The meeting was called to order at 12:30 p.m.

II. APPROVAL OF MINUTES
It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet,
to approve the minutes of the October 13, 1998 meeting. Motion
carried 5-0, with Commissioner Urrutia absent.

A. Final Drawings
1. CASE NO.: C 98-17
APPLICANT (AND ADDRESS): MARRIOTT OWNERSHIP RESORTS,
INC., P.O. Box 12757, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans
for a two-level parking structure over the existing employee parking lot
LOCATION: 120 Bougainvillea Circle
ZONE: PR-4
Fred East of the Marriott noted that the Commission previously suggested
removal of the existing carport to make room for more landscaped areas;
however, there are insufficient parking spaces for the associates so it is
necessary to retain the existing carport, although it would be possible to
intensify the landscaping for the rest of the project.
Commissioner Van Vliet asked if there will be any lighting on the upper deck,
to which Mr. East replied that wall sconces will be installed on the interior of
the columns so as not to disturb the neighbors.
Action:
Commissioner O'Donnell moved, seconded by Commissioner Connor, to
approve the revised plans with the understanding that the applicant will
intensify the landscaping if necessary. The motion carried 5-0, with
Commissioner Urrutia absent.

2. CASE NO.: PP/CUP 98-19
APPLICANT (AND ADDRESS): LOUIS BISHOP ARCHITECTS for PALM
DESERT COMMUNITY CHURCH OF CHRIST, 44-645 San Onofre Avenue,
Palm Desert, CA 92211
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for a church
LOCATION: West side of Portola Avenue, 1600 feet north of Frank Sinatra
ZONE: PR-5
Mr. Smith reported that the Church of Christ probably will not be proceeding
with this application, and another church will most likely be taking over; so
it is likely that this plan will be brought back to the Commission at a future
date. Staff anticipates that one of the changes will involve elimination of the
Biblical garden, which would be replaced with a conference center and
residential units.
Action:
Commissioner O'Donnell moved, seconded by Commissioner Connor, to
grant conceptual approval. The motion carried 5-0, with Commissioner
Urrutia absent.

3. CASE NO.: SA 98-138
APPLICANT (AND ADDRESS): BERNARD FERMIN for PRUDENTIAL
CALIFORNIA REALTY, 10390 Regis Court, Rancho Cucamonga, CA 91730
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument
sign
LOCATION: 72-757 Fred Waring Drive
ZONE: O.P.
Mr. Alvarez reported that the applicant proposes to remove two wall signs on
the north and west elevations and replace them with a six-foot monument
sign.
John Leiser indicated that he read the staff report, and has prepared revised
drawings in response to the concerns expressed by staff, and those
drawings include moving the monument back out of the line of sight and
lowering the height to four feet, as well as reducing the length to six feet,
eight inches.
Commissioners Connor and Van Vliet felt that the sign is nice, but contrasts
too much with the architectural style of the building.
Action:
Commissioner O'Donnell moved, seconded by Commissioner Holden, to
approve the revised plans submitted by the applicant. The motion carried
3-2, with Commissioners Connor and Van Vliet dissenting, and
Commissioner Urrutia absent.

4. CASE NO.: MISC 98-3
APPLICANT (AND ADDRESS): D & F DEVELOPMENT, 46-333
Burroweed Lane, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 17'6" high
homes
LOCATION: 74-525 & 74-515 Daylily
ZONE: PR
Mr. Smith reported that the applicant has revised the plans per the Council
direction that each home be a minimum of 2,500 square feet. Lot 28
consists of a 2,100 square foot home and 416 square foot accessory
building, while Lot 29 consists of a 2,508 square foot residence. The Council
did not address the issue of whether or not the 2,500 square feet must be
under a single roof.
Mr. Smith reported that staff received a letter from Marc Weisman of Daylily
indicating that he believes the Council's minimum 2,500 square foot
requirement was based on the main dwelling.
Mr. Smith stated that staff recommends the Commission refer this matter to
the City Council.
Frank Tierre of D & F Development clarified that the accessory structure is
a guest house with full amenities, and asked for the Commission's input on
placing the structure for Lot 28 on Lot 29 and vice versa, and The consensus
of the Commission was that it would be acceptable, as long as the Council
approves the plan.

Action:
Commissioner Van Vliet moved, seconded by Commissioner O'Donnell to:
1) approve the plan for Lot 29 which provides for 2508 square feet under a
single roof as being consistent with the City Council's action; 2) refer Lot 28
to the City Council in that, while it provides a total of 2507 square feet, it is
not under one roof, and the City Council's intent as to whether or not it must
be 2500 square feet under one roof was not discernable from the record; and
3) agree that the home on Lot 29 would be acceptable on Lot 28. The
motion carried 5-0, with Commissioner Urrutia absent.
5. CASE NO.: SA 98-132
APPLICANT (AND ADDRESS): AD-ART ELECTRONIC SIGN CORP., for
OFFICE MAX, 19603 Figueroa Street, Carson, CA 90745
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of wall sign and
monument signs
LOCATION: 73-411 Highway 111
ZONE: C-1
Mr. Alvarez reported that the applicant has requested a continuance.
Action:
Commissioner O'Donnell moved, seconded by Commissioner Holden, to
continue the case at the applicant's request. The motion carried 5-0, with
Commissioner Urrutia absent.

Mr. Alvarez reported that the applicant has requested a continuance.
Action:
Commissioner O'Donnell moved, seconded by Commissioner Holden, to
continue the case at the applicant's request. The motion carried 5-0, with
Commissioner Urrutia absent.
7. CASE NO.: SA 98-141
APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of two awnings
with signage
LOCATION: 73-680 El Paseo
ZONE: C-1
Mr. Smith reported that the applicant proposes to install two navy blue
awnings with eight-inch, copper-colored letters, and also proposes wall
signage.
Commissioner Connor expressed opposition to allowing both wall signage
and awning signage, and suggested that the applicant choose one or the
other.

Commissioner Holden suggested eliminating the words "Advanced
Technology in Sleeping" from the signage.
Action:
Commissioner Van Vliet moved, seconded by Commissioner Connor, to
approve two awnings with eight-inch letters on the awning or an 18-inch wall
sign, but not both, and that the words "Advanced Technology in Sleeping"
not be permitted on either on the wall sign or awnings, subject to the total
sign limits designated in the Municipal Code.
8. CASE NO.: C 98-6
APPLICANT (AND ADDRESS): T. MICHAEL HADLEY ARCHITECTS for
ROBERT MCLACHLAN, DDS, 23042 Alcade Drive, Suite F, Laguna Hills,
CA 92653
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of color scheme
LOCATION: Southwest corner of Highway 111 and Portola
ZONE: C-1
Mr. Smith reported that the Commission gave preliminary approval for the
elevations, but the colors were not submitted until today.
Action:
Commissioner O'Donnell moved, seconded by Commissioner Connor, to
approve the color scheme as submitted. The motion carried 5-0, with
Commissioner Urrutia absent.

B. Preliminary Plans
1. CASE NO.: CUP 98-17
APPLICANT (AND ADDRESS): PALM ASSOCIATES, LLC for EL POLLO
LOCO, 9295 Chesapeake Drive, Suite D, San Diego, CA 92123
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
elevations and landscaping
LOCATION: 73-495 Highway 111
ZONE: C-1
Commissioner Holden presented the plans and indicated that the applicant
has requested 12-inch high reverse channel letters with halo lighting.
Mr. Smith indicated that the Commission's previous concerns have been
addressed in the revised drawings.
Chairman Gregory expressed concern about the high parapet on the north
east elevations which will accommodate signage, and noted that the City
Council has expressed opposition to the signage parapet for Carl's Jr.
Commissioner Connor pointed out that this parapet is smaller than the one
at Carl's Jr.
Action:
Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to
grant preliminary approval for the landscaping, architecture and signage.
The motion carried 3-0, with Commissioner Connor and Holden abstaining
and Commissioner Urrutia absent.
