11. APPROVAL OF MINUTES
It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet,
to approve the minutes of the October 13, 1998 meeting. Motion carried 5-0.

A. Final Drawings
1. CASE NO.: C 98-14
APPLICANT (AND ADDRESS): NEXTEL COMMUNICATIONS, INC.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of roof-mounted
wireless telecommunication antenna facility
LOCATION: 73-241 Highway 111
ZONE: C-1
Barbara Sidel of Nextel presented roof material samples and pointed out that
the wear and fading of this material is not the same as natural tile; so it will
need to be painted from time to time to ensure that it continues to match, and
Nextel is willing to do that.
Mr. Alvarez suggested that the Commission impose a condition of approval
regarding maintenance.
Commissioner Holden preferred that the roof be a trapezoidal shape to
mimic other roofs on the adjacent building.
Action:
Commissioner Holden moved, seconded by Commissioner Van Wet, to
approve the roof-mounted wireless telecommunication antenna facility with
the condition that the roof element be a trapezoidal shape similar to other
adjacent roof elements and that the applicant agree to maintain the roof
material in a manner acceptable to City staff. The motion carried 5-0.

APPLICANT (AND ADDRESS): D.G.I. SIGNS, INC., for CLUB 74, P.O.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning
recover and new signage
LOCATION: 73-061 El Paseo

Mr. Alvarez reported that the request is to recover the existing awning in a
burgundy sunbrella color with white sewn on copy. Tthe letter size would
remain the same for the center graphic, but the applicant has proposed two
smaller"Club 74" graphics on the awning.
Action:
Commissioner Urrutia moved, seconded by Commissioner Holden, to
approve the sunbrella burgundy awning recover with white sewn on copy
with the letter height to remain the same as the existing letters, and limiting
the awning to one "Club 74 Restaurant" graphic instead of the three graphic
elements proposed. The motion carried 5-0.
3. CASE NO.: SA 98-132

Mr. Alvarez reported that there are still some unanswered questions
regarding this application; so the applicant has requested a continuance.
Action:
Commissioner Holden moved, seconded by Commissioner O'Donnell, to
continue the case at the applicant's request. The motion carried 5-0.

4. CASE NO.: SA 98-133
APPLICANT(AND ADDRESS): QUIEL BROS. SIGNS, INC. for HEARING
HEALTHCARE SERVICES, 272 South "I"Street, San Bernardino, CA 92410
NATURE OF PROJECT/APPROVAL SOUGHT: Monument sign
LOCATION: 44-650 Monterey
ZONE: O.P.
Mr. Alvarez reported that the subject building is located on the east side of
Monterey Avenue, 180 feet north of San Gorgonio, and Hearing Healthcare
Services plans to occupy the building which is currently under construction.
Mr. Alvarez indicated that the proposed signage consists of a single, double-
sided monument located on the south side of the main ingress/egress
driveway, and the monument sign will have internally illuminated plex letters
mounted on a stucco finished background. The sign also includes a time
and temperature sign which would be placed underneath the business
identification signage. The sign is proposed at six feet high and will total
14.5 square feet. The building is allowed up to 21.5 square feet of
monument signage, and the City's ordinance allows monument signs up to
six feet in height.
Mr. Alvarez stated that staff is concerned that the location and height of the
sign may create a safety issue because the sign is located on the south side
of the driveway, adjacent to the property line, and vehicles exiting the site
onto Monterey may encounter line of sight problems. Staff suggests either
lowering the sign to 42 inches or relocating the sign further south along the
landscaped setback to ensure the safety of vehicles exiting the site.
Commissioner Van Vliet asked if the architectural design of the sign ties in
with the building, and Commissioner Connor pointed out that it does not.
Commissioner Urrutia felt that the sign is too high and is also top heavy.
Larry Quiel noted that there is one other six-foot high monument sign on
Monterey.

Commissioner Urrutia preferred that the height of the sign be lowered and
redesigned to make it more compatible with the building architecture, and
suggested that it be relocated to the south so as not to impair the line of sight
from the driveway. Commissioner Urrutia clarified that he would not limit the
sign to 42 inches in height if the design is good.
Action:
Commissioner Urrutia moved, seconded by Commissioner O'Donnell, to
continue the case to allow the applicant to incorporate changes to the plans.
The motion carried 4-0-1, with Commissioner Holden abstaining.
5. CASE NO.: SA 98-136

6. CASE NO.: SA 98-137
APPLICANT (AND ADDRESS): PAUL PANICO for DESERT WINDOW &

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with
signage
LOCATION: 73-185 Highway 111
ZONE: C-1
Mr. Alvarez reported that the subject property is located on the south side of
Highway 111 between Warner Engineering and Tony Roma's Restaurant.
The applicant wishes to install a three-foot by 23'8" long awning across the
frontage of the unit, with a dark maroon colored awning and 12-inch white
letters. The awning would be internally illuminated.
Commissioner Urrutia asked about the size of the letters on the Warner
Engineering sign, to which Mr. Alvarez responded by indicating those letters
are 12 inches.
Action:
Commissioner Holden moved, seconded by Commissioner Urrutia, to
approve an internally illuminated maroon awning with 12-inch white sewn on
letters. The motion carried 5-0.

B. Preliminary Plans
1. CASE NO.: C 98-17
APPLICANT (AND ADDRESS): MARRIOTT OWNERSHIP RESORTS,
INC., P.O. Box 12757, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of two-level
parking structure over the existing employee parking lot
LOCATION: 120 Bougainvillea Circle
ZONE: PR-4
Mr. Alvarez reported that the applicant wishes to construct a cast-in-place
concrete structure over the existing employee parking lot. The lot is located
immediately west of Cook Street, south of Riviera Drive (the main access
point to the Marriott timeshare). The overall height of the structure will be
12'6" to the top of the painted steel railing, and the exterior color and finish
on the precast structure shall match the existing structures. The upper level
does not provide any shade for vehicles; so the Commission may wish to
address this issue.
Mr. Alvarez indicated that staff recommends the Commission review the
plans to determine acceptability, and that the applicant be required to submit
a detailed landscape plan for the area between Cook Street and the new
parking structure.
Paul Rodholm of Marriott noted that Mesquite trees will be added to the open
areas between the existing palms in the area to the north, and Creeping Fig
will be added to the structure. The existing Jacarandas will hide the
structure, as will the existing mature landscape. The edge detail will be
cable through the existing carport columns, and that will give the structure a
less massive appearance while still preventing cars from going over the
edge. Lighting will be tucked underneath the back side of the columns so as
not to light the community.
Commissioner Van Vliet asked what kind of cable will be used, to which Mr.
Rodholm replied that it will be galvanized.

Commissioner Van Vliet asked if the existing carports will be retained, to
which Mr. Rodholm responded that there are three carports on the east side
which will be retained. Commissioner Van Vliet pointed out that more
landscape area would become available if those carports were removed, to
which Mr. Rodholm replied that those carports are currently in use.
Commissioner Urrutia felt that a more solid looking railing design would look
better.
Commissioner Urrutia asked if this structure is strictly for employee parking,
to which Mr. Rodholm responded affirmatively.
Commissioner Urrutia expressed concern regarding the proximity of the
upper deck to the street, and indicated he would feel more comfortable if it
were set back a couple of bays.
Commissioner Holden indicated that he is concerned about the appearance
of the structure from Cook Street, with which Commissioner Urrutia
concurred and added that he is also concerned about the entry side.
Commissioner Urrutia felt that the carport should be relocated.
Action:
Commissioner Van Vliet moved, seconded by Commissioner Urrutia, to
continue the case to allow the applicant to address issues raised by the
Commission. The motion carried 5-0.

C. Miscellaneous
1. CASE NO.: MISC 98-8
APPLICANT (AND ADDRESS): STEPHEN WIERZBINSKI, 119 East
Princeton Street, Ontario, CA 91764-1708
NATURE OF PROJECT/APPROVAL SOUGHT: Request for certificate of
compliance to conform for a three-unit property within the R-1 district
LOCATION: 72-755, 72-757 & 72-759 Sierra Vista Drive
ZONE: R-1
Mr. Alvarez reported that the subject property is a tri-plex located within an
R-1 district, and Section 25.76.075 of the Zoning Ordinance provides for a
process by which legal non-conforming uses can gain legal conforming
status. The process includes review by the Architectural Review
Commission for substantial compliance with present design standards.
This case was continued from the May 26, 1998 meeting. Based on the
County Assessor's records, the property is assessed as two or three units,
but the City has no records of any conversion permits, since it was built in
the 1950's. Another issue of concern is that the property only has two full
bathrooms, although it has three separate units.
In order to substantially comply with existing design standards, staff and
Commission recommended at the May 26th meeting that the applicant
prepare a landscape plan to illustrate improvements to the property and its
compatibility with the existing neighborhood. The landscaping plans include
removal of the dilapidated fence and the addition of substantial landscaping
to significantly improve the property, and staff believes the landscaping is
consistent with the surrounding property, and recommends approval of the
certificate of compliance, subject to the applicant recording a landscape
maintenance agreement and providing to the satisfaction of the Director that
the property is legally entitled to three units.
Commissioner Connor suggested that a concrete header be installed
between the lawn and the shrubs.

Commissioner Urrutia moved, seconded by Commissioner Connor, to
approve the request with the condition that a concrete header be installed
between the lawn and the shrubs. The motion carried 5-0.
