission to reconsider its request for awning signage now that the wall signage has been installed and the awnings are in place. Action: Commissioner O'Donnell moved, seconded by Commissioner Connor, to approve the plans as submitted. The motion carried 4-0, with Commissioners Gregory and Urrutia absent. 3 ARCHITECTURAL REVIEW COMMISSION DECEMBER 8, 1998 MINUTES 3. CASE NO.: CUP 98-2 APPLICANT (AND ADDRESS): PDH ASSOCIATES, LLC/MARRIOTT COURTYARD/RESIDENCE INN, 55-550 Riviera Drive, La Quinta, CA 92253 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of material sample board (colors) LOCATION: Southwest corner of Frank Sinatra and Cook ZONE: PR-5 Mr. Smith presented the revised color and material sample boards for the Commission's review. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to approve the revised material samples and color board (colors) as submitted. The motion carried 4-0, with Commissioners Gregory and Urrutia absent. 4. CASE NO.: PP 98-9 APPLICANT (AND ADDRESS): STEPHEN R. NIETO for LINO'S, 82-723 Dr. Carreon Boulevard, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval final working drawings for a proposed Mercedes Benz automotive repair facility LOCATION: South side of Hovley Lane East, 1000 feet west of Cook ZONE: S.I. Mr. Alvarez reported that the Commission previously granted preliminary approval, and now the working drawings have been resubmitted with the second story eliminated. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to grant final approval to the architecture, but continue final approval of landscaping. The motion carried 4-0, with Commissioners Gregory and Urrutia absent. 4 \nr ARCHITECTURAL REVIEW COMMISSION DECEMBER 8, 1998 MINUTES C. Miscellaneous 1. CASE NO.: CUP 96-18 APPLICANT (AND ADDRESSI: CAM'S CORNER, 77-071 Indiana, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Discussion of adequacy of current landscaping LOCATION: Northwest corner of Highway 111 and Deep Canyon Road ZONE: C-1 Mr. Drell reported that most of the landscaping for this project was removed during construction of the street intersection improvements, and a question arose as to whether or not the landscaping was replaced adequately. The Public Works Department has recommended against planting anything within five feet of hardscape, and in this case, that would mean planting landscaping on the slope, which looks good from the gasoline pump islands, but doesn't look good from the street. The City Council has expressed a desire for more desert planting on the top of the slope. The original plan was to have large canopy trees, but such trees are not advisable in front of large commercial buildings because they block visibility of the businesses therein. Commissioner Holden recalled that the Commission wanted the pump islands to be screened. Commissioner O'Donnell preferred small canopy trees, and added that he is not particularly excited about the building as a gas station. Commissioner Connor felt that the entire project looks awful, and Commissioner O'Donnell added that the existing landscaping is inadequate and does not meet the Commission's aesthetic standards. Commissioner Connor noted that the landscaping installed was not pursuant to the plans approved and disagreed with the Public Works Department's policy to disallow landscaping within five feet of hardscape. 5 `%001 ARCHITECTURAL REVIEW COMMISSION DECEMBER 8, 1998 MINUTES It was the consensus of the Commission that the Council subcommittee on landscaping should address the need to improve the landscaping around this business. B. Preliminary Plans 1. CASE NO.: C 98-21 APPLICANT (AND ADDRESS): JOHN STEIGERWALDT for MARK MOSCROP, 73-960 Highway 111, Suite 5, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architecture for sales office LOCATION: North side of 42nd Avenue, 1000 feet west of Cook Street ZONE: S.I. Commissioner Holden preferred installation of a trellis that surrounds the building, especially since the trellis plays a major part in this modular building. Commissioner Van Vliet suggested that something be done with the roof, i.e., architectural detail or facia detail, and suggested that window trim be added. Commissioner O'Donnell wanted to see elevations to discern how the building will tie in with the landscaping and pathways. Commissioner O'Donnell observed that there appears to be a significant investment in rock materials and landscaping, and the modular building needs to fit in with that. Commissioner Holden noted that the consensus of the Commission is that the trellis should be the dominant feature. Action: Commissioner O'Donnell moved, seconded by Commissioner Holden, to continue the case. The motion carried 4-0,with Commissioners Gregory and Urrutia absent. 6 ARCHITECTURAL REVIEW COMMISSION DECEMBER 8, 1998 MINUTES 2. CASE NO.: TT 27370 APPLICANT(AND ADDRESS): JOHN STEIGERWALDT for LA PALOMA, 73-960 Highway 111, Suite 5, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of perimeter landscaping LOCATION: South side of Hovley Lane West, west of Portola ZONE: PR-5 Mr. Alvarez reported that the City's landscape consultant, Eric Johnson, is concerned about spacing and proximity of landscaping to the sidewalk. Commissioner Connor noted that the City requires meandering sidewalks; so proximity of landscaping to the sidewalk is always a problem. Action: Commissioner Connor moved, seconded by Commissioner Van Vliet, to approve the perimeter landscaping, with the condition that the applicant comply with the conditions set forth on the plans by the City's landscape consultant, Eric Johnson. The motion carried 4-0, with Commissioners Gregory and Urrutia absent. V. ADJOURNMENT The meeting was adjourned at 1:00 p.m. STEVE SMITH PLANNING MANAGER 7
