ORAL COMMUNICATIONS None. 1 � , '�rr � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES IV. CASES A. Final Drawings 1. CASE NO.: SA 98-17 APPLICANT (AND ADDRESS): FEDERAL SIGN for CALIFORNIA PIZZA KITCHEN, 1526 Brookhollow Drive, Suite 70, Santa Ana, CA 92705 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new business identification signage LOCATION: 73-080 EI Paseo, #7 ZONE: C-1 Mr. Smith reported that the Commission reviewed the proposed signage at its February 10, 1998 meeting, and continued the case so that the Commissioners could take a look at the signage at Starbuck's, which is similar to the signage proposed. Commissioner Holden stated that he has a problem with letters that light up. Dave Fletcher, the property owner, indicated that he would like a sign with a visibly lit face rather than channel letters, and the business originally proposed an open channel letter with exposed neon, but he feels there is already too much exposed neon along EI Paseo. Chairman Gregory asked if the Commission's concerns relate to translucent letters which are back lit at night, to which Commissioner Holden responded affirmatively and added that he would prefer a more subtle look. Chairman Gregory suggested using a dimming device to tone down the intensity to a level acceptable by City staff. Mr. Fletcher stated that, as proposed, the illumination is 0.65 to 1.3 foot candles from 10 feet away. 2 � � „y�M' rrrir ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES Commissioner Van Vliet felt that individual letters would look best. Action: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to approve the new business identification signage with the condition that individual letters be used and installed with rheostat to tone down the intensity, if necessary. Motion carried 4-1, with Commissioner Holden dissenting and Commissioner Urrutia absent. 2. CASE NO.: 4969 SA APPLICANT �AND ADDRESS): IMPERIAL SIGN CO., INC. for CAM'S CORNER, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional signage LOCATION: 74-478 Highway 111 ZONE: C-1 Mr. Smith reported that the Commission reviewed this application at its February 10, 1998 meeting, and the request includes a "Sub City" sign on the east side of the building, along with other verbiage, and also includes signage on the tower facing Highway 111. Issues arose as to how the "Around Back" sign came to exist, and the case was continued to allow the applicant to re-evaluate his sign program. Mr. Smith indicated that he met with Cameron Nevins, the property owner, and suggested that he prioritize his signs and be prepared to eliminate some signage in favor of other signage, if necessary. Mr. Nevins indicated that he understands the "Around Back" sign is not looked upon favorably; so it can be removed. 3 � � � ARCHiTECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES Chairman Gregory suggested that Mr. Nevins orchestrate his sign program, and asked how many entities are being signed on the building, to which Mr. Nevins replied that there are three. Chairman Gregory asked if all three businesses want visibility on all sides of the building, to which Mr. Nevins responded negatively and noted that the convenience store and Mail Bag store are taken care of because they are easily visible from Highway 111, but the Sub City store is located to the rear of the building and needs more exposure. Commissioner Holden asked if it would be possible to place a Sub City sign on the Cam's Corner monument, to which Mr. Nevins replied that it wouldn't work well because the signage needs to be up high to be seen from Highway 111. Commissioner Holden noted that the signs previously approved were designed to fit in with the architecture of the building, but the proposed signage would have to be forced into places such as the facia. Chairman Gregory indicated that the Commission is reluctant to have signage on the architecture, which is the reason it is preferable not to have signage high up in the air; so it would be best to find another spot which is not on the building itself in order to avoid using the building as a billboard. Commissioner Connor cautioned that when the Mesquite trees reach maturity, they will block the signage. Chairman Gregory emphasized the importance of having a building which looks nice architecturally, especially since there is always a bias against gas stations; so he would suggest that the applicant work with the Commission to develop alternatives to the proposed signage. Commissioner Connor asked if a monument sign will be installed, to which Mr. Smith replied that a monument sign was approved for the Alessandro side, but it will be difficult to see from a vehicle on Highway 111. 4 . 'irr�" °`.rr ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES Chairman Gregory asked if a monument sign could be placed on Highway 111 , to which Mr. Smith responded negatively and explained that there is already one for the gas station, but it is conceivable that the existing monument sign could be redesigned. Chairman Gregory indicated he would like to visit the site to consider how the signs could be best arranged, because this proposal has clearly reached an impasse. Chairman Gregory noted that he would have no problems with the east side of the building if the "Around Back" sign were removed. Commissioner Van Vliet expressed opposition to using can signs for this development. Commissioner Gregory suggested that it may be possible to use indirect illumination rather than having a raceway. Mr. Nevins commented that a raceway could be plastered and painted to match the building, and would only be six inches thick so as not to protrude from the building very much and only be noticeable from the side. Mark Ross of Imperial Sign added that the raceway could be detailed like the tower element. Commissioner Holden stated that it still would not tie into what already exists. Chairman Gregory asked how the sign would be lit internally to avoid glare, to which Mr. Ross responded that a quartz light could pointed at the sign, but that would not be as vivid as an interna�ly lit sign. Mr. Ross noted that it would be possible to add a facia onto the existing facia and use plaster and wood. Mr. Smith proposed that the Commission approve the request with the condition that it not include a raceway, and that the applicant be allowed to choose whether or not to illuminate the sign without using a raceway. 5 , � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES Commissioner O'Donnell asked what will happen if the signage does not lead to increased business, to which Mr. Nevins responded that he will have then wasted $5,000 on signage, but added that he believes the existing banner has increased traffic flow by 25%. Chairman Gregory liked Commissioner Holden's proposal to use individual non-illuminated letters indirectly lit by a light on an arm in front shining on the sign. Mr. Ross asked for the Commission's opinion on using a whole new facia with an access panel underneath, to which Commissioner Van Vliet responded that he doesn't think it is possible. Action: It was moved by Chairman Gregory, seconded by Commissioner Van Vliet, to approve an illuminated or non-illuminated facia mounted east facing sign using individual channel letters. If the applicant chooses to use external illumination, approval of fixture shall be obtained from the Architectural Review Commission prior to installation. Motion carried 4-1, with Commissioner Connor dissenting and Commissioner Urrutia absent. Action: It was moved by Chairman Gregory, seconded by Commissioner Van Vliet, to continue approval of the signage fronting Highway 111 so that the Commissioners may visit the site in an attempt to develop alternatives. CASE NO.: SA 98-23 APPLICANT�AND ADDRESS): PALMS TO PINES CANVAS for ADAMS BAY, 69 Pinyon Pines, Mountain Center, CA 92501 NATURE OF PROJECT/APPROVAL SOUGHT: Awning with signage LOCATION: 73-199 EI Paseo 6 , . �` � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES ZONE: C-1 Mr. Smith reported that the Commission reviewed this application at its February 10, 1998 meeting and made suggestions for revision, and the applicant has resubmitted the plans which show an awning similar in shape, height and width to the adjacent awning at Leed's. Ernie Brooks noted that Leed's awning is blue with white letters and is illuminated, while this awning will be taupe with black letters and will not be illuminated. Mr. Brooks added that the owner of Leed's has no objections to the proposed awning. Action: It was moved by Commissioner Connor, seconded by Commissioner Holden, to approve the dome-shaped awning with signage. Motion carried 5-0, with Commissioner Urrutia absent. 4. CASE NO.: SA 98-27 APPLICANT (AND ADDRESS): PARAGON SIGNS for McGOWAN'S IRISH INN, 77-650 Enfield Lane, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Business identification signage LOCATION: 73-340 Highway 111 ZONE: C-1 Mr. Alvarez reported that the business is located on the north side of Highway 111, and the applicant wishes to add a three-foot parapet to the building which will extend the length of the building, and add 20-inch channel letters with neon tubing on either side. Commissioner Holden suggested that the neon tube be recessed into stucco. 7 , `�y.r �r,✓ ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Holden, to approve the business identification signage subject to the facia being finished with stucco to match the existing color and to recess the neon into the stucco. Motion carried 5-0, with Commissioner Urrutia absent. 5. CASE NO.: CUP 98-1 APPLICANT (AND ADDRESS): COX COMMUNICATIONS PCS, LP, 18200 Von Karman, Irvine, CA 92612 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of an unmanned telecommunication antenna on top of an existing building LOCATION: 73-345 Highway 111 ZONE: C-1 (SP) Mr. Alvarez reported that the request is to place three unmanned telecommunication antennae and an associated mechanical building on top of the building occupied by Dr. Shaw's office at 73-345 Highway 111, and one antenna would face south,while the other finro would face east and west, respectively. Commissioner Holden clarified that the antennae are actually proposed to be affixed to the wall rather than the roof, and the mechanical building is proposed to be placed on the roof. Barbara Lara of Cox Communications noted that the antennae need to be on the edge of the roof so that the radio waves can be most effective. Commissioner Holden expressed concern regarding the visibility of the equipment from Highway 111, and Chairman Gregory suggested that the equipment be moved back somewhat from the edge. 8 ' "�r` �vrl ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES Commissioner Holden asked if the equipment could be screened, to which the representative from Cox Communications responded that screening could be installed to match the building exterior, but it would exceed the City's height limit. Chairman Gregory suggested that this case be continued to allow the applicant an opportunity to prepare alternatives that will work technically and also be aesthetically acceptable. Commissioner Holden indicated that he is most concerned about the equipment which would be visible from Highway 111. Commissioner Van Vliet asked about the height of the mechanical equipment, to which the representative from Cox Communications indicated that it is 10 feet high. Mr. Smith noted that the existing building is already at the maximum allowable height (30 feet) so the mechanical building will need to be relocated. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to continue the case. Motion carried 4-0, with Commissioners Connor and Urrutia absent. 6. Action: It was moved by Commissioner Hofden, seconded by Commissioner Van Vliet, to approve the final working drawings for an amenity building, sales building and timeshare units. Motion carried 4-0, with Commissioners Cannor and Urrutia abstaining. 7. Mr. Buchanan presented the final working drawings and indicated that they match the previously approved preliminary plans. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the final working drawings for the 12,500 square foot single-story professional office/medical building. Motion carried 3-0-1, with Commissioner Holden abstaining and Commissioners Connor and Urrutia absent. 9. BOX 1935, Palm Desert CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of wall sign at entry LOCATION: Parcel 1, Map No. 28596 located on the north side of Highway 111, 1320 feet east of Deep Canyon Road ZONE: O.P. Mr. Smith reported that the proposal is for a wall with signage at the entry to the office/industrial park east of Embassy Suites Hotel. Robert Sundstrom indicated that anodized bronze lettering will be used, and will be illuminated via landscape lighting. The signage is similar to the sign program for Paine Webber. The walls will be 42 inches high with tile at either end, and the sign will match the architectural style for the entire center. The color scheme is the same as the color scheme for the two buildings fronting Highway 111. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the wall and sign at the entry to the office park. Motion carried 5-0, with Commissioner Urrutia absent. 12 . � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES 11. CASE NO.: MISC 98-2 APPLICANT �AND ADDRESS): KRISTI HANSON ARCHITECTS for SUNLITE DEVELOPMENT, INC., 68-898 Hermosillo Road, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 18-foot high residence LOCATION: 73-116 Crosby Lane ZONE: R-1 (20,000) Mr. Smith clarified that the proposed residence will be 17'6", and most of the other homes in the area are 16 feet, but the height limit is 18 feet. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the 17'6" high residence. B. Preliminary Plans 1. Box 13390, Palm Desert, CA 92255 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of building and landscape plans for a 24,543 square foot corporate office LOCATION: Northeast corner of Cook Street and Sheryl Avenue ZONE: S-I 13 �.r' `..� ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES Mr. Smith reported that the Commission requested that the setbacks be increased when the project was initially reviewed, and the applicant did comply with the request. Upon review of the revised plans, the Commission was still unsatisfied that the massive appearance of the building had been sufficiently reduced, and granted conceptual approval subject to the building being lowered into the ground an additional four feet. The applicant has submitted new plans which do not include lowering the building into the ground an additional four feet, and requests that the Commission reconsider its decision. Mr. Smith noted that the lower level of the garage is shown at 64, which is still four feet above the curb line, and the Commission's goal was that the garage be set at 60. Anton Berkett represented the applicant and stated that the building is set back 116 feet from the street corner, and if the building were lowered into the ground by four feet, the rear of the building would be below Cook Street, and the client prefers to keep the garage exposed by four feet for ventilation purposes. Commissioner Holden noted that the other option is to reduce the building height by four feet, to which Mr. Berkett responded that it would result in the elimination of one story. Commissioner Holden asked about the floor to floor height, to which Mr. Berkett responded 12 feet. Commissioner Holden suggested that it be reduced 10 feet. Commissioner O'Donnell recalled that Mr. Berkett was previously receptive to the Commission's suggestion to lower the building into the ground by four additional feet, to which Mr. Berkett replied that he thought the Commission was only referring to the front of the building, and there is a slope to consider. Chairman Gregory asked if the building will be 37 feet tall, to which Mr. Berkett replied that it will be 27 feet tall, but it will be 10 feet higher than the top of the curb at Cook and Sheryl, and the building will be set back 41 feet from the curb at Sheryl, where the building will be 34 feet tall. 14 ��r+ � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES Chairman Gregory wondered if it would be better to move the building back further from the curb, to which Commissioner Van Vliet replied that it would depend on how far back the building is moved. Mr. Berkett noted that the building was originally proposed at 96 feet from the corner, but that setback was increased 20 feet as a result of the Commission's concerns regarding the massive appearance of the structure. Chairman Gregory asked if the applicant would be willing to move the building back further, to which Mr. Berkett responded negatively. Chairman Gregory asked if the applicant would be willing to move the building back more and re-arrange the parking so that more of the spaces are located in the front, to which Mr. Berkett replied that he submitted a parking plan today. Mr. Smith noted that the applicant has requested Planning Commission approval to install 60 parking spaces only and to bond for completion of the other spaces because the applicant's business will only have 16 employees; so it would be overkill to provide the 90 spaces required by code. The applicant submitted a plan depicting how the parking would be arranged if there was a different user in the building which needed more parking spaces. Chairman Gregory noted that the Commission is trying to work with the applicant, who has refused to make the changes requested, to which Mr. Berkett replied that the owner feels that the code requirements have been met, and the building is below the height limit and 48% of the site will be landscaped. Chairman Gregory commented that it is a shame the applicant is unwilling to move the building back because then the project would work, and added that he feels the applicant is being unreasonable and should appear before the Commission and attempt to work things out. 15 . `� `�'' ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES Commissioner Holden felt that the building should be lowered, to which Mr. Berkett replied that an additional four feet would not make a difference. Commissioner Holden asked why there is unwillingness to lower the building by four feet if it makes no difference, because it obviously makes a difference to the Commission, and added that there are other ways to get ventilation and circulation. Chairman Gregory expressed frustration that the applicant has presented a take it or leave it position, because he feels that things can be worked out. Commissioner Holden noted that the suggestion to lower the building into the ground by four additional feet was a compromise on the Commission's part, because it certainly wasn't an ideal solution as far as the Commission was concerned. Action: It was moved by Commissioner Connor, seconded by Commissioner Holden, to re-affirm its previous action of February 10, 1998. Motion carried 5-0, with Commissioner Urrutia absent. Mr. Smith indicated that an appeal to the City Council can be filed within 15 days, and added that the upcoming Planning Commission action is separate from today's action. Commissioner O'Donnell left the meeting at 2:07 p.m. 2. CASE NO.: PP 97-12, CZ 97-11 APPLICANT�AND ADDRESS): F & M ASSOCIATES, 2041 San Remo Drive, Laguna Beach, CA 92651 NATURE OF PROJECT/APPROVAL SOUGHT: Review of revised plans for a commercial retail center LOCATION: Northeast corner of Monterey Avenue and Country Club Drive ZONE: PR-7 16 � � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 24, 1998 MINUTES Mr. Smith reported that scale of the drawings presented to the Commission at its last meeting was too small to discern the articulation; so the applicant has submitted revised drawings on a larger scale. Mr. Mahoney commented that the Commission had indicated there was not enough vertical play on the Sav-On building, so changes were made to add articulation and trellis structures. A tower entry element was added to the Sav-On building, as well as a tower element at the corner and trellises to the east and south elevation. On the rear of the Sav-On building, a longer trellis structure has been introduced. Mr. Mahoney pointed out that all of the tower elements are as low as possible on the Luckys building, and more detail has been added to the corner elements. An architectural element has been added to the entry of the Luckys building to break up the wafl. Chairman Gregory asked why signs are shown by the side and rear elevations of the Sav-On building, but not the front, to which Mr. Mahoney responded that trees have been added at the building corners. Chairman Gregory commented that the trellis on the south elevation of the Sav-On building looks like a "token"trellis rather than a functioning structure, to which Mr. Mahoney replied that it can make a nice shady area. Chairman Gregory hoped that the trellis structures won't end up like the ones at the Luckys on Highway 111 where the planks are too far apart to provide any appreciable shade. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to grant preliminary approval for the architecture and conceptual approval for the landscaping, with the condition that the applicant rework the landscape concept to address the issues discussed. CASE NO.: CUP 97-16 APPLICANT �AND ADDRESSI: MCFADDEN/MCINTOSH ARCHITECTS for WALGREENS, 73-929 Larrea, Suite 1A, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised architectural elevations and landscaping LOCATION: Southeast corner of Monterey Avenue and San Gorgonio ZONE: R-1 Mr. Smith reported that several changes have been made pursuant to the Commission's request. The thickness of the drive-through canopy has been reduced, and the planter has been extended around the northeast corner of the building. The loading dock has been angled out further, and the west driveway has been moved back so that it is 80 feet from Monterey. Jim Mclntosh noted that a 15-foot by 25-foot' island has been added to the middle of the east parking lot. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to grant preliminary approval for the architectural elevations and landscaping. Motion carried 4-0, with Commissioners O'Donnell and Urrutia absent. 4. CASE NO.: C 98-2 APPLICANT (AND ADDRESS): URRUTIA ARCHITECTS for CARLOTTA RETIREMENT COMMUNITY, P.O.
