Final Drawings 1. CASE NO.: SA 98-7 APPLICANT (AND ADDRESS): IMPERIAL SIGN COMPANY, INC. for DESERT SLEEP CENTER, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 10-inch letters rather than eight-inch letters for the previously approved individual channel letter menu signs LOCATION: 73-608 Highway 111 ZONE: C-1 Mr. Smith reported that the Commission previously approved the applicanYs sign proposal, subject to the deletion of the can sign and the reduction of the size of the letters on the menu sign to eight inches. Mr. Alvarez noted that the applicant is now requesting approval of 10-inch letters on the menu signs. Commissioner Holden moved to approve the request. The motion received no second. Commissioner O'Donnell preferred that eight-inch letters be used, to which Nancy Cobb of Imperial Sign replied that it is less expensive to use 10-inch letters since eight-inch letters are more labor intensive, and added that the business owner actually prefers 12-inch letters, but felt that 10-inch letters would be a compromise. 2 . � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to deny the applicant's request for 10-inch letters and reaffirm the Commission's previous action of January 27, 1998. The motion carried 4-1, with Commissioner Holden dissenting and Chairman Gregory absent. 2. CASE NO.: SA 98-12 APPLICANT�AND ADDRESS): GEORGE L.AVANS, D.D.S., 31-855 Date Palm Drive, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of copy on business identification signage/monument sign LOCATION: 73-151 Fred Waring Drive ZONE: O.P. Mr. Smith reported that the Commission previously approved the location and size of the monument sign, and the applicant is now submitting the copy for approval. Mr. Alvarez noted that the applicant has followed the Commission's suggestion to decrease the monument size to 42 inches and to use six-inch letters, and has also deleted the words "twilight sedation" from the proposed signage. Action• It was moved by Commissioner O'Donnell, seconded by Commissioner Connor, to approve the copy on the business identification signage and monument sign. CASE NO.: SA 98-22 APPLICANT �AND ADDRESSI: PALMS TO PINES CANVAS for JERRY LISS IMPORTED RUGS, 69 Pinyon Pines, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of marquee awning with lights LOCATION: 73-470 EI Paseo ZONE: C-1 Mr. Smith reported that the Commission previously considered a proposal for a marquee awning with lights on this octagonal-shaped building which faces EI Paseo at San Pablo, and noted that the awning will be a teal color. Ernie Brooks of Palms to Pines Canvas commented that he has revised the plans for the awning to make it tie in better with the building architecture, per the Commission's suggestion. Commissioner O'Donnell asked about the size of the posts, to which Mr. Brooks responded by indicating three-inch square posts are proposed. Commissioner O'Donnell suggested that four-inch posts be used, and Mr. Brooks agreed. Commissioner Connor felt that an awning does not belong on this building. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the marquee awning with lights with four-inch posts. The motion carried 4-1, with Commissioner Connor dissenting and Chairman Gregory absent. 4 � � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES 4. CASE NO.: TT 25102 APPLICANT (AND ADDRESS): RANCHO CAPISTRANO DEVELOPMENT COMPANY for CANYON CREST, 79-687 Country Club Drive, #201, Bermuda Dunes, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscaping plans for model homes LOCATION: Lots 7 & 8, corner of Deep Canyon Road and Lavender Way ZONE: PR-5 Mr. Alvarez reported that the Commission previously gave preliminary approval, and the City's landscape consultant, Eric Johnson, reviewed the landscaping plans and had no comments. Action: It was moved by Commissioner Connor, seconded by Commissioner olden, to approve the landscaping plans for the model homes. The motion carried 5-0, with Chairman Gregory absent. 5. CASE NO.: SA 98-17 APPLICANT�AND ADDRESS): FEDERAL SIGN for CALIFORNIA PIZZA KITCHEN, 1526 Brookhollow Drive, Suite 70, Santa Ana, CA 92705 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new business identification signage LOCATION: 73-080 EI Paseo, #7 ZONE: C-1 Mr. Smith reported that the applicant proposes to replace the existing brown individual lettered sign with a new sign. 5 � � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES Dave Fletcher, the property owner, explained that the sides of the letters will be black, while the face will be yellow. Action: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to approve the new business identification signage. The motion carried 4-1, with Commissioner Holden dissenting and Chairman Gregory absent. Commissioner Holden remarked that he is opposed to an internally lit sign. Commissioner Connor asked how much light will shine through, to which Mr. Fletcher replied that it will be 1.3 foot candles, assuming a perFect reflection from the back wall; otherwise, it will be 0.65 foot candles. Mr. Smith noted that the plans indicate a 29% transmittance. Commissioner Urrutia commented the plans led him to believe that opaque vinyl would be used rather than translucent vinyl. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to reconsider the Commission's previous action. The motion carried 5-0, with Chairman Gregory absent. Mr. Smith suggested that the applicant bring in a mock up for the Commission's review, with which Commissioner Connor agreed. Mr. Fletcher pointed out that this sign will be similar to the Starbuck's sign on Deep Canyon Road and Highway 111, except this sign will stand out a little more. Commissioner Connor noted that this sign will be different from the Starbuck's sign because this sign will emit white light. Mr. Fletcher clarified that the sign will only emit white tight from the edge of the letter face. Mr. Smith suggested that the Commissioners take a took at Mervyn's free- standing monument sign on the corner to get an idea of how the sides of the sign will look. 6 . � �„� ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to continue the case to the next meeting. The motion carried 5-0, with Chairman Gregory absent. 6. CASE NO.: 4869 SA APPLICANT �AND ADDRESS): IMPERIAL SIGN CO., INC. for CAM'S CORNER, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional signage LOCATION: 74-478 Highway 111 ZONE: C-1 Mark Ross of Imperial Sign stated that the business owner feels that the existing signage is not providing enough exposure, and the owner would like additional signage which will not exceed the square footage allowance. Commissioner VanVliet asked if the Commission previously approved any signage on the east elevation, to which Mr. Smith responded that the "Short Stop" sign was approved, although it actually faces out at an angle. Commissioner Holden asked if the previously approved monument signs will be built soon, to which Mr. Smith responded affirmatively. Commissioner O'Donnell asked who approved the "around back" signage, to which Mr. Smith replied that it was approved over the counter by staff. Commissioner O'Donnell expressed opposition to the sign, and felt that the Commission should have had an opportunity to review it. Commissioner Connor felt that the sign should be removed. 7 , `�w+" "+r✓ ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES Commissioner Urrutia felt that the building already has a sufficient amount of signage, but indicated he would be willing to approve the "Sub City" sign on the east side of the building if the sign on the west side of the building were to be removed. Commissioner Holden expressed opposition to the proposed can sign since all the other signs on the building have individual letters. Commissioner Connor suggested deleting the sign facing Highway 111, and Commissioner Holden noted that the sign is not visible anyway. Commissioner Connor pointed out that, within two years, the mesquite trees will grow to a height where the signs will not be visible. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to continue the case. The motion carried 5-0, with Chairman Gregory absent. 7. CASE NO.: MISC 98-1 APPLICANT �AND ADDRESS): THOMAS ROSEN, 43-042 Balsam Lane, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of two-foot wood fence on top of an existing four-foot block wall LOCATION: 43-042 Balsam Lane ZONE: R-1 (9,000) Mr. Alvarez reported that the applicant's rear yard faces the wash at Magnesia Falls, and the applicant would like approval for a two-foot wood fence atop the existing four-foot block wall, and the Building Department has indicated that the footing will not support a block addition. 8 . Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the two-foot wood fence on top of an existing four-foot block wall. The motion carried 5-0, with Chairman Gregory absent. 8. CASE NO.: SA 98-20 APPLICANT �AND ADDRESS): ARCHITECTURAL NEON & SIGN CO. for BEER HUNTER, 74-990 Joni Drive #3-C, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of individual channel letters/can sign to replace existing can sign; approval of illuminated awning with signage LOCATION: 73-579 Highway 111 ZONE: C-1 Mr. Smith reported that the business is located behind Jensen's, facing EI Paseo, and the applicant requests approval to replace the existing can sign with a different can sign, as well as an individual channel letter sign and an illuminated awning which will extend four feet. Action: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, the individual channel letters/can sign to replace the existing can sign, and approved the illuminated awning with signage. The motion carried 5-0, with Chairman Gregory absent. 9 �.r. `+�+° ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES 9. CASE NO.: SA 98-23 APPLICANT (AND ADDRESSI: PALMS TO PINES CANVAS for ADAMS BAY, 69 Pinyon Pines, Mountain Center, CA 92501 NATURE OF PROJECT/APPROVAL SOUGHT: Awning with signage LOCATION: 73-199 EI Paseo ZONE: C-1 Mr. Smith reported that the proposed awning will be taupe with black letters. Commissioner Connor asked how far the proposed awning will be from the existing adjacent awning, to which Ernie Brooks of Palms to Pines Canvas replied that there will be a three-foot separation, and the awning will have the same height and projection from the building. Commissioner Holden expressed concern that the proposed awning will block the existing awning in front of the Leed's business, with which Commissioner Van Vliet concurred, and suggested that the two awnings be more similar. Commissioner Urrutia moved to approve the applicant's request with the provision that a dome shaped awning similar to the Leed's awning be used. The motion received no second. Action: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to continue the case. The motion carried 5-0, with Chairman Gregory absent. 10 . � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES B. Preliminary Plans 1. CASE NO.: PP 98-1, CZ 98-1, GPA 98-1 APPLICANT (AND ADDRESSI: DAVID & NANCY DOWGIALO, P.O. Box 1682, La Quinta, CA 92253 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of remodel of existing garage and revised landscaping LOCATION: 44-817 & 44-835 Portola ZONE: R-1 Mr. Alvarez reported that, pursuant to the Commission's previous direction to either demolish or remodel the garage, the applicant has submitted revised elevations which show a new roof to match the office building and removal/replacement of the existing fiberglass garage doors with wood sectional doors. Commissioner Urrutia commented that the idea was to make the garage look more like the office building, and felt that the proposed design does not match the architecture of the office building. Jim Mclntosh, the project architect, stated that the applicant does not wish to spend too much money on remodeling the garage since the intent is to tear it down in a few years and replace it with another small office building. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to reaffirm its previous action of January 17, 1998 because the proposed solution is inadequate. The motion carried 5-0, with Chairman Gregory absent. 11 . �r�' � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES 2. CASE NO.: CUP 97-16 APPLICANT (AND ADDRESS� MCFADDEN/MCINTOSH ARCHITECTS forWALGREENS DRUG STORE, 73-929 Larrea, Suite 1A, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised architectural elevations and landscaping LOCATION: Southeast corner of Monterey Avenue and San Gorgonio ZONE: R-1 Jim Mclntosh, the project architect, reviewed the changes reflected on the revised plans, indicating that the eight-foot planters are now accurately depicted on the plans, and there is now a 30-foot planter in the east side of the building next to the loading dock, and the southwest corner of the building elevation has been manipulated a bit to include some veneer. Commissioner Urrutia asked why the changes the Commission recommended for the drive-thru canopy were not implemented, to which Mr. Mclntosh responded that he suggested the proposed change to the client, who did not wish to go forward with it. Commissioner Urrutia felt that the canopy on the south elevation should tie in better with the finro horizontal elements. Mr. Smith suggested that some parking spaces could be eliminated in order to soften the edges of the project. Mr. Mclntosh acknowledged the Commission's wish for more relief on the south elevation, and noted that a brow was added around the corner, although it does not connect to the drive-thru canopy; so he could suggest to the client that it be extended. Commissioner Holden was also concerned that the drive-thru canopy does not tie into anything, and felt that Mr. Mclntosh's suggestion will serve as a fair solution. 12 °�✓ �' ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES Mr. Mclntosh acknowledged the Commission's wish to soften the northeast corner with a planter or more angie to the loading dock landscaping. Commissioner Connor felt that the landscaping on the south side of the project should relate more to the landscaping across the street, and he would suggest using a Rhus Lancea rather than the Melu Luca so that signage is not blocked. Commissioner O'Donnell expressed concern about the southwest exit onto the alley, with which Commissioner Connor concurred, and indicated that he could not support the project with that driveway. Commissioner Urrutia asked if signage will be presented separatenly to the Commission, to which Mr. Smith responded affirmatively. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to continue the case. The motion carried 5-0, with Chairman Gregory absent. 3. CASE NO.: PP 97-12, CZ 97-11 APPLICANT (AND ADDRESS): F & M ASSOCIATES, 2041 San Remo Drive, Laguna Beach, CA 92651 NATURE OF PROJECT/APPROVAL SOUGHT: Review of revised plans for a commercial retail center LOCATION: Northeast corner of Monterey Avenue and Country Club Drive ZONE: PR-7 13 . ��r% �r.r� ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES Mr. Mahoney, the project architect, stated that all the revisions suggested by the Commission have been implemented, and in addition, the proposed gas station pad has been converted to a future retail pad. The east driveway onto Monterey has been modified to provide an easier turning radius. The long runs of parking spaces have been broken up. The size of the planters in the parking lot have been adjusted. The Luckys building has been shifted forward slightly to lessen the impact on the neighbors. The west elevation of the Lucky building has been modified to shield the residents from the view of the building. The dock now drops down 18 feet. With regard to the Commission's concern about the massiveness of the Luckys building, it has been pulled into conformance with code, and the only portions which exceed 30 feet are the tower elements. A shadow element has been introduced which wraps around the corners of the Luckys building to soften the look. Trellis structures have been added to the truck dock, and trellis screening and landscaping have been added to the drive-thru. Approximately 17.52% of the site is landscaped, and trellis structures have been added to three corners of the Luckys building. Commissioner Urrutia commented that he has a hard time relating the south elevation of the Lucky building to the plans because the plans don't delineate any articulation, to which Mr. Mahoney responded that the columns will protrude by four and a half feet. Mr. Smith suggested that 1/8" plans be submitted to better show the detail work. Commissioner Urrutia indicated that he would like to see a roof plan. Mr. Mahoney noted that two corner elements have been added to the east elevation, and ceramic tile planter niches are interspersed throughout. Commissioner Urrutia felt that additional articulation is needed. Commissioner Urrutia referenced the Sav-On building and indicated that there is now no vertical contrast, to which Mr. Mahoney replied that he tried to get it down to a residential scale since that seemed to be the Commission's wish. 14 , �.i �✓ ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES Commissioner Urrutia suggested that the projections on the market building also be added to the Sav-On building so that it ties in and is not so boxy and flat. Commissioner Connor asked what will happen to the landscape strip between the curb and the parking lot, to which Mr. Mahoney replied that it will be mounded. Commissioner O'Donnell asked about the distance between the columns of the trellis structures, to which Mr. Mahoney replied that they will be eight feet column to column. Commission O'Donnell suggested including the trellis structures on the Sav-On building as well, especially on the southwest corner, to provide additional architecture and shading. Randy Avery of Diamond West Homes, the residential community to the north, expressed concern that the view of the mountains will be blocked, but indicated he is glad there will be no gas station. Mr. Avery wondered about the impact of lighting to the nearby residences, to which Mr. Smith replied that the City's parking lot lighting ordinance is quite restrictive. Mr. Mahoney pointed out that the mounding and screening on the project should be adequate to screen out the light, and added that he believes the residents will still be able to see the mountains somewhat. Doug Hill of Diamond West Homes stated that he would like to see more relationship to the homes in order to determine whether or not there will be any concerns regarding potential impacts to the residents. Mr. Smith noted that the noise study of the Luckys project on Highway 111 and Deep Canyon revealed a decrease in noise after the building was constructed, because the building blocked noise from the busy streets. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to continue the case. The motion carried 5-0, with Chairman Gregory absent. 15 °�rrri � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES 4. CASE NO.: CUP 97-15 APPLICANT (AND ADDRESS): H.N. and FRANCES C. BERGER FOUNDATION, P.O. Box 13390, Palm Desert, CA 92255 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of building and landscape plans for a 24,543 square foot corporate office LOCATION: Northeast corner of Cook Street and Sheryl Avenue ZONE: S-I Mr. Smith reported that the Commission previously reviewed the plans, and as a result of the Commission's concerns, the setback from Cook Street will be increased from 25 feet to 35 feet at the nearest point, and 40 feet to 49 feet at the north end. The setback will be increased five feet along Sheryl. Anton Berkett commented that the setback is just to the projection of the building, so the building is actually set back 40 feet. The building height is 37 feet from the curb, and the setback from the front of the building is 116 feet from the corner, but space has to be maintained to allow for the future expansion of Chapman College. Commissioner Urrutia noted that the site is already high, which created the concern regarding the closeness of the building to the street and the height of the building; so the Commission suggested that the building be pushed back a lot further or that the height of the building be decreased. Commissioner Holden asked about the height limit for the area, to which Mr. Smith replied that height limit is 30 feet, and added that the building is 26 feet high, but is to be located on a mound. Commissioner Van Vliet noted that the problem of the massiveness of the building has not been resolved, and the setback on Cook and Sheryl is not adequate. 16 � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES Commissioner Holden noted that the plans show a semi-subterranean garage and suggested that the building be lowered further into the ground, to which Mr. Berkett responded that the building will lose character if it is lowered further. Commissioner Urrutia stated that there is no problem with the building design, and recalled that the Commission previously suggested stepping back the second floor in order to reduce the massiveness of the building, to which Mr. Berkett replied that the building plans include a finro-story lobby as well as a two-story conference room; so it would not be possible to step the second floor back. Commissioner Holden suggested grading the site down lower, to which Mr. Berkett responded that it has already been graded. Commissioner Van Vliet felt that the site is still graded fairly high. Commissioner Holden noted that the first floor of the building is higher than the existing pad, and suggested that cutting it down further into the ground will still retain the floating effect of the building, with which Commissioner Urrutia agreed, and suggested that the site be graded down by at least an additional four feet. Commissioner Holden suggested that the applicant submit a preliminary grading plan for the Commission's review, and felt that lowering the first floor to the level of the existing pad should work. Cole Woolsey of the Berger Foundation asked what an acceptable setback would be if the building height were maintained, to which Commissioner Holden replied that if the first floor is brought down to the level of the existing pad, then the project would be acceptable. Commissioner Urrutia indicated that he would like to see street elevations as well as a grading plan. 17 . � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 10, 1998 MINUTES Action• It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to conceptually approve the architecture and siting of the building, subject to an acceptable grading plan reducing the pad height by at least an additional four feet. CASE NO.: PP 98-2 APPLICANT (AND ADDRESSI: FOXX DEVELOPMENT COMPANY, 73- 111 EI Paseo, Suite 200, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single-story office building LOCATION: South side of Fred Waring Drive 175 feet east of Monterey Avenue (Lots 4 & 5, Palma Village, Unit#12) ZONE: O.P. Mr. Smith reported that the proposed project is located on the south side of Fred Waring Drive east of Monterey, and the two lots abut Dr. Reed's office building on the east. The project will be a single story, and there will be a minimum setback adjustment required for the front to tie in somewhat with the building to the east. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the single-story office building. The motion carried 5-0, with Chairman Gregory absent. CASE NO.: SA 98-14 APPLICANT (AND ADDRESS): CHANDLER SIGNS, INC. for CONROY'S 1-800-FLOWERS, 3201 Manor Way, Dallas, TX 75235 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-161 Country Club Drive ZONE: P.C.(2) Mr. Alvarez reported that the Commission previously approved a portion of the applicant's request for signage. The applicant filed an untimely appeal to the decision, and is now requesting channel letter signs befinreen the two can signs. The Commission's previous approval was conditioned upon having one, two-foot by three-foot can sign, 18-inch channel letters, and only using the words "1-800-FLOWERS" once on each elevation, and staff recommends that the Commission reaffirm its previous action. Ms. Mitchell spoke on behalf of Chandler Signs and stated that the client would like to use the "1-800-FLOWERS" on the logo because it is a federally registered trademark. Commissioner Holden explained that the Commission's previous approval was such that the applicant could keep the 1-800-FLOWERS on the logo can sign if the 1-800-FLOWERS channel letter sign was eliminated, but could not have both the 1-800-FLOWERS channel letter sign and the words 1-800-FLOWERS on the can sign, and the applicant opted for the 1-800-FLOWERS channel letter sign because it is bigger; so the client's use of the logo has not been restricted. Ms. Mitchell asked why a green background would not be allowed, to which Commissioner Holden responded that the Commission doesn't usually approve raceways because they stand out too much and don't blend in well with buildings. Commissioner Holden noted that the rest of the signs in the center have channel letters, and Mr. Alvarez pointed out that green is not one of the approved colors for the center's sign program, and can signs are also not included in the center's sign program. 11.
