APPROVAL OF MINUTES It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to approve the minutes of the July 14, 1998 meeting. Motion carried 5-0, with Commissioner O'Donnell abstaining III. ORAL COMMUNICATIONS None. 1 9 ARCHITECTURAL REVIEW COMMISSION J U LY 28, 1998 MINUTES IV. CASES A. Final Drawings 1. CASE NO.: CUP 98-2 APPLICANT(AND ADDRESS): PDH ASSOCIATES, LLC/MARRIOTT COURTYARD/RESIDENCE INN, 55-550 Riviera Drive, La Quinta, CA 92253 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of building elevations and landscaping LOCATION: Southwest corner of Frank Sinatra and Cook ZONE: PR-5 Mr. Smith reported that the City's landscape consultant, Eric Johnson, is still working with Mike Horton on the landscape plan; so that portion will be presented to the Commission a future meeting, and permits for the buildings will not be delayed as a consequence. Staff recommends approval of the building elevations with the condition that the roof-mounted HVAC equipment be screened so that it is not visible from the street. Action: Commissioner Urrutia moved, seconded by Commissioner Connor, to grant final approval for the building elevations only with the condition that the roof- mounted HVAC equipment not be visible from the street. The motion carried 5-0. 2 ARCHITECTURAL REVIEW COMMISSION JULY 28, 1998 MINUTES 2. CASE NO.: PP 97-17, TT 28658 APPLICANT (AND ADDRESS): WESTWIND DEVELOPMENT, INC., 44-817 Del Dios Circle, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of building elevations and landscaping LOCATION: Southeast corner of Abronia Trail and Sunset Lane ZONE: R-3 Mr. Alvarez reported that the Commission previously granted preliminary approval, and the final drawings are consistent with the preliminary plans, and incorporate the suggestions made by the Commission regarding setbacks and height. Action: Commissioner Urrutia moved, seconded by Commissioner Holden, to grant final approval for the building elevations and landscaping, with the condition that headers which separate the grass from the planter areas be made of recycled material. The motion carried 5-0. 3 ARCHITECTURAL REVIEW COMMISSION JULY 28, 1998 MINUTES 3. CASE NO.: CUP 98-11 APPLICANT (AND ADDRESS): NEXTEL COMMUNICATIONS, 17275 Derian Avenue, Irvine, CA 92614 NATURE OF PROJECT/APPROVAL SOUGHT: Installation of a wireless telecommunication facility LOCATION: 75050 Merle Drive ZONE: SI Barbara Sidle of Nextel indicated that the only revision to the plans is that the pole was moved 80 feet further away from Cook Street, and added that, pursuant to the Commission's suggestions, she tried to find an alternative site nearby, but was unable to do so. Commissioner Urrutia stated that his primary concern remains the visibility of the 85-foot high pole from Cook Street. Commissioner O'Donnell asked for the minimum height at which the facility would still be effective, to which Ms. Sidle responded by indicating 85 feet is the lowest height at which the monopole can be effective. Commissioner O'Donnell commented that there is no way to make a tower of this height aesthetically pleasing. Commissioner Urrutia indicated that if the design of structure cannot be integrated into the area to make it visually unobtrusive, he would suggest that it be located in a different area. 4 `.r `rr�' ARCHITECTURAL REVIEW COMMISSION JULY 28, 1998 MINUTES Ms. Sidle indicated that she could offer co-location on this facility, to which Mr. Smith responded that co-location was a requirement for the Sprint facility on 42nd Avenue, and asked why that location wasn't pursued. Ms. Sidle stated that she did not check on that facility because it was her understanding that it was only 50 feet high. Commissioner Holden stated that this is the wrong location because Cook Street is not just an industrial area, but is a main view corridor which serves as an entry to the City from the freeway upon which the college will be located; so it is important to avoid visual blight. Ms. Sidle admitted that she cannot give a good aesthetic reason why this is a good location; however, she doesn't anticipate that the impact will be that great. Commissioner Holden commented that if the aesthetics of the facility cannot be improved, it should be located away from Cook Street. Action: Commissioner O'Donnell moved, seconded by Commissioner Connor, to deny the project based on the height of the 85-foot tower, the closeness to Cook Street and the lack of aesthetic mitigation measures related thereto. The motion carried 5-0, with Commission Van Vliet abstaining. 5 `r.► S"Nov ARCHITECTURAL REVIEW COMMISSION JULY 28, 1998 MINUTES 4. CASE NO.: C 98-9 APPLICANT (AND ADDRESSy CLK, INC., dba CARL'S JR., 72-875 Fred Waring Drive, Suite C, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: New signage and storefront remodel LOCATION: 73-125 Highway 111 ZONE: C Mr. Alvarez presented the revised elevations and pointed out that the signage proposed for the west well still exceeds the allowable square footage, to which Mr. Karcher responded that he would be willing to reduce the signage to bring it into compliance. Mr. Alvarez indicated that because signage is proposed above the eave of the building, Planning Commission approval will also be required. Commissioner O'Donnell noted that four colors are included in the signage proposal, to which Mr. Karcher replied that the blue color will actually be changed to silverado. Commissioner Van Vliet felt that the parapet doesn't really contribute to the enhancement of the building, but merely acts as a location for additional signage. Commissioner Urrutia commented that he doesn't have a problem with the parapet, although he would prefer that it be painted silverado rather than white, with which Mr. Karcher concurred. Action: Commissioner Holden moved, seconded by Commissioner Urrutia, to approve the signage and storefront remodel subject to the parapet stucco being painted a silverado color and that wall signage not exceed that maximum area allowed by the code and that the freestanding sign conform to the height limitation and maximum number of colors prescribed by the code. The motion carried 4-1, with Commissioner Van Vliet dissenting and Commissioner Connor abstaining. 6 ARCHITECTURAL REVIEW COMMISSION JULY 28, 1998 MINUTES B. Preliminary Approval 1. CASE NO.: CUP 97-16 APPLICANT (AND ADDRESS): MCFADDEN/MCINTOSH ARCHITECTS for WALGREENS, 73-929 Larrea, Suite 1A, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised architectural elevations and landscaping LOCATION: Southeast corner of Monterey Avenue and San Gorgonio ZONE: R-1 Mr. Smith indicated that the applicant is not ready at this time, whereupon the case was continued. 2. APPLICANT (AND ADDRESS): KAY PHELPS for GRAND PRIX CAR WASH, 217 Vista Royale Circle West, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a free- standing 40-foot by 40-foot by 9-foot shade structure at the car wash exit LOCATION: 72-880 Dinah Shore ZONE: P.C. (3) Mr. Smith reported that the car wash has been open a couple of weeks, and the applicant has requested a freestanding awning to provide shade to the employees as they dry the cars. Commissioner Urrutia suggested that a 20-foot by 60-foot rectangular shape would be better than a square shape, with which Commissioner Connor agreed. Commissioner O'Donnell felt that a more permanent structure would be better, with which Commissioner Urrutia concurred and indicated that he would not want to approve something on a temporary basis. 7 +✓ err►'' ARCHITECTURAL REVIEW COMMISSION JULY 28, 1998 MINUTES Action: Commissioner Holden moved, seconded by Commissioner Urrutia, to approve the silver color awning, and indicated that the actual shape and dimensions will be approved by staff after a site plan is submitted, and that the Commission would suggest a 20-foot by 60-foot rectangular shape. The motion carried 5-0. 3. CASE NO.: C 98-10 APPLICANT (AND ADDRESS): JOHN VUKSIC for AFFILIATED PSYCHOTHERAPISTS, 74-020 Alessandro, Suite E, Palm Desert, CA NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary design for office building remodel LOCATION: 44-775 Deep Canyon ZONE: O.P. Mr. Smith reported that this proposal involves the conversion of a single- family residence into an office, and the entry and parking are located to the rear of the building. Mr. Vuksic noted that the clay tile roof will be retained, and flagstone will be added as an architectural element, as well as shade structures in both the front and rear. Commissioner Urrutia asked about the lack of a trash enclosure,to which Mr. Vuksic replied that he is dealing with the problem of insufficient parking, and the addition of a trash enclosure would further reduce the number of spaces. Commissioner Urrutia noted that this type of use generates a lot of paperwork. Action: Commissioner Urrutia moved, seconded by Commissioner Van Vliet, to grant preliminary approval.
