CASE NO.: PP 98-11 APPLICANT (AND ADDRESS): ROBERT RICCIARDI for BRUCE KAPLAN, M.D., 75-090 St. Charles Place, Suite A, Palm Desert, CA 92260/P.O. Box 1543, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings for an 8,800 square foot industrial building LOCATION: Northwest corner of St. Charles Place and Mediterranean ZONE: S.I. Mr. Smith reported that the applicant is considering major revisions to the project. The applicant recently learned of the magnitude of fees, and has indicated he needs a larger project with more office use to make it economically viable. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to continue the case. The motion carried 5-0, with Commissioner Connor absent. 2 ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1998 MINUTES 2. CASE NO.: SA 98-125 APPLICANT (AND ADDRESS): IMPERIAL SIGN for MATTRESS SHOWROOM, 46-120 Calhoun, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-430 Highway 111 ZONE: C-1 Mr. Alvarez presented the plans and indicated that staff's only concern pertains to illumination of the sign, which is near an entry to a residential area, and recommended that the Commission approve the sign subject to installation of a vinyl diffuser or rheostat to mitigate glare. Commissioner Van Vliet asked about the depth of the can, to which Nancy Cobb of Imperial Sign responded by indicating a depth of eight to 10 inches. Commissioner O'Donnell asked if it is absolutely necessary to illuminate the sign, to which Ms. Cobb responded negatively. Commissioner O'Donnell recalled that the fiberglass roof elements at Desert Crossing began deteriorating a year following installation. He doesn't like the idea of mounting the sign on the wall, and is also opposed to an illuminated sign, and added that he doesn't really believe another sign is necessary because the existing sign already has good visibility. Commissioner Van Vliet suggested that the sign be uplit from the ground, to which Ms. Cobb replied that it wouldn't match the rest of the shopping center which has can signs. Commissioner Urrutia suggested a non-illuminated sign with individual letters, and Commissioner Van Vliet agreed that the front sign already has good visibility. Commissioner O'Donnell suggested that an acceptable compromise would be a non-illuminated sign with 10-inch high individual letters painted red, with the top of the letters to align with the header on the storefront to the east. Action: Commissioner O'Donnell moved, seconded by Commissioner Urrutia, to approve 10-inch high, individual, non-illuminated metal letters painted red with the top of the letters to align with the header on the storefront to the east. The motion carried 5-0, with Commissioner Connor absent. 3 ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1998 MINUTES 3. CASE NO.: C 98-14 APPLICANT (AND ADDRESS): NEXTEL COMMUNICATIONS, INC. 17275 Derian Avenue, Irvine, CA 92614 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of roof-mounted wireless telecommunication antenna facility LOCATION: 73-241 Highway 111 ZONE: C-1 Mr. Alvarez reported that the subject building is 28 feet, 11 inches high and has a flat roof and parapet wall. Each of the 15 proposed antennae are six inches wide by five feet high. The applicant proposes to screen the antennae by constructing a four-sided fiberglass roof structure, and the screen will be designed to match the roof material and colors of the existing building. The City's communication antenna ordinance allows installation of antennae on roof tops provided that they do not exceed one-half the height of the building, and in this instance the proposed antennae would only project five feet, six inches above the parapet, and the proposed screen would project six feet above the top of the building parapet to a maximum height of 34 feet, 11 inches. Mr. Alvarez indicated that staff feels the proposed screen can exceed the height limit in order to meet the requirements of the commercial communication antenna ordinance including architectural integration and compatibility with existing structures and the adjacent environment, and architectural compatibility in terms of the existing structure's design, color and materials. Barbara Side[ of Nextel commented that fiberglass roof tiles must be used because the signal will not transmit through normal tile. Commissioner O'Donnell expressed concern about how well fiberglass will wear, to which Ms. Sidel replied that if it doesn't wear well, the tiles will be replaced. 4 ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1998 MINUTES Commissioner Van Vliet doubted that the fiberglass tiles would be an identical match with the existing tiles, and Commissioner O'Donnell concurred. Commissioner Van Vliet suggested that the applicant submit material samples of sufficient size, i.e., two feet by two feet, so that the Commission may better evaluate the proposal, and Commissioner Urrutia added that he would not feel comfortable making a decision without first reviewing material samples. Commissioner Holden suggested that the applicant also submit photographs of similar projects, to which Ms. Sidel replied that she doesn't have any projects identical to the one proposed. Action: Commissioner Van Vliet moved, seconded by Commissioner O'Donnell, to continue the case in order to allow the applicant to bring in material samples. The motion carried 5-0, with Commissioner Connor absent. 4. CASE NO.: SA 98-130 APPLICANT (AND ADDRESS): D.G.I. SIGNS, INC., P.O. Box 1770, La Quinta, CA 92253 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning recover and new signage LOCATION: 73-061 El Paseo ZONE: C-1 Mr. Smith reported that the applicant has requested a continuance in order to make further changes to the proposal. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to continue the case at the applicant's request. The motion carried 5-0, with Commissioner Connor absent. 5 ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1998 MINUTES 5. CASE NO.: CUP 98-28 APPLICANT(AND ADDRESS): McFADDEN/McINTOSH ARCHITECTS for INTRAWEST RESORT OWNERSHIP, 73-929 Larrea, Suite 1A, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings over sports courts and recreation areas LOCATION: Intrawest amenities area ZONE: PR-5 Chris McFadden presented the plans and material samples. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to approve the plans as submitted. The motion carried 5-0, with Commissioner Connor absent. 6 ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1998 MINUTES B. Preliminary Plans 1. CASE NO.: PP 98-5 and TT 28818 APPLICANT (AND ADDRESS): MARRIOTT OWNERSHIP RESORTS, 6649 Westwood Boulevard, Suite 500, Orlando, FL 32809-6090 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised architectural plans for an 18-hole golf course and 966-unit timeshare resort LOCATION: East side of Monterey between Frank Sinatra and Gerald Ford ZONE: PR-5 Mr. Smith reported that this case has been before the City Council several times, and as a result of Council input, the four-story buildings have been eliminated, and now the project consists of three-story buildings with a two- story element on one end. This project will go back to the Council on October 22nd. Commissioner Urrutia opined that this project does not look as nice as the existing Marriott project. Commissioner O'Donnell felt that the project looks acceptable, but preferred that the plans include more detail, i.e., how the windows will be set and drawings of other elevations. Commissioner Van Vliet noted that the tower element windows don't appear to have any overhang; so those should be improved in some way. Action: Commissioner Holden moved, seconded by Commissioner Van Vliet, to grant conceptual approval and strongly recommended that the applicant submit other elevations depicting architectural details. The motion carried 5-0, with Commissioner Connor absent. 7 ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1998 MINUTES 2. CASE NO.: APPLICANT (AND ADDRESS): BOB BIGLER NATURE OF PROJECT/APPROVAL SOUGHT: Presentation of proposed health and wellness resort for seniors LOCATION: Southwest corner of Country Club and Portola Avenue ZONE: PR-5 Mr. Bigler reported that the 75-acre site has a gentle slope of approximately 25 feet from the northeast to the southwest, but there are two existing storm drains on the site. The site is surrounded by dense residential uses. The project includes four types of living arrangement. The plans call for 288 villas which will be high density, two-story, one- and two-bedroom units ranging from 900 to 1200 square feet. The plans also include 182 casitas ranging from 1400 to 1800 square feet. The assisted living complex will house 150 beds, and the skilled nursing center will have 142 rooms. The 75-acre site will feature 51 acres of open space. Even though only 675 parking spaces are required, the plan includes 770 spaces, and the design is geared toward a pedestrian-oriented community. The clubhouse will feature a Mediterranean design. Commissioner Holden suggested that the design include a landscape buffer on the southeast corner. The Commissioners noted that the project otherwise looks good, and encouraged the applicant to proceed forward. 8 `%doo ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1998 MINUTES 3. CASE NO.: C 98-15 APPLICANT (AND ADDRESS): RON GREGORY & ASSOCIATES for TEMPLE SINAI-JEWISH COMMUNITY CENTER OF PALM DESERT, 74-020 Alessandro Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architecture and landscaping plans for temple addition LOCATION: 43-435 Monterey Avenue ZONE: PR-7 Mr. Smith reported that the applicant wishes to add classroom facilities along the rear (west end) of the property and a new office and gift shop along the front (east) elevation. The setbacks and height are consistent with the PR-7 zone, and staff recommends approval. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to grant preliminary approval of the architectural plans. The motion carried 3-0, with Commissioners Holden and Gregory abstaining, and Commissioner Connor absent. 9 *we ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1998 MINUTES 4. CASE NO.: CUP 98- APPLICANT (AND ADDRESS): HOLDEN & JOHNSON ARCHITECTS for EL POLLO LOCO, 44-267 Monterey Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Conceptual approval of revised building elevations LOCATION: Southwest corner of Highway 111 and San Pablo ZONE: C-1 Mr. Smith reported that this project involves an irregularly shaped property. The applicant will be filing an application for a conditional use permit to operate from the building formerly occupied by a drug store. The building was originally constructed as a bank, which presents considerable challenge to convert it to a restaurant use. Commissioner Urrutia suggested removing a couple of parking spaces in the southeast section of the property and placing the trash enclosures in that area. Action: Commissioner O'Donnell moved, seconded by Commissioner Urrutia, to grant conceptual approval with the condition that parking spaces be removed to accommodate a trash enclosure in the southeast corner and that access from San Pablo be eliminated. The motion carried 4-0, with Commissioner Holden abstaining and Commissioner Connor absent. C. Miscellaneous Mr. Smith indicated that, in response to the Commission's concerns, he inspected the area on the north side of Highway 111 next to Cam's Corner and noted that the landscaping has not been replaced. Action: Commissioner Holden moved, seconded by Commissioner Gregory, that the City take the necessary steps to replace the landscape material on the north side of Highway 111 west of Deep Canyon, specifically around the bus shelter.
