CASE NO.: SA 98-62 APPLICANT (ND ADDRESS): IMPERIAL SIGN COMPANY for NATURAL EFFECTS, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of previous approval of business identification signage LOCATION: 73-960 Highway 111, Suite 5 ZONE: C-1 Mr. Alvarez reported that the Commission previously approved the applicant's signage request subject to conditions. The applicant has submitted revised drawings which add two vertical poles upon which to mount the can sign below the soffit. Commissioner Connor asked where the sign will hang from the soffit, to which Nancy Cobb of Imperial Sign replied that it will hang three inches from the edge, because if it were to be pushed back, the copy would be in the shadow of the overhang. Commissioner Connor felt that the sign should not hang off the front edge. Commissioner Van Vliet asked if the sign is to be illuminated, to which Mr. Alvarez responded affirmatively. Action: Commissioner Connor moved, seconded by Commissioner Van Vliet, to approve the revised plans subject to the sign being centered over the window panel and being located halfway between the front edge of the overhang and the building. The motion carried 5-0, with Commissioner O'Donnell absent. 2 �,.,. 144m ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 2. CASE NO.: SA 98-69 APPLICANT (AND ADDRESS): ARCHITECTURAL NEON for KREISS, 74-990 Joni Drive #3-C, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-990 El Paseo ZONE: C-1 Mr. Alvarez reported that the building is located at the southwest corner of Portola and El Paseo. The applicant proposes to place one sign on the south elevation (El Paseo) and one on the north elevation (adjacent to the parking lot). The signs will feature reverse channel halo-lit individual letters. Commissioner Urrutia inquired about the size of the letters, to which Gary Wright of Architectural Neon replied that the letters on the south elevation will be 11 inches high, while the letters on the north elevation will be 23 inches in height. Commissioner Urrutia asked why the letters on the north elevation are proposed to be twice as large as the letters on the south elevation, to which Mr. Wright replied that bigger is better. Commissioner Urrutia asked about the size of letters currently posted in the window, to which Mr. Wright responded that he doesn't know because he was not hired to install that signage. Action: _ Commissioner Connor moved, seconded by Commissioner Urrutia, to approve the signage, subject to the letters on the north side of the building being a maximum of 16 inches in height. Prior to the vote: 3 • 001 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 Mr. Wright asked if there is a rule regarding letter height, and pointed out that the Troy building has 36-inch letters, to which Chairman Gregory replied that the decision-making of the Architectural Review Commission is subjective because it pertains to aesthetics, and the Commission considers proportions when reviewing sign proposals rather than rubber stamping proposals based on square footage. Commissioner Connor felt that the north elevation sign as proposed would be out of scale with the amount of exposed wall space. Commissioner Connor's motion carried 5-0, with Commissioner O'Donnell absent. 3. CASE NO.: SA 98-67 APPLICANT (AND ADDRESS): QUIEL BROTHERS SIGN COMPANY for WASHINGTON MUTUAL, 727 South I Street, San Bernardino, CA 92410 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage on north, east and south building elevations LOCATION: 72-705 Highway 111, #8 ZONE: PC(3) Mr. Alvarez reported that the proposal is for replacement signage for the building on the south side of Highway 111 formerly occupied by Great Western Bank. The three signs proposed for the north, south and east elevations will be placed in the same locations as the existing signs, but will be smaller than the existing signs. The three signs will be comprised of 16- inch individual channel letters and a two-foot high logo. Action: Commissioner Connor moved, seconded by Commissioner Urrutia, to approve the plans as presented. The motion carried 5-0, with Commissioner O'Donnell absent. 4 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 4. CASE NO.: PP 97-13 APPLICANT (AND ADDRESS): HOWARD HAIT HEARING FACILITY, 42-215 Washington Street, Suite G, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final landscaping plans LOCATION: 44-650 Monterey Avenue ZONE: PR Mr. Alvarez reported that the Commission previously granted preliminary approval, and the applicant has now submitted final working drawings which show that the entrance has been modified pursuant to the conditions imposed by the Public Works Department. The plant material has also been changed per the Commission's previous suggestions. Action: Commissioner Connor moved, seconded by Chairman Gregory, to approve the plans as submitted. The motion carried 4-0, with Commissioner Holden abstaining and Commissioner O'Donnell absent. 5. CASE NO.: C 98-7 APPLICANT (AND ADDRESS): GOLBA ARCHITECTURE, 656 9th Avenue, San Diego, CA 92101 NATURE OF PROJECT/APPROVAL SOUGHT: Final working drawings for a single-story maintenance facility & landscaping for Palm Valley Country Club LOCATION: 76-100 Frank Sinatra Place ZONE: PR-3 5 14r ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 Mr. Alvarez reported that the Commission previously granted preliminary approval, subject to conditions. The applicant has submitted revised drawings and plan to delete the roof-top equipment. The landscape has been modified pursuant to the Commission's previous suggestions. Commissioner Connor noted that the parking lot trees must be a minimum 24-inch box in order to meet shade tree ordinance requirements. Action: Commissioner Urrutia moved, seconded by Commissioner Connor, to approve the single-story maintenance facility subject to there being no roof- top equipment and that the parking lot trees be revised to be a minimum size of 24-inch box in order to conform to the City's shade tree ordinance requirements. The motion carried 5-0. 6. CASE NO.: PP 97-2 APPLICANT(AND ADDRESS): SANTA ROSA IRRIGATION DESIGNS for EL PASEO RETAIL BUILDING, 44-385 Camino Lavanda , La Quinta, CA 92253 NATURE OF PROJECT/APPROVAL SOUGHT: Final landscape approval for a retail building LOCATION: 73-670 and 680 El Paseo ZONE: C-1 Mr. Smith reported that the City's landscape consultant, Eric Johnson, reviewed the plans and had rio comments. Staff would note that the original submittal included five palm trees, but the revised plans show three trees which correspond to the three openings in the sidewalk. Action: Commissioner Connor moved, seconded by Commissioner Van Vliet, to approve the final landscaping plan as submitted with three palm trees along the front. The motion carried 5-0, with Commissioner O'Donnell absent. 6 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 7. CASE NO.: CUP 96-28, TT 28450 and TT 28451 APPLICANT (AND ADDRESS): MCFADDEN/MCINTOSH ARCHITECTS for INTRAWEST RESORT OWNERSHIP CORPORATION, 73-929 Larrea, Suite 1A, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final landscape approval LOCATION: Frank Sinatra Drive south to Country Club Drive between Portola Avenue and Cook Street ZONE: PR-5 Mr. Smith reported that the City's landscape consultant, Eric Johnson, has reviewed the plans and provided his written comments thereon. Mr. Johnson is quite concerned about a sand problem since there appears to be blow sand in the unplanted areas, to which the applicant's representative responded that the unplanted areas will feature decomposed granite. Action: Commissioner Connor moved, seconded by Chairman Gregory, to grant final approval of the landscaping plan. The motion carried 5-0, with Commissioner O'Donnell absent. B. Preliminary Plans 1. CASE NO.: CUP 94-4 Amendment#1 APPLICANT (AND ADDRESS): ST. MARGARET'S EPISCOPAL SCHOOL, 47-535 Highway 74,_Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised drawings for the expansion of an existing school facility LOCATION: 47-535 Highway 74 ZONE: P 7 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 Mr. Smith reported that the Planning Commission approved a Conditional Use Permit last Tuesday for the proposed expansion. When the Architectural Review Commission discussed the plans, one area of concern was the height; so the applicant has revised the plans to lower the building by one foot at the south end, and the roof has also been altered pursuant to the Commission's suggestions. Commissioner Urrutia commented that a good landscaping job will make a big difference in this project, to which Milt Chambers responded that he received a landscaping plan yesterday from Ray Lopez, and he will bring that back for the Commission's consideration. Action: Commissioner Urrutia moved, seconded by Commissioner Van Vliet, to approve the revised drawings for the expansion of the school facility with the understanding that the landscape plan should include large sized trees similar to those shown on the rendering. The motion carried 3-0, with Commissioners Connor and Holden abstaining and Commissioner O'Donnell absent. 2. CASE NO.: PP 95-5 APPLICANT (AND ADDRESS): AUMILLER YOUNGQUIST ARCHITECTURE for SULLIVAN'S STEAKHOUSE, 111 East Busse Avenue, Suite 603, Mt. Prospect, IL 60056 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of storefront remodel with extended parapet and signage LOCATION: West elevation of The Gardens on El Paseo fronting San Pablo ZONE: C-1 8 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 Mr. Drell reported that the City Council has indicated that a blade sign would be acceptable as long as it was no higher than the parapet. The applicant proposes to raise the parapet to the same height as the equipment screen in order to accommodate a ba relief element. The sign averages out to 72 square feet, and the applicant is entitled to 108 square feet. The applicant has indicated that the reasoning for locating the sign at the proposed height is to avoid glare into the restaurant from the red neon portion of the sign. Commissioner Holden asked how the residents across the street will be affected by the red neon, to which Don Sickler replied that the red neon portion of the sign will be recessed; so those residents should not be impacted. Mr. Drell pointed out that the sign will be situated across from parking lot rather than the residences. Commissioner Holden asked why the red neon will glow in one direction and not the other, to which Mr. Drell replied that the difference is the proximity of the sign, which will be immediately adjacent to the restaurant and thus have more potential for glare into the restaurant as opposed to the buildings across the street. Commissioner Holden suggested that the glow from the sign be controlled by a dimming device. Mr. Drell noted that the tenant sign criteria approved by the City Council restricts illumination to the north-facing side so as not to impact the residents to the south. Commissioner Urrutia asked about the height of the size, to which Mr. Sickler responded by indicating 18 feet. Commissioner Urrutia asked of what materials the proposed mural will be composed, to which Mr. Sickler replied that the ba relief panel will be sculpted out of Styrofoam and coated with a hard plastic surface and then painted, and added that the mural will depict prize fighter John L. Sullivan knocking out an opponent. 9 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 Mr. Drell noted that the proposed sign will be the only one on the east side of The Gardens project and will be set back 20 to 25 feet from the sidewalk along San Pablo, and is set back approximately 100 feet from El Paseo. Commissioner Van Vliet asked how much the parapet is proposed to be increased, to which Mr. Sickler replied six feet and two steps. Commissioners Connor and Van Vliet commented favorably on the design of the sign. Commissioner Urrutia suggested that the parapet be more in proportion with the rest of the building, with which Chairman Gregory concurred and suggested that the parapet be at the same height, but that the depth be expanded back to the equipment screen area, and that the bottom of the sign be left in the proposed location, that the top of the sign be shortened to 15 feet, maintaining the same proportions. Action: Commissioner Urrutia moved, seconded by Commissioner Connor, to grant preliminary approval for the storefront remodel with the following conditions: 1)that the bottom of the blade sign remain unchanged, and that the height be shortened to 15 feet; and 2) that the parapet height be as proposed, but that the depth be expanded back to the equipment screen. The motion carried 5-0, with Commissioner O'Donnell absent. 3. CASE NO.: APPLICANT (AND ADDRESSh WAYNE SHARP for LOUIS STRAUSS, 73-920 Grapevine Street, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of storefront remodel and signage for OfficeMax LOCATION: 73-405 Highway 111 (former location of Lucky market) ZONE: C-1 10 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 Mr. Drell reported that the applicant is requesting approval for a storefront remodel and new signage for the leased space formerly occupied by the Lucky market on San Pablo. The applicant has been working with the owner of the entire center regarding a renovation of the center, including landscaping for the parking lot; however, this application pertains solely to the storefront remodel and new signage. The applicant is entitled to 108 square feet of signage; so the proposal meets that criteria. The sign will feature red internally illuminated letters. Commissioner Urrutia stated that he has a problem with the design of the adjacent storefront space relative to the proposed design of the OfficeMax space, and suggested that the two be differentiated, i.e., a change in roof height. Chairman Gregory asked if it would be possible to lower the roof height of the space to the south, to which Mr. Strauss responded affirmatively, and indicated that it would be lowered two to four feet. Commissioner Holden noted that the front entry doors are located such that a patron exiting the building may walk into the columns, and suggested that the doors be centered in relation to the parapet. Action: Commissioner Holden moved, seconded by Commissioner Urrutia, to grant conceptual approval with the following conditions: 1) that there be more differentiation between the leased space to the south and the OfficeMax space; 2) that further study be done regarding the front entry and the corresponding columns; and 3) that the color of the steel wrapped columns be rust. The motion carried 4-0, with Chairman Gregory abstaining and Commissioner O'Donnell absent. Because of concerns regarding the proposed red color for the sign, Mr. Smith indicated that, should the Commission deny that portion of the application, the applicant may choose to proceed with the trademark color if the size of the sign is reduced by 20%. 11 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 Mr. Drell asked if the Commission would prefer that the monument sign not be comprised of a can sign mounted on the monument base, to which Commissioners Holden and Urrutia responded affirmatively, and added that they would prefer that the monument sign be more of an architectural masonry element. Action: Commissioner Van Vliet moved, seconded by Commissioner Urrutia, to approve the signage with the following conditions: 1) that the wall mounted sign be fitted with rheostat and that the color used be the darker of the two red/ burgundy color materials submitted; and 2) that staff be authorized to approve the monument signage. The motion carried 4-0, with Chairman Gregory abstaining and Commissioner O'Donnell absent. 4. CASE NO.: SA 98-71 APPLICANT (AND ADDREW CITY OF PALM DESERT NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of City Hall banners and framework LOCATION: Northeast corner of San Pablo and Fred Waring Drive ZONE: P City Clerk Sheila Gilligan reported that the idea is to improve the aesthetics of the existing banner framework as well as to keep the banners taut. Gary Goodsell of Publicity Unlimited presented an off-white, hard plastic element which would cov&_the wooden posts, and indicated that the proposed colors of the posts would actually be bright blue and green and that a mountain-shaped background relief element would be painted green. Commissioner Holden commented that the bright colors of the posts may clash with the colors on the banners, which are usually quite colorful, with which Chairman Gregory agreed and suggested that the off-white color of the material sample presented would be more subtle and most appropriate. 12 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 Commissioner Van Vliet suggested that the mountain relief element also be painted off-white. Action: Commissioner Urrutia moved, seconded by Chairman Gregory, to approve wooden posts with off-white acrylic covering, as well as off-white mountain- shaped background relief, and the letters "Palm Desert Coming Attractions" in a dark rust color. The motion carried 5-0, with Commissioner O'Donnell absent. 5. CASE NO.: PP/CUP 98-11 APPLICANT (AND ADDRESSL MELANIE PLACE PARTNERS, 73-441 Mariposa Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of expansion of KESQ-TV studios and offices LOCATION: 42-650 Melanie Place ZONE: SI Mr. Smith reported that this case is scheduled to go before the Planning Commission on July 7, 1998. The number of code-required parking spaces for this project is 36, and the plan only shows 31 spaces; so staff will be recommending that the building size be reduced in order to correspond with parking availability. Commissioner Urrutia commented on the lack of an on-site trash enclosure, to which Mr. Smith responded that staff will look into that, since it will probably mean the loss of another parking space. Commissioner Van Vliet asked about satellite dishes, to which Joe Dunn replied that the satellite dishes are located to the south of the building, and there is no intent to install additional dishes. 13 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 Mr. Dunn commented that the owner submitted a letter to the City indicating that there are currently 64 parking spaces, and the addition of 31 parking spaces will total 95, and the total number of people working in the building is 90. The parking is gated for the exclusive use of employees. Commissioner Holden asked if the addition will tie in architecturally with the existing building, to which Mr. Dunn responded affirmatively, and noted that some of the elements mimic those on the existing building. Chairman Gregory suggested that the gazania be changed to crushed colored rock and that a palm tree be added to Melanie Place outside the middle of the wall at the southwest corner of the new development. Mr. Smith noted that the parking lot trees will have to comply with the ordinance requirements. Action: Commissioner Holden moved, seconded by Commissioner Van Vliet, to grant preliminary approval. The motion carried 5-0, with Commissioner O'Donnell absent. C. Miscellaneous 1. CASE NO.: HD PP 91-1 APPLICANT (AND ADDRESS): MARK WILK CONSTRUCTION for Stacey Bardfield & Donn Steier, P.O. Box 2152, Palm Springs, CA 92263 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings for hillside residence_ LOCATION: 45-895 Edgehill ZONE: HPRD Mr. Alvarez reported that the subject property is a hillside residential lot which has been approved by the Planning Commission. 14 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 Action: Chairman Gregory moved, seconded by Commissioner Urrutia, to approve the final working drawings. The motion carried 5-0, with Commissioner O'Donnell absent. 2. CASE NO.: MISC 98-9 APPLICANT (AND ADDRESS): SUZANNE WAITE, 78650 42nd Avenue #1406, Bermuda Dunes, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of six-foot wall 12 feet from face of curb LOCATION: 74718 Peppertree ZONE: R-1 (10,000) Mr. Alvarez reported that the residence is located at the southwest corner of Peppertree and El Toro. The applicant proposes to install a six-foot slump stone wall 12 feet from the face of curb for the purposes of privacy and security. Commissioner Van Vliet expressed concern about the height of the in such close proximity to the curb. Commissioner Urrutia suggested that if the applicant truly wants a six-foot wall, it should not be located within the required 15-foot setback, and suggested that the wall either be pushed back to 15 feet, or, if the wall is to be located 12 feet from the curb, that the height of the wall be reduced. Action: Commissioner Van Vliet moved, seconded by Commissioner Connor, to approve a 12-foot setback for a five-foot wall returning into the garage at a location to be approved by staff. The motion carried 5-0, with Commissioner O'Donnell absent. 15 ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 3. CASE NO.: PP 98-13 APPLICANT (AND ADDRESS): DAVID AND LEISA AUSTIN, 73-970 EL PASEO, PALM DESERT, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a two story art gallery and landscaping plans LOCATION: East of Highway. 74, South of El Paseo ZONE: P.C. (4) Mr. Smith presented the preliminary plans for the two-story art gallery. Chairman Gregory commented that the design looks very good and he expects the project will be an asset to the City, with which Commissioner Van Vliet concurred. Action: Chairman Gregory moved, seconded by Commissioner Van Vliet, to grant preliminary approval. The motion carried 3-0, with Commissioner Connor and Holden abstaining and Commissioner O'Donnell absent. 4. CASE NO.: PP 98-11 APPLICANT (AND ADDRESS): BRUCE KAPLAN, M.D., P.O. Box 1543, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of an 8,800 square foot industrial building LOCATION: Northwest corner of St. Charles Place and Mediterranean ZONE: SI Mr. Smith noted that the applicant is not present. 16 rwr ARCHITECTURAL REVIEW COMMISSION JUNE 23, 1998 Commissioner Van Vliet commented that there are rarely parking spaces available on this street during the day, and the proposed layout of the building doesn't make any sense because the office entries are not adjacent to the parking lot. Commissioner Urrutia remarked that the typical situation is for an architect to propose too much building for a site; however, this plan has plenty of room for landscaping on the north elevation. Chairman Gregory stated that this project needs a real landscaping plan. Commissioner Urrutia felt that the building elevations need more articulation, with which Commissioner Van Vliet concurred, and added that this location is a highly visible corner. Commissioner Urrutia commented that the Mediterranean side of the building is an effort to make it look a little different, and suggested that that style be extended to the St. Charles Place exposure, especially on the corner. Because of the corner lot, the parking lot side of the project will be visible from the north; so he would suggest additional landscaping for that area. Chairman Gregory suggested that the comments by the City's landscape consultant, Eric Johnson, should also be taken into consideration. Commissioner Urrutia noted the presence of a single isolated parking space and suggested that it be eliminated if it is not a required parking space, to which Mr. Smith replied that it is the 20th parking space. Action: Commissioner Connor moved, seconded by Commissioner Urrutia, to continue the case. The motion carried 5-0, with Commissioner O'Donnell absent. 5. Review and comments on Palm Desert Year 2010 Strategic Plan The Commissioners expressed appreciation for the opportunity to review the 2010 plan. 17 ARCHITECTURAL REVIEW COMMISSION J U N E 23, 1998 V.
