CASE NO.: SA 99-23 APPLICANT (AND ADDRESS�, QUIEL BROTHERS SIGNS, INC. for HOSPITALITY DENTAL ASSOCIATES, 272 South "I" Street, San Bernardino, CA 92410 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of two wall signs LOCATION: 77-900 Fred Waring Drive ZONE: O.P. Ms. Chafin reported that the business is located in building formerly occupied by Wells Fargo Bank at the northwest corner of Fred Waring and Washington. The building has 70 feet of frontage on Fred Waring and 60 feet of frontage on Washington and is painted pale yellow with dark green trim. The applicant proposes to install one reverse channel, halo-lit neon wall sign totaling 27.5 square feet on the south (Fred Waring) elevation. This sign would feature the words "Hospitality Dental Associates Building" in red, reverse channel script letters with green halo-lit neon. The maximum letter height would be 15 inches. The applicant also proposes to install a non-illuminated wall sign on the east (Washington) elevation totaling 32 square feet. This sign would feature the words "Hospital Dental Associates Building" in red script letters. The Commission has consistently required use of white neon, therefore, staff recommends approval of the request with the condition that the sign on the south elevation use white halo-lit neon. The applicant's representative noted that the green halo lighting would only be visible during the evening, while the red color of letters would only be visible during the day, and pointed out that the building trim is painted green. Action: Commissioner Urrutia moved, seconded by Commissioner Van Vliet, to approve the two signs with the condition that white halo-lit neon be used and that the word "building" be deleted from both signs. CASE NO.: SA 99-26/CUP 98-4 APPLICANT (AND ADDRES�: SERVICE STATION SERVICES for CHEVRON PRODUCTS COMPANY, 3 Hutton Centre Drive, Suite 711, Santa Ana, CA 92707 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of signage and final working drawings LOCATION: 72-801 Highway 111 ZONE: C-1 Mr. Smith reported that the applicant has requested a continuance, and the Commission agreed to continue the case. B. Preliminary Plans 1. CASE NO.: TT 28590 APPLICANT (AND ADDRESS� SOUTHLAND COMMUNITIES, One Columbia, Suite 2020, Aliso Viejo, CA 92656 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of perimeter landscaping LOCATION: Northwest corner of Fred Waring Drive and Phyllis Jackson ZONE: PR-5 Mr. Alvarez reported that the tentative tract map consists of subdividing 17.5 acres into 64 single-family lots. The property has frontage on Fred Waring Drive, Phyllis Jackson and Moss Rose Road. Moss Rose Road is the entrance to the tract and will have a small retention basin. The Phyllis Jackson frontage begins at the corner of Fred Waring and terminates approximately 300 feet to the north. The remainder of the frontage on Phyllis Jackson is School District property, and the developer will not be required to landscape or maintain this portion. 3 . , � "� ARCHITECTURAL REVIEW COMMISSION MARCH 9, 1999 MINUTES The landscape plan has been reviewed by City staff and the City's landscape consultant, Eric Johnson. Mr. Johnson comments that the plant palette is consistent with the adjacent subdivision landscaping plan along Fred Waring and Deep Canyon, but the proposed spacing of the trees and shrub materials are too tight; therefore, he recommend that tree and shrub material spacing be increased. Staff recommends that the Commission grant preliminary approval for the perimeter landscaping, subject to Mr. Johnson's comments. Action: Commissioner Connor moved, seconded by Commissioner Urrutia, to grant preliminary approval for the perimeter landscaping, subject to the comments of the City's landscape consultant, Eric Johnson. The motion carried 5-0. 2. CASE NO.: C 98-5 APPLICANT (AND ADDRESS� AMERICAN INVESTMENT GROUP/PALM DESERT LLC for PALMS TO PINES EAST SHOPPING CENTER, 301 Forest Avenue, Suite 200, Laguna Beach, CA 92651 NATURE OF PROJECT/APPROVAL SOUGHT• Further clarification of interpretation of preliminary elevations and landscape plans LOCATION: South side of Highway 111 east of Plaza Way Mr. Smith reported that a new landscape plan has been submitted, along with revised elevations. Susan Secoy reported that the revisions include layering of the architecture to get as much canopy as possible. The EI Paseo drive-thru has been changed to reflect the Commission's suggestions. Planters with vine pockets have been added as well as palm trees on both elevations. Commissioner Urrutia suggested stepping out the entry element a couple of feet, and Ms. Secoy agreed and noted that it would cast more shadow. 4 ' � �r1�+" ,�+ ARCHITECTURAL REVIEW COMMISSION MARCH 9, 1999 MINUTES Commissioner Urrutia suggested extending the trellis on the west elevation out 24 inches, with which Ms. Secoy concurred. Commissioner Connor commented that the Brazilian Peppers won't last long in this climate. Commissioner O'Donnell asked how the purple color would be used, to which Ms. Secoy replied that it will be used on the upper layer as well as the background on the sign. Commissioner Urrutia recalled that the purple color was originally only going to be used on the trim. Ms. Secoy clarified that the sign will have a bright blue background with white letters, which is a deviation of what was originally approved. , Commissioner O'Donnell suggested that the Commission delay action on the sign until the sign permit application is formally submitted for approval. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to grant preliminary approval of the revisions with the following conditions: 1) that the color change for the sign be held in abeyance until a sign permit application is presented; 2) that the entry element be stepped out a couple of feet; 3) that the trellis on the west elevation be extended out an additional 24 inches; and 4)that the Brazilian Peppers be replaced with a variety of tree that will last longer in this climate. CASE NO.: C 98-22 APPLICANT (AND ADDRESS�� ROBERT RICCIARDI, AIA for OCEAN PROPERTIES DEVELOPMENT, 75-090 St. Charles Place, Suite a, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT• Preliminary approval of landscape plans LOCATION: Southeast corner of EI Paseo and Highway 111 ZONE: C-1 Tom Dozci, the landscape architect for the project, presented the colored plans and indicated that the goal for the Highway 111 frontage is to clean up and simplify the landscape design. a desert theme will be maintained along this frontage, with a couple of lawn panels for contrast. On the EI Paseo frontage, the goal is a simple, clean look; so repetitive plantings will be used with desert accents such as boulders, Aloe and Bougainvillea. The main accent tree will be Date Palm at the corner of Highway 111 and EI Paseo, the EI Paseo entry and the Highway 111 entry. Along the building, Washingtonian Filferas will be used. The south entry will have a fountain element to fulfill the art requirement, and there will also be a fountain element at the corner of Highway 111 and EI Paseo. The walkway between L.G.'s Steakhouse and the proposed building will have wall fountains with seating. There west property line will also have water features which will help enhance L.G.'s patio dining area. The parking lot will have carports covering 110 spaces, and consideration is being given to an alternative tree species to Mesquite since there is a problem with them blowing over. The goal on the east side of the property is to screen the buildings with vertical trees. 6 . �wrr�' ;,� ARCHITECTURAL REVIEW COMMISSION MARCH 9, 1999 MINUTES Commissioner O'Donnell asked if plans to tie the buildings together with some type of architectural treatment, i.e., trellises, have been abandoned, to which Sam Rasmussen replied that the goal is to see what Kaiser Grille and L.G.'s Steakhouse have proposed, because they are in the process of redoing their entry; however, the idea of trellises has been abandoned because of the property line situation. Commissioner Urrutia was concerned about what will happen if Kaiser does not do any renovation, and indicated that he would like to see alternative plans which account for that possibility, and added that he would also like to see more unification with the other adjacent properties. Commissioner Holden felt that the proposed plans are nice, but noted that the key corner is the one visible from the public right-of-way. Commissioner Holden agreed that an alternative plan should be presented which addresses the possibility that Kaiser Grille will not do any renovation. Mr. Rasmussen stated that he will meet with Phil Drell regarding the possibility of removing a couple of parking spaces in order to add more landscaping elements which would unify the area along the entry driveway. Commissioner Van Vliet asked if there is sufficient landscaping along EI Paseo to screen the building, to which Mr. Dozci replied that the area is quite narrow, ranging from six feet wide to nine feet wide; so palms which grow to 18 feet in height, are proposed. Mr. Rasmussen added that the existing palm trees may be removed and replaced because they don't look very good. Commissioner Connor suggested using Filiferas or Date Palms in that area. Commissioner Van Vliet asked if the carport will be made of inetal material, to which Mr. Rasmussen responded affirmatively, and added that it will be cantilevered and painted to match the building. Action: Commissioner Urrutia moved, seconded by Commissioner O'Donnell, to grant preliminary approval of the plans as presented with the following conditions: 1) that filiferas or date palms be used along the EI Paseo frontage; 2) that further development be done in and around Kaiser Grille, 7 . . The motion carried 5-0. Mr. Rasmussen asked if the Commission would have any objection to additional carport structures in the rear of the parking lot, and the Commission agreed it would be acceptable. V.
