ORAL COMMUNICATIONS None. 1 � � ARCHITECTURAL REVIEW COMMISSION MAY 11, 1999 MINUTES IV. CASES 1. CASE NO.: PP/CUP 99-5 APPLICANT (AND ADDRESS,�: RAYMOND T. TROLL, 2323 N. Tustin Avenue, #F, Santa Ana, CA 92705 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of building elevations and landscaping for a 76-unit senior apartment project LOCATION: 3.43 acres on the west side of California Avenue, south of New York Avenue ZONE: R-2 (4,000), to be rezoned R-2 (4,000) S.O. Mr. Smith reported that to the north is the golf course clubhouse and restaurant; to the west is the golf course; to the south are five single-story single-family dwellings which front onto Indiana Avenue; and to the east across California are single-story apartments. The 76-unit senior apartment project consists of seven (7) buildings, of which three are single-story and 18 feet in height, while three are two-story buildings 25 feet in height, and one single-story 18-foot high recreation and leasing building with a swimming pool area. All the buildings have tile, hip roofs and stucco walls. The applicant has brought color and material samples to the meeting today. The project has been laid out with the single-story units (Building 1, 2 and 6) adjacent to the single-family dwellings and adjacent ot the golf clubhouse. The two-story units are located in the center portion of the site. The two- story units (Buildings 3, 4 and 5) are to be 25 feet in height. Code limits these units to 24 feet; so the applicant will need to alter the design slightly. The landscape plan provides an acceptable plant palette; however, the trees to be installed are not delineated. Commissioner Van Vliet referenced Building 5 and asked about the setback from the street, to which Mr. Drell replied that it varies from 35 to 50 feet from the curb. 2 � � ARCHITECTURAL REVIEW COMMISSION MAY 11, 1999 MINUTES Commissioner Urrutia asked about undulation and overhangs, to which Scott Gainer replied that the balconies provide undulation, and the windows are not flush to the wall. Mr. Smith asked that the applicant clarify the type of design for Buildings 1 and 5, to which Mr. Gainer replied that Building 5 is a Type II structure, and Building 1 is a Type I (single-story) structure. Commissioner Urrutia felt that Buildings 1 and 2 have good undulation, but Building 3 needs more, and he would suggest that it look more like the other buildings. Action: Commissioner Urrutia moved, seconded by Commissioner O'Donnell, to grant preliminary approval of the building elevations, subject to the addition of shading and subject to more roof undulation on Building 3 (similar to other proposed buildings), and granted conceptual approval of the landscaping. The motion carried 5-0, with Chairman Gregory abstaining. 2. CASE NO.: C 98-22 APPLICANT (AND ADDRES�• SAM RASMUSSEN, OCEAN PROPERTIES DEVELOPMENT, 1919 Grand Avenue #2A, San Diego, CA 92109 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of signage for east building LOCATION: Southeast corner of EI Paseo and Highway 111 ZONE: C-1 Mr. Smith reported that at its last meeting, the Commission made a determination regarding signage for the west building, and now the applicant wishes the Commission to clarify its intentions regarding the east building. Staff would note that an application has been submitted for a conditional use permit to allow medical/dental office use of the east building. 3 � � ARCHITECTURAL REVIEW COMMISSION MAY 11, 1999 MINUTES Commissioner O'Donnell suggested that the sign program for the west building be adopted for the east building as well. Sam Rasmussen stated that the west building is comprised of 38,000 square feet and has been approved for six signs, while the east building is comprised of 20,000 square feet; so he would request that for the east building, the Commission approve finro signs on the north elevation and one sign on the west elevation with the same criteria approved for the west building. Action: Commissioner Urrutia moved, seconded by Commissioner Holden, to approve finro signs on the north elevation and one sign on the west elevation with the same criteria that was applied to the west building. The motion carried 5-0. 3. CASE NO.: MISC 99-6 APPLICANT (AND ADDRESS� PALM DESERT HOUSING AUTHORITY, 73-510 Fred Waring Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new paint colors for four apartment complexes (One Quail Place, Neighbors Garden, Taos Palms and Desert Point) LOCATION: 72-600 Fred Waring, 73-535 Santa Rosa Way, 43-810 Las Palmas and 43-750 Monterey Mr. Smith reported that color samples have not been submitted; so no action is required at this time. 4. CASE NO.: C 97-4 APPLICANT (AND ADDRESS� JERRY WALKER c/o TWW INVESTMENTS for DEL TACO RESTAURANT, 76-968 California Avenue, Palm Desert, CA 92260 4 � � ARCHITECTURAL REVIEW COMMISSION MAY 11, 1999 MINUTES NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised architectural elevations LOCATION: 74-617 Highway 111 ZONE: C-1 Mr. Alvarez reported that the applicant has submitted revised plans designed to address the concerns previously expressed by the Commission, and added that color samples have also been presented. Commissioner Urrutia commented that the applicant needs to clarify if the brick is real adobe brick, to which Mr. Walker replied that it will be. Commissioner Urrutia requested that the applicant submit material samples for verification. Commissioner Urrutia noted that the west and east elevations do not show a tower element. Chairman Gregory stated that there is very little roof tile; so he would suggest that a condition of approval be included to require real clay roof tiles, with which Commissioner Urrutia concurred. Commissioner Urrutia suggested that the tiled roof element be eliminated on the tower on the west elevation. Action: Commissioner Holden moved, seconded by Commissioner O'Donnell, to grant preliminary approval of the revised elevations subject to the following: 1) submittal of a material sample of the adobe brick; 2) showing tower elements on the west and west elevations as real tower elements instead of facades; 3)use of real clay tile on the roof elements; and 4)elimination of the tiled roof element on the west tower. The motion carried 5-0. 5. CASE NO.: PP 98-1, C/Z 98-1, GPA 98-1 APPLICANT (AND ADDRESS� SANBORN ARCHITECTURE for DAVID & NANCY DOWGIALO, 1227 S. Gene Autry Trail, Suite C, Palm Springs, CA 5 � � ARCHITECTURAL REVIEW COMMISSION MAY 11, 1999 MINUTES 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a revised landscaping plan and a 2,046 square foot office building to replace an existing 858 square foot storage building LOCATION: 44-817 & 44-835 Portola ZONE: O.P. Mr. Alvarez reported that the Commission granted final approval for the proposed remodel and conversion of an existing residence into an office building in August 1998, and the remodel included improvements to an existing detached garage to be used for storage. The applicant has decided to remove the garage and build a 2,046 square foot office building in its place, and this amendment to the precise plan will go before the Planning Commission on May 18, 1999. The new office building will be in the same location as the garage unit, and the building will be 16'4" high and will meet all the City's setback requirements forthe O.P. zone. Along with the new building, eight additional parking spaces will be added in the rear of the property to meet the City's parking requirements. The architecture will utilize a similar mission clay tile and a smooth plaster finish as the previously approved main office building, and staff believes that the building's architecture can be improved by adding more detail to the elevations. The use of fur-outs and/or different types of materials should be used for more detail. Staff has not had an opportunity to review the revised landscaping plan, but recommends that the south elevation be heavily landscaped to screen the back side of the building. Mr. Drell noted that there should be enough room next to the south elevation to accommodate tree plantings, and suggested that the outer wall be eliminated in order to make room for landscaping. David Dowgialo agreed that the wall could be removed. 6 `�rrr+' � ARCHITECTURAL REVIEW COMMISSION � MAY 11, 1999 MINUTES Commissioner Connor noted that the Parkinsonians should be replaced with Cercidium Desert Museum, and added that he would like to see top dressing of decomposed granite along the street frontage. Also, the plans should call out the sizes of all the palm trees. Chairman Gregory pointed out that the shrubs indicated for the north side of the building won't perform in that exposure, and suggested plants more appropriate for a northern exposure. Action: Commissioner Holden moved, seconded by Commissioner Van Vliet, to grant preliminary approval with the condition that the proposed six-foot wall element on the south property line be removed. The motion carried 5-0. 6. CASE NO.: HD PP 98-2 APPLICANT (AND ADDRESS� EDDIE AHMAD BABAI, 45-640 Highway 74, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised drawings for hillside development of single-family residence LOCATION: 47-075 Southcliff Road ZONE: HPRD Mr. Drell reported that there are no changes proposed for the house except for the stone veneer; however, renaturalization is very important in this project, and the pad will be cut further back into the hill in order to move the house back from the edge of the pad. The landscaping plan still shows turf and non-native plantings, and the pad still scales out at more than 10,000; so some changes need to be made. Chairman Gregory commented that the plans should show with what the slope is being renaturalized. Action: Commissioner Holden moved, seconded by Commissioner Urrutia, to grant approval subject to submittal of a landscape plan indicating revegetation. 7 `�,�' �r ARCHITECTURAL REVIEW COMMISSION MAY 11, 1999 MINUTES The motion carried 5-0. 7. CASE NO.: CUP 99-4NAR 99-1 APPLICANT (AND ADDRESS� GLORY TO GOD MINISTRIES, P.O. Box 467, Palm Springs, CA 92663 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a 15,620 sq. ft. single-story worship center with 708 seats and a 17,679 sq. ft. gymnasium with on-site parking for 291 cars LOCATION: West side of Portola, 600 feet north of Frank Sinatra ZONE: PR-5 Mr. Alvarez reported that the property consists of 4.62 acres located on the west side of Portola Avenue 600 feet north of Frank Sinatra. The property is surrounded by vacant property zoned PR-5. The proposed church facility consists of three separate structures, several outdoor recreational facilities and parking. The site's sole access if from Portola Avenue. The worship building will consist of 15,620 square feet and is designed to seat 708 people. The building is set back 74 feet from the south property line, 115 feet from the north property line and 70 feet from the west property line. The worship building's main architectural feature will be the dome- shaped roof made of a finished aluminum with a maximum height of 24 feet. The remainder of the structure will consist of a stucco exterior with split face block columns and a standing seam metal roof. The family center building will consist of 17,679 square feet and will be used for a variety of purposes, including a gymnasium, classrooms, offices, restrooms and a kitchen. The building will have exterior materials similar to the worship building, including a standing seam roof, split face columns and a stucco finish. The building height is proposed at 33 feet, and as such, will require a variance from the maximum allowed 24-foot height in the PR zone. The building will be set back 80 feet from the north and south property lines and 97 feet from the front property line. On the east facing elevation, the portion of the building which extends above the 24-foot height maximum is set back 136 feet from the property line. Similarly, the portion extending 8 � � ARCHITECTURAL REVIEW COMMISSION MAY 11, 1999 MINUTES above the 24-foot height limit on the north and south sides is set back 119 from the property line. The variance request will require a recommendation from the Commission to ultimately be approved by the City Council. The counseling center will consist of 2,912 square feet and is to be located in the northeast portion of the site. The building will be 15'8" high and utilize similar architectural features and materials as the worship building and family center. The structure will be set back 75 feet from the north property line and 130 feet from the west property line. The project features several outdoor recreational facilities located in the center of the project between the worship building and family center, and these include a volleyball court, children's tot line and an outdoor terraced courtyard. Preliminary landscape plans have ben submitted, but have not been reviewed by the City's landscape consultant; so staff would defer to the Commission for comments and recommendations. The plan does not meet the City's parking lot shade tree requirement of one shade tree for each three parking spaces. Commissioner Urrutia suggested that landscaping fingers be incorporated to break up the parking lot. Chairman Gregory noted that the lawn is shown as improved fescue sod, which takes an inordinate amount of water, and he would suggest that another material be used. Commissioner Urrutia stated that he doesn't have a problem with the dome- shaped roof on the worship center as long as the panel system has an interesting configuration. Commissioner Holden was concerned that the aluminum dome-shaped roof will create glare. Chairman Gregory commented that he has no problem with the height of the family center since it will be set back so far from the street; however, he believes the proposed myoporum will die within a year. 9 �` � ARCHITECTURAL REVIEW COMMISSION MAY 11, 1999 MINUTES Commissioner Connor noted that the tree sizes should be larger than indicated on the plans. Commissioner Urrutia suggested that the applicant give careful consideration to the style of the panels on the dome-shaped roof. Chairman Gregory suggested that flipping the site plan to locate the domed building in the front would allow more room for landscaping, and the rest of the Commission agreed that locating the domed building in the front would be preferable. Commissioner Urrutia suggested eliminating some parking spaces in the center on both sides of the site to allow more room for landscaping. Action: Commissioner O'Donnell moved, seconded by Commissioner Urrutia, to continue the case so that the applicant could be present to answer questions. The motion carried 5-0. V.
