APPROVAL OF MINUTES It was moved by Commissioner Connor, seconded by Commissioner Holden, to approve the minutes of the August 25, 1998 meeting. Motion carried 3-0, with Commissioner Gregory absent and Commissioners Urrutia and Van Vliet abstaining. III. ORAL COMMUNICATIONS None. 1 i ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 8, 1998 MINUTES IV. CASES A. Final Drawings 4. CASE NO.: CZ 89-4 and CUP 89-2 APPLICANT (AND ADDRESS): MILTON W. CHAMBERS ARCHITECT for HOPE LUTHERAN CHURCH, 44267 Monterey Avenue, Suite B, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of parking lot landscape design LOCATION: 45-900 Portola Avenue ZONE: P Mr. Smith presented the plans and indicated that the project will be required to meet the standards of the parking lot tree ordinance. Action: Commissioner Connor moved, seconded by Commissioner Urrutia, to grant approval with the condition that the requirements of the parking lot tree ordinance be met. The motion carried 4-0, with Commissioner Holden abstaining and Commissioner Gregory absent. 2 r ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 8, 1998 MINUTES 2. CASE NO.: SA 98-110 APPLICANT (AND ADDRESS): CGS for FRED SANDS REALTY, 73-885 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of illuminated store front can signs for all tenants LOCATION: 73-885 Highway 111 ZONE: C-1 June Berke of CGS indicated that all four tenants have wooden signs, while the adjacent buildings have illuminated can signs; so the tenants would like to convert to illuminated can signs in the same size as their existing signs with a jewel cut shape (octagonal) and a white background with royal blue and primary red colored letters and a brown trim to match the building. Commissioner Urrutia preferred that the letter colors be done in warm tones such as off-white, off-red and off-blue. Action: Commissioner Urrutia moved, seconded by Commissioner Van Vliet, to grant final approval with the condition that the white, blue and red colors be warm tones. Motion carried 5-0, with Commissioner Gregory absent. 3 �.r ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 8, 1998 MINUTES 3. CASE NO.: SA 98-103 APPLICANT (AND ADDRESS): JOHN PIPER DESIGN for JOHN PIPER DESIGN and HARTMAN JEWELERS, 73-290 El Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of steel frame awning LOCATION: 73-290 El Paseo & 73-290 El Paseo Suite 2 ZONE: C-1 John Piper indicated that the back awning would be 52 feet wide by seven feet tall, and would obscure the blue the roof. The awning for the front area would be 11 feet wide and six feet tall and would project out 16 feet from the existing building. The setback from the curb is 19 feet eight inches. In order for the proposed front awning to be flush with the tenant to the west, the proposed awning would have to be 10 feet. The posts would be flush with the leading edge of the planter located in front of the building. Commissioner Urrutia suggested focusing on a single center awning in front and incorporating it with the existing palm trees and planter. He was concerned regarding the rear awning because of the straight vertical surface, and suggested a vertical awning with a pitched portion. Mr. Piper asked if it would be acceptable to project 10 feet out from the building in order to be flush with the adjacent building, to which Commissioner Holden replied that an encroachment permit would be required and cantilevers should be used. Mr. Piper indicated that he intends to illuminate the barrel vaults of the awning, but doesn't plan to illuminate the rear awning, to which Commissioner O'Donnell responded by indicating that a white awning will reflect sunlight during the day and cause glare. Mr. Piper stated that he could use a matte white rather than a shiny white. 4 a a ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 8, 1998 MINUTES Commissioner Holden expressed objection to a seven or eight-foot face and agreed with Commissioner O'Donnell that a true white awning would be blinding. Commissioner Urrutia expressed concern regarding how the awning ends will integrate with the building and indicated that he would be opposed to a 16-foot projection on a 52-foot frontage, and reiterated that the applicant should focus on a center awning. Action: Commissioner Connor moved, seconded by Commissioner O'Donnell, to continue the case to allow the applicant to incorporate the Commission's suggestions into the plans. Motion carried 5-0, with Commissioner Gregory absent. 4. CASE NO.: SA 98-112 APPLICANT (AND ADDRESS): BARTLETT COMMERCIAL for FRED SANDS DESERT REALTY, 73-382 Salt Cedar Street, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of one additional business identification sign to an existing monument sign LOCATION: 72-605 Highway 111 ZONE: P.C.(3) Tim Bartlett indicated that the tenants wish to add signage on each wing of the existing monument sign. Commissioner Holden pointed out that the monument sign was not constructed according to the plans which the Commission approved, and recalled that approval was conditioned upon submission of a landscape plan. Commissioner O'Donnell noted that the approved plans did not include a balloon graphic for ReMax realty, nor did the approved plans include the peripheral graphics for the TGI Fridays sign. 5 c ar v aw ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 8, 1998 MINUTES Action: Commissioner Van Vliet moved, seconded by Commissioner Urrutia, to deny the request for the reasons specified in the minutes of its April 28, 1998 meeting due to the fact that the existing sign does not conform to the approved plans, and directed staff to write a letter to the property owner regarding the inconsistency between the existing sign and the approved plans. The motion carried 5-0, with Commissioner Gregory absent. 5. CASE NO.: SA 98-102 APPLICANT (AND ADDRESS): RITA FARREL for BODY GEAR, 73-580 EL PASEO, PALM DESERT, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of dome-shaped steel frame illuminated awning with signage LOCATION: 73-580 El Paseo ZONE: C-1 Commissioner Holden preferred that the proposed awning mimic the awning to the west. Commissioner Van Vliet felt that the proposed color is too white, and Commissioner O'Donnell preferred that it be the same color as the stucco. Action: Commissioner Urrutia moved, seconded by Commissioner Van Vliet, to continue the case to allow the applicant to incorporate recommended changes into the plans. CASE NO.: C 98-1 APPLICANT (AND ADDRESS): HOLDEN & JOHNSON ARCH ITECTS/WAYNE C. CONNOR & ASSOCIATES, 44-267 Monterey Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval of landscaping and shopping center remodel LOCATION: South side of Highway 111 between Fred Waring and Painter's Path ZONE: P.C.(4) Commissioner Holden presented the building plans for and indicated that the trellis work on the patios is merely decorative, because there won't be any openings from the building to the patios so that patios will not actually be in use by patrons. The applicant has also agreed to eliminate the monument sign out front. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to grant preliminary and final approval for the architecture only. The motion carried 3-0, with Commissioners Connor and Holden abstaining and Commissioner Gregory absent. V. ADJOURNMENT The meeting was adjourned at 2:00 p.m. STEVE SMITH PLANNING MANAGER 7
