Mr. Alvarez reported that Gateway Country requests approval of four
business identification signs. The proposal as submitted includes signage
on each of the four elevations of the former Savings and Loan building. The
building is located at the southwest corner of Highway 111 and Town Center
Way. The signage consists of 28-inch, green channel letters mounted on a

raceway reading "GATEWAY, and eight-inch black letters mounted on a
raceway reading "COUNTRY." The signage also includes a 3'11" x 47' logo
box with black and white cow marks. Each of the four sides of the building
has 64'4" of frontage and is entitled to a maximum of 57 square feet of
signage. Each of the four signs proposed total 56.5 square feet.
Staff has a concern with the use of a raceway. Staff has contacted the
applicant and has discussed this concern with them. The applicant indicates
that the raceway can be eliminated. The second concern staff has is the
location of the signs. The height of the proposed signs extends above the
existing decorative tile. Staff recommends the applicant relocate the signs
within a larger open area found at the corners of the buildings. These areas
would better accommodate the company's sign and logo. A few shrubs will
have to be trimmed or eliminated to accommodate the alternate sign
location.
Staff recommends that the Commission approve the business identification
signage with the following conditions: 1) that the applicant relocate the signs
to a larger wall area as indicated on the elevations to better accommodate
the sign and logo box; and 2) that the signs be mounted without raceways.
Jim Roe of Alto Signs commented that a raceway is preferred because
mounting anything flat against the exterior wall would damage the wall
material.
Commissioner Holden noted that the City typically only permits raceways
when they are an integral part of the design of the sign and not merely letters
mounted on a raceway.
Mr. Alvarez pointed out that although a preference has been expressed for
a raceway, the applicant has indicated that the letters could be mounted
directly on the wall if the City so requires.
Chairman Gregory suggested moving the sign location per the staff
recommendation, with which Commissioner O'Donnell concurred.
Chairman Gregory suggested that the applicant come back with a revised
raceway design and revised sign location.

7. CASE NO.: SA 99-142

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional
neon to existing business identification signage
LOCATION: 73-098 Highway 111

Ms. Chafin reported that the applicant requests approval to add decorative
neon to the existing building fascia. Currently, the fascia has a green colored
exposed neon sign reading "Castelli's" and a red exposed neon sign reading
"Andreinos." The applicant would like to add a stripe of green colored neon
to the left of "Castelli's" and a stripe of red colored neon to the right of
"Andreinos."
Based on the Commission's most recent direction and approvals, staff
recommends the Commission maintain a consistent position regarding neon
and approve the addition of decorative neon tubing with the condition that it
be placed behind a reveal, allowing a glow effect along the wall. This type
of decorative neon was approved for Del Taco (see attached approved plans
for Del Taco).
Staff recommends approval of a modified version of the decorative neon
stripe, concealing the tubing behind a reveal while still allowing for a halo or
glow effect along the wall, and that the red and green colors match the colors
of the existing signage.
Michael Castelli felt that what staff is recommending would not match the

existing sign.
Commissioner Van Vliet indicated he is not sure any additional signage or
decoration is needed, to which Mr. Castelli replied that many people don't
even realize his business is there, and he merely wants to add color to the
existing sign.
Chairman Gregory preferred that the neon light source be hidden behind a
reveal which will still allow the color to show, and Commissioner Urrutia
agreed that a decorative reveal could add architectural interest to the
building.
Action:
Commissioner O'Donnell moved, seconded by Commissioner Urrutia, to
authorize staff to approve the plans provided that the neon is shielded as
suggested by the Commission. The motion carried 5-0, with Commissioner
Connor absent.
8. CASE NO.: SA 99-144

Mr. Smith reported that the applicant is requesting another set of channel
letters with red faces reading "MEXICAN FOOD." Staff is concerned that the
proposed sign and the existing signs do not match, and the existing signs
include two awnings with signage and a painted wood sign. Staff
recommends developing an overall sign program for the business.
Gary Wright of Architectural Neon indicated that the proposed sign would be
located on the fascia, and the awnings would be revised to read "MEXICAN

FOOD."
Chairman Gregory suggested replacing the wood sign with a cabinet sign.
Commissioner Holden was concerned that if the City approves red channel
letters on the parapet, then other businesses on Cook Street will want the
same thing.
Commissioner Urrutia noted that the parapet is part of the building overhang,
to which Mr. Drell responded by indicating that it's not much of an overhang.
Commissioner Van Vliet commented that he shares Commissioner Holden's
concern about opening up a Pandora's box by approving a parapet sign.
Commissioner Urrutia suggested that the wood sign be replaced with an
illuminated channel letter sign and that the rest of the existing signs be
removed.
Commissioner Holden commented that the Mr. Wright may wish to have this
case continued in order to consult with his client about implementing the
Commission's suggestions.
Chairman Gregory preferred to avoid fascia signs.

LOCATION: Northeast corner of Fred Waring Drive/Phyllis Jackson Lane

Mr. Alvarez reported that the applicant requests approval of 64 single-family
homes. The developer will have four different floor plans with three models,
each having the following square footage:
Plan 1: 2,500 square feet
Plan 2: 2,705 square feet
Plan 3: 3,015 square feet
Plan 4: 3,330 square feet, with 330 square foot detached casita
The units feature gable end concrete tile roofs with stucco exterior finishes.
All plans have three-car garages. The residences will have the following
heights:
Plan 1: 20'
Plan 2: 19'6"
Plan 3: 17'6"
Plan 4: 19'6"
The stucco and trim colors consist of light tan and browns. Tile colors are
standard terra cotta and tan blends. Staff recommends that the applicant
offer a larger degree of variation in the stucco and trim colors.
The applicant's setbacks for the entire tract have been reviewed. Staff has
found a few issues with the setbacks as they pertain to having two large
gable ends abutting each other, each with five-foot setbacks. Staff
recommends the applicant offer a hip roof system for one or more of the
plans, especially those with five-foot setbacks abutting each other.
Typical landscape plans for residences or the models have not yet been
submitted. They will be submitted at a later date.
Staff recommends that the Commission grant preliminary approval of the
residences, subject to the following conditions: 1) that the applicant use a
larger degree of variation in the stucco and trim colors; 2) that the applicant
offer a hip roof system for one or more of the plans where a combined 10-
foot setback is used; and 3) that the applicant receive staff approval of all
setbacks.

Al Marciel indicated willingness to comply with staffs recommendation
regarding the hipped roof system for one or more of the plans where a
combined 10-foot setback is used.
Chairman Gregory expressed a desire to have more detailed plans and a site
plan showing fully how the hipped roofs would relate in order to avoid having
a gable to gable situation where a combined 10-foot setback is used, but
indicated that a gable to gable situation would be acceptable where the
setbacks are five feet and nine feet.
Chairman Gregory agreed with staff that the colors should be more varied.
Commissioner Holden was concerned about the fireplace projection into a
five-foot setback because that would leave only a three-foot setback.
Action:
Commissioner Urrutia moved, seconded by Commissioner O'Donnell, to
grant preliminary approval with the condition that adjacent buildings which
both have five-foot setbacks must have hipped roofs and that the stucco
colors have more contrast than that which was submitted. The motion
carried 5-0, with Commissioner Connor absent.
10. CASE NO.: PP 99-21
APPLICANT (AND ADDRESS): ANTHONY-TAYLOR CONSULTANTS,
304 Enterprise Street, Escondido, CA 92029
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for a 117,000 square foot self storage facility and 2,750 square foot
auto service building
LOCATION: 7.68 acres at Country Club Drive and Harris Lane
ZONE: PC-2 (FCO)
Mr. Smith reported that the applicant seeks approval of a self storage
complex which includes eight buildings. Around the perimeter will be single-
story structures, and in the center there will be five, two-story buildings. The

buildings will be set back 84 feet from Harris Lane and 97 feet from Country
Club Drive with these areas used for retention and landscape purposes.
The buildings have been designed using plaster with six-inch radius corners
and have sections of wood columns, soffit trim and projected four-inch
diameter wood poles. Building sections are delineated with pilasters.
The plan also includes a small section which extends out to Washington
Street where an automobile service facility is proposed. The adobe
architectural theme is continued to this structure which includes three
overhead doors in the north and south elevation. From Washington Street
there are two different roof elements and pilasters, but the walls are blank.
As noted earlier, the self storage building has extensive setbacks which will
be landscaped. The materials shown are acceptable, i.e., Mexican Palo
Verde, Mesquites, Australian Willow Carobs and Date Palms. The
landscaping around the proposed automobile service building is sparse due
to the proposed driveway connecting to the Mobil station.
Staff recommends that the Architectural Review Commission grant
preliminary approval to the architecture and landscaping for the self storage
facility and that the area around the automobile service facility be re-
examined to provide adequate landscaping.
Mr. Anthony noted that the exterior will match existing exteriors in the area,
i.e., Southwestern architecture.
Commissioner Holden felt the landscaping should be heavy enough to
screen the automobile service facility.
Chairman Gregory suggested eliminating the connector road, and noted that
the trees in the retention area on Country Club should be a desert variety,
i.e., Mesquites and Palo Verdes, because willows won't grow well. Because
Oleanders have disease problems, he recommend against using them.
Salvia Greggi will not work in full sun, and the applicant should make sure
there is enough lower story planting areas, i.e., more shrubs, in order to
avoid an overabundance of Palm Springs Gold.
Commissioner Holden suggested adding a planter to the west of the Mobil

station and that the exterior be enhanced with more authentic looking
Southwestern architectural detail.
Commissioner O'Donnell was concerned about the lack of detail on the
elevations, and noted that a horizontal wood soffit trim is shown, but it does
not appear to project out.
Commissioner O'Donnell asked if the windows are recessed, to which Mr.
Anthony replied that they are recessed one to two inches.
Commissioner O'Donnell noted that it doesn't appear that the soffit projects
out, but merely looks like a band, to which Mr. Anthony replied that it projects
four to six inches.
Commissioner O'Donnell commented that the entire building is proposed to
have a single color, and he would suggest introducing different tones.
Commissioner Urrutia agreed with Commissioner O'Donnell's concerns
regarding the architectural details, and suggested that more depth be shown
in the offset because a one-inch recess is not sufficient for the Southwestern
style of architecture.
Commissioner Van Vliet asked about the stucco finish, to which Mr. Anthony
replied that it is a shot-on finish that will look like a sand finish.
Mr. Drell commented that if the intent is to match the Southwestern/adobe
style architecture, then the applicant should use details which are true to that
type of design.
Action:
Commissioner Holden moved, seconded by Commissioner Van Vliet, to
grant preliminary approval with the following conditions: 1) that sufficient
landscaping be installed on Washington Street to screen the auto service
facility by deleting the connector road; 2) that a planter be added to the west
of the Mobil station; 3)that the self storage building be enhanced with more
authentic looking southwestern architectural detailing; 4)that the trees in the
retention area be a desert variety, i.e., mesquites and palo verdes; 5) that

11. CASE NO.: MISC 99-19
APPLICANT (AND ADDRESS): CHARLES TERAN, 76-979 Oklahoma

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of replacement
fence
LOCATION: 76-979 Oklahoma Avenue
ZONE: R-1 (9,000)
Ms. Chafin reported that the applicant requests approval for an after-the-fact
permit for a side yard fence. In response to a complaint by a neighbor, the
City's Code Enforcement Division issued a citation for a violation of Section
25.56.195 of the Zoning Ordinance regarding walls and fences within or
adjacent to R-1 single-family zones.
The applicant recently removed oleander bushes which grew in front of the
existing pine side yard fence. In order to provide more screening between
his yard and his neighbor's yard, the applicant attached four-foot by eight-
foot sheets of plastic lattice fencing to the existing pine fence. The
neighbor's front yard includes a pool. Although the plastic lattice was
installed at a height of eight feet, the applicant indicates willingness to cut it
down to six feet to comply with code requirements.
At issue is the fence material, which is plastic lattice with one-foot by one-
foot pieces of pine wood on the back side for support. Zoning Ordinance
Section 25.56.195 allows the following types of fencing materials: decorative
block, precision block stuccoed or painted to match the house, redwood,
cedar or other approved decay-resistant wood product, and wrought iron.
Plastic is not listed as an approved material, but the Commission may wish
to consider whether this new type of plastic lattice fencing qualifies as a
decay-resistant product resembling wood. The manufacturer's limited

lifetime warranty ensures it will withstand severe climates and not rot, crack,
split or mildew.
Staff contacted the manufacturer for clarification regarding the "limited
lifetime warranty," and the manufacturer indicated that such a warranty is
effective for the purchaser's lifetime as long as he owns the product,
provided the product was installed properly. After ascertaining proper
installation techniques from the manufacturer, staff questioned the applicant
regarding his installation methods and found them to be in conformance with
the manufacturer's specifications.
Staff recommends that the Architectural Review Commission approve a six-
foot fence and make a determination on the acceptability of the proposed
plastic lattice fence material.
Mr. Teran submitted photographs of the fence, and indicated he has already
cut the fence down to six feet. Mr. Teran stated that he intends to plant
zolazmo which will eventually grow as high as the previously existing
oleanders.
Commissioner O'Donnell commented that, in his experience, this type of
plastic fence works well.
Commissioners Holden and O'Donnell commented that in this particular
case, they find the material acceptable, but would not want approval of this
particular project to be construed as an endorsement of the material as a
code-approved material, and added that any future requests to use such
fencing material should come before the Commission on a case-by-case
basis.
Action:
Commissioner Urrutia moved, seconded by Commissioner Holden, to
approve a six-foot fence of plastic lattice fence material. The motion carried
5-0, with Commissioner Connor absent.

Mr. Smith reported that this request involves a side yard tie-in fence, and
staff recommends approval of the fence at seven feet.

13. CASE NO.: PP/CUP 99-12
APPLICANT (AND ADDRESS): NIALL SAUNDERS, 250 Newport Center
Drive, Newport Beach, CA 92660
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
revised plans for a 12,027 square foot, two-story professional building
LOCATION: 73-050 Alessandro (northeast corner Alessandro/San Jacinto)
ZONE: R-3
Mr. Smith reported that the Commission approved the preliminary plans for
this medical office building a few weeks back. Planning Commission
rejected the request due to neighborhood concerns, lack of compatibility with
the neighborhood, over built for the lot, under-parked and basically the
building was seen to be too large.
The applicant has revised the plans. He has taken off all the sections that
were above 25 feet in height and has stepped the rear (north) section of the
building. The parking lot remains unchanged. The plans now show a wall

in the west planter adjacent to San Jacinto.
Staff recommended that the Architectural Review Commission grant
preliminary approval of the revised plans.
Mr. Drell noted that the City will now be requiring a 30-foot radius cul-de-sac
dedication, and the City is not prepared to recommend elimination of the
sidewalk; so it appears the building will have to be moved back or be
designed to be smaller.
Mr. Saunders stated that this is the first he's heard of the City's cul-de-sac
requirement, and added that he has tried to scale the building back and
make it more low key to look less obtrusive in response to the comments of
the Planning Commission's concern that the building was overbuilt.
Commissioner Van Vliet preferred the building as it was originally proposed,
and added that too much of the architectural detail has been deleted from
the original plans.
Commissioner O'Donnell stated that he agrees with Commissioner Van Vliet.
Mr. Drell noted that the cul-de-sac requirement will necessitate a reduction
in the size of the building, and added that the Planning Commission's
concern was that the building was too large and too high; so he doesn't think
the Planning Commission's intent was to have the architectural elements
removed.
Mr. Saunders replied that the revised design retains many of the original
architectural features, but he had to eliminate the towers because of
objections regarding the building height. The building conforms to code
limitations according to the size of the site. He has already deleted 1,200
square feet of building because the project was otherwise going to be six
spaces short on parking, but with the 1,200 square foot reduction, the
building is now in compliance.
Commissioner O'Donnell noted that further reduction to the size of the
building will likely result in changes in the architectural elements.
Commissioner Urrutia was disappointed that so much of the stone exterior

was deleted, and added that the stucco is quite a step down from the
originally proposed stone exterior.
Chairman Gregory felt that the building is too massive and too close to the
street.
Action:
Commissioner Urrutia moved, seconded by Commissioner O'Donnell, to
continue the case to allow the applicant to address the issue created by the
Public Works Department condition on the precise plan, i.e., providing the
half cul de sac improvement on San Jacinto adjacent to this property. The
motion carried 5-0, with Commissioner Connor absent.
Whereupon Commissioners Urrutia and Gregory left the meeting at 2:10 p.m.
14. Discussion of design issues of Phase I of the Cal State campus
Peter Wilson, Dean of Cal State San Bernardino, and the architectural
design team for the proposed Palm Desert campus presented a master plan
of the 200-acre site, highlighting the fact that the facility will eventually serve
25,000 full-time students, half of whom would be on campus at any one time.
The site will ultimately include 19 facilities, so it will be a high density
campus, but will still provide open space with the major focus being a clock
tower in the center of campus.
The team presented three different design concepts (circle, wedge and wall
scheme) for the first building, proposed to be 30,000 square feet and
located near the southwest corner of Frank Sinatra and Cook Street. The
design concept preferred by those Commissioners present (Holden,
O'Donnell and Van Vliet) was the circle scheme.
Commissioner Holden stressed the importance of keeping the high wind
factor in mind during the design phase, and indicated that the first building
could be either a circle, square or a pentagon shape as long as it integrates
all the uses into one building and is oriented away from the wind.
Commissioner O'Donnell asked that serious consideration be given to
students who use public transportation and that bus stops have adequate

wind protection.
