CASE NO.: C 98-22 APPLICANT (AND ADDRESS� ROBERT RICCIARDI &ASSOCIATES for OCEAN PROPERTIES DEVELOPMENT CORP. 75-090 St. Charles Place, Suite A, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of two, two-story office buildings LOCATION: Southeast corner of EI Paseo and Highway 111 ZONE: C-1 Mr. Winklepleck reported that the applicant is requesting preliminary � architectural approval for two, two-story buildings on finro building pads at the southeast corner of EI Paseo and Highway 111. There is an existing 13,000 square foot building on the site which is occupied by LG's Steakhouse and Kaiser Grille. The architecture can be described as contemporary southwestern. The two building pads received entitlements as part of PP/CUP 89-3 in 1989 and a subsequent amendment in 1991. Both were reviewed and approved by the Architectural Review Commission and the Planning Commission. The proposed parking, setbacks and square footages are consistent with these approvals. The height of the proposed buildings must be reduced by six (6) inches to meet the maximum height of 30 feet in the C-1 zone as measured from finished grade. The plans identify the heights being measured from finished floor. The proposed architecture incorporates some of the elements of the existing building such as a strong entry arch and a stepped roof. The architecture also utilizes a cantera stone trim, spandrell and base. The material board shows the exterior colors to be tan and peach. No specific manufacturer or color names were identified. Staff recommends that the architecture also include radius corners and a troweled finish to match the existing building. The applicant indicated that a landscape plan is being developed and will be ready for review in the next few weeks. 2 � � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES Staff recommends that the Architectural Review Commission comment on the plans as presented and continue the case until landscape plans are available for review. Bob Ricciardi, the project architect, indicated that smooth plaster will be used, and the radius of the rounded corners will be 1.5 inches. The intent is to achieve a pedestrian link along EI Paseo from the rear parking area to the buildings. Landscaping will be included between the two restaurants, and LG's Steakhouse will add an outdoor dining area. A more refined street landscape is desired, and the proposal includes a fountain and signage at the street corner. Sam Rasmussen, the project developer, presented a conceptual landscape plan for the Commission's review. He pointed out that the square footages, heights and parking for both buildings remain the same as those approved in 1992. The anchor tenant will be A.G. Edwards. Chairman Gregory noted that the architecture of the previously approved building was much more similar to desert southwestern architecture of L.G.'s Steakhouse, and asked if anything could be done to revise the new plans to better tie in with the existing building, to which Mr. Rasmussen replied that the same color scheme will be used for both buildings, and pedestrian features will be added to tie the buildings together. Mr. Drell pointed out that the problem with the plans is that they all show hard, sharp edges rather than rounded edges, to which Mr. Ricciardi replied that the corners can be rounded off to a three-inch radius to match those of the existing building. Commissioner O'Donnell felt that the new plans do not tie in with the existing buildings, to which Mr. Ricciardi replied that the previously approved building had a southwestern style with very few windows which works well for a restaurant, but will not work well for the proposed two-story office use. Chairman Gregory asked if it is necessary to have the glass arranged in such a contemporary fashion, to which Mr. Ricciardi replied that he would prefer not to add wood because of the inherent maintenance problems. 3 � � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES Chairman Gregory suggested that some of the details of the existing building be incorporated into the plans for the new buildings. Mr. Ricciardi indicated that office buildings need a lot of glass, and the intent with this project is to get away from the desert southwest look to something more contemporary that is still compatible with the existing building, to which Chairman Gregory replied that, in that case, he would suggest that the building be pushed back further from the corner. Commissioner Urrutia stated that he did not have a problem with what the architect is attempting to create, but the project needs more attention to detail, and he would suggest more stepping back on the north elevation, pulling in some of the softness from the other buildings by using three-inch corner radius, introducing some horizontal mullions on the windows, and doing something with the spandrell to create more shadows in order to achieve a softer look. Commissioner Holden was concerned that the location of the new building parallels Highway 111 and does not step back as one travels east; so people won't be able to see the existing building until they have past it. Commissioner Holden noted that the smaller building only has one pop up in the middle and suggested that something be done with that. Commissioner Urrutia further commented whatever the architect does to one side of the building should be done to all sides of the building. Commissioner Van Vliet was disappointed that the overall architecture presented is dramatically different than the existing architecture, and felt that the minor modifications proposed will be insufficient. He believed that the buildings should not be treated as separate buildings since they wrap around the existing building, and added that he would like to see more of the original architecture incorporated into the new buildings. Commissioner Urrutia pointed out that there is an opportunity whether two buildings come close to each other to create more interest and bring everything together. Commissioner Connor commented that there should be a noticeable transition between the buildings. 4 . � � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES Commissioner O'Donnell asked if there is any way to develop something between the larger building and the existing building, i.e., a trellis, to which Mr. Rasmussen replied that a covered walkway with a trellis is being considered. Commissioner Urrutia suggested a trellis or connecting architectural feature between the satellite building and existing building. Action: Commissioner Urrutia moved, seconded by Commissioner Connor, to continue the case continue the case to allow the applicant to make revisions which address the Commission's concerns. The motion carried 5-0. 2. CASE NO.: PP 98-11 APPLICANT jAND ADDRESS� ROBERT RICCIARDI &ASSOCIATES for BRUCE KAPLAN, M.D., 75-090 St. Charles Place, Suite A, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary drawings for an 9,400 square foot industrial building LOCATION: Northwest corner of St. Charles Place and Mediterranean ZONE: S.I. Mr. Alvarez reported that this item was continued at the October 13, 1998 meeting wherein Mr. Smith reported that the applicant was considering major revisions to the project after learning of the required fees. The applicant indicated that he was considering a larger project with more office space to make it economically viable. 5 . �w'" �' ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES The applicant has resubmitted revised preliminary plans which include a building size increase from 8,800 square feet to 9,456 square feet, and the specific building increase is to the southeast portion of the site. The easternmost driveway off of Mediterranean will become a one-way entrance, and the drive aisle will be reduced from 24 feet to 14 feet. With the proposed building size increase , the project has 19 parking spaces, which is sufficient to meet the City's parking standards (assuming a maximum of 20% incidental office use). The building's addition to the south and west elevations are consistent with the design of the previous submittals. The Commission's previous concerns included a blankwest elevation orwall, removal of one parking space at the northwest corner of the property and other landscape issues. With the addition of two recessed windows on the building's west elevation and removal of the single parking space at the northwest corner, staff recommends that the Commission grant preliminary approval of the revised elevations. Landscaping issues will be addressed at a later date. Bob Ricciardi, the project architect, commented that the client desires a smaller, one-way driveway and an additional 600 square feet to the building. Action: Commissioner Holden moved, seconded by Commissioner O'Donnell, to grant preliminary approval. The motion carried 5-0. 3. CASE NO.: SA 99-3 APPLICANT (AND ADDRESS� PALMS TO PINES CANVAS for CEDAR CREEK INN, 69 Pinyon Pines, 69-640 Sugarloaf Avenue, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-445 EI Paseo ZONE: C-1 6 ' � � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES Mr. Alvarez reported that the subject building is located at the southwest corner of San Pablo Avenue and EI Paseo, and currently houses C.C. Inn Restaurant, formerly known as the Cedar Creek Inn Restaurant. The proposal includes removal of an existing green awning located over the restaurant's EI Paseo entrance and replacement with a tan marquee awning that would be 10'8" wide and extend 15 feet from the building. The awning would have four-inch square posts and be illuminated with an internal light boxes. The copy on the awning is to read "CC INN" in eight-inch letters, with a flower petal logo. Staff has no concerns regarding the proposed size, location or copy, but has not been provided with a material sample, and, therefore, would recommend that the Commission approve the request subject to review of the material sample. Ernie Brooks of Palms to Pines Canvas presented a light yellow colored material sample, and indicated that the awning would be set back 24 inches from the curb. Commissioner Urrutia asked if it would be possible to cantilever the awning, to which Mr. Brooks replied that cantilevering would limit the awning to three feet from the building rather than 15 feet. Commissioner Holden didn't like the proposed yellow color because it did not tie in with the existing awning, with which Commissioner Urrutia concurred and suggested that the awning color match that of the existing stucco. Action: Commissioner Holden moved, seconded by Commissioner Van Vliet, to approve the awning with 6-inch posts, three single tube lights, and awning color to match the stucco on the building. The motion carried 5-0. 7 � � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES 4. CASE NO.: SA 98-132 APPLICANT (AND ADDRESS� AD ART ELECTRONIC SIGN CORP. for OFFICEMAX, 19603 Figueroa Street, Carson, CA 90745 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revisions to monument signs on Highway 111 and EI Paseo LOCATION: 73-411 Highway 111 ZONE: C-1 Mr. Drell reported that, at the November 24, 1998 meeting, the Commission approved a six-foot high monument sign on San Pablo and directed the applicant to design a similar monument for Highway 111. A new Highway 111 monument has been submitted with the following modifications: 1. The sign only identifies OfficeMax, including their CopyMax and FurnitureMax components. While OfficeMax will be routed red letters on an opaque tan background, CopyMax and FurnitureMax will be white letters on an opaque red background. The 4'6" sign panel will be on a 3'6" base for a total height of eight feet. The applicant believes the additional height is justified due to traffic speeds and volumes on Highway 111 and sight obstructions created by shrubs in the parkway. There is also the potential that a second tenant panel could be added into the 3'6" base. 2. A three-panel monument has been proposed for EI Paseo reduced in width from 12 feet to six feet with panel width proportionately reduced from 18 inches to nine inches. The total monument height would be six feet. Staff recommends: 1) Highway 111 Monument: Approve with a total height of seven feet (2'6" base) if OfficeMax is the only tenant identified. Landscaping should be trimmed or reduced to eliminate sight obstructions; 2) EI Paseo: Approve as submitted. Chairman O'Donnell opined that the sign on EI Paseo is unnecessary and believed it will damage the appearance of the center. 8 � � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES Action: Commissioner Holden moved, seconded by Commissioner Van Vliet, to approve: 1)the Highway 111 signage with a maximum height of six feet, red routed letters on all copy with opaque, stucco background and a continuous red band around both sides of the sign; and 2) the EI Paseo sign at a four- foot height maximum with no illumination and deletion of the "swoosh" graphic, and approved red routed letters on an opaque beige background, with elimination of the oleanders. The motion carried 4-1, with Commissioner Urrutia dissenting. 5. APPLICANT (AND ADDRESS� OLIVE GARDEN ITALIAN RESTAURANT, 72-225 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of an "alumawood" open lattice patio cover awning LOCATION: 72-225 Highway 111 ZONE: P.C.(4) Mr. Alvarez reported that the Oliver Garden Italian Restaurant is located in the Los Sombras shopping center at 72-225 Highway 111, and the property has an existing outdoor seating area facing the parking lot. The applicant is requesting approval to install an "alumawood" patio cover extending at its furthest point to 17 feet, and the cover posts will be mounted on the existing patio wall columns and be attached to the building fascia. The patio cover color will be off white to matching the existing building stucco. Staff has no concerns with the proposed color or location of the patio cover, and no new outdoor seating area will be added along the parking lot. The patio will provide the existing seating area with shade and a more attractive environment, and the project is compatible with current modifications being made to the rest of the center; therefore, staff recommends that the Commission approve the request as submitted. Commissioner Van Vliet asked how the material will hold up in the desert heat, to which the applicant replied that the paint is warrantied for 15 years. 9 �rrr� `y� ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES Action: Commissioner Van Vliet moved, seconded by Commissioner Holden, to approve the alumawood open lattice patio cover awning as presented. The motion carried 5-0. 6. CASE NO.: SA 98-1 (Amendment #1) APPLICANT (AND ADDRESS� PARAGON SIGNS for DAKOTA $1.35 CLEANERS, 77-650 Enfield Lane, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of replacement signage LOCATION: 72-790 EI Paseo ZONE: P.C.(3) Ms. Chafin reported that the applicant currently has two wall-mounted, foam letter signs, with one facing east on Plaza Way and the other facing south on EI Paseo. The copy on both signs reads "CLEANERS," and the letters are 25 inches in height mounted directly onto the parapet, which is approximately 36 inches in height. The applicant also shares a pedestal/monument can sign on Highway 111 with A.G. Edwards, with green colored copy on one reading, "CLEANERS," and brown colored copy reading "Palms to Pines Plaza." The applicant has changed its d.b.a. from "Dakota Cleaners" to "Dakota $1.35 Cleaners" and now wishes to modify signage to reflect the new name. The proposed copy for the last line of the pedestal/monument can sign maintains the words "PALMS to PINES PLAZA" in brown letters. The second line would feature "$1.35 CLEANERS" in blue copy, and the first line would read "Dakota" in blue script letters centered over the word "CLEANERS" on the second line. Staff would note that the numeral "1" in the "$1.35" is higher than all of the other letters, and suggests reducing the "1"to the same height as"CLEANERS," and that the dollar sign and 35-cent symbol be reduced proportionately. Staff would also recommend centering "Dakota" over "$1.35 CLEANERS." The applicant has indicated this is acceptable. 10 �rr►' � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES The proposed copy for the two wall-mounted signs is "$1.35 CLEANERS" in blue, with the height of the "CLEANERS" and the numeral "1" being 24 inches and the height of the dollar sign and the 35-cent symbol being 16 inches. Staff would suggest incorporating the word "Dakota" into these signs by centering it over"$1.35 CLEANERS" and using the same script proposed for the pedestal/monument sign on Highway 111. The applicant has indicated that this could be accomplished by using six-inch foam letters for "Dakota"and 18-inch foam letters for"CLEANERS" and the numeral "1", with the dollar sign and 35-cent symbol reduced proportionately. Staff would also suggest that the sign be centered over the building entry on Plaza Way. The applicant has indicated this acceptable. Staff recommends approval of the proposed revisions with the following conditions: 1. Pedestal/Monument Sign: Reduce the "1" to the same height as"CLEANERS," with the dollar sign and 35-cent symbol reduced proportionately, and center "Dakota" over "$1.35 CLEANERS"; 2. Wall-mounted Signs: Center "Dakota" in six-inch blue foam script letters over"$1.35 CLEANERS," with "CLEANERS" and "1" being 18 inches in height and the dollar sign and 35-cent symbol reduced proportionately, and centering the Plaza Way signage over the building entry. Commissioner Holden recalled that the Commission made an exception in approving signage on the parapet for this building, although the preference is not to have parapet signage. Commissioner Holden felt that the new signage proposed for the parapet needs to be modified to be more appealing, i.e., deleting the "$1.35". Action: Commissioner Van Vliet moved, seconded by Commissioner Connor, to continue the case due to the lack of representation on behalf of the applicant. The motion carried 5-0. 11 . � � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES 7. CASE NO.: PP/CUP 98-21, GPA 98-6, C/Z 98-7 APPLICANT(AND ADDRESS� ROYCE INTERNATIONAL INVESTMENTS CO. for PORTOFINO, 249 Las Entradas Drive, Santa Barbara, CA 93108 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a health and wellness resort for seniors LOCATION: Southwest corner of Country Club and Portola Avenue ZONE: PR-5 Wilson Jones addressed the Commission on behalf of the applicant, indicating that the design team has addressed previous concerns expressed by the Commission regarding lack of detail in the skilled nursing facility and assisted living facility by adding beam ends as overhang and more cornice elements to the top, as well as balconies and precast details around the windows. Mr. Jones presented various elevations for the Commission's review. Action: Commissioner Urrutia moved, seconded by Commissioner Van Vliet, to grant preliminary approval of the plans as submitted. The motion carried 5-0. 12 � � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES 8. CASE NO.: SA 99-2 APPLICANT (AND ADDRESS� RIO FINE NEON for QUICK & REILLY, 3500 Techevah Drive, Suite D, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional sign LOCATION: 72-363 Highway 111, Suite D ZONE: P.C.(3) Ms. Chafin reported that the applicant's office at the Desert Crossings Shopping Center currently has signage on the north and west facing elevations. The sign on the north elevation consists of 18-inch, green, reverse channel letters stating "Quick & Reilly," while the sign on the west elevation consists of 14-inch, green, reverse channel letters also stating "Quick & Reilly." The applicant proposes to add to both elevations a can sign centered underneath the existing signage which will read "Investor Center." The acrylic face will be opaque, painted to match the building color. The copy will feature nine-inch vinyl letters in the same green color as the existing sign. The applicant indicates the can sign would have an illuminated halo effect to achieve compatibility with the existing reverse channel letters. This proposal is before the Commission because it conflicts with the center's existing sign program which does not permit can signs. Although an exception was made for the Chuck E. Cheese federally registered logo sign, the proposed sign is not federally registered. The can sign will not be compatible with the existing sign program, and if approved, would set a precedent to allow other can signs in the center. Staff finds the proposed sign incompatible with the center and recommends denial of the request. Staff recommends that the Commission approve 12-inch reverse channel letters, consistent with the existing sign program. Action: Commissioner O'Donnell moved, seconded by Commissioner Holden, to concur with the staff recommendation to approve 12-inch reverse channel letters, consistent with the existing sign program. The motion carried 5-0. 13 . � � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES 9. CASE NO.: C 98-5 APPLICANT (AND ADDRESS� URRUTIA ARCHITECTS for Palms to Pines East shopping center, P.O. Box 13750, Palm Desert, CA 92255 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised color scheme and roof materials for remodel of existing shopping center, excluding Columbia Center and Chevron station LOCATION: South side of Highway 111 east of Plaza Way ZONE: P.C.(3) Mr. Alvarez reported that the Commission granted preliminary approval of the center remodel at the May 13, 1998 meeting, and the item was before the City Council on November 12, 1998 for review of the center's exterior modifications, including the tower elements height exception of 50 feet. The City Council approved the proposal with a maximum 40-foot height limit on the towers and referred issues regarding color scheme and rear elevations back to the Architectural Review Commission. The revised elevations illustrate the modified tower heights at 40 feet, and the towers at the east and west ends have been modified to achieve the Council's requested 40-foot height limit, and the second tower from the west was eliminated. Staff has reviewed the plans and color scheme and believes the proposed modifications, including the color scheme and modifications to the rear elevations, are acceptable, and,therefore, recommends that the Commission approve the revised plans/color scheme as submitted. Chairman Gregory asked if the roofs are lower, to which Commissioner Urrutia responded negatively. Chairman Gregory felt that the pyramid elements should be retained in order to give a crisper, less massive appearance. Mr. Alvarez asked about the maximum height at which the tower elements would work, to which Commissioner Urrutia responded by indicating 46 feet. 14 � � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES Action: Chairman Gregory moved, seconded by Commissioner O'Donnell, to recommend: 1) that the tower height be a maximum of 46 feet; 2) that the pyramid elements be retained; and 3) that the color scheme and rear elevation deign be retained. The motion carried 4-0-2, with Commissioners Connor and Urrutia abstaining. 10. CASE NO.: CUP 98-2 APPLICANT (AND ADDRES�• PDH ASSOCIATES, LLC/MARRIOTT COURTYARD/RESIDENCE INN, 55-550 Riviera Drive, La Quinta, CA 92253 NATURE OF PROJECT/APPROVAL SOUGHT• Approval of signage and other miscellaneous items LOCATION: Southwest corner of Frank Sinatra and Cook ZONE: PR-5 Mr. Drell reported that the applicant has submitted a signage program for the Courtyard and Residence Inn projects, including monument signs, directional signs and wall signs, and all signs are consistent with ordinance requirements and are generally overstated. Therefore, staff recommends approval as submitted. Bill Swank, the project developer, reviewed the various proposed signs. Action: Commissioner Hotden moved, seconded by Commissioner Connor, to approve Signs A, C, E, F and G. The motion carried 5-0, with Commissioner Urrutia absent. 15 � � ARCHITECTURAL REVIEW COMMISSION JANUARY 12, 1999 MINUTES 11. CASE NO.: PP 98-13 APPLICANT (AND ADDRESS)• WAYNE CARLTON CONNOR & ASSOCIATES/HOLDEN & JOHNSON ARCHITECTS for IMAGO GALLERIES, 44-267 Monterey Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT• Final approvai of landscaping LOCATION: 73-960 EI Paseo ZONE: C-1 S.P. Mr. Alvarez reported that the proposed two-story art gallery received approval of final working drawings for architecture on September 23, 1998, but the landscaping was not approved at that time. The landscaping plans have been reviewed by the City's landscape consultant. Staff's review of the plans indicate that the design and materials utilized are compatible with the surrounding properties and meet the City's quality standards, and, therefore, staff recommends that the Commission grant preliminary/final approval, subject to incorporation of the City's landscape consultanYs comments. Action: Chairman Gregory moved, seconded by Commissioner O'Donnell, to grant final approval of the plans as submitted. NIETO for LINO'S, 82-723 Dr. Carreon Boulevard, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT• Final approval of landscaping plans for an automotive repair facility LOCATION: South side of Hovley Lane East, 1000 feet west of Cook ZONE: S.I. Mr. Alvarez reported that the applicant received preliminary approval of the landscaping plan on May 13, 1998 for a project consisting of a 7,000 square foot automotive repair facility located in the Service Industrial District. The property has frontage on both Portola Avenue and Silver Sands Way, and the landscape plan illustrates the existing sidewalk along Portola and the proposed masonry walls along Portola Avenue and Silver Sands Way. Mr. Alvarez reported that preliminary landscape approval was granted at the November 24, 1998 meeting, and action regarding the architecture of the sales office was continued from both the November 24, 1998 and December 9, 1998 meetings, wherein the Commission made several comments regarding the proposed trellis system, window treatments and fascia details. The applicant has submitted a revised elevation for the sales building which addressed the Commission's comments, and those changes include: 1) making the trellis a more dominant feature; 2) adding a fascia detail to the building; 3) adding window treatments or trim; and 4) addition of a stucco finish. Staff feels that the revised plan is acceptable and addresses the Commission's concerns, and, therefore, recommends that the Commission grant preliminary approval of the architecture as revised. Commissioner Van Vliet felt that the proposed project looks even worse, and noted that there is no detail on the windows or the rear of the building. He felt that the building would look better if the trellis was nicer looking. Commissioner Holden indicated he would be more supportive of the project if the trellis had nicer detailing. Commissioner O'Donnell suggested that trees be planted beneath the trellis which will grow up through the structure. Action: Chairman Gregory moved, seconded by Commissioner O'Donnell, to approve the plans subject to further study of the trellis to incorporate better details and trees growing up through the trellis in some areas, and limiting the longevity of the temporary structure to 24 months.
